    I Standard !#uipment

    The term Standard Equipment shall mean and

    include the following

    ,- Carrom Board

    ,-. Playin$ Surfa%e

    The playing surface of the !arrom "oard

    should be of plywood or of any other

    equally smooth wood, of not less than # mm

    in thic$ness and of a minimum of %3&' cm

    and a ma(imum of %)'' cm square with its

    surface completely smooth A !arrom "oard

    shall be able to ha*e at least three and a

    half runs of a normally smooth Stri$er of

    1& gm weight, when struc$ with the ma(imum

    force, from one of the "ale lines to the

    opposite frame of the !arrom "oard

    Ad+oining the playing surface of the !arrom

    "oard there shall be wooden frames with

    inside cur*ed corners made of osewood or

    any other hard wood with good resistance,

    with a minimum height of 19' cm and a

    ma(imum of -&) cm from the playingsurface The breadth of the frame shall not

    be less than .3& cm and not more than %.'

    cm Suitable bracings shall be pro*ided

    underneath the playing surface and fastened

    with the frame

    The poc$ets of the four corners of the

    !arrom "oard shall be round inwardly and

    not outwardly and be ))& cm in diameter

    with admissible *ariation of not more than

    '1& cm The piece of plywood ad+oining thecorners of the frame shall be cut off

    ,-1 Base Lines

    Two straight lines of )% cm in length with

    admissible *ariation of '3' cm equally

    distributed on all sides, blac$ in colour,

    shall be drawn on each of the four sides of

    the playing surface, parallel to the frame

    on each side The lower of these two lines,

    which shall be between '&' cm and '.& cm

    thic$ness, shall be 1'1& cm away from the

    frame and the other one 31# cm away fromthe lower part of the "ase line The "ase

    lines shall be closed by circles of 31# cm

    in diameter at either end /ithin this

    circle a portion -&) cm in diameter shall

    be coloured red These circles shall be

    called "ase circles These shall be drawn

    so as to touch both the "ase lines and also

    the upper "ase lines of the ad+acent side

    The !arrom en used in play shall be of

    good quality wood and circular in shape

    The diameter of a !arrom an shall not bemore than 31# cm and not less than 3'-

    cm, while its thic$ness shall not be less

    than '%' cm and not more than '9' cm The

    edge shall be round and plain The !arrom

    an4s weight shall not be less than &''

    grams and not more than &&' grams There

    shall be one red, nine white and nine blac$

    !arrom en, and they shall be uniform The

    !arrom en shall ha*e a smooth mo*ement in

    a flat position on the surface of the

    !arrom "oard when struc$ by a Stri$er of

    standard specification

    C- Strier

    The Stri$er shall be smooth and round with

    a diameter not e(ceeding )13 cm and

    weighing not more than 1&'' gm A Stri$er

    made of any material other than metal, with

    the specifications prescribed abo*e may be

    used A Stri$er with metal fi(ed and

    *- Ta)le or Stand

    The Table or Stand on which the !arrom

    "oard is placed for play shall be not less

    height The !arrom "oard, when placed on

    it, shall not be une*en or sha$ing

    5owe*er, padding below the !arrom "oard and

    the Table or Stand on which the !arrom

    "oard is placed may be used to ma$e the

    playing surface of the !arrom "oard le*el

    and firm as far as possible

    !- Stool or Chair

    The Stool or !hair on which the player sits

    for playing shall be not less than )''' cm

    and not more than &''' cm in height The

    !hair, if used, shall be armless

    &- Powder

    The powder used shall be of high quality to

    $eep the playing surface smooth and dry

    The powder shall not be wet 6ouches or

    containers filled with powder should be

    used to spread powder e*enly o*er the

    playing surface

    G- Nets

    The poc$ets shall be fully co*ered from

    beneath by nets fi(ed at the bottom of the

    !arrom "oard Each net shall ha*e the

    capacity of holding at least 1' !arrom en

    H- Li$ht

    A light shall be hung or fitted at a

    con*enient height abo*e the !arrom "oard so

    that when a conical or square shade,

    preferably of metal, is used, the light

    shall fall only on the !arrom "oard

    including the frame The shade shall be one

    with the inner side completely snow7white

    The bulb used, preferably transparent

    white, shall be between .' and 1'' watts

    altered at the request of a player in such

    II Interpretations

    n these 8aws, unless there is anything

    repugnant to the sub+ect or conte(t, the

    terms gi*en below shall ha*e the following

    5 Toss

    39 There shall be a toss by the >mpire at

    the commencement of each match The toss

    shall be by spin of a coin or by means of

    calling the !; The player or pair winning

    the toss shall ha*e the choice of the side

    or the option to stri$e first Should the

    winner decide to ha*e the choice of side,

    he shall indicate the same to the >mpire,

    who shall instruct the loser to sit first

    should be arranged for the brea$ with least

    possible loss of time after each board

    )- "rea$ is ta$en by a player who has

    chosen to stri$e first

    )3 The player who is to brea$ shall ha*ethe white !; during that board, lea*ing

    the blac$ !; to his opponent The =ueen

    shall be the common !;

    )) "rea$ is considered to ha*e been made

    if the Stri$er touches any of the !; e*en

    slightly

    )& "rea$ is not considered to ha*e been

    made if no !; is touched by the Stri$er in

    the player presently not ha*ing his turn

    shall also be deemed as a Technical 0oul,

    and a penalty shall be imposed

    .) Any act of *iolation of the 8aws

    committed by the player during or after the

    first stro$e of his turn shall be deemed as

    a 0oul A foul shall entail one !; of the

    offending player being brought out for

    placing by the opponent and the turn to

    play shall be lost f a foul is committed

    while poc$eting the !; or =ueen, the

    number of !; or =ueen so poc$eted shall be

    brought our for placing and the turn of the

    player shall be lost

    playing surface, the +umped !; or =ueen

    shall be placed by the >mpire in the !entre!ircle, if space permits, co*ering it fully

    or the ma(imum portion of it that is

    a*ailable

    b f both the =ueen and a !; +ump in

    the same stro$e, preference shall be gi*en

    to place the =ueen first, and the +umped

    !; shall be placed, touching the =ueen, in

    the opposite direction of the player

    presently ha*ing his turn

    surface after hitting the shade, bulb or

    light fittings, it shall be considered to

    ha*e naturally tra*elled mpire

    by lifting the !; or =ueen and replacing

    them, as far as possible, in the position

    where they would rest if the Stri$er was

    not there f, howe*er, this happens at the

    mouth of the poc$et and in the process of

    remo*al of the !; or =ueen, the Stri$er

    loses its centre of gra*ity and falls into

    the poc$et, it shall be deemed to ha*e been

    %1 f a !; is resting periously at the

    mouth of the poc$et and actually falls into

    the poc$et for any reason, it shall be

    considered to ha*e been properly poc$eted

    6I5 *ues and Penalties

    %- f in a proper or improper stro$e, a

    player poc$ets his Stri$er alone, his turn

    shall be lost and one of his !; will be

    ta$en out as penalty by his opponent for

    so that it is not easy to poc$et for the

    player ha*ing his turn The placing of the

    =ueen by the >mpire, in such a situation,shall be final

    9&a f the =ueen is poc$eted before any

    !; of the player is poc$eted, the =ueen

    shall be ta$en out for placing and the

    player shall lose his turn

    b f a player poc$ets the =ueen while

    there is a

    and is not co*ered, the =ueen shall be

    ta$en out for placing f not noticed by

    the >mpire or by the opponent before the

    9% f the =ueen and the !; of a player

    are poc$eted together in one stro$e, the

    =ueen shall be considered co*ered 5owe*er,

    at the brea$ or any subsequent stro$e, when

    all none !; of the player are on the !;",

    if the =ueen and one of the !; are

    poc$eted together, the =ueen has to be

    co*ered f more than one !; and the =ueen

    are poc$eted together, the =ueen shall be

    considered co*ered

    9# f the =ueen, !; and the Stri$er arepoc$eted together by a proper stro$e, the

    =ueen and the !; so poc$eted with an

    due to into(icating drin$s, or is under the

    1)) All protests shall be written in

    English addressed to the Secretary of the

    Tournament and shall be submitted through

    the !hief eferee or >mpire duly signed by

    1)& The oral protest shall be intimated to

    the >mpire immediately the incident ta$es

    within 1& minutes of completion of that

    particular board

    1)% The protest shall represent facts

    only, as had occured, the decision of the

    !hief eferee or >mpire and the point

    appealed against, by the aggrie*ed party

    1)# 6rotest in uncouth and abusi*elanguage shall be summarily re+ected and

    in*ite disciplinary action

    1)9 2nce a protest is lodged, it shall not

    be permitted to be withdrawn

    1&' 2nce a protest is recorded and handed

    o*er, the play shall continue from where it

    stopped The result of the match shall not

    be announced till the protest is

    considered

    1&1a f the protest is upheld, the match

    shall continue from the beginning of that

    particular board in which the protest was

    lodged and the scrutiny fee refunded
