Proposed Flood Hazard Determinations for Cameron County, Texas and Incorporated Areas
The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has issued a preliminary Flood Insurance Rate Map (FIRM), and where applicable, Flood Insurance Study (FIS) report, reflecting proposed flood hazard determinations within the Cities of Brownsville, Harlingen, La Feria, Los Fresnos, Los Indios, Port Isabel, Rio Hondo, San Benito, Santa Rosa and South Padre Island; the Towns of Bayview, Combes, Indian Lake, Laguna Vista, Rancho Viejo and Rangerville; and the unincorporated areas of Cameron County. These flood hazard determinations may include the addition or modification of Base Flood Elevations, base flood depths, Special Flood Hazard Area boundaries or zone designations, or the regulatory floodway. Technical information or comments are solicited on the proposed flood hazard determinations shown on the preliminary FIRM and/or FIS report for the aforementioned communities. These flood hazard determinations are the basis for the floodplain management measures that your community is required to either adopt or show evidence of being already in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program. However, before these determinations are effective for floodplain management purposes, you will be provided an opportunity to appeal the proposed information. This appeal period will commence on the second publication date of this notice scheduled on or about March 31, 2016. For information on the statutory 90-day period provided for appeals, as well as a complete listing of the communities affected and the locations where copies of the FIRM are available for review, please visit FEMA’s website at www.fema.gov/plan/prevent/fhm/bfe, or call the FEMA Map Information eXchange toll free at 1-877-FEMA MAP (1-877-336-2627).
Although no changes have occurred in the flood hazard information for City of Palm Valley and the Town of Primera, a 90-day comment period is being provided to these communities to allow for comments and concerns found within the new/updated FIRM panels and FIS report released on June 4, 2015. This comment period will commence on the second publication date of this notice scheduled on or about March 31, 2016.
The Preliminary FIRM and FIS report have been mailed to the local Floodplain Administrators. In addition, FEMA has posted digital copies of these FIRM and FIS report materials to the following Website: http://www.fema.gov/preliminaryfloodhazarddata.

Districto Escolar de La Feria ofreceráPrograma preescolar de cota mínima
La Mesa Directiva del Districto Escolar de La Feria aprobó el programa pre escolar de cuota limitada parael año escolar 2016 2017. El programa estará disponible a costo mínimo a los empleados del distrito y alos miembros de la comunidad. Los padres de familia con niños/as que cumplan cuatro años de edadantes del 1 de septiembre y no califiquen para el programa pre escolar regular, podrán llenar unasolicitud para matriculación en la oficina de administración.
Programa de Matricula mínima de niños pre escolares.
1. El requerimiento para ser elegible es que el padre o madre del niño/a deberá ser empleado deldistrito escolar o residente de La Feria y no califiquen para el programa preescolar regular.
2. Los niños recibirán instrucción de una maestra certificada.
3. El programa será de acuerdo con el calendario 2016 2017 del distrito escolar de La Feria, yempezara a las 7:55 a.m. y terminara a las 3:25 p.m.
4. El distrito les dará el almuerzo y comida estándar sin costo adicional.
5. Habrá transportación disponible.
6. Los padres deberán llenar una carta de interés en la oficina administración entre 7:30a.m. a las 4:30 p.m. empezando el 18 de abril. La Feria ISD to offerTuition supported Pre Kindergarten 4 Year Old
ProgramFor the 2016 2017 school year, the La Feria ISD Board of Trustees has approved offering a limitedTuition supported Pre kindergarten Program for La Feria ISD employees and community members.Children who are four year old on or before September 1st and who do not qualify for the current Prekindergarten program provided for qualifying students are eligible to apply for the Tuition supportedPre kindergarten Program at La Feria ISD.
Tuition Supported Pre Kindergarten Program
1. The eligibility requirement is that the child’s parents or legal guardian is a staff member of LaFeria ISD or a resident of La Feria and does not meet the eligibility requirements to attend thetuition free program.
2. Children will be taught by a certified teacher.
3. The program will follow the La Feria ISD 2016 2017 school calendar and will be a full day,beginning at 7:55 a.m. and ending at 3:25 p.m.
4. LFISD will provide the standard tray breakfast and lunch at no additional cost.
5. Transportation will be provided for children.
6. Parents must complete a form at the Business Office starting April 18, 2016 from 7:30 a.m. –4:30 p.m. The first TEN students that register for each of the 3 PK 4 campuses will be acceptedinto the program for the 2016 2017 school year. Any additional students that register will beplaced on a waiting list in the order that they register. Students that are accepted into theprogram will be notified in May 2016.
7. The tuition for the Pre Kindergarten Program will be $635.00 per child per year.
8. Payments will be made over a 10 month period. Parents are required to sign a statement ofresponsibility agreeing to pay the full year’s tuition even if the child withdraws from theprogram.

CITY OF LA FERIA ADVERTISEMENT AND INVITATION TO BID Sanitary Sewer System Improvements
The City of La Feria will receive Competitive Sealed Bids for Unit D “Sanitary Sewer Improvements for West Colonias Phase II” at City Hall located at 115 E. Commercial Ave., La Feria, TX 78559 until 2:00 PM on Thursday, April 14, 2016.
Summary of Work: The proposed project involves construction and installation of approximately 16,600 linear feet of SDR 35 / SDR 26 pipe for sanitary sewer collection ranging in size from 6" to 18" diameter. The project also requires construction of a lift station with 10’ diameter FRP monolithic wet-well, factory made duplex 4” horizontal self-prime pumps with skid and factory made control panel, 125 kw generator, odor control unit, and building enclosure all as specified in the plans and specifications. Bidders must be well acquainted with the rules and regulations established by the 30th TAC Chapter 217 and must be able to demonstrate past experience with construction of sanitary sewer collection facilities.
Bid/Contract Documents may be examined and/or obtained at the office of Sigler, Winston, Greenwood & Associates (SWG Engineering LLC) 611 Bill Summers Intl., Blvd., Weslaco, TX 78596. Copies may be obtained by depositing one hundred Dollars ($100.00) in cash, bank or certified check payable to the Engineer for each set of the Bid/Contract Documents. The deposit is refunded to each document holder of record who returns a complete set of Bidding Documents in good condition within 30 days following the Bid opening. Bidder must be registered as a “plan holder” with SWG to ensure receipt of any addenda issued. Each bid shall be submitted in a sealed envelope bearing the name of the Project in accordance with the Instruction to Bidders and shall be accompanied by a Bid Bond issued by an acceptable surety. A certified check or bank draft payable to the City of La Feria may be submitted in lieu of the Bid Bond. Bidders may not withdraw their bid for a period of sixty days (60), excluding Saturdays, Sundays and legal holidays after the actual date shown above for the receipt of the bid. The Bidding firm must be able to furnish a 100 percent Performance Bond, a 100 percent Payment Bond, and Warranty Bond from a U.S. Treasury certified surety company acceptable to the Owner with the signed Contract.
Bidders are strongly encouraged to attend a Pre-Bid meeting to be held at La Feria City Hall, 115 E. Commercial Avenue, La Feria, Texas on Wednesday, April 6, 2016 at 2:00 PM.
Any contract awarded through this bid notice is funded with assistance from the TWDB and the United States Environmental Protection Agency (EPA). Neither the State of Texas, EPA, nor any of its departments, agencies, or employees, are or will be a party to this Invitation for Bids or any resulting contract. This contract will be subject to all TWDB applicable Federal and State laws and regulations and contingent upon release of funds by TWDB.
The TWDB Clean Water State Revolving Fund program receives federal funds from EPA. As a condition of federal grant awards, EPA regulations require that loan recipients make a "good faith effort" to award a fair share of work to DBE's who are Minority Business Enterprises (MBE's), and Women-owned Business Enterprises (WBE's) whenever procuring construction, supplies, services and equipment.
EPA’s policy requires that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to MBE and WBE owned firms. Although EPA’s policy does not mandate that the fair share goals be achieved, it does require
applicants and prime contractors to demonstrate use of the six affirmative steps. Note MBE/WBE contract percentages for the following: Construction 12.94%/8.72%; Supplies 9.68%/9.34%; Equipment 7.12%/5.39%; and Services 10.84%/5.72%.
Attention is called to the fact that not less than the prevailing wage rate as issued by the U.S. Department of Labor and contained in the contract documents must be paid in compliance with Davis Bacon and related Act. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, national origin, age, disability or genetic information. Bidders will be required to comply with the Department of Labor regulations 41 CFR Part 60-2 Affirmative Action Programs which include the President's Executive Order No. 11246 as amended by Executive Order 11375.
The Contract will be awarded based on the lowest Bid received from the lowest responsive, responsible, qualified bidder who submitted a complete Bid including all requested information as well as the written and verbal response from the information section of the specification, on or before the time and date, and at the place stated in the Invitation for Bid. The term “lowest responsive, responsible, qualified bidder” as used herein shall mean the firm whose quotation is the lowest of those firms, possessing the skill, ability, and integrity necessary to the faithful performance of work and who provides the equipment specified or its exact equivalent to obtain the desired results stated in the specifications.
The Owner reserves the right to waive any formalities or to reject any or all Bids if deemed to be in its best interest.
