THE SERVICES GROUP, Inc., 2004-2006 Chief of Party (COP) Sustainable Microfinance

ü $10.9 million in operational grants provided to three international non-governmental organizations that have been providing microfinance loans to businesses in 17 of the 18 provinces of the country. A loan portfolio of approximately $19 million is extended to nearly 17,000 active clients and nearly 40,000 loans worth over $78 million have been disbursed since project inception; ü The first three indigenous microfinance institutions in Iraq established in the

north, west and center of the country, with start-up loan capital grants of $250,000 each. Two of the three opened for business in August 2006 and the third opened in November 2006. As of January 1, 2007, 64 loans worth $150,350 have been awarded; ü First ever Iraqi National Microfinance Summit organized, bringing together over

110 representatives of Iraqi microfinance institutions, national and local Iraqi officials, US government agencies, multinational forces, and international donors and experts;

SME Development / Bank Lending ü Iraqi Company for Bank Guarantees (ICBG) established to enhance access to

credit for small and medium enterprises (SMEs) and develop profitable SME portfolios in private banks nationwide. Eleven private Iraqi banks subscribed $3.7

million in initial equity and IZDIHAR is facilitating contribution of an additional $5 million through a USAID grant;

ü Direct training provided to 369 credit officers of 21 private banks to introduce modern, cash-flow based lending techniques;

Business Management Services ü Alliance of 18 business associations formed to promote business-friendly legislation

and programs to assist in private sector development; ü Business seminars for over 2,100 Iraqi businesspeople held; ü National professional association consolidated and strengthened, the

organization’s commitment to upgrading the skills of members to international standards supported and enhanced by improving training facilities to encourage computer-based methods, developing new course materials, training trainers, and helping to plan for sustainability through membership services. The association has begun offering fee-based training at four branches in the center and south of the country, extending its outreach and contributing to its sustainability;

ü 35 trainers and 760 professional accountants trained on international accounting standards, reaching all 18 governorates of Iraq;

ü Network of 45 Learning Resource Centers established throughout Iraq in co-operation with universities and professional organizations, equipped with over 8,000 modern texts in English and Arabic;

ü Training facilities upgraded at a prominent Baghdad think-tank and five Small Business Development Centers established in Baghdad and other cities to provide business management skills to Iraqi entrepreneurs;

Capital Market Development ü Business association for securities industry professionals strengthened through

training of staff, technical assistance and a grant to establish its Baghdad headquarters. The USAID IZDIHAR project is also enhancing the capacity of the Government of Iraq (GOI) to reform, issue and implement policies in trade, investment promotion, privatization and capital market development;

Trade Policy and Market Access ü Assisted the Government of Iraq (GOI) to prepare and submit the Memorandum

on the Foreign Trade Regime (MFTR) to the World Trade Organization (WTO), marking the start of the accession process; assisted the GOI to develop and submit responses to questions and issues raised by WTO members regarding Iraq’s agricultural regime, customs and tariff policies, technical barriers to trade, etc.;

ü Assisted the GOI in preparing for the first formal WTO Working Party meeting in Geneva, which launches the negotiation process, in cooperation with 15 ministries;

ü Assisted the GOI in drafting WTO-compliant legislation on Customs, Intellectual Property Rights and Technical Barriers to Trade;

ü Assisted the GOI in revising the Tariff Schedule to comply with the Harmonized System;

ü Assisted the GOI in the completion of its Aggregate Measure of Support documentation, involving review of all agriculture-related subsidies and state supports, through training and technical assistance;

ü 575 government officials informed and trained on trade policy and WTO accession issues;

ü Iraq Trade Information Center established to enhance the capacity of the Ministry

of Trade to stimulate trade and create business linkages; ü Investment Promotion ü Passage of new Investment Law by Iraqi Parliament in October 2006 assisted

through counseling and draft-review; ü Iraq Investment Promotion Agency established in cooperation with key ministries

to help Iraq attract foreign direct investment and increase private sector employment; ü Najaf Investment Center established to provide business skills training and

information on area tourism and investment opportunities; ü Investor Roadmap developed, analyzing investment constraints and outlining

corrective policies; ü Competitiveness Analysis Study prepared, highlighting 10 economic sectors with

significant potential to attract foreign investors; ü Studies to guide investors in the food processing sector prepared and "deal

pipeline" developed to facilitate contracts between Iraqi counterparts and foreign investors;

ü Iraqi participation in eight investment or trade shows facilitated in Iraq and abroad.

Privatization ü Drafting of Privatization Law assisted, along with other technical assistance to the

Inter-Ministerial Committee for Reform of State-Owned Enterprises and its Executive Working Group;

ü Excess Employment Study completed to address potential displaced workers in privatized state-owned enterprises (SOEs);

ü Database of technical information on SOEs developed to assist in their eventual transformation.

Capital Market Development ü Iraq Securities Commission (regulatory body) strengthened through provision of
