Paladin has adopted the concept of the “Corridor of Care” which was developed specifically to benefit the isolated village communities situated along the road from Karonga to the mine site that would not normally experience support.  These communities had high  volumes of  transport passing  through  their  villages however normally  they did not benefit  like those in the immediate area of the mine site.  It was considered very important to have a broader CSR footprint to extend programmes to all communities along the transport route to the mine and maintain a balance in apportioning benefit.

2007  KAYELEKERA AND AREA WIDE ‐ AGRICULTURAL TRAINING   Paladin’s Corporate Social Responsibility (CSR) programme began in 2007 with an agricultural training project, run by an expatriate agricultural consultant and a former government agronomist, to assist local villagers to develop improved agricultural production practices.   The Company supplied seed, fertilizer and implements, working in particular with widows’ cooperatives not receiving support from other sources, at a cost in 2007 of MWK 7.5 million.  

2008 KAYELEKERA – COMMUNITY SUPPORT AND AGRICULTURAL TRAINING 

Farmers in Kayelekera Village were trained in vegetable growing to supply seasonal vegetables to Kayelekera Mine.  Meanwhile, agricultural training and support in the whole district continued. 

Two new boreholes were sunk in Kayelekera Village and a blocked borehole was repaired, improving water supply in the village.   

A maize‐mill was supplied to Kayelekera Village, alleviating the need for villagers to cart bagged maize long distances for milling. 

Cost of agricultural training and community support activities in 2008 totalled MWK 16.15 million.

2008  2009KAYELEKERA ‐ VILLAGE HEALTH CLINIC  

NOVEMBER 2008 ‐ Paladin completed re‐roofing and renovating a disused brick building at a cost of MWK 772,597 to house a weekly health clinic in Kayelekera Village.   Paladin has continued to provide transport for government health staff from Wiliro Health Clinic (located 12 km away) to operate it, which serves 550‐650 patients a month, alleviating the need for villagers to travel for treatment to Wiliro.   The Clinic is also an accredited HIV testing centre and provides infant emergency and family planning services.   Before

KAYELEKERA ‐ SECONDARY SCHOOL RENOVATION 

JANUARY 2009 ‐ Kayelekera Secondary School was repaired and renovated at a cost of MWK 201,311. Desks were supplied for the 45 pupils attending the school. A new toilet system was installed. Before

KAYELEKERA ‐ RENOVATE & EXPAND PRIMARY SCHOOL 

JUNE 2009 ‐ Redevelopment of Kayelekera Primary School was completed in June 2009, at a cost of MWK 5,008,946.   

Four new class rooms were constructed to replace thatched, open shelters, and four existing classroom shells were renovated.   

Six pit latrine toilets were installed and desks were provided for Kayuni’s then 350 pupils.  Local labour was recruited to do the work.

WILIRO ‐ RENOVATION OF HEATH CLINIC AND STAFF HOUSING  

AUGUST 2009 ‐ Paladin renovated Wiliro Health Clinic and three medical staff houses in August at a cost of MWK 1,915,947. The clinic was repaired and repainted. It was also connected to the ESCOM grid, meaning that babies could be delivered at night under electric light for the first time.  A rainwater tank and stand was also provided to the clinic.

NYUNGWE ‐ ASSISTANCE FOR DORMITORY FOR THE BLIND 

AUGUST 2009 ‐ The Nyungwe Dormitory for the Blind, 50 km from Karonga, houses and teaches blind and partially‐sighted children.  The dormitory needed furniture, clothing, bed linen, blankets, desks, teaching aids and funding for staff wages and operating costs.  

Paladin renovated two classrooms and built 12 toilets for the primary school they attend, provided furniture for the dormitory, at a cost of MWK 2,360,485.

KAYELEKERA ‐ IRRIGATION EXTENSION PROJECT  

AUGUST 2009 ‐ Paladin assisted villagers to extend an existing irrigated area scheme established five years earlier.  New irrigation channels were installed in July‐August and land cleared and tilled. Seed nursery beds were established, new crops of spinach, cabbage, mustard greens, sweet corn and eggplant were planted. First crops were harvested in October and sold to Kayelekera Mine, supplementing income for Kayelekera villagers.  

Cost of this project was MWK 3,741,112.    

KALOWE ‐ CONSTRUCTION OF TWO TEACHERS’ HOUSES 

SEPTEMBER 2009 ‐ Paladin completed construction of two new teachers’ houses at Kalowe Primary School at a cost of MWK 3,093,623.  

KAYELEKERA ‐ CONSTRUCTION OF FOUR TEACHERS’ HOUSES  DECEMBER 2009 ‐ Construction of four teachers’ houses at Kayuni Primary School in Kayelekera Village was completed at a cost of MWK 7,146,140.

KAYELEKERA ‐ COMMUNITY HALL AND KAYUNI SCHOOL UPGRADE 

DECEMBER 2009 ‐ The Kayelekera Community Hall, donated by G5, was completed by Paladin.  The Kayuni Primary School fence was replaced, and windows were replaced at a cost of MWK 4,056,990.

KARONGA ‐ PROVISION OF EARTHQUAKE RELIEF 

DECEMBER 2009 ‐ Paladin provided MWK 1.0 million in immediate funding to the Karonga District Commissioner’s Earthquake Relief Fund after a series of strong earthquakes hit Karonga between 6‐19 December.  Paladin personnel assisted in transporting injured people to hospital in the aftermath of the first earthquake.  A further MWK 1.0 million in relief equipment, including 1,000 litres of diesel and bedding, was supplied to Karonga District Hospital, together with large tents to shelter the homeless.

2010 KAYELEKERA ‐ TEACHERS’ OFFICE 

JANUARY 2010 ‐ Completed construction of a Teachers’ Office at Kayelekera Primary School, plus erosion control in the school yard.  Cost of MWK 2,470,705.   

 

KARONGA ‐ WATER PROJECT    

MARCH 2010 ‐ The Garnet Halliday Karonga Water Project was built at a  cost of MWK 1.65 billion  (US$10M) and  is  the  centerpiece of PAL’s  Social  Development  commitment  to  Malawi,  the  objective being  to  provide  a  safe  and  reliable  supply  of water  to  Karonga. Trench digging and plant construction provided 265 local jobs. 

The  Project  comprises  a  lakeside  pumping  and  treatment  facility, equipped with  two US‐sourced Bovu Pioneer intake pumps,  a 160 m3  raw  water  tank  and  a 600 m3  steel  settling tank.    A  nine‐km pipeline  connects  the plant  to  a 2 million‐litre prefabricated  steel storage  tank  at  the NRWB Bwiba  depot,  from which water  is  fed into  the  Northern  Region Water  Board  distribution  system.    The Project  is  equipped  with  a  MEMCOR  micro‐biotic  filtration plant imported from Australia – only the second  in use  in southern Africa – designed  to  remove harmful bacteria  from  the water and provide  a  99.9  per  cent  pure water  supply.  A  560 mm  diameter HDPE pipeline draws water from an intake in Lake Malawi. The two pumps are capable of a maximum delivery rate of 500 m3 of water per  hour  and  can meet  Karonga’s  need  of  7,500 m3 of water  per day, operating at a design rate of 280 m3/hour.

KAYELEKERA ‐ CLEAN WATER IN VILLAGE AND SCHOOL 

JUNE 2010 ‐ One new bore hole was sunk, and piping run from the artesian bore at the clinic to two other outlets in the village.  Guttering and rainwater tanks were provided at Kayelekera Primary School and four teachers’ houses at a cost of MWK 1,538,021.  

 

KAYELEKERA ‐ NEW TOILETS AT SECONDARY SCHOOL 

JUNE 2010 ‐ Construction of new toilets at Kayelekera Secondary School were completed at a cost of MWK 151,405.

     DOCTOR TRAINING IN AUSTRALIA AUGUST 2010 ‐  In accordance with its Development Agreement undertaking, Paladin arranged training in Australia on the Health Effects of Radiation for two Resident Medical Officers (RMOs) nominated by the Government of Malawi, Drs Chimota Phiri and Malangizo Mbewe.   

They were trained in Perth, Australia, by Dr David Causer, who is the Radiation Safety Officer for three major public hospitals in Perth. Dr Causer is accredited in Radiation Protection and Diagnostic Radiology Physics with the Australian College of Physicists and Engineers in Medicine; is a member of the Australasian Radiation Protection Society and has more than 40 years of teaching experience in Medical Physics and Radiation Protection.  

As part of their training programme, they met senior officials at the Western Australian Department of Radiation Health, responsible for monitoring radiation safety in use of X‐rays and radioactive materials in Western Australia. They toured  the radionuclide laboratory at Royal Perth Hospital and were shown the safety measures taken in the use of low and high level radionuclides handled there.  They also visited a Cyclotron Unit at Sir Charles Gairdner Hospital, where radiation protection measures in place were demonstrated.  The cost of this project was MWK 3.51 million.

LUPEMBE ‐ HOUSING UPGRADE FOR INJURED CONTRACTOR 

SEPTEMBER 2010 ‐ A former construction worker was injured at the Kayelekera construction site in March 2009.  Paladin spent more than MWK 135 million on his medical care in South Africa for 18 months (this figure is not included in CSR expenditure).  Since his return to Malawi in September 2010, Paladin has spent MWK 7,815,607 on renovating and upgrading his house to facilitate his home care requirements, providing financial support and meeting medical expenses. 

KARONGA DISTRICT ‐ SCHOOL TREE‐PLANTING PROJECT  OCTOBER 2010 ‐ Paladin sponsored local schools in the National School Quiz Project in Malawi at a cost of MWK 5,334,150.  Sixty six primary schools in the Karonga District were involved in the national competition, and pupils planted hundreds of supplied Mlombwa cuttings in their schoolyards.

KARONGA BOMA ‐ DISTRICT SPORTS AND CULTURAL EVENT  NOVEMBER 2010 ‐ Paladin provided MWK 1,503,950 to sponsor a Karonga and District Sports and Cultural Festival in November.  The Event enjoyed strong local support and was attended by some 3,000 people.  

2011 WILIRO ‐ EQUIP ARV ROOM AT HEALTH CLINIC 

JANUARY 2011 ‐ In order to facilitate easy access to anti‐viral treatment for AIDS, a room at Wiliro Health Clinic was furnished for use as an ARV clinic at a cost of MWK 263,195.  

WILIRO ‐ PROVIDE SOLAR PANEL SETS 

FEBRUARY 2011 ‐ Roof‐mounted solar panel sets were installed for two health centres and their staff houses, and smaller sets were supplied for the teachers at six regional schools, at a cost of MWK 1,795,240.

KARONGA ‐ RIVERBANK STABILISATION  FEBRUARY 2011 ‐ The Ministry of Forestry was assisted in their Riverbank Stabilisation Project by supplying tree seedlings for planting.  MWK 165,500.

MARCH 2011 ‐ Paladin repaired and renovated the Paramount Chief Kyungu’s house, following severe earthquake damage, at a cost of MWK 2,453,083.

KARONGA ‐ DISTRICT HOSPITAL RENOVATIONS 

MARCH 2011 ‐ Karonga District Hospital’s unfinished workshop was completed.  Then the hospital kitchen was renovated (after a fire). The roof was extensively repaired and the ceilings, plumbing, windows and screens were replaced and interior repainted, at a total cost of MWK 17,232,695.

KARONGA ‐ CLASSROOM FOR KARONGA SCHOOL FOR THE DEAF  

MARCH 2011 ‐ Karonga School for the Deaf is one of five residential facilities for hearing‐impaired children in Malawi.  In March, Paladin completed construction of a double classroom block and office at the school at a cost of MWK 2,472,354.  

A team of seven audiologists and students ran a hearing clinic at the school and at the Karonga hospital, and taught the teachers to test hearing and make hearing aid molds.

IPIANA ‐ PRIMARY SCHOOL CLASSROOM BLOCK

KARONGA ‐ REPAIR TO NORTH RUKURU RIVER LEVEE BANK NOVEMBER 2011  ‐ The North Rukuru  Levee Bank  located  in Baka residential area of Karonga town was damaged and breached during heavy rains in April 2011, causing extensive flooding and damage to residential properties within the town.  

Paladin financially assisted the Karonga District Council (KDC) to repair the breached section to prevent repeat flooding of Karonga.  The Project cost was MWK 4.1 million, of which Paladin contributed half.

KARONGA DISTRICT ‐ REPAIRS TO BORES 

2010‐2012 ‐ During the two years, Paladin facilitated repairs to 14 bores throughout the district and sunk four new bores, at a cost of MWK 3 million.  

 

KARONGA ‐ DONATION TO MICRO‐LOAN FOUNDATION 

DECEMBER 2011 ‐ Paladin donated MWK 6.5 million to the Karonga branch of the UK‐based Micro‐Loan Foundation to fund expansion of the foundation’s activities in the Karonga region. The Micro‐Loan Foundation agreed to match Paladin’s contribution with third‐party funding, thus making a total of MWK 13 million available to provide micro‐loans to women’s groups in the Karonga District, enabling them to finance small scale co‐operative business ventures to boost family incomes. 

22 groups involving 374 women completed initial training and received loan amounts totalling MWK 6.4 million.

2012 KARONGA ‐ AIRPORT POLICE STATION REHABILITATION 

FEBRUARY 2012 ‐ Repairs and repainting of the Police Office at Karonga International Airport were undertaken at a cost of MWK 409,700.

KARONGA DISTRICT ‐ AGRICULTURAL ASSISTANCE PROGRAMME 

2007‐2012 ‐ From the outset in 2007, until  2012, farmers throughout the Karonga District were given training in vegetable and fruit tree cultivation, and irrigation assistance at a cost of over MWK 15 million.

NYUNGWE ‐ EQUIPMENT FOR BLIND SCHOOL 

JULY 2012 ‐ Toilets, equipment, desks and learning aids were provided for the Nyungwe Blind Dormitory and the primary school they attend, at a cost of MWK 2,109,550. 

 

KARONGA ‐ SUPPLY OF HEARING EQUIPMENT TO DEAF SCHOOL 

JULY 2012 ‐ Paladin provided a screening audiometer and hearing aid equipment from Australia for the Karonga School for the Deaf in July, at a cost of MWK 1,575,000.   

This followed a Paladin‐sponsored visit to the Karonga School for the Deaf by Australian audiologist Peter Bartlett, who is based at the ABC Hearing Clinic & Training Centre in Lilongwe.  A team of seven international audiologists and audiology students visited Karonga School for the Deaf in July.  Students were tested and 10 were found who would benefit from being fitted with new hearing aids. These were supplied by Paladin and fitted in October.   

 

MPATA ‐ ELECTRIFICATION OF SECONDARY SCHOOL 

JULY 2012 ‐ Mpata Secondary School was electrified, at a cost of MWK 619,610.

KARONGA ‐ DELIVERY OF MICROSCOPES TO KDH LABORATORY 

JULY 2012 ‐ Paladin delivered two complete teaching microscopes to the laboratory at Karonga District Hospital.  The microscopes were donated by the University of Western Australia.  A set of staining reagents used for malaria and other diseases was also carried from the National Centre for Communicable Diseases, Johannesburg.  KDH had only one borrowed microscope for use in confirming malaria, tuberculosis and other infectious diseases. 

KAYELEKERA ‐ UPGRADE TO KAYUNI PRIMARY SCHOOL 

JULY 2012 ‐ Due to the rising number of children at Kayelekera primary, new toilets, and a retaining wall and safety fence were constructed at a cost of MWK 3,821,705.

SEPTEMBER 2012 ‐ After heavy rains, a footbridge was constructed over the Sere River in Kayelekera village, in 2008.  In 2012, a new bridge was constructed at a cost of MWK 60 million.

KAPHIRI KALANDA ‐ PRIMARY SCHOOL CLASSROOM  

DECEMBER 2012 ‐ Construction of a classroom block for Kaphiri Primary School at a cost of MWK 3,828,687.  

 

2013 KARONGA ‐ DONATION OF FIRE ENGINE TO AIRPORT JANUARY 2013 ‐ Paladin and Puma Energy Ltd handed over two reconditioned Dennis fire engines to the Deputy Transport and Infrastructure Minister, Mrs Chimango Mughogho Gondwe, for use at Karonga International Airport.   

The fire engines, with a capacity of 1800 litres, have upgraded Karonga’s safety rating to a Category 2 Airport.  The Minister noted that the fire engines would enhance safety in Karonga District, as they would serve Karonga District Council, which does not have its own fire service. The fire engines were imported from the United Kingdom by Puma and Paladin at a cost of MWK 40 million.  KARONGA ‐ UPGRADE TO WATER PLANT INTAKE   MARCH 2013 ‐ Paladin completed a project to improve the reliability of the water supply to Karonga in March, at a cost of MWK 117 million.  Paladin spent MWK 11 million engaging a South African‐based marine engineering consultant, WSP Africa Coastal Engineers (WSP) to recommend a remedial strategy to ensure a stable intake system under all environmental conditions.  A contract to carry out the work was awarded to Mota‐Engil Malawi. It  involved repositioning and re‐laying and anchoring a total of 760 metres of pipeline in a realigned position on the lakebed, complete with  redesigned  intake  strainer  system.  The  system now has  four intakes, not one. Mota‐Engil precast 92 concrete blocks in Dedza to weight  the HDPE pipeline. This  involved weights of 2.5  tonnes per nine metres of pipe – which  is  three  times  the required anchoring weight for this type of HDPE pipeline.  The Karonga Water Plant has experienced  significantly  improved  pumping  efficiency  since  the completion  of  this  work,  and  Paladin  has  assisted  with  all maintenance  of  the  pumps,  storage  tanks  and  pipelines  since construction.

ONGOING  KAYELEKERA & JUMA ‐ AUXILIARY TEACHING STAFF  ONGOING ‐ In April 2008, Paladin began assisting with the salaries of two auxiliary teachers for Kayuni Primary School.  With the increase in students at both Kayuni and Juma primary schools, Paladin now assists both schools with the wages for nine teachers, to supplement government teachers, at a cost to‐date of MWK 14,200,837.  

 

NYUNGWE ‐ OPERATING COSTS OF BLIND DORMITORY 

ONGOING ‐ Living costs are provided for the blind dormitory, to date MWK 2,876,625. 

 

KARONGA ‐ PROVISION OF SCHOOL FEES FOR 140 GIRLS  ONGOING ‐ Support for education is provided through payment of school fees for 138 girls attending 22 secondary schools in Karonga District, at a cost to date of MWK 10.5 million.  Funding has been supported personally by one of Paladin’s directors.

KAYELEKERA ‐ EXTERNAL EMPLOYEE TRAINING  

Paladin subscribes to the philosophy of developing employees with further education.  Paladin financially supported 13 Malawian employees to undertake external study in fields ranging from mining engineering to logistics, accounting and human resource administration.   

Paladin also offers work experience programme for Malawian undergraduates.  The first participant was a Karonga‐based accountancy student and students of Miracle Training College’s hospitality course rotate through the kitchen.  

KARONGA ‐ RECURRENT COST SUPPORT FOR DEAF SCHOOL 

ONGOING ‐ Financial support is given regularly to meet recurrent costs of running the dormitories at the Karonga School for the Deaf, at a cost to date of MWK 5,824,880.  

 

KARONGA DISTRICT ‐ CHRISTMAS SCHOOL DISTRIBUTION 

ONGOING ‐ Each December, Paladin distributes appropriate Christmas gifts, including writing books and pens, to around 2,000 school children at six schools near Kayelekera Mine, at a cost to date of MWK 6,313,472.

KARONGA DISTRICT ‐ ROAD SAFETY AND HIV DRAMAS 

ONGOING ‐ Beginning in 2009, Paladin has sponsored drama performances by the local Nyange Nyange Theatre Group on subjects such as road safety, HIV/AIDS education, alcohol abuse and planning your future.  They have performed over 316 times to an audience of over 172,000.   117 of those were about HIV prevention.  The cost to‐date is MWK 2,528,115.   Nyange Nyange were also given a video camera for use in producing DVDs about health issues, which are extremely popular. 

KARONGA DISTRICT ‐ SCHOOL HEALTH AND HYGIENE 

ONGOING ‐ Paladin Community Development staff provide interactive health talks and distribute reader books about many health and education topics to the schools around Karonga District, at a cost to‐date of MWK 4,862,602.  

KAYELEKERA ‐ MALARIA VECTOR CONTROL PROGRAMME  

ONGOING ‐ Paladin runs a mosquito control programme four times each year in Kayelekera Village.  A baseline threat assessment survey was conducted in August 2007 by world‐renowned consultant entomologist, Professor Richard Hunt, to assess the impact on the local mosquito population of commonly used insecticides.  Insecticides used by the Government of Malawi in other regions of the country were selected and procured from local suppliers.  

A Vector Control Programme Team was recruited from Kayelekera Village and sent to Lilongwe for a five‐day training course to World Health Organization standards.  A community gathering was held with the Village Chief, Mr Harris Mweso, community elders and members to advise the community on the process and benefits of a spraying programme.   Malaria control literature was also distributed.   

Spraying details are reported annually to Karonga District Hospital and the District Health Office. Cost to‐date is MWK 43.5 million.

KAYELEKERA DISTRICT ‐ SCHOOL MATERIALS 

ONGOING ‐ Text books were provided for teachers and students of several schools near Kayelekera in June 2012, and writing books and pens are supplied to 33 schools in the Karonga District, at a cost of KW 10,807,500.

DISTRICT‐WIDE ‐ LOCAL LANGUAGE READERS 

ONGOING ‐ Paladin has published over 30 different story‐based readers on a wide range of health and social topics in English and four local languages – Chichewa, Chitumbuka, Chingonde and Chilambia.  

Paladin has distributed more than 156,800 of the readers to clinics, primary and secondary school students in the Karonga Region. They have proven hugely popular due to the shortage of reading materials in schools – particularly in local languages ‐ and the highly relevant subject matter.   

To‐date, MWK 18.2 million has been spent on this project.

KARONGA ‐ LOCAL FOOD PURCHASING    

ONGOING ‐ In 2007‐9, Paladin supported food suppliers in the Karonga Region by buying bread, vegetables, fruit, eggs, poultry, fish, beef, beans, maize and rice to feed the construction workforce of 2,600 people, spending more than MWK 500 million locally to buy 35 tonnes per month, sufficient to produce 100,000 meals per month.  Paladin spread the benefits of its local produce purchasing programme to as many participants as possible.  

Kayelekera Mine employed over 700 people during production and supported local businesses in fresh food purchasing. 

The Company advertises tender in Malawi for food deliveries, giving existing and new suppliers the opportunity to participate.  

MAKAKATAVU  AND NGALAMU ‐ ORPHAN FEEDING  

ONGOING ‐ Paladin commenced ongoing financial support, through its staff charitable organisation, Friends and Employees of Paladin for African Children (FEPAC), for the Makakatavu and Ngalamu Community‐based Child Care Projects, located 80km south and 40km north of Karonga respectively.   The projects are the initiative of local residents to support orphans cared for by older siblings or other family members. About 160 under‐5 aged children attend the centres from 7am to 10am daily, where they are fed and receive kindergarten care. 

Paladin funded training four teachers at a cost of MWK 38,000 and continues to provide soya porridge for the centres at a cost of MWK 3,949,453 to date.

MAKAKATAVU AND NGALAMU ‐ TRAINING SCHEME  

ONGOING ‐ The centre also provides vocational training in carpentry and tailoring and bricklaying and provides tools of trade for older children who care for and support younger siblings.
