Legislator Report Cardon School Choice for the 2017 session of the Georgia General Assembly

At Georgia Center for Opportunity, we want the best educated kids in the world because we know a good education is crucial for a child to have the best chance for a successful, fulfilling future.

Unfortunately, too many children are missing out on the educational opportunity they need to reach their highest potential. Your kids deserve better. All our kids deserve better.

We have already helped more than 16,000 Georgia students get a better education by providing parents the ability to choose the best education for their child through the creation of the Georgia Special Needs Scholarship and the Georgia Tax Credit Scholarship Program. Additionally, more than 90,000 students have the ability to attend a public charter school in Georgia.

These educational choices have changed the lives of many of these kids and their families. But these programs are currently limited. These 106,000 students, less than 5 percent of Georgia’s overall student population, are not the only ones who deserve help.

We can and should do more.

Each year, the legislature has the ability to expand existing educational choices to more families—and to create new programs that provide greater choice and opportunity. But do they always vote in the best interest of students and their families?

This report card allows you to see how your elected leaders voted during the 2017 legislative session on bills to create or expand parents’ ability to choose high-quality public and private education for their children.

Summary of Bills GradedHB 4303 pointsCreates a new $100,000 annual block grant for every public charter school to use towards their facility needs, pending appropriations, and sets minimum quality standards for charter authorizers and clarifies how federal title funds are to be distributed to locally approved charter schools. House Bill 430 addresses two significant equity concerns for charter schools but falls short of the most pressing concern, student funding equity. PASSED – House Vote #239 and #417, Senate vote #346 and #378

HB 2173 pointsExpands the current Tax Credit Scholarship Program (currently capped at $58 million) to $65 million initially, with a 10% growth allowance per year up to $100 million. This would allow approximately 12,000 additional children to receive scholarships to attend a school that better meets their individual needs.DID NOT PASS – House vote #142 and #396, Senate vote #376 and #293

HB 224 1 pointAllows children of active duty service members to choose among any public school in the district.PASSED – House vote # 114, Senate vote #240

HB 338 (ESA amendment)3 pointsThe Senate had the opportunity to vote on an amendment to HB 338 that would have created Education Savings Accounts giving parents the power to use their children’s state education dollars on a variety of educational options, including tuition and fees, textbooks, virtual schooling, special education therapies and tutoring.DID NOT PASS – Senate vote #230

Honor RollDesignation earned by legislators for sponsoring or co-sponsoring legislation to expand educational options. Legislators earned a “+” to their grade for sponsoring school choice bills and received a promotion of up to half a letter grade in their overall score for sponsoring two or more bills.

What Is an ESA?“ESA” stands for Education Savings Account and is one of the most creative ways to provide school choice to children and families who are looking for a different option. ESAs allow parents to create a customized learning experience for their children from a wide variety of educational services.

How Do ESAs Work?An ESA works in a very similar way to Flexible Spending Accounts (FSAs) or Health Savings Accounts (HSAs) that many people currently use to pay for their healthcare. Under an ESA, the state would place the amount of money it spends for a child’s education into a restricted account for the benefit of that child. Parents would then be able to pay for that child’s educational needs from those funds for approved expenses like tuition and fees at an approved school. If parents do not spend all of the money placed into the account, the money rolls over to the next year and can continue to be used for educational needs as they arise. If, at the end of a child’s K-12 education, there is still money in the account, parents can use those funds to pay for college expenses for their child.

What Can I Pay for Using an ESA?As with a FSAs and HSAs for health care, ESA funds may be used for a variety of things, including: tuition or fees at qualified participating schools, tutoring, online learning programs, fees for specialized or advanced courses or testing, fees for college entrance exams, savings for future higher education expenses, or services or therapies for students with disabilities.
