National development policy

• Malaysia inherited after independent, the remnants of the colonialists development policies.

• The main challenge after independent was to narrow the differential development gap and eradicate poverty.

• Govt planning in achieving the above is set out by national development policies (NDP- National Development Plan release every 5 years)

NDP- the main agenda in the planning and implementation of economic and social development of Malaysia.

Its objective- peace and prosperity of people.

1st - First Malayan Plan

New Economic Policy

• 1971-1990

• Two main objectives are –

• - to reduce and eradicate poverty .. ..regardless of ethnicity

• - to restructure the society so as to ..eliminate community identification ..through economic sector.

Strategies to eradicate poverty

• Modernize living condition for lower income group

• Expand employment opportunities• Encourage participation in high potential sectors

eg. Business , industries & services• Imporve productivity of the poor.• Raise people ownership in the private sector• Build a business society among bumiputra• Developed backward areas• Enhanced education opportunities within or

outside Malaysia

National Agricultural Policy

• To transform the agricultural sector into one that is more modern, commercialised and sustainable

• To increase company’s export commodities

• To create a society of entreprenuers and businessman among farmers and fishermen

National Privatisation Policy

• started in 1993• Govt was ready to reduce and give a number of

govt activities in the country to private sectors• Purpose :-• effective management• improve economic performance & growth• and sevices• To create maximum competition• Improve profit

• - concentrated on a number projects that had not been satisfactorily implemented effectively

• - performance evaluation could be carried out to determine the effectiveness of the programme

• - able to reduce size of public sector to 54,000 people

• Government earning as much as RM18,000 million

Success of privatisation policy

• Port Klang Container Terminal (cargo loading time reduced from 11.7 –

8.9 hours )-TV3, Astro, TV9 etc- Telecommunication- Reduce size of public sector- Create employment.
