EExecutive Summary 360 Environmental was commissioned by Aigle Royal to prepare an environmental assessment report (EAR) for the Port Geographe Development Area 1 (‘the site’). The site is 38.5 ha in size and is situated in the City of Busselton. This EAR will support the submission of an amended Local Structure Plan (LSP) for the site.
The key findings of the EAR are provided below:
Acid Sulfate Soils (ASS): ASS risk mapping by the Department of Environment Regulation (DER) has identified the majority of the site as having a ‘high to moderate risk of ASS occurring within 3 m of the natural soil surface’. An ASS self-assessment form will be completed for the site once detailed engineering design has been undertaken. This will inform the risk of ASS and whether an investigation will be required;
Potential Contamination: A search of the DER Contaminated Sites Database did not identify any contaminated sites present within the site;
Groundwater, Surface Water and Wetlands: Cardno undertook groundwater monitoring on the site between 2006 and 2008 to inform water management for the development. The groundwater monitoring program identified that the groundwater flow direction is towards the Estuary. The Department of Water (DoW) advised that the previous groundwater quality data is insufficient and additional monitoring is required. 360 Environmental installed eight shallow groundwater monitoring bores in Port Geographe development in July 2016 to undertake additional pre-development groundwater levels and water quality monitoring. As part of this program surface water samples will also be collected to determine pre-development surface water quality;
A Multiple Use Wetland (MUW) is mapped across the entire site. A Conservation Category Wetland (CCW) is located south of the site and generally corresponds with the area mapped as the Vasse-Wonnerup Estuary. The site is not listed as a Ramsar wetland; however the Vasse-Wonnerup Estuary, a Ramsar wetland exists 130 m south of the site. The site is listed under the Directory of Important Wetlands ‘Vasse-Wonnerup Wetland System’ which covers a large portion of land along the coastline from Forrest Beach to Busselton and includes areas that have been developed for residential purposes. The management of surface water and groundwater will be addressed in the Local Water Management Strategy (LWMS) prepared to accompany the LSP submission. An Urban Water Management Plan will be prepared at subdivision approval stage when more detailed engineering design has been undertaken;
Flora and Vegetation: A site visit undertaken by an Environmental Scientist on the 6th of June 2016 identified that the site is predominantly covered in Samphire (Tecticornia spp.) and a mix of exotic weeds. A search of the State and Federal flora

databases identified a number of conservation significant flora species as occurring in the vicinity of the site. A likelihood assessment identified that no conservation significant flora species are considered likely to occur within the site due its highly disturbed state and lack of suitable habitat. The Federal database search identified one Threatened Ecological Community (TEC) as occurring within a 1 km buffer of the site: Subtropical and Temperate Coastal Saltmarsh. It is considered that the site is unlikely to contain a TEC due to its disturbed nature and the lack of remnant vegetation;
FFauna: A search of the State and Federal flora databases identified numerous conservation significant fauna species as occurring in the vicinity of the site. The conservation significant fauna species considered likely to occur within the site are waders and waterbirds. These species would also inhabit the extensive Vasse-Wonnerup Estuary to the south of the site. Therefore it is considered unlikely that developing the site will impact on the population of any conservation significant fauna species. The waterbodies within the site are also artificial and not considered a natural habitat for fauna species;
Conservation Areas: The site is classified as an Environmentally Sensitive Area (ESA) as it is listed under the Directory of Important Wetlands (Vasse-Wonnerup Wetland System) and the now closed Registered National Estate. However, the Vasse-Wonnerup Wetland System is extensive and covers a large portion of the coastline, which includes residential development in close proximity to the Vasse-Wonnerup Estuary. An un-named DPaW managed land exists to the south of Layman Road, approximately 25 m south of the site. Ngari Capes Marine Park, a DPaW managed land exists 880 m north-west of the site. Sabina Nature Reserve is approximately 750 m south of the site, adjacent to the Vasse-Wonnerup Estuary; and
Heritage: A search of the Department of Aboriginal Affairs (DAA), Aboriginal Heritage Inquiry System (AHIS) did not identify any aboriginal places within the site. The closest aboriginal site is Korilya Stud Skeletal material/Burial Site (Place ID 4931), about 210 m east of the site. The State Heritage Office’s inHerit database did not identify any Federal, State or Local heritage places or listings within the site. A Heritage Place listed by the City of Busselton, called Jim Richardson’s Cottage (Heritage Place No. 17288) exists directly to the south of the site adjacent to Layman Road.

11 Introduction
1.1 Background
360 Environmental was commissioned by Aigle Royal Developments (Aigle Royal) to prepare an environmental assessment report (EAR) for Port Geographe Development Area 1 (‘the site’ as shown on Figure 1). The site is bounded by Layman Road to the south, Navigation Way to the north and north-west and Lanyard Boulevard to the north-east. The site is 38.5 ha in size and is situated in the City of Busselton. The site is proposed to be developed for residential housing as a dryland development (ie. not including any canals). This EAR will support the submission of an amended Local Structure Plan (LSP) for the site.
1.1.1 Planning Context
The site is located within the wider Port Geographe development area and has a long history of past planning and environmental approvals.
The Western Australian Planning Commission (WAPC) has previously approved a LSP over the site. The site received a subdivision approval from the WAPC (Ref. 137898) in April 2009. Earthworks commenced on site in the early 2000’s and as a result, the site was cleared of native vegetation and excavated to create canals on the eastern portion of the site.
1.1.2 Previous Environmental Assessment and Approvals
As part of the wider Port Geographe development area, the site was referred to the Environmental Protection Authority (EPA) and was formally assessed under Part IV of the Environmental Protection Act 1986 in 1990. In 1991, the wider Port Geographe development area received conditional environmental approval from the Minister for Environment (Ministerial Statement 391).
Due to the dated nature of the ministerial conditions, these were disputed by the Minister for Transport (a joint proponent, managing coastal structures) and reconsidered by the EPA. In 2014, the conditions relating to the land development proposal were amended and issued to Tallwood Nominees Pty Ltd (Ministerial Statement 989). The conditions relating to the Port Geographe coastal structures were amended and issued to the Department of Transport (Ministerial Statement 990).
As part of Aigle Royal’s preliminary stakeholder consultation, a meeting was held with the Office of the EPA in 2015 to discuss the Ministerial conditions over the site. Due to the change in proponents it was agreed that the conditions would no longer apply to Aigle Royal and that all environmental impacts could be addressed and dealt with as part of the normal subdivision approval stage.

11.2 Proposed Development
Aigle Royal is now proposing to amend the previously approved LSP in two stages: Area 1 and Area 2. This EAR addresses the key environmental aspects of Area 1 only. Once the amended LSP is approved by the City of Busselton and WAPC, a new subdivision application will be lodged for the development of Area 1.
A key aspect of the proposed development is that canal developments are no longer proposed and instead dryland lot development will take place. Stage 1 subdivision directly to the east of Area 1 has also been excluded from this EAR as subdivision approval is currently being sought for this area (WAPC Ref: 153587).
1.3 Scope
The scope of this report includes the following:
Literature review of relevant environmental and planning documents;
A desktop assessment for key environmental features of the site, including: potential fauna that may utilise the site, conservation areas within or nearby the site, wetlands of conservation significance, soils, groundwater and surface water, contamination, acid sulfate soils (ASS) and heritage;
Identification of surrounding land uses to determine whether any buffers may be required for residential development;
Identification of environmental constraints and opportunities associated with the proposed development; and
Development of environmental management strategies.
1.4 Objective
The objective of this EAR is to identify the key environmental features and constraints within the site, any environmental impacts associated with the proposed development and measures proposed to manage these impacts.
This EAR will also address the requirements set out in the City of Busselton Local Planning Scheme No. 21(Local Planning Scheme).

22 Site Description and Assessment
2.1 Property and Zoning Information
The site is a mixture of ‘Residential’ zoning and ‘Recreation’ reserves which reflect the development and public open space (POS) areas in the currently approved LSP.
To enable the new design of the LSP to be implemented, Aigle Royal will pursue a rezoning under the Local Planning Scheme.
2.2 On-site and Surrounding Land Uses
2.2.1 Historical Land Uses
A review of historical aerial photography has been undertaken to determine historical land uses and disturbances within the site. Historical aerials from 1987 to present are displayed in Figure 2. The site was largely cleared with scattered patches of vegetation that appear to have been predominantly understorey plants in 1987. Low lying areas are evident from the 1987 aerial imagery. There appear to have been agricultural activities due to the presence of cropping lines in 1987.
It is worthwhile to note that development was substantially commenced but never completed. Aerial photography from 1996 onwards clearly identifies that excavation works were undertaken to commence building canals. Tracks were also created for building roads around the site from 1996 onwards. The road to the south of the site (now called Layman Road) was developed as a proper bitumen road by 2008. A number of earthworks are visible within the site from 1996 to mid-2009 when the development became in-active. The excavation works were never completed and subsequently, the canals were never fully constructed. This has left a substantial amount of standing water within the site. Since site works ceased in 2009, the site has remained unused and uncompleted.
2.2.2 Current Land Use
The site is currently unused. As part of future development, a site clean-up will be undertaken by Aigle Royal to remove the standing water and to fill the site.
2.2.3 Surrounding Land Uses
The site is surrounded by residential development to the north and constructed canals undergoing development to the north-east. The land directly south of Layman Road is classified as ‘Reserve’ under the Local Planning Scheme and has a ‘Special Purposes’ zone for a Mallee Fowl study. The Vasse-Wonnerup Estuary (a Ramsar wetland) is located 130 m south of the site, the ocean is approximately 725 m north of the site and the mouth of the estuary is approximately 1 km north-east of the site. The Port Geographe Marina is approximately 800 m north-east of the site. The land to the west/south-west of the site is zoned ‘Agriculture’ and is known to be used for these purposes. Over 20 cows were identified adjacent to the site on the 25th May 2016 during

a site visit and is considered to be an uncontrolled source of nutrients. ‘Rural Residential’ housing is approximately 1 km south of the site and adjacent to the estuary.
2.3 Regional Soils
Regional soil mapping by The Department of Agriculture and Food Western Australia (DAFWA) dataset indicates that the site falls within the Vasse Wonerup wet flats Phase and Vasse Wonerup very wet saline flats Phase systems (DAFWA, 2012). These soil sub-systems are characterised as below (Figure 3):
Vasse Wonerup wet flats Phase (211VaWOw); Poorly drained flats around the edge of the Vasse Estuary. Dark calcareous sands and mixed estuarine deposits; and
Vasse Wonerup very wet saline flats Phase (211VaWOwy); Vasse, Wonnerup and Broadwater, Estuaries, low lying depressions which are often underwater in winter and saline in summer.
2.4 Acid Sulfate Soils
The entire site is classified as having a high to moderate risk of acid sulfate soils (ASS) occurring within 3 m of the natural soil surface (DER 2014a) (Figure 4).
2.5 Topography
The entire Port Geographe site was historically mined for sand. Therefore, the topography has been significantly disturbed (prior to earthworks associated with the proposed development) and therefore, pre-disturbance surface levels are not available (Cardno 2009).
Review of the Department of Water (DoW) LiDAR 1m topographical contours for the Swan Coastal Plain identified that the elevation across the site varies between approximately 2 mAHD at the base of the excavated canals to about 5.8 mAHD in the eastern corner of the site (DoW 2015a) (Figure 5).
2.6 Potential Contamination
A search of the Department of Environment Regulation (DER) Contaminated Sites Database did not identify any contaminated sites present within the site (DER 2016). However, the DER contaminated sites database only shows three of the seven classifications that may be placed on a site.
Sites that have been decontaminated; were found not to be contaminated; are possibly contaminated; and ‘reports not substantiated’ are not shown on the database. However, contaminated sites that require remediation; have a restricted use; or have been remediated for a restricted use are shown on the database.
The closest listed contaminated site is approximately 3.8 km outh-west of the site at 34 Roe Terrace, Busselton (DER 2016). This nearby site is classified as ‘remediated for

restricted use’ based on asbestos containing material (ACM) being present in soils in the site.
No obvious potentially contaminating industries, activities or land uses appear to have taken place within the site (DER 2014b).
22.7 Groundwater
Cardno undertook groundwater monitoring on the site between 2006 and 2008 to inform water management for the development. The groundwater monitoring program identified that the groundwater flow direction is towards the Estuary. The monitoring was undertaken after the site had been excavated and does not represent levels that will occur following importation of fill.
The DoW advised that the previous groundwater quality data is insufficient and that additional monitoring is required. In July 2016 and to undertake additional pre-development groundwater monitoring, 360 Environmental installed eight shallow groundwater monitoring bores in Port Geographe development.
2.8 Surface water
Surface water exists within the site in the form of a previously excavated canal system. These partially excavated canals will be filled as part of the proposed development. The Vasse-Wonnerup Estuary, a significant waterbody is approximately 130 m south of the site.
Floodplain mapping prepared by the DoW demonstrates that the site is currently within the 100yr ARI floodplain (DoW 2015b). The existing surface water features within and adjacent to the site are shown in Figure 6.
Stormwater runoff from the residential development located to the north drains through the site. Stormwater drainage swales exist on both sides of Layman Road to the south of the site. These swales convey the remainder of the stormwater runoff from the adjacent residential development into the road reserve in a north and south direction.
The Cardno Urban Water Management Plan (UWMP) (Cardno 2009) outlined water quality monitoring information for the site. Surface water was reported neutral to slightly alkaline pH, with pH ranging between 7.52 and 8.12. Electrical Conductivity (EC), and Total Dissolved Solids (TDS) ranged between 8,960mg/L and 22,800mg/L. Results indicated water within the estuary as being saline (3,000 – 35,000mg/L), with the upper limits approaching the average salinity of seawater (35,000mg/L).
All monitoring sites reported concentrations of NH4-N and Total Nitrogen above the ANZECC (2000) guidelines (0.040mg/L and 0.750mg/L respectively). The concentrations of Total Phosphorus were generally in excess of the ANZECC guideline value (0.03mg/L) for estuarine water.

22.9 Wetlands
The Department of Parks and Wildlife (DPaW) geomorphic wetland dataset shows that the entire site is classified as a Multiple Use Wetland (MUW) (Figure 7) (DPaW 2016a). MUWs are described as having few remaining important attributes and functions (EPA 2008). Development within MUW’s is therefore generally acceptable as long as an adequate depth to groundwater is established. A Conservation Category Wetland (CCW) is located south of the site (Figure 7) and generally corresponds with the area mapped as the Vasse-Wonnerup Estuary..
The site is not listed as a Ramsar site; however the Vasse-Wonnerup Estuary, a Ramsar site, is approximately 130 m south of the site (Figure 6). The site is listed under the Directory of Important Wetlands ‘Vasse-Wonnerup Wetland System’, which covers a large portion of land along the coastline from Forrest Beach to Busselton (DoE 2008) and includes areas that have already been developed for residential purposes and in close proximity to the Vasse-Wonnerup Estuary. (Figure 7).
With respect to the site itself, the following was implemented as part of the previous development approval (which was substantially commenced but never completed) in order to protect the environmental values of the estuary:
A bund was constructed and stabilised on the southern side of Layman Road;
Land south of Layman Road was ceded to the Crown and included within the conservation estate for the estuary; and
No direct access to the estuary was provided.
2.10 Flora and Vegetation
2.10.1 Broad Vegetation Associations
Mapping of the vegetation in WA was completed on a broad scale by Beard (1981). These vegetation units were re-assessed by Shepherd et al. (2001) to account for clearing in the intensive land use zone, dividing some larger vegetation units into smaller units.
There is one Shepherd vegetation unit in the site:
Spearwood_676: Succulent steppe; samphire.
The representation of the Shepherd et al. (2001) vegetation unit within the subregion, region and State is shown in Table 1 below.

On a State level this broad vegetation unit is highly represented, however it is less than 30% represented within the Bioregion, Subregion and Local Government Area. Although the regional vegetation unit mapped across the site has a low representation, the site has been historically cleared and is highly disturbed as a result of past planning and environmental approvals.
Within constrained areas on the Swan Coastal Plain, the Environmental Protection Authority (EPA) has set a threshold for retention of 10% of the pre-existing extent of native vegetation (EPA 2008). The site is considered to be a constrained area as it is zoned ‘Residential’, which means there is a reasonable expectation that development will be able to proceed. All the current vegetation extents are greater than the abovementioned 10% threshold.
2.10.2 On-site Vegetation
Historical aerial photography from 1987 identified that the site was largely cleared with scattered patches of predominantly understorey vegetation. Review of aerial photography from 2009 shows that the site was cleared for construction works and heavily inundated. A small patch of vegetation is present in the south-western part of the site.
A site visit undertaken by an Environmental Scientist on the 6th of June 2016 identified that the site is predominantly covered in Samphire (Tecticornia spp.) and a mix of exotic weeds. The exotic weeds include but are not limited to: Couch grass (Cynodon dactylon); Rose Pelargonium (Pelargonium capitatum); Geraldton Carnation Weed (Euphorbia terracina) and Onion Grass (Asphodelus fistulosus)). Scattered native species were identified within the site that included low lying native species, such as Ficinia nodosa and juvenile Peppermint trees (Agonis flexuosa).
2.10.3 Conservation Significant Flora
A DPaW NatureMap Flora Search was undertaken with a 2 km buffer of the site and a Department of the Energy and Environment (DotEE) Protected Matters Search Tool (PMST) was undertaken with a 1 km buffer of the site (Appendix A) (DPaW 2016b; DotEE 2016a). The NatureMap Report identified two Priority flora species and no

The DPaW database search results are based on recorded occurrences of individuals and therefore are considered more site specific and more accurate than the PMST that often returns modelled distributions of species.
The likelihood of each of the conservation significant flora occurring within the site is shown in Table 2 below. No conservation significant flora species were considered likely to occur within the site due to the highly disturbed nature of the site and lack of suitable habitat.

22.10.4 Priority and Threatened Ecological Communities
The PMST identified one Threatened Ecological Community (TEC) as occurring within a 1 km buffer of the site. This TEC is:
Subtropical and Temperate Coastal Saltmarsh (Vulnerable under the EPBC Act).
In the south-west of Western Australia there is a high diversity of Tecticornia, Triglochin, Samolus and Puccinellia, with many species endemic to the region (DotEE 2016b).
Samphire species are found on damp saline flats. The site is highly disturbed and much of the Tecticornia spp. (samphire) has opportunistically grown due to the waterbody created as a result of excavation works. Samphire was identified in the surrounding estuarine environment.
The site is considered highly unlikely to contain any Priority or Threatened Ecological Communities due to its highly disturbed nature and the lack of remnant vegetation.
2.11 Fauna
A DPaW NatureMap Fauna Search was undertaken with a 2 km buffer of the site and a DotEE PMST was undertaken with a 1 km buffer of the site (Appendix A) (DPaW 2016; DotEE 2016). The NatureMap Report identified four Threatened fauna species, one Priority 4 fauna species, one Priority 5 fauna species, 10 fauna species protected under international agreement and one other specially protected fauna species as occurring within 2 km of the site. The PMST identified 37 Threatened fauna species and 42 Migratory species (including marine species) as occurring within a 1km buffer of the site.
The DPaW database search results are based on recorded occurrences of individuals and therefore are considered more site specific and more accurate than the PMST that often returns modelled distributions of species.
The likelihood of each of the fauna species occurring within the site is shown in Table 3 below. The Threatened/Migratory marine mammals and reptiles such as sharks and turtles that came up in the PMST have been excluded from the likelihood table as the site is not connected to the estuary or ocean.
Many of the conservation significant fauna species that came up in the PMST were marine species and are unlikely to occur within the site. The conservation significant fauna species considered likely to occur within the site are waders and waterbirds. These species would also inhabit the extensive Vasse-Wonnerup Estuary south of the site.

22.12 Conservation Areas
The site is not listed as a Ramsar site; however the Vasse-Wonnerup Estuary, a Ramsar site, is located 130 m to the south (Figure 8).
The site is classified as an Environmentally Sensitive Area (ESA) as it is listed under the Directory of Important Wetlands (Vasse-Wonnerup Wetland System) and the now closed Registered National Estate [RNE] (the RNE was closed in 2007 and is no longer a statutory list) (Figure 8). However, as previously discussed the Vasse-Wonnerup Wetland System is extensive and covers a large portion of the coastline, which includes residential development in close proximity to the Vasse-Wonnerup Estuary.
An un-named DPaW managed land exists to the south of Layman Road, approximately 25 m south of the site. Ngari Capes Marine Park, a DPaW managed land is located 880 m north-west of the site. Sabina Nature Reserve is approximately 750 m south of the site, and adjacent to the Vasse-Wonnerup Estuary.
2.13 Heritage
2.13.1 Aboriginal
A search of the Department of Aboriginal Affairs (DAA), Aboriginal Heritage Inquiry System (AHIS) identified that the closest aboriginal site is Korilya Stud Skeletal material/Burial Site (Place ID 4931), about 210 m east of the site (Figure 8) (DAA 2016). No Aboriginal places exist within the site.
2.13.2 European
The State Heritage Office’s inHerit database did not identify any Federal, State or Local heritage places or listings within the site (SHO 2016). A Heritage Place listed by the City of Busselton, called Jim Richardson’s Cottage (Heritage Place No. 17288) exists directly to the south of the site adjacent to Layman Road. The cottage that had heritage significance has been demolished. This Heritage Place is listed under the Municipal Inventory as a Category 5 Place that means limited actions are required and could be limited to recognition via interpretation or signage (SHO 2016).

33 Impacts and Management
Based on the site’s key environmental features, potential environmental impacts that may result from the proposed development are discussed below. Management measures proposed to mitigate any possible impacts are also outlined below.
3.1 Acid Sulfate Soils
The entire site is classified as having a high to moderate risk of acid sulfate soils (ASS) occurring within 3 m of the natural soil surface (DER 2014a). Dewatering and/or excavation for infrastructure within the site have the potential to disturb ASS, particularly as the site contains wetland habitat.
3.1.1 Management Measures
An ASS self-assessment form will be completed for the site once detailed engineering design has been undertaken. If the self-assessment determines that there is a possibility of ASS disturbance from the proposed works then an ASS investigation will be undertaken in accordance with the DER’s ‘Identification and Investigation of ASS’ guideline. The ASS investigation will determine whether ASS will require management during soil disturbance.
3.2 Groundwater and Surface Water
As a result of the previous development approval and the construction undertaken so far, the hydrology of the area has been substantially altered. If left unmanaged, there is potential for environmental impacts on downstream surface water and groundwater resources, including the Vasse-Wonnerup Estuary. Due to the presence of the Vasse-Wonnerup Estuary south of the site, water treatment measures will be required as part of the development. This matter will be addressed through completion of a Local Water Management Strategy (LWMS) in consultation with the Department of Water and other relevant stakeholders.
3.2.1 Management Measures
Urban development of the land will require the establishment of an improved drainage system and incorporating water management design principles and structures set out in the Department of Water’s Better Urban Water Management (BUWM) guidelines (WAPC 2008).
The management of surface water and groundwater will be addressed in accordance with the LWMS being prepared by 360 Environmental. The LWMS will accompany the LSP submission. An UWMP will be prepared at subdivision approval stage when more detailed engineering design has been undertaken.
The development will be designed and undertaken to minimise impacts on water quality in the Vasse-Wonnerup Estuary. This will be done through effective nutrient treatment management measures. The drainage from the development will be directed towards the

canal system rather than into the estuary. Furthermore, the following was implemented as part of the previous development approval (which was substantially commenced but never completed) in order to protect the environmental values of the estuary:
A bund was constructed and stabilised on the southern side of Layman Road;
Land south of Layman Road was ceded to the Crown and included within the conservation estate for the estuary; and
No direct access to the estuary was constructed.
The proposed structure plan does not alter the existing arrangements to protect the estuary. Furthermore, the movement layout has been designed so as to discourage intrusion into this area. The structure plan area is also self-sufficient in term of passive and active recreational appointments, which further discourage intrusion into the estuary area.
33.3 Vegetation and Fauna
A site visit undertaken by an Environmental Scientist on the 6th of June 2016 identified that the site is predominantly covered in Samphire (Tecticornia spp.) and a mix of exotic weeds.
A likelihood assessment found that a number of wader and waterbird conservation significant fauna species have the potential to occur within the site. However, this is based on a desktop assessment rather than a site survey. These species would also inhabit the extensive Vasse-Wonnerup Estuary to the south of the site.
Therefore, it is considered unlikely that developing the site will impact on the population of any conservation significant fauna species. The waterbodies within the site are also artificial and not considered a natural habitat for fauna species.
3.3.1 Management Measures
Filling of the artificial water bodies will be undertaken in a staged approach to allow the birds to move on to nearby habitat (ie. towards the canals to the north-east).
All contractors involved in clearing activities will be inducted on the potential impacts to fauna and advised to stop works in the vicinity of any injured or shocked animals that are encountered. They will also be instructed to contact relevant environmental staff in the event of injured or shocked fauna.

44 Conclusion
In conclusion, none of the identified key environmental features present as being a constraint to future urban development. It is recommended that the following environmental management measures be undertaken:
Completion of an ASS self-assessment form for the site once detailed engineering design has been undertaken to determine the requirement for ASS investigations and possible management;
Implementation of appropriate water management design through the BUWM process in accordance with the LWMS prepared as part of the LSP process and an UWMP that will be prepared at the subdivision stage once more detailed engineering design has been undertaken; and
Implementation of appropriate fauna management measures, including: inducting contractors on potential impacts to fauna and the process if fauna are shocked or injured; and filling the artificial water bodies in a staged approach to allow the birds to move on to nearby habitat.

For threatened ecological communities where the distribution is well known, maps are derived from recovery plans, Statevegetation maps, remote sensing imagery and other sources. Where threatened ecological community distributions are lesswell known, existing vegetation maps and point location data are used to produce indicative distribution maps.

For species where the distributions are well known, maps are digitised from sources such as recovery plans and detailedhabitat studies. Forspecies whose distributions are less well known, point locations are collated from government wildlife authorities, museums,and non-government organisations; bioclimatic distribution models are generated and these validated by experts. In somecases, the distribution maps are based solely on expert knowledge.
