“Naniniwala ako sa in-nate goodness ng bawat Pi-lipino, ngunit nagkakaroonng hadlang sa kanila kaya’t

iyan ang puntirya ng akingplataporma,” aniya sa Ma-buhay nang siya ay maka-panayam noong Agosto 21.

Iginiit niya na dapat ayhulihin ang mga corruptmaging ang “angel of cor-ruption.”

Ang higanteng ensay-mada ay may sukat na 40talampakan, samantalangang higanteng inipit aymay sukat na 30 talam-pakang haba at 15 talam-pakan ang taas.

Sa loob ng maysampung araw lang ay sinira ngdagang ito ang mahahalagangpapeles, nginatngat ang haligi ngbahay, kinain ang laman ngpaminggalan. Galit na galit angmay-bahay isang araw na ma-tuklasang marami na palangmahahalagang sangkap ng bahayang sinira ng daga, sinira pati anginiingatan niyang mga pamanang kanyang mga magulang, naminana naman ng mga ito sakanyang mga ninuno. Ipinasiyang may-bahay na hanapin angmapaminsalang daga.

Nagtataka ang may-bahaykung paano nakapaminsala nggayon ang daga samantalangmarami naman siyang alagangpusa, may mga aso pa. Naisipniya: kasabwat kaya ng Daga angmga pusa at pati ang mga aso?At isang hapong marinig ng may-bahay na may kumakaluskos, natila naglalarong mga pusa sapaminggalan, nanubok siya.Napamulagat siya sa nakita;kalaro ng Daga ang mga pusa!Tila pinartihan ng Daga ang mgapusa ng mga pagkaing nakuha ngDaga sa taguan ng mga pagkain?

Paano nangyari ito? Naisaloobng maybahay—na ang daga aynaging kaibigan ng mga pusaniya?

Iyan ang nakikita kong eksenasa may 10 taong pamamahala niPangulong Macapagal-Arroyo sabansa. Tulad ng isang mapa-minsalang daga, sinira ng Ad-ministrasyong ito ang lahat ngtradisyon, mga kahalagahan,panuntunan, kultura ng mgaPilipino. Gamitin ang Wikang PilipinoNarito ang editoryal ng Mabuhay noong Agosto 17, 1980 sa paggunita

ng Linggo ng Wika noong taong iyon. Ang paggunita ay bilang pag-alaala sakapanganakan ng dating Pangulong Manuel Luis Quezon na siyang tinaguriangAma ng Wikang Pambansa. Si MLQ ay isinilang noong Agosto 19, 1878 saBaler, Quezon (dating lalawigan ng Tayabas). Ang pagdiriwang ng Lingo ngWika ay sinimulan ni Pangulong Sergio Osmena noong 1946. Ang buongbuwan ng Agosto ay dineklarang Pambansang Buwan ng Wika ni PangulongFidel V. Ramos noong Enero 15, 1997. — PATNUGOT

BILANG paggunita sa Linggo ng Wika, ang pangulongMarcos ay nanawagan sa lahat ng mamamayan na gamitinang Wikang Pilipino upang tayo aniya ay lubos na magkaisabilang isang lahi.

Napapanahon na ang panawagang ito ng Pangulo sa harapng tila pagkalimot na ng maraming mga kababayan na tayongmga Pilipino ay may sariling wika at ito ay isa sa mgapinagbuwisan ng buhay at dugo ng ating mga yumaong mgabayani.

Sinabi pa ng pangulo na napakahalaga ng paggamit ngsariling wika laluna ngayon na sinisikap natin ay ang lubusangmagkaisa ang dako ng ating bansa isinilang at anuman angwikang kinagisnan.

Mapupuna na sa ating lipunan ngayon ay bihira nanggamitin ang Wikang Pilipino maging sa loob man ng tahanano sa mga pormal at di pormal na pagtitipon.

Bukod dito, tila ba ikinahihiya ng ilan nating mgakababayan ang pagsasalita sa sariling wika.

Ito ay isang mariing dagok sa mga pagpupunyagi atpaghihirap ng mga taong gumugol ng maraming oras sapagsisikap na magkaroon ng sariling wika ang ating bansa.

Sa ating mga kabataan lamang ay mapapansin na maramiang hirap na hirap na magsalita ng sariling wika gayongmagbuhat ng sila ay ipinanganak ay sa Pilipinas na silananirahan.

IT has been said that the ba-rangay is the smallest unit of lo-cal governance. My wish now isfor it to be the richest unit of gov-ernance. With very rich localbarangay units, we could haverich cities and municipalities andfurther up, we could have richprovinces. All in all, that wouldmean a very rich country for allof us.

It has also been said that itwould be very difficult to bringdevelopment to the barangaylevel, because the cities and mu-nicipalities do not have money toallocate to them. This would betrue if we allow ourselves to bestuck in the mindset of politicalmendicancy, but what is best isto move on to the politics of de-velopment, where the creation ofnew value added is the norm andis the rule of the day, every day.

What can computers or com-puterization do for the develop-ment of our barangay units? Toanswer this question, I would liketo shift a little bit to the presentlyvery hot issue of computerizingour election process. It seemsthat the present thrust is focusedtoo much on buying or leasing themachines, but we do not hearanything about building data-bases or training the people whowould build these databases.

This is the reason why in theemerging movement of comput-erizing the barangay units, I ammaking it a priority to first trainthe people who would use thecomputers, and to orient themabout the importance of buildingtheir own local databases. As amatter of fact, we are not goingto simply give away computerswhich the traditional politiciansare already doing. We are goingto make it a condition that we willonly give away computers tothose who are already trained touse them, and who have alreadydecided to build their own data-bases.

In a manner of speaking, com-puterization project is only ameans to an end. The real pur-pose, which is the real end in it-self, is creating new value added,so that the barangay units coulddevelop economically, with orwithout the assistance of the cit-ies and municipalities. This couldonly mean creating and strength-ening the local means of produc-tion, starting of course with theact of stimulating it.

MALOLOS, Bulacan — Noong taong1885 ay hinikayat ni Marcelo H. delPilar ang lahat ng mga kabesa(kapitan) ng barangay ng Malolos natutulan ang isang kautusan ngpamahalaan na nagbibigay ng lubu-sang kapangyarihan sa mga pari nabaguhin ang talaan ng mga taum-bayan na nagbabayad ng buwis.

Sa talaan ng mga pari ay luma-labas na mayroong 3,000 katao angdapat magbayad ng buwis sa Malolos,subalit ang totoo’y malaki ang ka-labisan ng bilang na ito sa dahilangdoo’y kasama pa ang mga taong patayna, lampas na sa gulang o lumipat nang ibang mga pook.

Dahil dito ay ang mga puno ngbarangay ang siyang napipilitangmagbayad o magpaluwal ng dapatibayad na buwis ng mga taong walana roon o kung naroon ma’y lampasna sa gulang.

Ayon sa aklat na Marcelo H. delPilar: Ang Kanyang Diwa, Buhay atPanulat na sinulat ni Antonio B.Valeriano, ipinasiyasat sa may ka-pangyarihan ang katiwaliang ito atang mga kabesa ng barangay ayipinatawag sa Bulacan (noo’y ka-bisera ng lalawigan) upang humarapsa punong lalawigan.

Sa mungkahi ni Plaridel ay si-namahan sila ni Don Manuel Cri-sostomo. Subalit sa halip na dingginang kanilang karaingan, ang mgakabesa de barangay na ito ay kinaga-litan pa’t nilait ng punong lalawigan.

Ang ilan sa kanila ay pinagbu-hatan ng kamay at pagkaraa’y ibi-nilad sa init ng araw. Sa pangyayaringito ay ipinamalas ni Don ManuelCrisostomo ang kanyang katapanganat kahinahunan at mula noon ay siyaang naging paksa ng mga usap-usapan sa buong Malolos at siya angninais maging Kapitan ng kanilangbayan.

Ipinagpatuloy ni Plaridel sa

Diariong Tagalog nang hindi panatitiklop ang mga dahon ng pa-hayagang ito, ang pagbatikos sasuliraning ito.

Noong ika-25 ng Oktubre 1889 ayisang kautusan ang pinagtibay ngpamahalaang Kastila na nagwawakassa pagtanggap ng mga prayle ngbahagi ng mga buwis ng mga ma-mamayan batay sa bahagdan ngibinabayad na buwis.

Mula noon ay nagkaroon ng tiyakna buwanang halaga mula sa P500hanggang P900 isang buwan angnaging bahagi ng mga prayle sa buwisng mga mamamayan.

Pagkaraan ng dalawang taon, sahimok ni Plaridel, ay isinuplong niDon Manuel Crisostomo, ang gober-nadorcillo ng Malolos, ang dalawangpari sa Malolos na lumabag sa isangkautusan ng pamahalaan laban sapaglantad ng mga bangkay ng pataysa loob ng simbahan.

Ang tinatawag na Batas Quiroganoong 1887 na pinagtibay ni BenignoQuiroga, ang Patnugot ng Panga-siwaang Sibil noong 1887, ay nag-babawal sa pagpapasok ng mga pataysa loob ng mga simbahan dahil sapagkakaroon ng salot na koleranoong mga nakalipas na taon.

Bunga ng suplong na ito ay pi-nagalitan ni Gobernador GomezFlorio ng Bulacan ang nasabing mgapari, isang pangyayari na kailan ma’yhindi naganap sa Pilipinas noongpanahong yaon. Ang Pangyayaringito ay humantong sa lantarangpagtutunggali ng simbahan at ngpamahalaan sa Bulacan.

Noon din taong yaon ay isinup-long, sa himok ni Plaridel, ang kurang Binondo dahil sa paglalaan ng mgapiling upuan sa loob ng simbahanpara sa mga mestisong Kastila at ngmga masasamang upuan ukol sa mgaPilipino.

Noong unang araw ng Marso,1888 ay isang pang-madlang pama-mahayag laban sa mga prayle angisinagawa ng mga naninirahan saMaynila sa pamumuno ni DoroteoCortez, isang mayamang mana-nanggol.

Isang manipesto o pahayag naisinulat ni Plaridel sa ilalim ngpamagat ng Viva Espana! Viva el Roy!Viva el Ejercito! Fuera los Frailes!(Mabuhay ang Espanya! Mabuhay

ang hari Mabuhay ang Hukbo Itaboyang mga Frayle!) ang kanilang ini-harap sa Gobernador-Sibil ng May-nila na si Don Jose Centeno atnilagdaan ng mga 810 ng mga taga-Maynila at karatig bayan.

Sa manipestong ito ay tinuligsaang mga pagmamalabis ng mgaprayle at hiniling ang kanilangpagpapalayas sa Kapuluan. Hinilingdin ang pagpapatapon kay PedroPayo, ang Arsobispong Dominiko saMaynila.

Ang manipestong ito na lumao’ynakilala sa ating kasaysayan sataguriang “Petition of 1888” (AngKahilingan noong 1888) ay ipi-narating sa Reyna ng Espanya.

Sa halip na ito’y bigyan ng ma-katarungang hakbang, ang mani-pestong ito’y ipinalagay na isangpaglaban sa pamahalaan at nagbungaito ng pag-uusig, pagpapabilanggo, atpagpapatapon sa maraming kilalangtaga-Maynila at iba pa na pawangwalang kasalanan.

Bunga rin ng pamamahayag na itoay maraming mga nagsisama rito nanaglilingkod sa pamahalaan anginalis sa kanilang mga tungkulin atsinundan ng pagpapabilanggo, nakinabibilangan ng labing-isang go-bernadorsillo, kasama rito si DoroteoCortez na hindi tinulutang makausapnino man.

Tinangka ni Plaridel, bilangmanananggol ng mga sumama sapamamahayag, na ipagtanggol angmga nabilanggo at siya’y nagpadalang limang sunod-sunod na telegramasa Reyna ng Espanya.

Ang pangyayaring ito ay isa samga nag-udyok sa mga propagandistasa Europa upang pag-ibayuhin angkanilang pagsisikap na matamo angmga pagbabagong kinakailangan saPilipinas.

Sa lahat ng mga isinulat ni Pla-ridel laban sa mga prayle, ang nag-bigay ng pinakamatinding dagok samga prayle ay ang kanyang LaSoberania Monacal en Filipinas (AngPaghahari-harian ng mga Prayle saPilipinas) na unang nalathala saBarcelona noong 1888.

Nagtamo ito ng hindi kakauntingmga papuri, hindi lamang buhat samga Pilipino, kundi gayon din sailang mga Kastila na may mataas natungkulin sa pamahalaan.

Ito ay matapos isagawa ng pama-halaang bayan ng Calumpit ang isanglinggong pagsasanay sa paggawa ng mgahandicraft mula sa mga water lily.

Ang pagsasanay na dinaluhan ng may60 kababaihan sa bayang ito ay isinagawasa munisipyo ng Calumpit sa pakikipag-tulungan ng Department of Trade and In-dustry (DTI) na natapos noong Hulyo 24.

Ilan sa mga produktong handicraftmula sa water lily na sinimulang gawinng mga kababaihan ng Calumpit ay angmga tsinelas, hand bag, key chain, tray,sombrero, sinturon, kahon ng tissue, mgaaccessories tulad ng pulseras at iba pa.

Ayon kay Mylene Reloj, pangulo ngWater Lily Producers Association (WLPA)na nakabase sa Barangay San Miguel, datiay inirereklamo nila ang mga water lilyna bumabara sa sapa sa kanilang barangayna nagiging sanhi ng pagbagal ng daloyng tubig at dahilan upang hindi makaraanang mga bangka sa sapa.

lugar ay halos matabunan na rin ng wa-ter lily at ang malaking bahagi nito ayhindi na mataniman, kaya ipinasiya nilana humingi ng tulong kay Kint. MarivicAlvarado (Unang Dist.) noong nakaraangtaon upang sila ay makabili ng herbicideo gamot na pamatay sa water lily namabilis dumami.

Ngunit may ibang paraang naisip siKinatawan Alvarado.

Ayon kay Reloj, ilan sa mga miyembrong WLPA ay nagsimula lamang sapuhunang P100 hanggang P1,000 dahilang raw material nilang water lily ay librenamang makukuha sa mga ilog, sapa atbukid.

Ngunit para sa mga kababaihan ngCalumpit, ang tunay na gantimpala sakanilang nasimulan ay ang pagbibigaypansin ng pamahalaang bayan sa kanilanginisyatiba sa pamamagitan ng pagsa-sagawa ng limang araw na pagsasanay sa60 pang kababaihan noong Hulyo 20-24.

Ayon kay Avelina Vicente, municipalplanning and development officer ngCalumpit, nakita rin nila ang potensyal ngmga water lily na dati ay itunuturing naperwisyo.

Sinabi ni Vicente na isangalternatibong hanap buhay para sa mgakababaihan ang paggawa ng mga handi-craft mula sa water lily kaya’tpinangunahan ng kanyang tanggapan angpagsasagawa ng pormal na pagsasanay satulong ng DTI.

Tagapagsanay ng DTIAng DTI ang humanap ng tagapag-

sanay sa mga kababaihan sa katauhan niEdna Andes-Palad na nagmula sa SanPablo, Laguna, bukod pa sa paghanap ngmga mapagbebentahan ng mga produktomula sa water lily.

Bilang isang entreprenyor mula sa La-guna na nagsagawa ng pagsasaliksik samga posibleng produktong magagawamula sa water lily, sinabi ni Andes-Paladna ang water lily ay parang isang gold minedahil sa dami ng produktong magagawasa mga ito.

“They have a gold mine here, dapat langay creative sila,” ani Andes-Palad.

Iginiit din niya na mapalad ang mgakababaihan ng Calumpit dahil nagsisimulapa lamang ang mga ito sa kanilanginisyatiba sila ay inasistihan na ngpamahalaan.

Kabilang sa tulong ng pamahalaan samga kababaihan ng Calumpit ay angpagbibigay ng makinang magagamit samas mabilis na pagpapatuyo ng mgatangkay ng water lily at isang pressingmachine.

Para kay Anicia Lubao, 54, isangkagawad ng Barangay San Miguel at isasa mga naunang gumawa ng mga handi-craft mula sa water lily, malaking tulongsa kanila ang mga makinang ibinigay ngpamahalaan. Napabilis ang kanilangproduksyon, ani Lubao.

Ayon kay Lubao, ang pagpapatuyo ngmga tangkay ng water lily ay tumatagalng tatlo hanggang apat na araw, at isanglinggo naman kung laging umuulan.

“Malaking tulong din yung pressingmachine dahil manual lang ang ginagawanaming pagpi-press sa mga water lily,”aniya.

Ang water lily at isang uri ng halamangtumutubo habang nakalutang sa tubig. Itoay karaniwang naaanod sa ilog at mgasapa.

Mabilis dumami ang water lily kaya’tkapag ang mga ito ay naipon sa isang sapaay natatakpan ng mga ito ang tubig sakahabaan ng sapa na nagiging dahilan ngpagbagal ng daloy ng tubig at nakakapigilsa mga bangkang dumadaan doon.

Right now, there is an issue againstJathropa, because of complaints fromsome sectors that the planting of energycrops might compete with the productionof food crops, a problem that couldthreaten our food security. This problemdoes not apply to sweet potato, because itis both a food crop and an energy crop.

The sweet potato project is just one ofthe resources that are now available tosupport barangay based development. Ihave mentioned bamboo culture in an ear-lier column, but there are more. One goodthing about the sweet potato project is thatit is now open for sponsorship. Anyonecould now sponsor anybody or any familyso that they could have their own projectto start. Perhaps overseas Filipinos couldsend 60 dollars to their own relatives ortown mates, so that they too could becomefinancially independent.

Undoubtedly, Christian life requires basic spiritualmeans to transform and identify our whole being withthe life and person of our Lord Jesus Christ. It would beunthinkable for one to bear the name of Christ withoutpraying, doing acts of penance, going to Sunday Mass,yearly confession and communion, fasting and givingalms, and performing the spiritual and corporal works ofmercy. The greatest enemy, however, of all these spiri-tual means to holiness is one’s inconstancy.

One cannot live on a supplementary spiritual diet orthe bare necessities to keep a fragile frame of religiosity.We must commit ourselves to giving God and our neigh-bor a daily spiritual dose of our self-surrender. St.Josemaría Escrivá advised, “Try to commit yourself to aplan of life and to keep to it: a few minutes of mentalprayer, Holy Mass - daily, if you can manage it - and fre-quent Communion; regular recourse to the Holy Sacra-ment of Forgiveness - even though your conscience doesnot accuse you of mortal sin; visiting Jesus in the Taber-nacle; praying and contemplating the mysteries of theHoly Rosary, and so many other marvelous devotions youknow or can learn.”

He then adds, “You should not let them become rigidrules, or water-tight compartments. They should be flex-ible, to help you on your journey you who live in the middleof the world, with a life of hard professional work andsocial ties and obligations which you should not neglect,because in them your conversation with God still contin-ues. Your plan of life ought to be like a rubber glove whichfits the hand perfectly.” (Friends of God, no. 149)

This plan of life –and of real love– is a constant re-course against discouragement, temptations and falls. Ifone commits himself to it, when it is carried out with asincere and serene love, then the Christian finds a con-crete means that will constantly keep the vitality of hisspiritual life going and bearing fruits.

RESEARCH to preventthe global obesity epidemiccontinues. Proving thatobesity is a complex healthproblem caused by manyfactors, a new study hasidentified other contribu-tors to the lifestyle disease.

Entitled “Risk Fac-tors for Adult Over-weight and Obesity inthe Quebec FamilyStudy: Have We BeenBarking Up the WrongTree?,” the study lookedinto less obvious and non-traditional risk factors forobesity. It asserts that re-duced physical activity, ex-cessive intake of caloriesand high dietary fat intakeare established causes ofobesity. However, “recentresearch has emphasizedthat other factors such asshort sleep duration andlow micronutrient intakemay also exert a consider-able impact on energy bal-ance.”

The study states thatdespite information onthese traditional factors,the rates of obesity con-tinue to rise. As it empha-sized, “The identificationof risk factors for obesityis the key to prevention(Obesity. J.P. Chaput, C.Leblanc, L. Perusse, J.P.Despres, C. Bouchard andA. Tremblay. 2009).”

Nine factors were iden-

tified by the Quebec Fam-ily Study (QFS) and theirpotentials for causing obe-sity were further exam-ined. These were shortsleep duration, high disin-hibition eating behavior,low dietary calcium intake,high susceptibility to hun-ger behavior, non-partici-pation in high-intensityphysical exercise, high di-etary restraint behavior,non-consumption of multi-vitamin and dietarysupplements, high dietaryfat intake, and high alco-hol intake.

“Cross-sectional andlongitudinal analyses wereperformed for the risk fac-tors among adult partici-pants aged 18–64 years.”Among these, only“…short sleep duration,low dietary calcium intake,and high disinhibition eat-ing behavior were signifi-cantly associated with ahigher BMI (Obesity. J.P.Chaput, C. Leblanc, L.Perusse, J.P. Despres, C.Bouchard and A.Tremblay. 2009).”

The study then con-cluded that “In summary,adults who sleep fewerhours, consume less di-etary calcium and presenta high disinhibition eatingbehaviour are more likelyto be overweight or obese.Over a 6-year follow-up pe-

riod, (those who scoredhigh in these behaviours)gained more weight.Hence, health practitio-ners and clinicians mayneed to address a broaderrange of influential factorsto more adequately ad-dress the obesity epi-demic.”

PEOPLE gravitate towards other people who are happy with themselvesand exude a positive energy. Therefore, it’s no surprise that Filipinos arejust crazy over the sounds of rock band Sandwich. The band’s musicclearly shows their love for fun and life; who can resist catchy chorusesand unbelievable drumming beats?

Years into the music business, Sandwich continues to be everyone’sfavorite band, and not just on MySpace. What is it that keeps them goingand ready to rock? Love for music for one, but there’s one other thingthough. It’s something that everyone, even if they aren’t rock stars, cando: a healthy and active lifestyle.

You might think that being healthy and active isn’t necessarily con-nected to being a great, upbeatband, but you’re wrong on thatcount. As Sandwich says, beinghealthy contributes to their happi-ness.

Guitarist Diego Castillo shares,“When you’re healthy, you can doanything. Open healthy. Open hap-piness.” Adds drummer MikeDizon, “You should be healthy andactive, i-release ang inis.”

Diego continues, “Overall, be-ing healthy and active makes youfunction better. Health has a directcorrelation to how much you cando in any given day, whether you’rea musician or a doctor. You can’tperform at your peak if you’re nothealthy.”

How do you live a healthy andactive lifestyle? All it takes are threekey values: a balanced diet, regu-lar physical activity and properhydration.

Sandwich on aBalanced Diet

They are named after a typeof food, so Sandwich knows thatwhen it comes to eating and beinghealthy, you need to have balanceand moderation. The band admitsto eating different kinds of food,which is exactly the way to go. Abalanced diet means eating a widevariety of foods to ensure that yourbody gets everything it needs tostay healthy and active. Sandwich is probably one of the most active bands today, and notjust in the music scene. They’re all physically active, enjoying differentthings.

Front man Raimund Marasigan relates, “I think we are the most fitband. We have sports, go to the gym, and swim a lot.” Adds Diego, “Weare very active. Mong Alcaraz (guitarist), Raimund, and Myrene Academia(bass) skateboard. Mike further shares, “I mountain bike, Diego playsbasketball.”

The band asserts that they all run at some point. Diego further shares,“I consider our gigs as physical activities. Because you’re drenched insweat and your heart rate is elevated. You feel as if you had a workout.Sometimes I feel that’s it’s tougher than running, but it is fun.” Mongjokes, “We play very physical shows; in fact they’re almost contactshows.”

them going. Mike goes on to say that being physically active is good forthe heart. Mong quips that being active helps get oxygen into the brain,which helps the creativity process. The band may have different inter-ests but they agree on one thing: the importance of being physicallyactive.

Drinking for Great MusicDrinking fluids, that’s what. As veterans of different playing condi-

tions, Sandwich knows how important it is to be hydrated.Mike relates an instance when this fact was illustrated to them. “We

played a gig in Singapore and wealmost couldn’t finish the set be-cause we were overheating. Whileplaying, I sweated out everything Idrank before going onstage.”

Diego asserts, “The generalrule as far as I know is that onceyou’re thirsty, you are alreadymildly dehydrated. So before weplay, even if we are not thirsty, wealready need to drink. You can alsoget dizzy if you’re dehydrated.Keeping hydrated is very importantfor us.”

According to the Beverage In-stitute for Health and Wellness(BIHW), being properly hydrated isimportant every day for health.Hydration helps your body “… toregulate body temperature, keepskin moist, and transport oxygenand other essential nutrients toyour cells. healthy and active lifestyle is to avoid getting sick. As Myrene explains,“One of the hardest things to get back is your health. If you’re sick youreally can’t do anything. You can’t go out; you can’t take care of any-thing.”

Diego agrees, saying “If you’re not healthy you can’t join in all thefun things like traveling. These guys (pointing to some band members)have kids so they need to be able to take care of their families. It’s partand parcel, part of being a functional human being.”

MALOLOS—Kailangan ang bukas na isipan dahilnahaharap sa krisis ng kakulangan sa kuryente ang bansasa 2012.

Ito ang buod ng kahilingan ni Kint. Mark Cojuangco,noong Agosto 3 sa bumubuo ng Sangguniang Pang-lalawigan na noong nakaraang buwan ay nagpatibay ngisang kapasiyahan na nagpapahayag ng pagtutol sarehabilitasyon ng Bataan Nuclear Power Plant (BNPP).

Si Cojuangco ay ang kinatawan ng ika-limang distritong Pangasinan sa Kongreso na nagsusulong ng HouseBill 4631 na nagpapanukala para sa rehabilitasyon ngBNPP na sinimulang ipatayo noong 1974 ngunit ipinatigilang konstruksyon noong 1986 dahil sa pagtutol ngtaumbayan.

Ang rehabilitasyon ng BNPP ay tinutulan naman ngiba’t-ibang grupo sa ilalim ng Nuclear Free Bataan Move-ment Network (NFBM-Net) na nagsabing hindi itosolusyon sa kakulangan sa kuryente.

Sa kanyang presentasyon sa Sangguniang Pang-lalawigan, nilinaw ni Cojuangco ang mga maling pananawhinggil sa paggamit ng plantang nukleyar.

“I hope you keep an open mind and remove your con-demnation of the Bataan Nuclear Power Plant as a solu-tion to our energy problem,” ani Cojuangco sa mga kasaping Sangguniang Panglalawigan.

Sinabi niya na ang bansa ay nahaharap sa krisis ngkakulangan sa kuryente sa 2012, at binigyang diin naang enerhiya mula sa nukleyar ay ligtas at mura kumparasa mga planta ng kuryente na ginagatungan ng uling atlangis.

Nagbabala rin si Cojuangco na maaantala angkaunlaran ng bansa sa mga susunod na taon dahil sakrisis sa kuryente kung hindi magagamit ang BNPP.

“Economic development of our country will be delayed,thousands will lose jobs along with investment opportu-nities that we will miss,”aniya.

Pinabulanan din niya ang mga ispekulasyon naposibleng sumabog ang BNPP kung puputok angnatutulog na bulkang Mt. Natib sa Bataan.

Gayunpaman, hindi pa rin kumbinsido ang mga kasaping Sangguniang Panglalawigan ng Bulacan at sinabingpatuloy silang maninindigan sa resolusyong tumututolsa rehabilitasyon ng BNPP na kanilang pinagtibay.

“Our resolution rejecting proposed rehabilitation of theBNPP remains because that is the sentiment of theBulakenyos,” ani Vice Governor Wilhelmino Sy Alvarado.

Una rito, ipinaliwanag ni Aurora Broquil, isa sa mgaconvenor ng NFBM-Net na isang kapahamakan angmaaaring ihatid ng panukalang rehabilitasyon sa BNPPna tinagurian nilang “Monster of Morong.”

Sinabi ni Broquil sa isang panayam ng Mabuhaynoong Marso na hindi solusyon sa krisis sa kuryente angBNPP dahil sa lubhang malaki ang magagastos sarehabilitasyon nito.

Sinabi pa niya na hindi ligtas gamitin ang BNPP dahilsa may mga depekto ang disenyo at pagkakagawa sanasabing planta.

Binigyang diin niya na sa halip na buhayin ang BNPPay dapat pagtuunan ng pansin ng pamahalaan angpaggamit ng enerhiya mula sa hangin, araw, at tubig natinatawag na mga renewable energy.
