UNLEASHING LANCASTER’S FUTURE! A Message from LCA Leadership

We are so pleased to present the 2014-2015 Annual Report to provide you with a clear understanding of our intentions, progress and outcomes. As we wrap up our second year as Lancaster City Alliance (LCA), we want to take this opportunity to acknowledge that it is a privilege to serve you in the capacity of community leader, partner and value creator!

As this report will illustrate, 2014-2015 allowed us to mature and refine specific themes and set critical paths to action on a number of fronts. The centerpiece of our contribution to the success of the great City of Lancaster was our effort in plan-ning, developing, and now managing the implementation of Building On Strength, the community-owned economic development plan. We are humbled by the confi-dence placed in us to lead this long-range roadmap for success and energized by the community’s positive reception of the plan as well as its eagerness to assume ownership of the plan’s initiatives. Lancaster is a community that embraces hard work, engagement and resolve to win; our role as implementation leader is more than a bit exciting!

Beyond the scope of the specific strategies and tactics of Building On Strength, it is important we share our ongoing commitment to our Values Statement, Mission and Vision. The community has instilled its trust in our ability to deliver extraordi-nary results in the areas of community economic development, quality of life, and the creation of impactful partnerships to achieve uncommon outcomes. We briefly highlight our ongoing clean and safe efforts, our dedication to a thriving Downtown through our Downtown Investment District (DID) leadership, our tangible efforts in the southwest and northeast neighborhoods, and our ongoing marketing of the City for growth and investment as core to our body of work. We enjoy our work more than you might know, and we strive to continue to increase our impact.

We have previously reported to you our leadership structure and are very pleased to share the outstanding effort and contribution of our governance Board and seven Executive Leadership Teams. These groups do intentional work, provide meaningful insight, and are truly an extension of the LCA Staff in delivering to our primary cus-tomer, the citizens and businesses of the City. The collaborative effort of all involved with Team LCA allowed us to deliver Building On Strength on time and at budget, begin a more comprehensive approach to marketing the City, and engage in stout efforts to launch a regional marketing campaign to begin an assertive, disciplined business attraction effort for the region. Receiving recognition with an Innovation Award by the Central Penn Business Journal was not only satisfying but also rein-forced that we are heading in the right direction and our priorities deemed worthy.

Thank you for your ongoing and inspiring vote of confidence as we go about our body of work. It really is helpful and promotes focus, discipline and resolve to be a great City on an international stage.

OUR MISSION:IDENTIFY AND PRIORITIZE OPPORTUNITIES THAT FOSTER COLLABORATIVE SOLUTIONS TO EMPOWER THE COMMUNITY IN BUILDING A CLEAN, SAFE AND ECONOMICALLY VIBRANT CITY OF LANCASTER.

The Lancaster City Alliance’s Executive Leadership Teams play a critical role in meeting the mission of the organization:

The ADVOCACY TEAM builds strong relationships with the governing bodies of the City, County, and State to influence public policy critical to the success of Lancaster.

The CHAIRPERSONS COUNCIL TEAM brings together non-profit economic development leadership with public officials to engage in decisive conversations and encourage collaborative action to ensure the continued economic and community growth of the City.

The COMMUNITY SAFETY TEAM focuses on meeting “clean and safe” quality-of-life expectations within the City of Lancaster.

The DEVELOPMENT TEAM ensures the financial health of the organization through supporting relationships with contributors, exploring funding strategies, and assisting LCA staff in communicating the value of the organization.

The ECONOMIC DEVELOPMENT & PLANNING TEAM focuses on the continued investment in all areas of the City, creating job growth, an increased tax base and an enhanced quality of life for City residents.

The MARKETING TEAM promotes the LCA as a valuable resource to residents, visitors, businesses and property owners as well as positions Lancaster as a wise investment, furthering the economic vibrancy of the City.

The NEIGHBORHOOD DEVELOPMENT TEAM offers strategic insight to support grassroots community opportunities that empower stakeholders to transform neighborhoods.

CULTIVATING STRONG PARTNERSHIPSWe pride ourselves on initiating intentional summits to share important ideas, initiatives and collaborative solutions. Through the efforts of the Chairpersons Council, non-profit leaders and government officials convene regularly to prioritize issues and plan solutions related to the success of Lancaster.

The inaugural VELOCITY celebration, held September 2014, was the collab-oration of the merchant community to showcase Lancaster City for the 300 attendees. The event also raised over $10,000 to support the work of the Merchant Committee that boasts over 50 merchants in attendance regularly.

ADVOCATING FOR THIRD- CLASS CITIESWe see the advantage of a regional approach to municipal finance reform. Often legislators focus on the two largest regions in the State, Philadelphia and Pittsburgh, without realizing the collective “presence” of Central Pennsylvania. LCA is teaming with York and Reading to promote regional economic development and voice legislative issues affecting third- class cities.

BUILDING THE FUTUREAfter 16 months of planning under the guidance of the Economic Development & Planning Team, we proudly unveiled the Building On Strength Economic Development Strategic Plan for the City of Lancaster in June. Culminating from extensive market research and community insight from over 100 meetings representing 1,500 City stakeholders, the Community-owned plan’s four areas of focus will guide the commercial growth of Lancaster over the next 15 years.

STRENGTHENING OUR NEIGHBORHOODSWith the help of the Neighborhood Team, in 2014, LCA worked with Neighbors United, a grassroots community group in the Northeast, on an initiative to expand LCA Ambassador coverage and make physical improvements. With the support of residents and businesses in the area, we are nearing our finan- cial goal to implement the program. Additionally, we have partnered with Lancaster Housing Opportunity Partnership (LHOP) in the creation of a 20-block Southwest Comprehensive Neighborhood Revitalization Plan, the result of a joint effort in securing a $100,000 grant from Wells Fargo.

MARKETING OUR GREAT CITY With the guidance of the Marketing Team, LCA continued to showcase Lancaster on both local and national levels. In 2014, a brochure was created to market Lancaster City as a sound investment, featuring demographics, housing, business office space, and retail highlights. The brochure was featured at several national conferences and serves as a recruitment tool for area businesses. We also embarked on a marketing partnership with Economic Development Company of Lancaster County, Lancaster County Workforce Investment Board, and Lancaster County Planning Commission on the first regional economic development marketing initiative highlighting the City’s role in a strong County economy.

“ As a Community Homeless Outreach Worker, I spend about 30 hours a week walking the streets of Lancaster City connecting with people experiencing homelessness. In my travels, the Ambassadors of the Lancaster City Alliance are a constant, positive presence answering questions from tourists, engaging with the community on the street and alerting police when they encounter activity that needs their attention. There is much to celebrate about the presence of the Lancaster City Alliance and the Ambassadors. They make a difference.”

ENSURING A CLEAN AND SAFE LANCASTER CITY Quality of life is paramount to the success of Lancaster City. The work of our signature Ambassadors, Community Safety Executive Leadership Team, and the Downtown Investment District (managed by LCA) plays a significant role in enhancing the community for all who live, work and visit Lancaster.

DOWNTOWN INVESTMENT DISTRICT 2014-2015 was a big year for the DID. After almost two years of planning, the DID was renewed for another four years (without raising the millage rate) and expanded its boundaries to include the west side of Water Street from Lemon to Mifflin Streets and S. Prince Street from W. King to Mifflin Street.

“ Being ‘new neighbors’ in the Downtown Lancaster Community in 2013, we experienced first-hand the support and encouragement from the Lancaster City Alliance as we opened The Hotel Lancaster. From attending their monthly informative meetings to working with the DID Ambassadors to regularly seeing the leadership at City events—the LCA has the pulse of the City and is a wonderful advocate for all businesses and organizations.”
