In declaring open the meeting , His Worship the Mayor introduced a special minute placing on record t he satisfacti on of the Council in connection with the favourable developments of the war position in Europe in which it was anticipated the complete victory against the Germans would be announced at ll p.m. this night . Moved by Alderman (Mrs.) Fowler , H. L. A. seconded by Alderman Greenup;"That the special minut e be received and adopted ." Carried .

Each membe r of the Council ha ving received a copy of the Minutes of the previous meeting it was resolved that the minutes as circulated be tak en as read and confirrred and signed as a true record of the Or dinary meeting held on 24th April , 1945 .

SYMPATHY:

Feeling ref erences having been made by the Mayor and Aldermen it was resolved by the Members rising in silence that a letter of sympathy be forwarded to Mrs . M. Eggleton of 126 Cavendish Street, Stanmore, on the loss of her husband William Eggleton , a respected resident of the district for many years .

From the Australian Tramway and Motor Omnibus Employees' Association seeking assistance in securing the return of men from the forces for the augmentation of the employees providing

From the Newtown Branch of the Railway and Tram\my Institute seeking permission to hold annual road race on Thursday , 5th July, 1945. Resolved: "THAT the lett er be received and permission granted to hold the annual road race on Thursday , 5th July, and also permission be granted to use loud speakers from the Town Hall."

From B. G. Taylor and Company drawing attention to the danger of accidents to people due to excessive speed in Wilson Street. Moved by Alderman Greenup seconded by Alderman (Mrs) Fowler, M.L.A.: "THAT the letter be received and a deputation be arranged to the Minister for Transport to make further representations re the erection of automatic traffic signals and that a protective fence be erected". Amendment moved by Alderman Bodkin seconded by Alderman Elvy : "THAT the metter of excessive speeding be referred to the Police Department for attention and the Engineer be instructed to erect a protective fence at the location indicated on the plan submitted by the writer". The voting being in favour of the amend­ment it was submitted as the substantive motion and declared carried.

From the Headmaster of the Edgeware Road School seeking to purchase N.E.S.equipment for the school. Resolved : "THAT the letter be received and deferred for further consideration until next meeting".

From V.R.Hayes intimating he would not accept less than the Valuer General's valuation for property 29/31 Gladstone Street . Resolved : "THAT the letter be received and referred to _the Finance Committee".

\REPORTS:

'- 1 His Worship the Mayor submitted a Minute in connection with the proposed extension of the playing facilities at Fowler Park and Norfolk Street Public School . A letter from the National Fitness Council was also presented in connection with a proposa l which is briefly

1. Remove the present f ence between Fowler Park and the vacant area. 2. Raise the present wall the height of three bricks. 3. Provide a flight of two steps on the Fowler Park side near t he street to

provide easy access to the play area. 4. Erect a cyclone style of fence with a suitable gate at the steps. 5. Provide a sum of £15. per month payable to the National Fitness Council

for three after-school supervisors and a lump sum of £25 . for vacation supervision . This represents a pproximately half the expense of super­vision and games equipment, the balance being paid from National Fitness Funds.

Mov ed by Alderman (:Mrs) Fowler, M.L.A. seconded by Alderman Pawley: "THAT the Minute and the etter be received and adopted and the t the Council concur in the proposals ." Amend­ment .moved by Alderman Bugler seconded by Alderman Elvy: "THAT the matter be deferred for further consideration until next Council Meeting." Amendment lost. Motion carried.

ade in the Boyd Sinclair case in which he stated that no f urther progress had been ade except that Alderman (Mrs) Fowler, M.L.A. and the Reverend E.J.Plenderleith were endeavouring to obtain the services of two independent doctors to examine Boyd Sinclair.

Resolved: "THAT the report be received and adopted".

The Engi ne er submitted a report of works progress during the past two wee ks, and it was r esolved t ha t t he Engineer's report be received and adopted.

The Engineer submitted an additbnal report recommending purchase of the following equipment for the Norton Rus sell Play ground:-

The Chi ef Heal th Inspector submitted his re port in accordance \nth Folios 30 and 31 of the Health I nspector's report book, and it was resolved that the report be received and consider­ed seriatim. On Recommendation No. 4 being submitted for adoption an addendum was added t hat the Council again advertise a warning to people of the penalties which will be imposed if they continue to deposit rubbish in the streets. After further consideration it was t hen moved that the Health Inspector's report as a whole with the addendum be received an d a dopted ~

.10TIONS PURSUANT TO NOTICE:

Aldermen (Mrs) Fowler, M.L.A., Brannan and Pawley having given the requisite notice, it was moved by Alderman (Mxs) Fowler, M.L.A.:

"THAT a conference be arranged with the Councils of the Municipalities of Marrickville, St. Peters, and Erskineville and the Members of t he State Parliament representing these districts with a view to securing a return of local control to t he Newtown Marrickville District Ambulance which at present is controlled through the Central District Ambulance Service."

Seconded by Alderman Pawley and carried . It was resolved: "THAT the Mayor and Town Clerk of each Municipality and the Local Member of Parliament representing t he Munic­ipalities concerned be invited to the first conference."

ORDERS OF THE DAY:

Under this heading the matter of further consideration to the a pplication for permission to erect a shed at 138 Gowrie Street, Newtown, was considered and it was resolved that the application be approved.

Q.UESTIONS PURSUANT TO NOTICE:

In reply o question raised by Alderman Bugler of the cost to complete work at the corner of Edge\rere Road and Lord Street the information supplied was that the cost of £226/5/4 i ncluded 184 square yards of path, 86 feet of box drain and one large and one small crossing .

!{UESTI ONS WITHOUT NOTICE:

Alderman Brannan as ked that the Engineer inspect the road in John Street between Lord and Darley Streets.

Alderman Portus asked if attention could be given to the gutters at the intersection of Camden and Station Streets.

Alderman Portus asked if consideration could be given to purchasing vacant lan~t the corner of Camden and Station Streets for the purpose of widening the c or ner .

~lderman Portus asked when attention would be given to the retarring of College Street which had recently been passed.

Alderman Bugler drew attention to the need for repairing the concrete in Edgeware Road near Sarah Street.

Alderman Goddard asked if the next meeting of tbe Lighting Committee would inspect the lighting in Wilson Crescent between Iung Street and Erskineville Road.

Alderman Smith asked if any progress had been made in connection with the installation of the urn for the purpose of supplying hot water at the Depot . Reply : "THAT the matter was under way but t ~ delivery of the urn was the difficulty" .

His Worship the _:ayor as Chai rman of the Lighting and Health Committee submitted a report of a meeting held on 14th May , 1945, as co ntained in Folios 7 and 8 of the Committee's Report Book and it was resolved : "THAT the report as a whole be received and adopted and all its recon1.nendations carried into effect" .

A.Fleming) as Chairman of the Fi nance and Building Committee submitted a report of a meeting held on 22nd 'IIay, 1945, as c ontaim d in Folios 5, 6 and 7 of the Committee's report book , and it was moved by Alderman '.!right, Ivi . C. seconded by .Uderman Smith: "THAT the Finance and Building Committee ' s report be received and taken as read and adopted with an addendum to Recommendation No . l3 that the Council commend the Town Clerk and his staff for the comprehensive and detailed report submitted in connection with the working expenses of the motor lorries". Carried .

His Norship the l.·ayor submitted a ~:iayoral Minute re the proposed Police Citizens Boys' Club following an interview with Inspector Coleman of the New town Police in which it was suggested that the t.~unic ipali t ies of St . Peters and portion of Marrickville be included in the project and they be invited to combine with New town in the idea. Resolved : "THAT the :.:ayoral t': inute be received and the suggestion adopted" .

The Engineer submitted e. report of 1N arks progress during the past two weeks, and it was resolved: "THAT the Engineer's report be received and adopted and , in vievl of the staff difficulties mentioned in the Engineer's report, the next meeting of the Council commence a 7. 0 p . m. with a view to enabling a special portion of the meeting to be devoted to discussioh of staff problems ."

The Ch.:.ef Tieal th Inspector submitted his report in accorda'1ce with olios 31 and 32 of the Health Inspector's report book . n addendum was added recorunending that copy of the Health Inspector's report regarding dirty cond i tions at a factory at 32 Brown Street occupied by Jane Ross and manage d by Mor ris Ross be forwarded to the Board of Health with a view to legal proceedings being taken under provisions of Regulation 77(18) ~f the ?ure Food .,ct 1908. Resolved: "THAT the Health Inspe ctor's report and addendum be received and adopted" .

Alderman Portus asked: (l) If attention could be given to the gutter at Camden and Station Streets . ( 2) Why men carried garbage f rom narrow lanes in tubs and why c auld not this be overcome by tbe garbage being left in the front of dwellings .

Alderman Bugleiasked i f any progress had been made with the fitting up of the privy at the r ear of 192 Enmore Road . Reply: "Plans were being prepare d and g_uotati ons obtained for the fittings".

Alderman Elvy aske d that attention be given to Belmore and Charles Streets footpaths, and the weeds in Trafalgar Street .

Alde r man ~fright, M. .L . C. asked if information could be supp lied of the activities of the rat catc he r, what success had accompanied his appointment and, if possible, the number of rats exterminated.

Alderman Greenup asked: (l) That the Heal th Inspector inspect premises 9/15 Yaralla Street. (2) That the Engineer attend to the path 9/15 Yaralla Street. (3) That attention be given to t he path in Bucknell Street near King Street. (4) That attention be given to Hollis Park whe re subsidence had taken place due to the rain and t he dange r due to an exposed drain. (5) That the Heal th Inspector furnish a report on t he sand blasting at 100 King Street. (6) If the meeting had yet been held in connection with the return of the civil ambulances t o b~~ Local cont rol .

.A~derman Smith asked: ( 1 )wten the urn for heating water at the Depot would be installed. Reply: "That the urn was ordered , but deli very was still held up". ( 2) If any re ply had been received to the Council ' s request for release of six ( 6) men . Reply: "That so far three ( 3) men had been supplied" . ( 3) Why copper pipes installed for flushing system at the privies were not used . (4) That further action be taken to have brick baffle on footpath in Lennox Street removed.

The Mayor asked the Eno;ineer if any progress had been made in connection with the reconstruction of the p ving at Newtown Bridge . Reply : "The matter was still under consideration".

ORDERS OF THE DAY:

Under this heading time was set aside for discussion of the recent amendments to the Local Government Act which created Town and Country Planning provisions . It was decided that the discussion be postponed until next meeting with a view to a special meeting being called to consider the whole proposal.

And there being no furttsr business the meeting te r minated at 9 . 45 p . m.
