It has been a rough winter and much shop time has been lost due to the weather conditions. It will feel good to complain about the summer heat in the not-too- distant future. The NHTSA bulletin on hybrid and electric vehicles is in this issue. Please be sure take the time to read this document, which outlines the recommended procedure for recovery and storage is for these vehicles – especially if you missed it last year. The storage component is most important to review, as there is a history of damaged high voltage batteries and circuitry starting fires; no one would want this situation to occur inside the shop or in their storage lots. Legislation is progressing; this is a long session which will continue until June. The Bill that directed a study of the procedures used in accident recovery is moving along. The language for 481 was finalized and includes towers and other essential services in the study. We did request to participate in this study, if it does pass (and there is support for it due to the Governor’s transportation initiatives) we will be asking for a group of 4 -6 towers to work with the committee in developing the towers role and conveying the problems we encounter as well as the procedures we follow and equipment we use. The Bill that we introduced, HB 6817 An Act Concerning the Quick Clearance of State Highways, is still progressing. This Bill is important as the tower is being asked to do more with their equipment all the time. The hold harmless provision would provide the same indemnity for the tow company as the other services at the scene receive. We need to protect ourselves from liability when the possibility for damage to property may occur when exercising a quick clearance procedure performed at the direction of law enforcement. Message from the President

Dear Members,

Thankfully March is here and the weather willbegin to change for the better. It has been a roughwinter and much shop time has been lost due tothe weather conditions. It will feel good tocomplain about the summer heat in the not-too-distant future.

The NHTSA bulletin on hybrid and electricvehicles is in this issue. Associations meeting on the 27th and 28th ofFebruary. This group is composed of the presidentsof the the towing and recovery associations of theNew England states as well as those of New York,New Jersey, Pennsylvania and Delaware. Lee and Idrove up Friday evening and attended theconference on Saturday. The meeting was wellattended; most of the states are having the sameissues as we are. Payment for uninsured vehicles,regulated costs of recovery as well as the tow andtransport of the vehicle, interpretations of Federallaw, new state laws, permits, insurance costs androtational systems are all issues that everyone ishaving problems with. We did have a lot ofdiscussion regarding “ready time” and how thetower has to be ready on a 24/7/365 basis, how thisis has to be included in any rate that is set as it is adifficult item that does require compensation - wehope to report on some progress and ideasregarding this in the future. We did a presentationon the lawsuit and on the meeting issues with theGovernor’s office; these were well received andgenerated much comment. Other states withpreemption issues may come forward with similarlitigation.

We have been informed by our attorney JohnAcampora that the lawsuit that we won, and whichis being appealed by the State, has been moved tothe Supreme Court. The timelines will still remainthe same (hoping for some resolution June – July)but the procedures are more complicated. Therewill be a meeting with the firm and the Board in thenear future and we will keep you posted of theresults. If the appeal had been won or lost theSupreme Court would have been the nextprocedure, so we are really a step ahead in theresolution of the case.

Skipping ahead briefly, please plan ahead toattend the TRPC May membership meeting whichwill be hosted by Nelcon on Wednasday, May 6th at326 Old Maple Avenue in North Haven and willfeature demonstrations from BA Products,TowMate, Landoll and Ramsey Winch. T.­Wayne­Plunske

T. Wayne Plunske, 87, of Wallingford, died Saturday,February 28, 2015 at Montowese Health Center.

He was born in Meriden, October 31, 1927, a son ofthe late Theodore Plunske and Mae Mason and was aU.S. Navy Veteran. In 1949 Wayne founded Plunske’sGarage in Wallingford where he was still activelyworking alongside his sons. He enjoyed taking his 1965Lincoln and his favorite wrecker #3 to car shows. Hecould often be seen eating at his favorite localrestaurants or at the casino on Thursdays. Wayne wasa member of the Libero Pensiero Society.

He is survived by his three children, Janet PlunskeFirulli of Meriden, and Daniel W. Plunske and James A.Plunske both of Wallingford; his three grandchildren,James P. Plunske and his wife Melanie, Jonathan M.Plunske and his wife Kristen, and Valerie L. Plunske;his great grandchildren, Vanessa and Devyn Plunske;and several nieces, nephews and cousins. He waspredeceased by his wife, Cleone (Dringoli) Plunske; twobrothers; and two sisters.

His family will receive relatives and friends in theWallingford Funeral Home, 809 North Main Street,Ext., Wallingford, Thursday, March 5, from 3 p.m. to 7p.m. A funeral service will be held in the funeral homeon Friday at 11 a.m. Interment with military honorswill be in St. John Cemetery in Wallingford. In lieu offlowers, gifts in his memory may be sent to theAmerican Cancer Society, 825 Brook Street,, RockyHill, CT 06067.

Tow­Truck­Driver­Killed­OnHighway­50­Identified;Search­Continues­For­Big­RigThat­Hit­Him

SACRAMENTO (CBS13) — The tow truck driver whowas struck and killed by a big rig has been identified bythe California Highway Patrol.

Michael C. Bower, 29, of Dixon pulled in his tow truckat around 7:50 p.m. on Monday night on westboundHighway 50 near Jefferson Boulevard. The truck washaving mechanical issues, and he placed emergencytriangles at the back of his truck as a precaution forother drivers.

About an hour later, he fixed the issue and wascollecting the triangles when a big rig or another high-profile vehicle was also traveling westbound in the No.3 lane. That truck veered to the right and clippedBower, killing him at the scene. The vehicle continuedwestbound on Highway 50 without stopping.

Officers say there’s a chance the driver may not haveknown they hit a person, but if they were involved inthe accident, they need to report it right away. The CHPsays the truck passed through the area just before 9p.m. on Monday night.

WALLINGFORD — T. Wayne Plunske often slept in theoffice of his garage so he could respond more quicklyto calls for a tow truck. He built Plunkse’s Garage fromscratch, dedicating his life to the business. Plunskedied Saturday at 87 after a battle with cancer.

Born in 1927, Plunske was a lifelong town resident.He served in the Navy at the end of World War II andin the Navy Reserves until 1952. He foundedPlunske’s Garage in 1949 and would commute fromVirginia to Wallingford on the weekends whilefinishing up in the reserves.

Longtime friend Robert Parisi said the garage was afavorite hangout spot during his younger days. Plunske’ssuccess was the result of his relentless work ethic.

“He worked up from the bottom,” Parisi said. “Sluggedit out all the way and was extremely successful.”

It was not unusual for Plunske to sleep in the officeovernight so he could be ready to start towing carsfirst thing in the morning, said Parisi, who serves onthe Town Council.

When business was good, Plunske would buybreakfast for his friends and employees, Parisi added.“Wayne was as good a person as you could hope tomeet. Very honest, very straight-forward, a perfectgentleman and an excellent mechanic,” Parisi said.“I’m going to miss him.”

Plunske’s sons Daniel and James Plunske work at thegarage and will continue the family business. JamesPlunske said even as his father got older, he lovedcoming to work.

“In his later years obviously we weren’t making himlay under cars and stuff, but he was active in thebusiness,” he said. “Just a hands-on guy, not a guythat just sits around.”

Until the last few months Plunske was so active “youhad to almost run to keep up with him,” JamesPlunske said. He described his father as a tough, butfair boss.

Plunske loved the challenge of picking up cars withthe tow truck and getting them back on the road.

“The challenge of fixing a car or recovering a carstuck, you have to have certain skills to do that,”James Plunske said. “He had the skills.”

He said his father remained strong even after thecancer diagnoses.

“He was happy to have two sons that loved thebusiness like he did,” James Plunske said. “I know it’swhat he wanted.”

The family will receive relatives and friends Thursdayfrom 3 to 7 p.m. at the Wallingford Funeral Home, 809North Main Street Extension. The funeral will beFriday at 11 a.m. at the funeral home. Internment willbe at St. John Cemetery with military honors.

The family has requested that instead of flowers, giftsbe sent to the American Cancer Society.
