Parents drop off their children who run to the programs taking place all over the building, while staff and volunteers greet them with smiles and open arms. Sunday, January 11th was especially exciting when we welcomed special guests The Hon. Peter Kent M.P., Minister of State for Foreign Affairs (Americas) and his wife Cilla to see Reena’s successful Outreach Programs. Some of the older program participants wanted to engage the minister in conversation about politics (one man said he had been looking forward to a coalition government!) but the younger children only wanted their visitors to help them with their drawings or hear their songs. There was an outpouring of love and caring. Nobody stood on ceremony as our guests were drawn into the Reena family circle. Also attending were parents of Reena clients: Carolynn Morrison, past chair of the Reena board, and David Cohen, member of Reena and Batay Reena Board, whose children are in the residential program, and Gail Saperia and Peter Sen whose children participate in the Outreach programs at Reena. They spoke passionately about how much they and their family appreciate the change that Reena has brought to their lives. Sol Fleising, CFO, Sandy Stemp, Program Director and Ann Szabo, Resource Manager for Outreach Programs answered many questions about funding and programs. M L to R. volunteers greet them with smiles and open arms. Sunday, January 11th was especially exciting when we welcomed special

guests The Hon. Peter Kent M.P., Minister of State for Foreign Affairs(Americas) and his wife Cillato see Reena’s successfulOutreach Programs. Some ofthe older programparticipants wanted toengage the minister inconversation about politics(one man said he had beenlooking forward to a coalitiongovernment!) but theyounger children onlywanted their visitors to helpthem with their drawings orhear their songs. There was an outpouring of love and caring. Nobody stoodon ceremony as our guests were drawn into the Reena family circle.

Also attending were parents of Reena clients: Carolynn Morrison, past chairof the Reena board, and David Cohen, member of Reena and Batay ReenaBoard, whose children are in the residential program, and Gail Saperia andPeter Sen whose children participate in the Outreach programs at Reena.

They spoke passionatelyabout how much they andtheir family appreciate thechange that Reena hasbrought to their lives. SolFleising, CFO, SandyStemp, Program Directorand Ann Szabo, ResourceManager for OutreachPrograms answered manyquestions about fundingand programs.

This insight has provided theframework for Reena’s on-going effortsat integration and inclusion of peoplewith developmental disabilities.Reaching out to the communityReena was established in 1973 byparents of children withdevelopmental disabilities, on theprinciple that those with a disabilityhave the right to live within thecommunity with dignity. With adedicated team of professional staff,Board members and parents, Reenagained an expertise that it was ready toshare with others. Among the agenciesthat Reena has nurtured and mentoredare Chai Tikvah, Home Again, Vita andSurrex. To-day we continue to offerour experience and expertise to otheragencies in the Portuguese, Chineseand Greek communities.

Reena has also built relationshipswith the Miles Nadal JCC, the BathurstJCC, Camp Ramah and CampNorthland as well as many synagoguesto provide opportunities for peoplewith disabilities to participate in Jewishcommunal life. Reena works with localcommunity centres, summer campsand libraries to assist them inintegrating programs in the generalcommunity. These all contribute tonormalizing special events, andstrengthening the opportunity forparticipation in day-to-day activities forpeople with developmental disabilities.Now that many barriers have beenbreached, integrated activities havebecome the norm for theseorganizations.

We live in the most diverse city in theworld, where we celebrate theopportunity to express our individualvalues, cultures and religious beliefs.As a Jewish agency, Reena reaches outto all faiths and cultures and providespositive help in establishing programsand services for persons with specialneeds in their own communities. Westrongly believe that the relationships

we form through our partnerships helpbuild capacity, that in turn, improveservices and quality of life for peoplewith disabilities.Ontario Partnership on Aging andDevelopmental DisabilitiesOver ten years ago Reena recognisedthat support needs for people withdevelopmental disabilities werechanging as they aged. Reena submitteda proposal to the Trillium Foundation tostudy the effects of aging amongdevelopmentally delayed older adults.We then proposed a Symposium tobring together long-term care,developmental services, and theacademic community. This collaborationevolved into the Ontario Partnership onAging and Developmental Disabilities(OPADD), which continues to enrich thelives of individuals with adevelopmental disability, as they agewith dignity.Partnership with Jewish VocationalService TorontoFor many years, Reena and JVS Torontohave had a close and successful workingrelationship in developing trainingprograms and sheltered workshops forpeople with developmental disabilities.JVS is a non-profit agency that helpsthousands of people from diversebackgrounds and needs identify theirstrengths and goals, develop skills andachieve success in school, work and life.Among its 28 programs, JVS offers fourto people with developmentaldisabilities to provide them withvolunteer opportunities to develop skillsets that may lead to employment.Through staff linkages and jointprofessional developmentopportunities, Reena and JVS also worktogether with the Jewish and broadercommunity to create volunteer positionsfor people with developmentaldisabilities.Partnership with UJA Federation coversmany programsTravelling to Israel with UJAFederation’s Birthright Israel Program is

In Jewishthought, ethical mitzvoth (gooddeeds) are important in bringingabout tikkun olam, by creating amodel society among the Jewishpeople, which will, in turn, influencethe rest of the world. When we workto improve ourselves, our localJewish community or the State ofIsrael, we set an example for the restof the world. Pirket Avot (Ethics of OurFather) is a guide to Jewish ethics andcontains moral advice and wisdom ofleading rabbinic scholars of differentgenerations. In the first century BCE,the great scholar Hillel wrote “If I amnot for myself, who will be for me?

a dream of many young peoplebetween 18-27 years of age. Apartnership with Federation and theBerman Family Endowment Fund atReena Foundation (which providesfunds for accompanying staff) supportsthe inclusion of young people withdevelopmental disabilities inBirthright, where they have theopportunity to travel to Israel, makefriends, and learn about their Jewishheritage.

An unprecedented partnershipbetween UJA Federation of GreaterToronto and Reena will build a majorresidence on the Joseph and WolfLebovic Campus, for people withdevelopmental disabilities, the frailelderly and those with physical ormental health needs. This newestpartnership is perhaps our mostinnovative. Planning for this sixty-unitresidence in the heart of Vaughan hasbeen underway for five years, underthe management of Kehilla ResidentialProgram (the housing arm of UJAFederation). We also wish toacknowledge the support of BatayReena in this project. Clients from fourJewish communal agencies (Reena,

Jewish Family and Child Service,Circle of Care, and Chai-Tikvah) willreside here, and share services. Thismodel of shared support provides aunique opportunity for a multi-agency consortium that will build aninclusive community in every sense ofthe word. Such collaboration forservice delivery by partner agencies isthe first of its kind in North America,and will serve as a role model forothers throughout Canada and theUnited States.

While some corporations andorganizations are curtailing theiractivities during this economicdownturn, we firmly believe that ourvision to build the Reena CommunityResidence is not only economicallysound; it will also provide wonderfulopportunities for the residents to livein an inclusive and accessibleenvironment. It will offeropportunities for the greater Jewishcommunity to interact with, support,and become involved with individualswho are frail or have disabilities, in amanner that is respectful andmutually beneficial. The ReenaCommunity Residence at the Lebovic

Campus will put the heart in thecampus community. It is important forus to remember what Rabbi Nachmanof Breslov said “All the world is just anarrow bridge, but the main thing is not tofear at all.”

We would like to express ourappreciation to the Ministry ofCommunity and Social Services whoseinitial grant has enabled us to moveforward on the Reena CommunityResidence and a special thanks toMinister Madeleine Meilleur for herforesight and trust.

Now the task is to fundraise for theremaining dollars. Through apartnership with Reena Foundationand UJA Foundation, we areundertaking a significant fundraisingcampaign to enable this project tocome to fruition.

To the many individuals and partnerorganizations who have made our

inclusion journey so successful thusfar, we thank you for your ongoing

commitment and support. Our bestwishes for a Happy Pesach to all.

One day Marcelle and I talkedabout the war in Israel, and of

what we could do to help Israel in fighting withHammas, (a terrorist organization) and the victims of

terror in Israel. Wedecided to collectmoney fromanyone whowanted to donate.It is up to theindividual howmuch they candonate - no

amount is too small. The reason we are helping Israel isbecause we don’t like when Hammas throws rockets intoIsrael and sends suicide bombers for the purpose to hurtas many Jewish people as possible, and have them liveunder constant terror attacks. It makes me sad to know

Ryan’s Story that Israel always has to defend themselves againstterrorists.

I would like to say that Marcelle (my staff) encouragedme and helped me by making this happen. She broughtmy idea to life and believed in me. We spent timediscussing how we will fundraise, where to go and howto put everything together, wrote my story, and workedon thank you cards.

Through this experience, I feel calmer, not as anxious asbefore. Fundraising for Israel gave me pleasure and apositive attitude. Together we did this in hopes that oureffort to raise money for Israel will help the people ofIsrael and our IDF (Israel Defence Force) soldiers.

I hope that Israel will have peace and we can live inpeace.

We want to thank our IDF soldiers for fighting for ourfreedom and protecting us.

eena leads the way inpartnerships with thecommunity, agencies and

families. While other organizations aretaking the traditional road of servicedelivery Reena is always looking fornew and innovative ways of providingprograms.

One such residential model is the“Shore” home, opened two years ago toprovide service for adults and children.The 6-bedroom/4 bathroom back split istotally accessible and allows for use ofthe entire first floor of the house. Threeyoung men ages 21 to 27 reside in thelocation they call home from Sundayafternoon until Friday morning. Whilethey spend the weekend with theirfamilies, three children ages 7 to 17arrive for their planned respite stay atthe “Reena Respite Fun House” aptlynamed by the youngsters themselves.At present 26 families receive fiveweekends of respite a year.

Throughout the year the Pathways tothe Community (Mesilot L’Kehila) dayprogram shares the beautiful space atthe Hillel, Wolfond Centre on theUniversity of Toronto campus. This

partnership allows participants to hangout with U of T students who use thecentre for study and socialization. Thecentre provides inclusion for all andaccess to the downtown area withvolunteer opportunities and otherpartnerships. They volunteer at theMiles Nadal Jewish Community Centreas well as a local apartment building.Once a week the participants give backto the community through a lunchprogram for the homeless.

The Miles Nadal Jewish CommunityCentre also doubles as the southlocation for our Sunday Friends cluband the Summer Recreation program.The centrally located building and allits facilities is accessible to families wholive south of Lawrence and is usedthroughout the year. Downtown hasendless social and recreationalopportunities for these programs.

What would summer be withoutcamp? Bnai’ Brith, Camp Northlandhas been providing an inclusiveresidential camp opportunity forReena’s campers for the last threeyears. Reena’s Camp NorthlandExperience is a well-supported

overnight experience for children sevento 16 years of age who need specializedsupports but want the inclusivecamping experience. The inclusionprogram is for children who want tojoin Camp Northland for fullintegration with minimal support.Reena provides an inclusion counsellorfor each cabin with children with specialneeds.

In the spirit of Sunday Friends, weoffer Sunday in the Sun in partnershipwith Camp Arrowhead, a beautiful daycamp on the shores of Lake Simcoe. Thelocation is great for swimming, boatingand other water sports in a safe and funenvironment for children seven to 16years of age who want and need respiteon Sundays during the summermonths.

Partnerships are a viable concept atany time but more so in this time ofeconomic uncertainty. Outreachprograms are supported by thecommunity through donations to theReena Foundation, and partnershipswith the community, agencies andfamilies, is all part of Reena’s strategicvision as we ‘lead the way’.

When they left the Battle Centre,Mr. and Mrs. Kent went to the Al andFaye Mintz Reena ElderHome andmet most of the seniors who werehome. They were shown all the

features built into the home for thecomfort and safety of the residents.

Peter and Cilla Kent werecharming and keenly interestedguests. They promised to come back

for another visit and we shall givethem every opportunity to fulfill thatpledge.

Long-Term Care HomesPartnershipBy Sandy Stemp, Program Manager

aving recognised that the needs of Reena’s clientswere changing as they aged, Reena establishedrelationships within Long-Term Care (LTC)

homes. It began with sending a Reena support person asa friendly visitor to a client, and has since evolved into agroundbreaking and innovative partnership between thetwo sectors.

With the closing of facilities, some clients went directlyto Long-Term Care homes, tying the DevelopmentalServices sector to the person. Reena worked to create anenriched model of support with the LTC home. We havebeen working with Cummer Lodge for four years, andhave the equivalent of 2.5 Reena full-time staff there –taking their training, following their policies, andreporting to their administration. We also support twoclients at Baycrest Apotex, and one client at Maple VillaLong Term Care Centre in Vaughan. Because the fundingremains in this model, it builds community capacity, asother clients can access these same supports when theseindividuals pass away.

Following the establishment of OPADD, the TorontoPartnership on Aging and Developmental Disability(TPADD) was set up, with Cindy Stephens, Director ofNursing at Cummer Lodge, as its Co-chair. TPADD’s aimsare to: establish and sustain a regional cross sector processon aging and developmental disabilities; and to provideleadership at the regional level on partnershipdevelopment between the Long Term Care andDevelopmental Services sectors. This partnership has ledto an understanding of the similarities between the twosectors, an increase in communication, and anappreciation of each sector’s values and philosophies. Wehave learned about the different ways of deliveringservices, and the similarities in education and stafftraining required. Long term care staff now understandthe complexity of needs of individuals supported by theDS sector, while DS sector staff became familiar with thehome environment in LTC homes. This networking is aninvaluable resource for staff and families in both sectors,and supports the identification of barriers to services andcomparisons of support models.

While other agencies were moving in the direction ofpartnerships with LTC, they did so without theformalized relationship that Reena has developed. Weacknowledge our wonderful partnership with theCommunity Care Access Centre (CCAC) and CentralLHIN and recognize their critical role in the transition of

individuals with developmental disabilities. We havechampions within CCAC who are sensitive to the issues ofaging and developmental disabilities, understand thelimitations on the system, and how to help. These bridgingpartnerships have provided support to the developmentaldisabilities sector, which has acknowledged ourresponsibilities to clients, even when they do not reside withus. Today there is more focus and thought about Seniors inthe sector, and their right to access services.

We would like to take this opportunity to say goodbye tothe late Alan Gerston.

It was very touching to hear Renee Bloom speak at hismemorial service. She stated that she will miss her friendand appreciated the chance to perform a last Mitzvah forAlan.

Alan spent 44 years of his life in the Huronia RegionalCentre before coming to live in Reena’s group home onVan Horne Avenue. He later was welcomed at the CliftonAvenue group home in 1997. Although he had manyphysical problems, Alan was able to communicate withhis peers and staff by touching them lightly on the arm.He made quite an impact on those lives that he touched.

In 2006, Alan moved to the Cummer Lodge long termcare facility where Reena staff continued to visit and carefor him. It was nice to see the recognition in his eyeswhen staff would enter his room at Cummer and involvehim in the music program or help feed him lunch .

Alan will certainly be missed by the staff at Cummerand by staff at Reena

Reena’s Proud Partnerships in TrainingBy Joe Persaud, Manager, Learning & Development Department

eena’s evolution with its expertise in training for thedevelopmental services (DS) sector has seensignificant growth over the past two decades. Reena

is widely recognized as the leader in design and delivery oftraining for frontline staff in our sector.

Our journey toward this recognition has not been as anisolated entity. While many of our training endeavours haverelied on Sandy Keshen’s vision and leadership inrecognizing and addressing training needs for our sector, wehave not relied solely on our internal expertise. We havebeen very active in creating and fostering strong and long-lasting training partnerships for Reena and its sectorpartners.

Here are some examples of our many partnerships relatedto training:• The Developmental Disabilities Counsellor (DDC)Program – this program was initiated in 2003 to address therecruitment, training, and retentionchallenges of new frontline staffingcapacity for our sector. This is a 4-monthpre-employment/apprenticeship trainingprogram that includes in-class and on-the-job learning opportunities. We offer thisprogram in partnership with GeorgeBrown College and four agency partners(Kerry’s Place Autism Services, MontageSupport Services, New Leaf: Living andLearning Together Inc., and The SalvationArmy Broadview Village). This program is now offeredtwice per year (January and July) and Reena is the leadagency with this partnership.• Partnership with York Central Hospital BehaviourManagement Services for the AdvancedBehaviour Management workshop(“Unlocking the Mysteries of ChallengingBehaviours”). This workshop will beoffered for the first time later on this yearand regularly thereafter.• Partnership with COTA Health. Werecognize the need for our staff to beproactive in addressing the complexnutritional needs of our individuals inservice, so we have contracted a registered dietician, todeliver the “Healthy Eating, Healthy Living” course on aregular basis, to all of our staff.• The Reducing the Risk (of Abuse) course partnership withChristian Horizons. This course was designed anddeveloped by our partners at Christian Horizons. Ourfriends at Christian Horizons have trained our in-house

Reena Offers its Training Expertise to ParentsReena is now offering parents or siblings of individualswith a developmental disability the opportunity to takea course(s) offered by our Learning and Developmentdepartment. Some examples of the topics we cover inour training sessions are: Medication andPharmacology, Behaviour Management, SafeManagement (Crisis Intervention), First Aid and CPR,Introduction to Developmental Disabilities and DualDiagnosis, Seizure Disorders, etc…

Along with these offerings, Reena providescustomized training services for groups or individualswhich are designed to the content request of thecustomer/organization.

For more information regarding training courses forfamily members, please contact the Learning andDevelopment Manager, Joe Persaud, at (905) 889-2690,ext. 2049.

instructors to be trainers and have maintained regularcontact to share current information and research. Ourinstructors are welcome to attend refresher sessions

anytime. We are planning to co-developa “Documentation” workshop for staff toaddress the training needs related toprofessional documentation skills andrecord keeping. This workshop should beready in 2010.These are just a few of the special trainingpartnerships that Reena entered into, andhas successfully sustained. This is also agreat way to allow us to reduce research

and development costs and share knowledge across oursector.We also have a few administrative partnerships that haveacknowledged our expertise in managing the training

function for other organizations. We arepresently managing the on-lineregistration and record keeping processesfor CAMH/George Brown College’sFaculty Development and Managementtraining on Dual Diagnosis, as well as,Deafblind Ontario Services’ on-line staffregistration system. Also, we recentlyaccepted the responsibility of managingthe registration process for the Dementia

Network’s training project.These examples of our training partnerships, along with ourinternal expertise, have strategically positioned Reena as arecognized leader in training design and delivery for oursector. As our Ministry moves forward with its HumanResources Strategy for Developmental Services, Reena islooked to as a model for other agencies to follow.

didn’t know what to expect whenI signed up for a program thatteaches how to support people

with developmental disabilities. I wentin for a career change and I came outa changed person.

There I sat, in the lower level of theReena building on Clark Avenue, ablock away from Sobey’s KosherMarket and neighbouring AishHatora Synagogue. I was the one andonly Jewish person in that room. Iwasn’t so sure at first, but afterhearing everyone’s stories about whythey were taking the program, Irealized I fitted right in. What I cameto appreciate was that every personwas there for the same reason: tohelp those who needed help, to makea difference in the lives of others, andto start on the path of a meaningfulcareer. I grew more inspired whenalmost every instructor expressedhow their careers began on the frontlines with the clients that we wouldsoon meet and learn from. The morepeople I listened to, the more I knewI was in the right place.

The search for my career beganafter graduating from the Universityof Guelph with a BA in Drama andthe intention of moving out of myparents’ house in six months to get onwith my “real life”. I had no luckfinding a job using my degree, andstill lived at home two years later. Idecided I needed a career change, butwith absolutely no idea where tobegin, I searched for jobs on a popular“everything” website. I came across avolunteer position as a DramaAssistant supporting people withspecial needs. I had never interactedwith individuals with developmentaldisabilities and I was mainly drawn tothe job to explore my original love fordrama. After my first shift I was a

changed person. I had found a newpassion, and soon drama was the lastthing on my mind.

I had heard of Reena from familyand friends, mostly when they talkedabout the Reena Foundation (the partof the organization that receives

donations). I looked on their website,and in addition to the main heading“Towards a better future…” I saw anad for the Developmental DisabilitiesCounsellor Program. It offered allnecessary training and practice in thefield, all within a four months.

The DDC program coveredeverything one needed to know abouthow to interact with, and supportpeople with developmentaldisabilities. I had little hands-onexperience prior to the course, but Icame out of it ready to work, feelingextremely qualified andknowledgeable. The Learning &

Development Specialists, threeamazing women, helped us all everystep of the way. Their devotion andconstant encouragement kept meinspired throughout the program. Iwas also very fortunate to be part of aclass filled with people of all cultures,religions, and backgrounds. I learnedso much more than I thought I would,and my learning didn’t stop at the 24courses. Not only do I now know howto block a punch to the head, I cameaway from the DDC program withknowledge of how to be part of acommunity, whether it be thecommunity of Toronto in all itsmulticultural beauty, the Jewishcommunity, or the supportivecommunity for the developmentallydisabled.

I am currently employed by Reenaworking part time in two of theirgroup homes. Reena embraces Jewishvalues, which is important to many ofthe families whose members aresupported by Reena’s homes andprograms. I do not follow orthodoxpractices myself, but coming from aJewish family I can appreciate theimportance of maintaining Jewishculture within a community. Reena’smain goal as an agency for peoplewith developmental disabilities, is toassist in their integration into thecommunity, and to reach their fullpotential. Each time I interact with aclient, I am reminded that I havemade the right choice. It’s not alwayseasy, and I foresee many challenges tocome, but I know I will continue togrow as a professional and as aperson. With its DDC program, itsencouraging team members, and itsongoing support, Reena has alsohelped me find a path towards abetter future.

My son is currently 10 years old and has a diagnosis ofAutism Spectrum Disorder, as well as a visual impairment.He is non-verbal. We began participating in the Reenaorganization programs approximately one and a half yearsago. We initially enrolled him in theSunday Friends Club in hopes ofproviding him with some activity andfriendship on the weekend. We hopedthat the program would also provide ourfamily with some much-needed respiteduring these times. My son is a highenergy boy who requires constant one-to-one attention, and although we love himdearly, we needed some time to be able todevote to our other children as well. Ourmain concern was that he would be happy during his timeat Reena and that they would provide a safe andcomfortable environment for him. We have been verypleased with the care that my son has received at Reena. Infact, we were so pleased with their flexibility and willingness

to work around his limitations, that we decided to enrol himin the Summer camp program. He has been able toparticipate in many different activities as well as variousoutings. All in all our experiences thus far have been very

positive. My husband and I drop him off and pick himup for his sessions, but have had family members fill infor us during the occasional times when we could not.Each one has independently commented about thecompassion and care that our son receives. What iseven more inspiring is how this young boy with suchlimited abilities has had his confidence boosted whenentering the facility. Everyone from the securityguards to all of the different members of the staff greethim and make him feel more than welcome. We feelconfident that he is well cared for and is enjoying his

time, while participating in the Reena programs, and aretruly impressed at the devotion and care that the staffprovides to make the participants and particularly our childhave a great time and feel welcome.

Since our family has been involved in the Reenarespite program, it has enhanced our lives in numerousways. Our son's eyes light up when we tell him that heis going to the respite home. He looks forward tosocializing with the other clients at the home, playingGame Cube and other games, visiting various places inthe community, and of course enjoying the homecooked meals.It has helpedhim buildsocial skills,and get a littlemoreindependent.The rest of ourfamily enjoysthe respite too,as it is anopportunityfor us tospend qualitytime with our three other children, and have anevening out.

We would like to take this opportunity to thank JudyBiniaminov and her staff at 241 Crestwood who havebeen wonderful, caring and attentive and who havemade our challenging lives easier.

Thank you Reena Respite

Respite at Reena programs at Crestview, Sunday Friends andSchool Break camps, has been such a blessing to our family. Ithas been an important step in Kyle's independence as he hadnever been away from family overnight, prior to going to the"Sleepover House". Even if a friend had offered to take him, Iwould have likely declined mainly due to safety concerns, andthe fact that they probably wouldn't fully appreciate what theywere signing up for. A holiday to many people may mean aweekend getaway. However, to us, it’s being able to sleep inwithout a loud TV or music blaring, or wondering what Kyle isup to in the kitchen. For example, last week he turned on thestove, mixed up brownies in a colander, and started cookingthem while I was working in my office. When Kyle is enjoyingRespite we light candles...lots of them because there is no one toblow them out. My other children like the fact that we can putout a big fruit bowl on the counter instead of locking it in thefridge, and bringing out only a couple pieces at a time. We don'thave to lock the doors and windows to keep our “runner” safeand I love to be able to just come and go without having tomake "arrangements" for a caregiver. As a single Mom of four,the special child often takes my attention away from the others.As much as Kyle has a big spot in all of our hearts... I can'timagine life without him. I also love the happy smile on my 11year old daughter's face when she gets to have me all to herselfwhen Kyle is at Respite.

There is only one aspect of Reena’s recreationalprograms that disappoints Rebecca: the limited schedule.Rebecca would prefer uninterrupted, daily visits to herfriends at Reena. She is never happier than when shewalks through Reena’s doors: she stops to admire thescrolling welcome sign in the office; she enthusiasticallygreets everyone in the foyer; shebecomes more and more excited asshe approaches the room whereher program will take place.Every counsellor, every friend,every participant provides asource of delight to her, and everyday is filled with exciting andstimulating activities. In the AfterSchool program, Rebecca has helda snake and petted a rabbit; gonebowling; read books in the library;gone to the movies and visited themall; shopped for food items, and

then baked delicious desserts. At Reena’s Summer Camp,she has experienced an assortment of sensations at thebeach, in the Snoozelen room, and swimming; she hastraveled to African Lion Safari, the Toronto zoo, and WildWater Kingdom. And she enjoys all of this with youngpeople who share some of her difficulties and who are

oblivious to her limitations. Rebeccawould never be able to experiencesuch a wide range of activities on herown, and she would not receive inany other environment theunqualified acceptance that she doesat Reena. She is cared for by devotedindividuals who encourage her inevery endeavour, and who revel inher every accomplishment. At Reena,everything Rebecca does isconstructive, creative, and valuable.

I just wanted to send a short note of thanks to you and toall of your staff members at the outreach department.

Every Sunday morning, Daniel looks forward to noon andthe time that he begins his trip down to the Spadina JCC. Heloves spending time with his Reena friends who understandhim and who provide an environment that allows him to feelsafe, secure and comfortable.

In addition to his participation in the Reena Sundayprogram, Daniels loves to spend his summers with his Reenafriends at the Reena Summer program.

From a personal point of view, Ari and I are grateful thatReena provides programming that allows a child with

Daniel’s behavioural issuesto not only attend but toflourish and learn in aJewish environment. Thecommunity visits andoutings provide Daniel witha safe opportunity to explorehis community. We are alsovery appreciative of the

respite that the Reena programs provide to us which enablesus to spend some quality time with our other two children.

Prior to Daniel’s involvement with Reena, it was difficult tofind an organization willing to take on Daniel’s behaviouralissues (often a large part of Autism.) Reena was not onlywilling, but actually has assisted in bringing those behavioursunder control. Aside from the Reena programming, there isno other Jewish organization, that we are aware of, that iswilling to allow Daniel to participate in their programs.

Grischa started participating in Reena's SummerRecreation program at the Miles Nadal JCC in 2006, andhas attended ever since. Each summer we were veryhappy with the program. We saw progress in our son'sbehaviour right away! Grischa became deeply involvedwith his peers, when in the past he had ignored others.There have also been bigchanges in Grischa'sbehaviours at home. He hasbeen less hyperactive, and isfinally able to sit down at atable when he eats. He haseven started using thecomputer!

Grischa always looksforward to coming to Reena,and we feel the same way! During the summer, the groupspends time outdoors, walking through the communitydowntown, going on TTC trips and other communityoutings, and swimming at the beach. The Outreach staffhas been wonderful and understanding. Michelle, thesupervisor, is exceptionally helpful, too. When Grischaattends Reena programs, he smiles non-stop - he seemsvery happy.

As parents, we too have learned from the program. Theteam at Reena has given us many helpful suggestions andhints so that we can cater to Grischa's many sensory andbehavioural needs. That is why we will continue to enrolGrischa in Reena programs.

he “IMPACT” of Impact Day2008, a fun-filled day of sports,games, and other exciting

activities sponsored by Deloitte, andheld at Reena on September 5th,continues to be felt.

Committed to helping those in need,each year in September on Impact Day– a firm-wide day of volunteer service,Deloitte’s 7600 employees in 56 offices

across the country dedicate their timeto making a difference proactively inthe communities where they workand live.

As part of a firm-wide contestDeloitte asked colleagues to sharetheir Impact Day experiences for achance to win $1,000 to be split withthe community organization of theirchoice. Over 200 colleagues shared

their personal Impact Day stories andwrote in heartfelt detail of how muchthey enjoyed helping others and howappreciative they were that Deloittegave them this opportunity.

From all entries received, threewinners were randomly chosen. Oneof the lucky winners was MariaRemm, of the GTA who volunteered atReena on Impact Day.

Feedback from Deloitte and Maria Remm:For Maria Remm, Impact Day was an emotional

experience because she met “a lot of amazing peoplewho touched my heart. I just hope that the impact Imade is as wonderful as the impact they made onme,” she says. Maria spent the day at Reena whichprovides assistance to developmentally challengedindividuals to help them reach their full potential.When Maria learned she had won the $1,000 she saidthat her experience with Reena “already made me awinner—this is just icing on the cake.”

Maria will be sharing her winnings with Reenabecause “they are an amazing organization that trulymakes a difference to the lives of the people theytouch.” Maria has a family member who isdevelopmentally challenged and so understands thestruggles they go through daily to do simple things

we take for granted. Maria recounted her ImpactDay experience in her contest entry:

“I was one of the leads in the music room and thejoy a simple song brought to their faces was amazingand when someone would go up and sing a solo, thepride and happiness they felt when you gave them ahigh-five and told them what a great job they did,was contagious — you couldn’t help but smile and behappy as well. When the day was over I was inspiredby the smiles, the joy, the gratitude and theaccomplishments I saw on everyone’s faces as theyproudly walked around with the medals they hadwon around their necks. As one boy said to me, “Iwon three medals and I’m so happy—this is a greatday for me!” and I then realized that it was a greatday for me too.”

We would like to take this opportunity to express our heartfelt appreciation to Karen Gurevich and Alice Lacasse andtheir team of dedicated Deloitte volunteers, for their time, their effort, and their caring. A special thank you to Maria,for her exceptional generosity in choosing to share her winnings with Reena. The key to our success rests with peoplelike you, Maria, and all of your Impact Day colleagues at Deloitte, who embody the spirit of kindness and compassion.

This winter weather so farhas been harsh, especially onthe health of the clients wholive at Ruden. Dr. Heydinghas seen us through manyhospital trips, some moreserious than others. He hasbeen coming to the house twice a week

to keep a close watch on our guys toensure that we, the staff, are supportingthem to the best of our ability.

Dr. Heyding is very special tous, personally taking time out ofhis day to come to the house to gothrough various medicationcombinations to avoid futureillnesses.

Birthright Trip to IsraelHello Arlene,

We are writing to thank the generous benefactor whocovered the land costs for Emanuel Flatt so he could accom-pany Joel on the December 2008 CIE Birthright Israel Trip.

Joel and Emanuel know each other through the Reenabasketball program; so the "partnership" was a comfortableone for Joel. As well, Emanuel is one ofthe people who "gets it", in that he knowshow to offer support without beingobvious or overbearing. He is an upbeat,good humoured, bright, kind andresponsible young man.

We have learned that we all grow bystretching and by trying things that seemjust beyond our grasp. Birthright, likebecoming Bar Mitzvah, was the experienceof a lifetime for Joel. Rising to, andsucceeding at a challenge he wasn't surehe could meet; and doing so within the framework of hisJewish community, has meant the world to Joel and to us.

Our guy came home proud and happy and tired; but fullof stories and pictures. Conversations with the soldiers

About two months ago, my suspicionswere finally confirmed that theposition of support worker in theoutreach department of Reena is a jobthat just keeps on giving. I used tothink that having a job that entailssupporting friends in activities suchas bowling, go-karting, and rockclimbing is as good as it gets, but Iwas proven wrong. In December, Iwas given the once-in-a-lifetimeopportunity to accompany anewfound friend from Reena, JoelSchwartz, on a Birthright trip toIsrael. Thanks to the generousbenefactors that keep Birthrightrunning, Joel and I joined 40 otherJewish adults between the ages of 18and 26 on a breathtaking tour of allthat the Jewish homeland has to offer.In a fast-paced, action packed 10 days,we were shown the beauty of Israelthrough the eyes of native Israelis.

Beginning our tour with thenorthern areas of the Kinneret, Tzfat,and the GolanHeights, we thenjourneyed to thespiritual center ofIsrael: Jerusalem. Themost awe-inspiringpart of the trip wasstanding before theKotel, the remainingwestern wall of theJewish temple. Givensome personal time toexplore and reflect, Joel’s reaction bestsums up the experience: therepetition of the phrase “Oh myGod!” During our Friday night visit tothe Kotel, Joel and I were presentedwith an amazing, harmonious sight:Jews, religious and secular, with dressranging from black suits and blackhats to jeans and paper kippas,

dancing and singing, as the sun set onthe ancient city. Two days later, we

headed further south tothe Negev desert,where we enjoyedBedouin hospitality intraditional tents, hikedup Massada, andfloated in the Dead Sea.To conclude our trip,we traveled north againto Tel Aviv, Israel’slargest and mostmetropolitan city.

The mental snapshot I treasure fromthe trip, was when we exited theplane on arrival in Israel. After 25years of waiting that culminated in 11hours on a bumpy plane, Joel leanedover and gave the walkway`s coldmetal wall a big kiss. “I’m home”, hesaid, and walked confidently towardscustoms.

were especially meaningful in that Joel used to be in AirCadets, and planes are a passion for him. Getting quizzedat security as to why he was carrying a book on the historyof El Al allowed Joel to explain that he had done a schoolproject on the Israeli airline. Fortunately, the guard let himkeep his book! Yad Vashem was "very hard to go through,

but I focussed on the survivors' stories". TheKotel was "amazing". Everyone on the tripwas "really nice to me; and no one told me togo away". "I liked that Emanuel and Davidnever treated me like a child". "I can't believethat I climbed Masada, and I swam or I guessI should say I floated in the Dead Sea."

Joel's participation in this Birthright tripoperationalized Reena's vision, andrepresents the true spirit and reality ofinclusion. For this, we are most greatful toboth the Reena organization, and staff, and

the kind and generous benefactor who helped make thetrip happen so successfully.

Student Placement Opportunities at ReenaBy James Sejjengo.

ield education is a key elementin shaping ideas and conduct forstudents as they prepare to

enter the precarious job market. Formany years Reena has offered learningopportunities and customised fieldplacements for students in thedevelopmental sector, social servicesector, health sector including clinical /occupational therapists, nurses anddoctors. The partnership betweennational and international colleges anduniversities as well as secondary schoolsin Ontario (co-op education) is criticalin strengthening the helping servicesector.

Some students are offered blockplacements for up to 400 hours whileothers may require shorter periodswhere they apply their academiclearning under the mentorship of anyone of our competent resourcesupervisors. Our resource supervisorsoffer students with orientation,feedback and oversee the placementand ensure that the students’ goals arerealistic and achievable within Reena.

Reena endeavours to meet thestudents’ expectations by offering thema challenging learning environmentwhere they learn the day to dayoperations and also get to know the

population Reena serves. To date Reenahas placed students from these learninginstitutions; York University, Universityof Toronto, Queens’ University, RyersonUniversity, University of Guelph-Humber, , Humber College, BellevilleCollege, George Brown College,Centennial College, Sheridan College,Fyns Paedagogseminarium – Denmark,Seneca College, Lakehead University,Evergreen College, Medix School, DonMills Collegiate Institute, Trios College,Newtonbrook Secondary School,Westmount College, ThornleeSecondary, and Vaughan SecondarySchool.

Reena Steers Synagogue Outreach InitiativeBy Aaron Spodek, Project Co-ordinator

y 2012, all businesses and organizations thatprovide goods or services to the public, or tothird parties, and that have one or more

employees, will be required to comply with therequirements of the Accessibility Standards forCustomer Service (the customer service standard) underthe Accessibility for Ontarians with Disabilities Act, 2005(AODA). The Synagogue Outreach Initiative is one of 14projects funded through the EnAbling ChangePartnership Program to develop educational tools,resources and best practices that support compliancewith the customer service standard.

Reena is steering the Initiative to raise awareness ofthe customer service standard in faith and culturecommunities, with input and support from UJAFederation, the Faith and Culture Inclusion Network,and the Multi-Faith Inclusion Network. The pilot projectbegan several months ago with consultations with keystakeholders, rabbis and congregants with disabilities tolearn about some of the inclusive programs andpractices already in place in synagogues. Over thecoming year, we will be making presentations tosynagogues to let them know about their obligationsunder the customer service standard and endorse thedevelopment of inclusion committees within individual

congregations. It is hoped that these committees willtake a leadership role in continuing the awareness andtraining upon the completion of the project and we willassist them in promoting a city-wide inclusioncommittee.

We are also preparing tool kits that include samplepolicies and procedures, which support accessible andbarrier-free synagogues. Once completed, the model willbe rolled out to other faith and culture-basedcommunities across the province. Reena is proud of theleadership role it is taking in enabling synagogues tocontinue to be more inclusive and pleased to supportother faith and culture agencies serving people withdisabilities in meeting accessibility standards.

The next step is the development of compliance toolsand training modules to assist synagogueadministrations in implementing policies andprocedures that are consistent with the core principlesof independence, integration and equality ofopportunity. Training will also be developed for frontline staff and ushers to assist them in understandingtheir obligations under the customer service standard.Synagogues that wish to participate in the training areencouraged to contact Aaron Spodek, the projectcoordinator at 905.889.2690 ext. 2063.

These are challenging times.Every sector of our economy isbeing challenged – it is front

page news every day. But the oneaspect of our social structure that isbeing profoundly affected by thefinancial crisis and the associatedeconomic recession is the social safetynet and those who depend on it fortheir well being.

While governments are injectingbillions into the economy to prop upailing industries, we must notjeopardise those vulnerable individualswhose needs remain constant in goodtimes and bad. They depend on thepartnership that exists between thegovernment, agencies such as Reenaand individuals in the community. It isthis partnership that ensures thatpeople with developmental disabilitiesare provided with programs andservices needed to fulfill Reena’spromise of a better life.

Government funding provides thebasics in care and Reena stretches thatdollar as well as any agency can.Caring people in the community havegenerously donated dollars to ensurethat additional, essential programs and

services are available. In particular, thecommunity has always been there toensure that our Respite andEnrichment programs are funded andavailable. Your support has grown andtoday ensures that 800 children withdevelopmental disabilities, and theirfamilies, get the respite support andenrichment opportunities that will helpthe child and family reach theirmaximum potential.

Yes, times are tough. But with yourcommitment and support we shall notpull back on our support of those whodepend on us. One child denied theopportunity to attend an after schoolor a summer camp program because ofthe economic downturn is completelyunacceptable. More than ever, we needyour support. When doors open at 9 PM,guests will be treated to thesounds of a DJ, as they peruse

and shop the collection of art work created and donated bytalented local artists such as Jessica Gorlicky, who will alsobe painting live during the night, followed by an auction

for the piece. All proceeds from the art sale will be donatedto the Reena Foundation to help provide a better life forthose with special needs.

Just last year Not Just Another Saturday Night attractedover 500 attendees including local celebrities, youngprofessionals and eager philanthropists. The night ofdancing, schmoozing and high spirits was complementedby the contributions of talented artists, whose artwork soldat the event and helped raise over $35,000 for the cause.

As always, we are constantly looking for new and activemembers to join the New Leadership Division. first of these realities that quicklybecame apparent with the officialpronouncement of “recession” was thatcorporate sponsorship and corporatephilanthropy were going to bedramatically reduced this year. It waswith this in mind and our ongoingdesire to stretch your philanthropicdollar as far as possible that we havedecided to cancel the 2009 Reena galadinner.

However, the other reality is that theneeds of people with developmentaldisabilities – the people that Reenaserves – have not diminished. And theprograms that depend on the fundingfrom the gala dinner for most of itsfunding are the Respite andEnrichment Programs – the AfterSchool Program, the Sunday FriendsProgram, the Special Olympicsprogram and the Summer RecreationalProgram to name but four. But, ReenaFoundation’s commitment to raisingthe $450,000 to ensure that Reena’sfamilies receive the services they need

remains absolute.Yes the philanthropic burden in this

year has shifted greatly from thecorporate sector to individuals –individuals like you and me. But whenit comes down to it, Reena has alwaysbeen only about people caring forpeople.

So, in these harsh times I ask eachand everyone of you, on behalf ofReena’s clients – from children toseniors – to help a little more this year.Whether you are already a donor, or ifyou are a parent of a Reena client (andalready paying a fee that covers aportion of the costs of these programs)or if you are a volunteer – this year weask you to dig a little deeper, give alittle more or do a little more. Perhapsyou will consider increasing yourdonation to Reena. Perhaps you cangather your friends and run afundraising event. Perhaps you canrun an e-mail campaign amongst yourfriends to raise money (you can do iton-line right on our website – call usand ask us how). However you canassist us a little more this year, theReena ‘family’ thanks you!

ince its inception in 1914, The Lizzies Old TimersAssociation has been supporting worthwhile causesincluding Reena Foundation. It all began when the

City of Toronto hired Robert Abate to be the principlesupervisor at the Elizabeth Street Playground. Who knewthat this would be the start of what was to become a sportsdynasty? Between 1917 and 1946, he coached 57 teams toCity, Provincial and Canadian Championships and a popularsports writer coined the term Lizzies. In recognition of hismany accomplishments he was inducted into the CanadianSports Hall of Fame in 1976.When Abate passed away in the winter of 1981, a baseballtournament was created in his honour and was hosted bythe Elizabeth Recreation Centre. A plaque was producedand a ceremonial unveiling was held with over 100 guests,many Lizzies grads.

Harvey Bronstine, a Lizzie member wanted to keep thegroup together and created the Annual Dinner. The gettogether provides the opportunity to see many familiar faces

at a happyoccasion. “It’swhat you call alabour of love.”said Bronstine,who along withlifelong friendNorm Cornackwork on puttingthe reunionstogether yearafter year.

Lizzies Old Timer Association is a life long friend of ReenaFoundation. “We can see the look on people’s faces whenthey receive help – that’s what we’re mostly about now,”Bronstine said.

hen it was time for AdamWeinstein to have his BarMitzvah, he decided he

wanted to share his gifts with ReenaFoundation. His mother, Julie Steinerhas been a Reena Foundation volunteerfor many years, so according to Adam itwas an easy choice for him to pickReena as the beneficiary. Adam and hismom came in for a tour and presenteda cheque at the beginning of the winter.He was able to meet some clients andinteract with them at the After SchoolProgram. He expressed interest in oneday volunteering and was thrilled toshow his mom that Reena meant

something to him as well. The money Adam donated will be

put into the first ever Youth PhilanthropyEndowment Fund. Interest raisedthrough the fund will be designated tothe program of Adam’s choice.

Through this new program, teenscan open their own endowment fundswith a gift of $1,000, which will inspireand motivate them into a life-long habitof giving.

Reena Foundation would like tothank Adam for his very generousdonation and applauds him for hiscommitment to the community at sucha young age.

Kicking off the Youth Philanthropy Program at Reena Foundation

Reena Foundation’s Celebration ProgramJust last month Reena Foundationkicked off its Celebration Program. It isa unique opportunity for individualsto celebrate special occasions while

involving Reena Foundation at thesame time. Reena Foundation hasinvested in a new online tool thatequips participants with a powerful

peer-to-peer fundraising aid,providing a professionalbranded vehicle to raise moneyfor Reena Foundation.

Take twin’s Joshua and Evanfor example. They decided fortheir 8th birthday that insteadof presents, they have askedtheir friends and family to makea donation to the ReenaFoundation and help them send

children with developmental

disabilities to summer camp. They lovegoing to camp and they think thateveryone should have the chance togo. Their goal is to raise $600 and theywill most likely surpass it.

arry Berdugo has been a Reena supporter for overten years. He was first introduced to Reena througha friend and together they planned the first young

leaders’ party. Through this event they had hoped tocapture the younger generation of supporters. Theysucceeded and the New Leadership Division was created.The first event drew 450 guests and the second event drewclose to 1000 guests along with media coverage.

When we asked Larry why he supports Reena, heexplained that in the early 1990’s he had been involved inmany other organizations within the community and hewas ready for a change. He wanted to be involved in asmaller, more nimble community program.

“At Reena I was able to see the difference our fundraising made.I was able to meet the Reena clients and the board was verysupportive of our endeavour”.

We asked Larry why he included Reena in his will. “I wanted to make a meaningful contribution to Reena.

Although I was able to do this through my efforts and time, Iwanted to leave a lasting legacy that would help ensure Reena’slong term viability. Through life insurance, I can make a verybig difference (financially) with only a small monthly premium. Ialso set up an endowment fund in my father’s honour as part ofthat commitment”.

Larry believes his contributions will make a lastingdifference.

“I would like to believe that through my long term financialcommitment, Reena will have the resources to ensure its

continued existence and theability to now only maintain,but grow its ability to serviceand integrate more and morepeople with developmentaldisabilities into the community.I also believe that I should setan example to other youngleaders and board members. With the deinstitutionalization ofmore people with disabilities by the government, demand forReena’s services and programs continue to grow”.

Larry would like to encourage others to leave a lastinglegacy.

“Be thankful for what you have. I have two healthy beautifuldaughters and my family is very fortunate. I am extremelythankful. I support Reena because I believe that it is ourresponsibility to help others who are not so fortunate. Bydonating the equivalent of one latte a day, Reena can ensure itslong term sustainability and growth. We need this now!! Andit is within our ability to do something meaningful with littleexpense”.

t is a great honour and privilegefor the Zaglembier Society ofToronto (ZST) to support such an

outstanding organization as Reena. The ZST is one of a number of

landsmanshaft organizations in thecity. A landsmanshaft is a Jewishbenefit society of immigrants from thesame town or region. The ZST wasestablished in 1952 by a small group ofholocaust survivors. These survivorsoriginated from five cities and townsin Poland in close proximity. TheGerman army entered the towns in

September 1939 and a town of 2000was diminished to 200 people.

As one can see, the devastation waswithout boundaries. All five townswere depleted and decimated of theirJewish populations.

It is with awe and extremeadmiration that I can represent theZST. These approximately 200survivors have rebuilt their lives in astrange and foreign country and havecontributed immensely to their newhomeland, Canada. So you can seehow delighted my organization is to

Parents across Canada each day ask themselves “what willhappen to my child with special needs when I am gone?”These families save to ensure for the long-term financialsecurity of a child with a severe disability.

The most critical consideration for parents andgrandparents of a child with a severe disability is how tobest ensure that child’s financial security when they are nolonger alive to provide support.

The federal government has created Registered DisabilitySaving Plan (RDSP). Contributions will not be taxdeductible, but will have both modest and major matchingcontributions by the federal government.

It will only be available to families whose child qualifiesfor the ‘disability tax credit’ or disability amount in theIncome Tax Act. The child must be approved by CanadaRevenue Agency (CRA) as being ‘markedly restricted’ in theactivities of daily living in one or more of several ways.

This plan, which is very similar to the already establishedRESP, (Registered Education Savings Plan), will allowcontributions to the RDSP by family and friends of a personwith marked disabilities. These contributions will not be taxdeductible by the contributor, but the investment earningsin the plan will be tax deferred until withdrawal.

The lifetime RDSP contributions will have a limit of$200,000.

The RDSP will allow a lump sum contribution. However,the disadvantage of a lump sum contribution will be that itwill not have the advantage of the governmentcontribution associated with other dollar contributionsexcept in the single year of settlement.

Capital contributions withdrawn from the RDSP will notbe taxed, as the tax has already been paid on these sums.Accumulated investment income, will be taxable in thehands of the beneficiary, as they are withdrawn. Properlyplanned, this will result in not just deferral of taxes but alsonon-taxation, due to the use of the personal exemption anddisability tax credits available to the person with thedisability

A Canadian Disability Savings Grant (CDSG) will be paiduntil the end of the year in which the beneficiary turns 49.There will be a maximum lifetime CDSG limit of $70,000.The family income ranges and corresponding federalcontributions will be indexed to 2008 when the RDSPbegins.

Ottawa will also provide a modest Canada DisabilityBond, much like the RESP Canada Learning Bond, for verylow income households.

Monies can be contributed to the RDSP until the end ofthe year in which the beneficiary turns 59. Payments mustbegin when the beneficiary turns 60. There will be

limitations on how much can be removed each year, which will significantlyhamper using the funds for larger necessary purchases such as homes oraccessible vans.

Present information is the annual maximum withdrawal limit will be basedon the recipient’s life expectancy, and the fair market value of the RDSP, detailsto be determined.

To ensure that RDSP payments do not reduce federal income-tested benefits,amounts paid out of an RDSP will not be taken into account for the purpose ofcalculating income-tested benefits delivered through the income tax system,such as the Canada Child Tax benefit and the goods and services tax credit. Inaddition amounts paid out of RDSP will not reduce Old Age Security orEmployment Insurance benefits.

The potential effect of this income on federal and provincial incomesupplements (GAINS) is not known at this time. If the income is treated asother income it would result in a 50% clawback on GAINS for every dollar ofRDSP income. This would of course be contrary to the intent of the plan.

The bigger question is whether provincial disability benefits, which alsoprovide income supports for persons with disabilities between the age of 18and 65, would be offset by RDSP income Since the RDSP arrangements arefederal there is no guarantee that withdrawals from the RDSP would not offsetprovincial benefits dollar for dollars.

The proposal is that payments from the plan should supplement-not reduce-income support provided under these programs, at least until the level ofincome support plus RDSP payments would exceed the Low Income Cut Offfor the province or territory in question.

Where the beneficiary dies, or ceases to qualify for the RDSP, any CDSG, orCDSB, funded to the plan within the 10 years preceding the death, and theincome earned on such amounts, must be repaid.

Amounts left in the RDSP after repayment of these amounts, must beincluded in the estate of the beneficiary.
