“THREE women asked St. Peterat the Pearly Gates for entry andgot a surprise condition,” beginsthe story emailed by a friend. “Youmust not step on the ducks.”

“What have we got to lose?” thethree agreed after protracted con-sultation. So, they signed the con-sent form. And the gates opened.The place was more than they ex-pected. “Eye has not seen nor earheard the joys that the Lord pre-pares for those who love Him.”

There were also ducks all overthe place. A week later, one ladygot careless and trampled on aduck. In a split second, St. Peterappeared. Without a word, he hand-cuffed the erring lady to the ugli-est man they’d ever seen, and left.

Three days later, the second ladysquashed a duck. In a split second,the same drill happened. Only thistime, the man, on the other end ofthe handcuff, was even uglier.

The third woman, who’d seenall these, became extremely care-ful. Months passed without inci-dent. Suddenly, St Peter showedup and, without a word, handcuffedher to the handsomest man shehad ever seen.

“Was this a reward?” she cooedwhile fluttering her eyelashes atthe gorgeous hulk.

“I don’t know about you lady,”the man replied. “But I steppedon a duck.”

In reaction to this story, a stu-dent asked. Who then can stay inheaven? “Ask the blind rabbit,”was the reply from my story-tellerfriend.

“One morning, a sightlessbunny hopped down the trail —and tripped over a large snake. Helanded right on the snake’s twitch-ing nose.”

“Sorry. Please excuse me,” saidthe bunny. “I didn’t mean to trip

THE man was rather upset andwas on the verge of flaring up ashe narrated to me an argumenthe had with his driver.

“Oh no, Father …,” he said try-ing his best to remain calm. “Itwasn’t at all about his driving. Itwas due to his destructive initia-tive of cutting down my Sarakasapling.”

“Saraka sapling?” It was myfirst time to hear of such a plant.

“It’s a rare tree, Father. It’sfamous for being the king of flow-ering trees.”

“Then why did he cut itdown?”

“He thought the tree had al-ready withered up. But in realityit was only going through its ‘dor-

mant stage’ before anothergrowth spurt. When it’s mature,this dry stage signals it’s comingto a full bloom.”

“Wow! That’s the first timeI’ve heard of a tree going into somesort of hibernation,” I said withamazement.

“But there’s nothing I can doabout it now,” the man lamented.

“I’m sure it can still recoverfrom the stump. Surely if theroots are well watered and …,” Iwas trying to be optimistic.

“Nope,” the man swayed hishead in regret, “he pulled it bythe roots!”

“At least it’s only a tree,” Isaid.

“I know, Father. But I feel bad

that I may have overreacted when Iscolded him for having done that.”

“Well, if he had done so withthe good intention of clearing yourgarden of apparently dead plants,then I suppose he meant well.”

“I guess you’re right there,Father,” the man smiled showinghe had regained some of his peace.

* * *As our conversation ended, I

continued to ponder about theman’s story about his “hibernat-ing tree”. I couldn’t help but re-call our Lord’s parable about theunfruitful tree. The master no-ticed that a particular tree in hisgarden was not producing fruit,and instructed that it be cut

IN the third century, there was amonk named Antony who lived alifetime all alone in the endlessdesert of Egypt. Despite his iso-lation, he kept up a lively corre-spondence with many of theprominent personalities of theday. Emperor Constantine wouldwrite to ask for his advice. Otherhermits would write asking for hisprayers.

One day, one of the monk’spupils expressed surprise thateven kings and emperors wrotehim. The saintly hermit an-swered, “Think nothing of it.What the emperor writes is noth-ing special. And what the otherfamous people write about is noteven worth mentioning. As a mat-ter of fact, I know of only one let-ter which is really worth reading,and re-reading, and thinkingabout.”

Coming from the mouth of themonk, he was surprised to hearthat such letter existed. Hewanted to know who could havewritten such a special kind of let-ter. So, Antony told him, “The let-ter that I am talking about waswritten for us, humans, by GodHimself. We call it the Bible.”

“The gospel is not a book; it isa living being, with an action, apower, which invades every thingthat opposes its extension, be-hold! It is upon this table: Thisbook, surpassing all others. I neveromit to read it, and every day withsome pleasure,” said French em-peror Napoleon Bonaparte.

American presidents believe inthe sanctity of the Bible. NobelPeace Prize winner Woodrow Wil-son said, “When you have read theBible, you know it is the word ofGod, because it is the key to yourheart, your own happiness, andyour own duty.” Even before him,there was Abraham Lincoln, whoadmitted, “I believe the Bible isthe best gift God has ever givento man. All the good of the Saviorof the world is communicated tous through the Book.”

Famous authors also draw in-spiration from the Bible. Frenchwriter Victor Hugo said, “Englandhas two books; the Bible andShakespeare. England madeShakespeare, but the Bible madeEngland.” German writer andscientist Goethe commented, “Ilook upon all four Gospels as thor-oughly genuine, for there shinesforth from them the reflectedsplendor of a sublimity proceed-ing from Jesus Christ.”

At one time, a man was askedto tell his favorite Bible verse.“And it came to pass,” the manreplied. This surprised the inter-viewer because it is not a quotedpassage; although it is mentioned

THE practice of labeling andbranding is a fact of life. But Ipersonally don’t quite like it, es-pecially when applied to people,precisely because it tends to con-fine and stereotype us.

We are persons, not things, notanimals. As such, we are intelli-gent beings and free spirits thatcould not and should not be re-duced and straitjacketed to a setimage or type.

There may be something per-manent in us, or characteristicsthat are stable, but we shouldnever forget that we also change,and in fact in certain aspects, weneed to change.

We have to learn to grapple andblend these two facets. It’s noeasy task, and given their ticklishlinkage and the profuse confusionaround, we really need to have theappropriate understanding andskills to carry it out.

Of the permanent categorywould be our nature as rationalbeings, as persons with intelli-gence and will, and as beings sub-ject not only to reason but also tofaith. We also are social beings,and not just individuals. Theseshould always be a given, and con-tinually reinforced.

But alas, nowadays and espe-cially in some supposedly think-ing circles, a few of these perma-nent features are doubted andquestioned. Categories that usedto be traditionally or culturallyobvious and taken for granted arenow put in reservation.

Our more stable characteris-tics would be in the area of ourcharacter, personality, social back-

persons, and not just a facelesscrowd, a mob that can be treatedwithout attention to refinementand charity, or mere points. Weare all brothers and sisters, allchildren of God.

Our differences and conflictsshould not undermine this basicrequirement. Thus our Lord putit as the acme of charity to “loveyour enemy.” We just have to finda way to resolve our differenceswith patience, knowing that truthand charity cannot and should notbe separated.

We have to go beyond top-of-mind responses, and learn to pro-cess and deliberate our reactions.We have to be good-mannered al-ways, seeing to it that our emo-tions, while allowed to show al-ways, should be under control.

Our arguments and reasonsshould be crafted with clear ori-entation to the common good. Wehave to learn to listen to one an-other, and to be magnanimous. Wehave to purify our discussions ofany accumulating traces of re-sentment and bitterness.

The forcefulness with whichwe infuse our views, if we know,can be done with affection. It caneven be given with a dash of hu-mor. The result will always be asmashing hit that gladdens every-one, including our opponents.

What is more, discussions un-der these conditions facilitate thesearch for more fruitful and use-ful findings. They also foster soli-darity among ourselves so we canattain our common good moreeasily.

But there are many things thatchange. Flux dominates our physi-cal and affective life. And this ismore so in our ideas, thoughts,desires and plans. And yet in thisflow, certain steady traits can benoted, giving rise to the need forlabeling and branding.

This is where we have to bemost careful. This practice of clas-sifying, pigeonholing and packag-ing should be pursued with theconstant awareness that there areelements in us that change, or arecapable of changing and shouldchange. This needs frequent self-checking and self-renewals.

Especially in our social life, andin politics to be more specific, thisunavoidable business of labelingand branding has to be pursuedwith extreme care.

Now that our politics is enter-ing a more intriguing phase, es-pecially in the more developedcountries like the U.S. where poli-tics is increasingly reflecting aculture of war, we need to be mostcharitable.

There, it is common to brandpeople as either conservative orliberal, right-wing or left-wing,etc. While there are valid reasonsto do so, we should not allow thislabeling to deteriorate into name-calling, insulting, carping andthings like those.

We need to continually remindourselves in our political discus-sions that we are dealing with

in the Bible several times, it isnot a verse. Yet, the man insistedthat “and it came to pass” wasone of the meaningful to him.

In every trouble, he explained,he thinks of this Biblical line. Theproblem, the difficulty, did notcome to stay; it came to pass. Itcame to leave its imprint uponhis personality and his character.It came to teach its particular les-son. But it was not, of itself a fi-nality. It did not come to stay. Itcame to pass.

And so it came to pass that aprisoner was locked up to a soli-tary confinement and was given aBible as his only companion. So,he studied it very carefully for sev-eral years. Long before the daysof computers, he discovered thefollowing facts:

The Bible contains 3,586,489letters and 773,692 words. It has31,173 verses and 1,189 verses.The word “and” occurs 46,277times. The middle verse in theentire Bible is verse 8 of Psalm118. All the letters of the alpha-bet are found in Ezra 8:21. Thelongest verse is Esther 8:9 whilethe shortest is in John 11:35.

The prisoner discovered allthese facts but nowhere in thestory revealed that the messageof the Bible touched the prisoner’sheart. Yes, he missed the mainpoint. “I am the way, the truth,and the life,” Jesus said (John14:6).

Is the Bible inspired by Godfor real? Robert Dick Wilson, flu-ent in more than 45 languagesand dialects, concluded after alifetime study of the Old Testa-ment: “I may add that the resultof my 45 years of study of the Biblehas led me all the time to a firmerfaith that in the Old Testament,we have a true historical accountof the history of the Israelitepeople.” And respectablenewsweekly Time declared:“Reputable scholars now believethat the New Testament accountis reliable history.”

“This book had to be writtenby one of three people: good men,bad men or God,” British religiousleader John Wesley said. “Itcouldn’t have been written bygood men because they said it wasinspired by the revelation of God.Good men don’t lie and deceive.

It couldn’t have been writ-ten by bad men because badmen would not write some-thing that would condemnthemselves. It leaves only oneconclusion. It was given by di-vine inspiration of God.”

Sinabi pa ni Figueroa na ang bawatBGP sa lalawigan ay may alokasyong 80hangggang 100 kabang bigas na ibine-benta sa loob ng isang linggo, at ang mgaTN ay may 30 kabang alokasyon, habangang mga TNP ay may 40 kaban.

Ipinaliwanag ni Ed Camua, informa-tion officer ng NFA-Bulacan, na ang bigasng NFA na nagkakahalaga ng P18.25bawat kilo ay sa mga TN at TNP outletna lamang sa barangay ibinebenta,samantalang ang ibinebenta ng mgaBGP sa mga palengke na NFA rice ayP25 bawat kilo. Ang pagbebenta ng bigasna P25 bawat kilo sa mga BGP, aniCamua, ay isang hakbang upang mahilapababa ang presyo ng commercial ricena ibinebenta ng mga komersyante sahalagang P30 pataas bawat kilo.

Idinagdag pa niya na isa sa mgadahilan kung bakit sa mga barangay nalamang ibinebenta ang bigas ng NFA namay halagang P18.25 ay upang masmapakinabangan iyon ng mas mahihirapna mamamayan.

“Pabor sa mga magsasaka ang presyong palay sa Bocaue, pero pabor naman samga consumer ang benta ng NFA sabawat kilo ng bigas,” ani Camua.

Matatandaan na may namatay namag-asawa sa Marilao, samantalang 717pamilya ang pansamantalang inilikas saiba’t ibang bayan sa lalawigan noongHunyo 22 sanhi ng pananalasa ngbagyong Frank. Para sa mga proyektoSinabi ni Natividad sa

S.P. na kung makukuha ngKapitolyo ang kabahaginito sa IRA na di natang-gap noong 2001 at 2004,iyon ay magagamit sa pag-papatayo ng mga silid ara-lan, programang pangkalu-sugan at iba pang proyektong Kapitolyo.

Ngunit, sinabi ni BokalVicente Cruz, ilegal angplanong paggamit ng na-sabing IRA para sa tinuranni Natividad na mga devel-opment project dahil nasa-saad sa Local GovernmentCode na 20 porsiyento la-mang ng IRA ng pama-halaang lokal ang maaaringgamitin para sa mga devel-opment project.

Sinabi ni Natividad naang mga isinumiteng do-kumento ukol sa paggamitng nasabing IRA ay pan-samantalang batayan la-mang, dahil kapag nakuhana ang pera at ipinasok sasupplemental budget ngKapitolyo, iyon ay mulingpagdedebatihan ng mgabokal.

Ang kuwestiyon sa le-galidad ng pagsasapera ngIRA na di natanggap ngBulacan noong 2001 at2004 ay binigyang diin niBise Gob. Alvarado sa kan-yang interpelasyon o pag-tatanong kay Natividad.Ilang ulit na sinabi ni BiseGob. Alvarado na ilegal angpamamaraan ng pagsa-sapera ng nasabing IRA.

Tatlong pamamaraanBatay sa ipinalabas na

ang pagbibigay ng IRA sapamamaraang installmento unti-unti, may bawas odiscounted, at bilang isangkolateral ay ilegal at ma-layo sa layunin ng batas.

Sinabi pa ni Alvarado nakung gusto ng pamahalaangnasyunal na ibigay sa mgapamahalaang lokal ang IRAna hindi nila natanggapnoong 2001 at 2004, dapatay mangutang ang pamaha-laang nasyunal at ito na rinang magbayad ng tubo sauutanging pambayad.

Binanggit din ni Alva-rado ang desisyon ng KorteSuprema hinggil sa Admin-

istrative (A.O.) Order 372ni dating Pangulong FidelV. Ramos, na inamyendahanni dating Pangulong JosephEstrada sa kanyang A.O.Order 43 noong Disyembre1998.

Batay sa desisyon ngKorte Suprema noong Hul-yo 19, 2000, kinatigan nitoang petisyon ni Sen. Aqui-lino Pimentel ang ama ngLocal Government Code, atpermanenteng pinagba-walan ang mga magigingkalihim na susunod noonkina Executive SecretaryAlexander Aguirre at Bud-get and Mangement Secre-tary Emilia Boncodin namuling ipatupad ang mgaA.O. 372 ni Pangulong Ra-mos at A.O. 43 ni Estrada.

Inabot din ng hatinggabi Matatandaan na noong

nakaraang Disyembre, ina-bot din ng hatinggabi angilang sesyon sa S.P. kung

kailan tinalakay ang pag-papatibay sa resolusyongnagbigay karapatan kayGob. Mendoza na lumagdasa isang kasunduan sa Met-ropolitan Waterworks andSewerage System (MWSS)upang maisagawa angBulacan Bulk.

Sa mga sesyon ng S.P.noong Disyembre ang ta-nging pinaglabanan ng ma-yorya at minorya ay kungitutuloy o hindi ang kaso ngBulacan laban sa MWSS nanoo’y nakabimbin sa Courtof Appeals.

Matapos ang mahaha-bang sesyon at pagdede-bate, nagwagi ang mayoryaat napagtibay ang isangresolusyong nagbigay ngkapangyarihang kay Men-doza na lumagda sa isangMemorandum of Agree-ment sa MWSS kung saanang isa sa mga tuntunin ngMOA ay iuurong ang kasong Bulacan laban sa MWSS.

Ipinaliwanag ni Alva-rado na ang kabuoang ha-laga ng buwis na naku-kulekta ng BIR bawat taonay hinahati sa dalawa; 60porsiyento nito ang na-pupunta sa pamahalaangnasyunal at 40 porsiyentonaman ang pinaghahatianng mga pamahalaang lokaltulad ng mga pamahalaangpanglalawigan, pambayan,panglungsod at pamba-rangay.

Ayon sa Section 285 ngLocal Government Code,

ang 40 porsiyentong IRA nakabahagi ng mga pama-halaang lokal mula sa pa-mahalaang nasyunal aynahahati ayon sa pagka-kasunod:

Ang mga pamahalaangpanglalawigan at pang-lungsod ay tatanggap ng tig-23 porsiyentong kabahagi;ang mga pamahalaang ba-yan ay 34 porsiyento, at angmga pamahalaang baran-gay ay 20 porsiyento.

Ang nasabi namang pag-hahati ng mga kabahagi saIRA ay nakabatay sa bilang

ng populasyon sa kanilangnasasakupan (50 porsiyen-to), sa sukat ng lupaing nasa-sakop ng kanilang pama-halaang lokal, at equal shar-ing na 20 porsiyento.

Ericta, is a government agency taskedwith the duty of keeping statistical records of documents, and thegeneration of statistics, and may be served with summons and othercourt processes at National Statistic Office, East Avenue, Diliman,Quezon City; the respondents Sps. Carlos Miyahira Caguimbal andEmma N. Funtilar who are indispensable party in this petition, andmay be served with summons and other legal processes at Block 17,Lot 14, P-3B, Purok Imelda, Brgy. Dela Paz, Antipolo City; that peti-tioner was born on August 27, 1983 at Balagtas, Bulacan to theSpouses Carlos Miyahira Caguimbal and Emma N. Funtilar. Uponsecuring a copy of his Birth Certificate sometime in January 2007 hewas surprised to find out that in his Certificate of live Birth issued bythe National Statistic Office, the middle name and birth place of hisfather as appearing therein were entered as “Mejahera” (Annex “A-2”) and “Naga City” (Annex “A-3”) respectively but in truth and infact, in the Certificate of Live Bir th of his father (Annex “B”), thesame were entered as “Miyahira” and “Bombon, Camarines Sur”respectively, which is the truth and correct middle name and birthplace of his Father. Likewise, the date of marriage of his parents asappearing therein was entered as “March 7, 1983” (Annex “A-4”)instead of April 7, 1998 which is thrue and correct date of marriage ofhis parents; that the error in the above entries in the Certificate of liveBirth was due to a misunderstanding between the informant and therecords officer; to avoid confusion and to put things in legal perspec-tive and to conform to his official records and documents, it isnecessary that a change in the entries be made in the Certificate ofLive Birth from the middle name of his father as appearing thereinentered as “Mejahera” be corrected to “Miyahira” and his father’sbirthplace from “Naga City” be corrected to “Bombon, CamarinesSur”, likewise, the date of marriage of his parents as appearingtherein as “March 7, 1983” be changed to “April 7, 1998”, that suchchange and /or correction is not being done in order to perpetuatefraud, or any miscarriage of justice, or even to evade prosecution,petitioner is not unmindful that as a consequence of filling this peti-tion, he is required by law to pay the docket fess and other necessarylegal fees in order for the said petition to prosper. However, he cannotafford to pay the said fees as he is an indigent. Besides, pursuant toOCA CIRCULAR NO. 121-2007 (Annex “E”), he, being a client ofPublic Attorney’s Office is exempt from payment of docket and otherfees incidental to instituting an action in court and other quasi-judicialbodies, as an original proceeding or on appeal; petitioner prays of thisHonorable Court, after publication, due notice and hearing that anorder be issued directing the Local Civil Registrar of Balagtas, Bulacanthat the corrected entries be made in the Certificate of Live Birth ofthe herein petitioner from the middle name of his father as appearingtherein entered as “Mejahera” be corrected to “Miyahira” and thebirthplace of his father from “Naga City” be corrected to “Bombon,Camarines Sur”, likewise, the date of marriage of his parents asappearing therein as “March 7, 1983” be corrected to “April 7, 1998”.

It appearing that the petition is sufficient in form and substance, SETthis case for hearing on August 20, 2008 at 10:00 a.m. at which dateand time, all persons interested and who may have opposition theretomay appear and show cause, if there be any, why the same shouldnot be granted. Newsbreak, PCIJ win topOngpin journalism awardsNEWSBREAK magazineand the Philippine Centerfor Investigative Journal-ism (PCIJ) won the topawards in the 19th JaimeV. Ongpin Awards for Ex-cellence in Journalism(JVOAEJ) for works pub-lished in 2007.

The CMFR announcedthe results during the an-nual JVOAEJ ceremonies atthe Asian Institute of Man-agement in Makati, MetroManila on June 26. TheCMFR has been the admin-istrative and technical sec-retariat of the JVOAEJsince 1990.

The JVOAEJ this yearscanned the print mediafor investigative and ex-planatory articles pub-lished in 2007, and thenfocused on the urgent is-sues of human rights, theenvironment and gover-nance and corruption toencourage reporting onthese concerns.

“Trapped in a web oflives” by Glenda M.Gloria, which was pub-lished in the December2007-February 2008 issueof Newsbreak and “Thebattle for Manila’s gate-

way” by Roel Landinginand published in the Sep-tember-December 2007issue of Newsbreak ,were judged the best hu-man rights and gover-nance reports, respec-tively. Each received aplaque of distinction anda cash prize of P70,000.

The board of judgesnamed the environmentstory “What’s swinmingin your soup?” by PrimeSarmiento of the Philip-pine Center for Investiga-tive Journalism (PCIJ)and published in Malayanewspaper on November27-28, 2007 recipient of aplaque of merit and a cashprize of P25,000.

The Canadian Em-bassy announced at theawards ceremony that theMarshall McLuhan Prize,a travel study tour ofCanada, will go to GlendaM. Gloria. This is the 12thyear that the CanadianEmbassy has awarded theMarshall McLuhan Prizein the JVOAEJ.

The Australian Em-bassy named Roel Landi-ngin as the recipient of theAustralian Ambassador’s

Award, a travel grant toAustralia. It was the sixthtime that the AustralianEmbassy presented theAustralian Ambassador’sAward in the JVOAEJ.

The first JVOAEJ waslaunched in 1990 to honorthe late Jaime V. Ongpinwho was secretary of fi-nance during the Aquinoadministration.

A press freedom advo-cate, Ongpin was involvedin the struggle against theMarcos dictatorship andwas instrumental in har-nessing public support forthe restoration of democ-racy in the country.

LUNGSOD NG MALOLOS — Hindi pa rin sapatang pagbababa ng toll fee sa North Luzon Express-way (NLEX) upang maibsan ang patuloy nakahirapang nararamdaman na hatid ng patuloy napagtaas ng presyo ng mga pangunahing bilihin.

Ito ang pananaw ng pito sa 10 Bulakenyong naka-panayam ng Mabuhay noong Martes, Hulyo 1 kung kailanmuling ibinaba ng pamunuan ng Manila North TollwaysCorporation (MNTC) ang toll fee sa 84 na kilometrongNLEX mula sa Balintawak hanggang sa Sta. Ines saMabalacat, Pampanga. Itong pagbaba ng toll fee sa NLEXay ikalawa mula noong Enero 1, 2007. Ang kasalukuyangtoll fee reduction ay ipatutupad hanggang sa Disyembre31, 2010.

Batay sa ulat ng MNTC, babawasan ng P6 ang toll feeng mga sasakyang Class 1 o mga kotse na bumibiyahe sakahabaan ng NLEX. Ang toll sa mga Class 2 o masmalalaking sasakyan ay babawasan ng P14, samantalangang bayad ng Class 3 vehicle o mga truck ay babawasan ngP17.

Sa kabila nito, para sa mga Bulakenyong nakapanayamng Mabuhay noong Hulyo 1, halos wala rin silangmatitipid dahil patuloy ang pagtaas ng presyo ng gasolina.

Ayon kay Rommel Ramos ng GMA 7 sa Bulacan atPampanga na halos araw-araw bumibiyahe sa NLEX, walaring epekto sa kanya ang bawas sa toll dahil sa hindi rinnaman bumaba ang presyo ng gasolina, sa halip aytumataas pa.

Binigyang diin ni Ramos na kung luluwas siya ngKalakhang Maynila gamit ang kanyang sasakyan, angpinakamaliit niyang magagastos ay P800.

Gayundin ang sinabi ni Jose Gabriel ng Paombong naisang inhinyerong nagtatrabaho sa Department of PublicWorks and Highways sa Maynila.

“Dapat mas malaki ang bawas, kasi everyday akodumadaan sa NLEX,” ani Gabriel.

Inayunan ito ng tatlong driver ng jeepney na bumi-biyahe sa rutang Sta. Maria-Malolos. Sila ay dumadaan saNLEX mula sa Bocaue toll plaza hanggang Tabang tollplaza at pabalik halos tatlong beses isang araw.

“Halos piso lang ang nabawas sa aming toll fee mulaBocaue hanggang Tabang, kasi ’yun palang P6 ay mulaBalintawak hanggang Sta. Ines,” ani ng mga driver.

Para naman sa negosyanteng si Jo Clemente, na may-ari ng Ciudad Clementino sa Paombong, masyadong maliitang toll reduction sa NLEX kumpara sa itinataas ng singilsa toll fee mula nang maisalin sa MNTC ang pamamahalasa NLEX buhat sa Philippine National Construction Cor-poration (PNCC) noong 2004.

“Ano ang halaga ng P6 toll reduction kumpara sa halos600 porsiyentong pagtataas ng toll fee sa panahon ngMNTC mula sa panahon ng PNCC,” ani Clemente.

Sinabi naman ni Abogado Jose Dela Rama Jr., datingpangulo ng Integrated Bar of the Philippines (IBP) BulacanChapter, na dapat ay noon pa ibinaba ang toll fee sa NLEX.

“Kung binabaan lang sana nila noon, nakaluwag sanasa mga motorista,” aniya at idinagdag na noon pang 2005ay nagsampa na sila ng petisyon sa Toll Regulatory Boardpara ibaba ang bayad sa NLEX.

Para naman sa ibang Bulakenyo, may positibong epektorin ang pagbaba ng toll sa NLEX.

“Malaking ginhawa iyan sa amin na lumuluwas araw-araw,” ani Claire Buencamino, isang negosyante at kaga-wad ng Barangay San Vicente sa bayan ng San Miguel.

Ayon kay Konsehal Allan Aguilar ng Marilao, “Matu-tuwa ang mga biyahero, namamasukan, estudyante at mganegosyante sa pagbaba ng toll at sana lang ay huwagpababayaan ang maintenance at serbisyo.”
