In accordance with Federal Highway Administrationand Federal Transit Administration requirements, theKansas Department of Transportation requests commentson the draft federal fiscal year 2015-2018 Statewide Trans-portation Improvement Program (STIP) for Kansas.
The STIP is a project-specific publication that lists allKDOT-administered projects regardless of fundingsource, including projects for counties and cities as wellas projects on the state highway system, for a four-yearperiod (October 1, 2014, to September 30, 2018). To sup-plement the project information is a narrative section thatbriefly describes KDOT’s program financing anticipatedfor the STIP including fiscal constraint, KDOT’s publicinvolvement and project selection processes, and an over-view of KDOT’s public transportation program.
Additionally, within the STIP narrative are brief de-scriptions of the programs administered by agenciesother than KDOT. These programs include the FederalLands & Tribal Transportation programs administered bythe Office of Federal Lands Highway and the Bureau ofIndian Affairs; Recreational Trails (RT), a set-aside pro-gram of the MAP-21 Transportation Alternatives pro-gram administered by the Kansas Department of Wild-life, Parks and Tourism; and the TransportationImprovement Programs (TIPs) administered by each ofthe metropolitan planning organizations for the six ur-banized areas of Kansas. The six state MPOs are the Mid-America Regional Council (MARC) for the Kansas Cityarea; the Lawrence-Douglas County Metropolitan Plan-ning Office; the Wichita Area Metropolitan Planning Or-ganization (WAMPO) that serves Sedgwick County andthe cities of Andover and Mulvane; the Metropolitan To-peka Planning Organization; the Flint Hills MetropolitanPlanning Organization that serves the cities of Manhat-tan, Ogden and Junction City; and the St. Joseph AreaTransportation Study Organization that serves DoniphanCounty in the cities of Wathena and Elwood.
