Iwatch a lot of TV property shows. Out of bothneed and fascination and I am always amusedat the reasons that people give when being

shown a potential new home for dismissing a property. I canunderstand too small and too big. I can see that a location might bewrong, of course I can, these are real reasons.

The ones that make me roar with laughter are the ones where thebuyers declare that theycould not live in a homewhere they do not like thecolour of the walls, thecarpets or the wallpaper.

I suppose that my artschool training makes iteasier for me to see beyond the orange emulsion paint and swirlycarpets – but really, is it that difficult?

I was delighted the other day when a PR company sent me a letterabout a new phone app. Yes another phone app that I think mighthelp home buyers. This one comes from paint manufacturers Valsparand is called Pick-a-Paint.

I downloaded it and gave it a test and I was impressed. You can takea picture using your phone’s camera and then simply change thecolours of a room and get a quick impression of what it could look likewith a lick of paint. The palette of colours is based of course on theValspar range but is pretty comprehensive.

This app was no doubt created to aid people in choosing colours fortheir own home but I immediately saw the potential for home buyersand of course for estate agents who want to help people see beyondthe lime green tiles and purple feature walls – and it’s free so what’s tolose. Simply type Valspar into the App Store on the iPhone anddownload

Marc Cox of Mishon Mackay offers some thoughts on theproperty year ahead.

“Welcome to 2016 and a new era in property. It promises to be aneventful year. The way has already been prepared for a change in Aprilwhen higher Stamp Duty rates are applied to properties bought forbuy-to-let or second home purposes. So expect a busy time for thenext few months as buyers rush to complete purchases before the axefalls. Already buy-to-let purchases are near their pre-crisis levels andthe Chancellor may well tighten up lending criteria to stave off anypotential problems down the line – 2015 saw buy-to-let borrowing at£38 billion compared with £45.7 billion in 2007. Mr Osborne willfurther affect landlords as from April as when they will also losehigher-rate tax relief on mortgage interest payments.

“And what is happening with the ripple effect – the radiating wavesof consequence that the London property market has on housingelsewhere in the UK? London now seems more disconnected thanever from the rest of Britain, as prices have spiraled from highlyexpensive to largely unaffordable over the past few years.

“So what about those who do not want to buy a holiday home orinvestment property – those people who merely want a roof over theirheads? Well 2016 may be eventful for them also, including a possiblelift in house prices of between five and eight per cent. But it will be aslow and frustrating start. 2015 saw ten straight months of sellinginstruction decline. The stock of unsold properties is currently thelowest ever recorded. The law of supply and demand suggests thisshould have a positive effect on prices in many parts of the UK. Like

market is open to conflictinginterpretation. Is it the lack of newhomes which is causing the log jam oris it that people have just stoppedmoving for the time being and arestaying put, perhaps busy buildingextensions or digging basements toprovide more space instead of buyingsomewhere larger? “It is also difficult to work out whatany long-anticipated interest rateincreases will do to the propertymarket should they be introduced, orwhat might happen if the UK heads for the Brexit following theEuropean referendum. Even if there is a vote to remain in theEuropean Union the uncertainty may spook the property market for afew months – if the last general election and the Scottish referendumare anything to go by.

“So 2016 will certainly not be without its challenges in the propertymarket. But we are used to handling challenges for our clients. Ouradvice, as always, is purchase carefully within your means – and thisincludes your means if mortgage interest rates rise. This year will notbe a perfect one for property speculation without the greatestprudence and care. But it will be a good year for settling into a homethat provides safety, warmth and shelter for you and your family inthese uncertain times. One question we are frequently asked is: How will we manageall the potential extra cars coming to Brighton and Hove tovisit the British Airways i360?

What may surprise readers is that there has been a shift over the pastdecade with tourists increasingly travelling to Brighton by train. In thelast survey by VisitBrighton, train was the most popular mode of

transport with 40% coming bytrain and 37% by car; thiscompares to 15% by train and56% by car in 2001. Surprisinglytoo, traffic volumes on the KingsRoad have not increased in thepast decade, although thenumber of tourists has risen from8 to 11 million during this time.

Good rail services are thereforea priority and a second Brightonmainline seems common sense toensure we have enough capacityand a second route when the linegoes down.

Inevitably some visitors willcome by car. Luckily tourists tend

to travel ‘car share’ in family groups. In total we expect our opening toresult in an extra 450 cars per day coming to the seafront (that is

equivalent to just 1.4% extra cars onthe seafront).

Whilst these additional cars maynot be huge, we have also beenworking with the Council’s transportteam to devise an optimal route toour site, which avoids the mostcongested routes into the city. Thiswill be signposted as you arrive intoBrighton and Hove and details arealready published on our web site.

Of course these days, mostdrivers use sat navigation devices, which have their own software torecommend routes taking into account current road conditions. Thismeans that traffic will be dispersed between the sat-nav routes and ourrecommended route.

We believe that park n’ ride is part of the solution. As members of theBrighton and Hove Tourism Alliance, we have been campaigning for apark n’ ride service.

Brighton and Hove is a vibrant, economic hub with more peoplevisiting it than any other seaside town in the UK. Many seaside townsfaced with dwindling tourists would love to have our transportchallenges! Until the British Airways i360 recently overtook it, ShorehamPower Station’s chimney was the tallest structure on theSussex coastline at 106m. Most have seen the building. Few

have been inside.Shoreham Power Station opened in 2002 to essentially replace two

huge coal-fired facilities that once served Sussex. It consists of a

400MW Alstom GT26 single-shaft closed-cycle gas turbine with triple-stage steam turbine andStork heat recoverysteam generator. At 56per cent efficiency, thenewer facility is far lesswasteful than its twopredecessors.

The interior of thebuilding is cavernous, but by nomeans empty, as I found out on arecent tour with manager Gary Murrayand engineer Mark James. A hugeshaft runs along the length of the mainbarn-like space with everything elsesubservient to it, whether it be coolingpipes or steam ducts. Ladders,platforms and lifts provide accessthroughout. Brass plaques on theaforementioned turbines give theirnames as ‘Natascha 1’ and ‘Natasha 2’(after the team members’ babies thatwere born closest to their respectivefirst firings).

The iconic chimney is constructedfrom steel and takes away exhaustgases. A much smaller chimney allowsthe escape of steam which equates tojust 3m3 of water per hour. As a comparison, 24,000m3 of water isdrawn from the port for cooling. Such is the impact at the point ofexpulsion into the sea that those in the know deliberately visit for awarmer swimming experience.

The roar within Shoreham Power Station is difficult to describe.There is no clanging – instead, a low brain-shaking hum. Earprotection is compulsory within for good reason. Such is the ferocitythat a dedicated gas feed from the main line near Devil’s Dyke isrequired. Damien Doyle believes that Brighton has a reputation forbeing an expensive destination to visit and that in order tofurther improve our tourism prospects, it would be

prudent to ensure that we convey the message that our city isaccessible to all. In conjunction with this he believes that all localbusinesses should continue to work on delivering high-qualitycustomer service in order to encourage repeat custom. The ethos atJurys Inn is: “Exceeding expectations – delivering outstanding resultsthrough exceptional people”. This is put into practice throughextensive staff training.

This was evident when he mentioned the strong relationship hiscompany has with 'The Unison of Disabled Members'. RecentlyBrighton has had a major focus on accessibility, some of the olderhotels are bound by building restrictions and unable to make thenecessary changes forwheelchair users. Jurys Innare DDA compliant havingmade it a priority to ensurethat their rooms arewheelchair friendly. Damienexplained: “Every customerwho visits the hotel with aspecial need are spoken to inorder to determine whatthose needs are. This is so that we can focus on how to make theirstay as comfortable and easy as possible, when they leave we ask fortheir advice to find out if we can make anything better.”

Beginning his role as General Manager in 2007 when the Hotel firstopened its doors, Damien has witnessed Jurys Inn go from strength-to-strength and attributes this to their willingness to listen tocustomers’ needs. He said: “We started our refurbishment programmethrough guest feedback, they wanted a better quality of bedroomwith a good price point that is value for money – and that's what we

focus on delivering. Werecently launched our newbedroom product, whichhas been well received byour existing customer base.Over the last three yearswe've really seen the citymove forward with theamount of investmentbeing spent on hotels, TheGrand being one of themand we are inclusive of this.We are under-going anextensive refurbishmentprogramme andconsidering that the hotel isonly seven years old thisspeaks volumes about howmuch we value ourcustomer experience.”

In terms of their marketmix, the hotel does theirbest to try and appeal to allmarkets and accommodateeveryone. They are not onlydirected towards acorporate base but alsoeverything else inbetween – from the leisureguest to the weekend guest, including customers who want to visitduring off-peak times where they will receive a more affordable deal.Aside from this they are also making continuous improvements totheir food and beverage products. The menus are changed everythree months. 45% of the bedrooms have been updated and thepublic areas are receiving a revamp starting next month to the tune of£500,000. In terms of TripAdvisor statistics they are one of the leadinghotels in Brighton.

“The message we need to be relaying to customers is that they willget good value if they come and stay here, that Brighton is a greatvalue destination. The city sells itself by reputation as being vibrantand multicultural with lots to do which is why people visit, thatcoupled with the amount of investment is taking away the stigmathat the city is getting tired – the great reviews on sites such asTripAdvisor reflect this and Jurys Inn are just one in addition to theseafront hotels who are pushing that forward. When the associationscome in and see that we offer a great standard of bedroom theyrealise that we can facilitate conferences.”

Damien is a supporter of British Airways i360 and thinks it's anasset that will put Brighton on the map: “The fact that British Airwaysi360 is the first in the world means that it will bring extra people intothe city, giving them another reason to visit. It will improve the localeconomy in terms of retail/hotels/restaurants. Brighton receivedsome criticism in the recent past and conferences were looking at

destinations such as Liverpool and Manchester instead, blaming it ona product and pricing issue. But now I believe as a city we are movingforward and anything that brings tourism back is fantastic foreverybody who lives and works here.”

Impressively, Jurys Inn won the a prestigious sustainability awardin 2013, presented to them by Green tourism. Damien explained: “Thescheme focuses on environmental controls, recycling where possibleand waste reduction. Some of it is concerned with the building andhow efficiently it runs – the majority of it is about your staffengagement, all of our food waste and oil is fully recycled. We havezero waste to landfill. We won silver for city centre hotel and werenarrowly beaten by a hotel in Peru!”

From mid-February The Waterfront – formerly The Thistle, willbecome Jurys Inn Waterfront meaning that Jurys will hold the largestbed stock in the city. There is an extensive renovation plan with £5.6mbeing invested.

He concluded: “Along with Andrew Mosley, I am part of the hoteliersassociation and we are all very much geared more than ever towardsthe customer. They have become much more discerning in recenttimes, it is now more important than ever that the customers leavehappy, as one bad review is all it takes. TripAdvisor is more powerfulthan ever – businesses are realising the importance of engaging withthe customer and taking on board what ever they say, even those whomay be more critical than others.”

Not In My Back Yard (aka NIMBY) has for many years beenthe description of the uncompromising and somewhathypocritical person, who would not raise any objection to

development, so long as it’s not in their own proximity orneighbourhood.However, itshouldn’tsurprise you thatthe majority of uswill find that wepossess elementsof this trait, whenthe situationarises on our owndoorstep!

This startingposition is verymuch assumedby applicants andthe local authority, which is one of the reasons why publicconsultation and engagementwith stakeholders is so importantand frankly, why failure toadequately do so will be at anydevelopment’s peril.

So with the move by centralgovernment to empower localcommunities, starting with theLocalism Act in November 2011,Greg Clark MP, then Minister ofState for Decentralisation, statedthat his aims were to achieve a:“Substantial and lasting shift inpower away from centralgovernment and towards local people.”

It’s only fair to point out that Localism is not new, it has beengrowing in influence since the 1970s. It’s certainly not the ideologicalgoal of just one party, given that the Labour Party (David Miliband MP,then Minister for Local Government) had also promoted Localism in aslightly different but essentially similar form, in 2006.

But now that the ball is rolling, what is in place to stop it, or evenslow it?

Neighbourhood planning (part of the Localism Act 2011) empowerslocal communities to set their own standards, through the productionof Neighbourhood Plans. The next step has been devolution ofpowers (such as the ‘Northern Powerhouse’), with local governmentaccepting the idea that they are likely to be able to run their ownshow more efficiently than centralised power, in Whitehall. Thingsaren’t that far behind in Brighton & Hove, with the advancement ofthe ‘Greater Brighton City Region’, encompassing Adur & Worthing,Brighton & Hove, Lewes and Mid-Sussex. You could conclude that wehave achieved Localism, but what defines the finish line?

Can we have too much of a good thing? After all, planning for majorprojects and infrastructure often relates to being in the interest of the‘greater good’, which of course implies that there will be sacrifice andcompromise for the minority that’s in close proximity to thatdevelopment. Therefore, are we not at risk of moving into a new ageof ‘NIMRs’ (‘Not In My Region’) or even, ‘BANANAs’ (‘Build AbsolutelyNothing Anywhere Near Anyone!’)?www.haydon-consulting.com
