The table at right provides a variety of facts about the school.

For the 2018-2019 school year, the Free & Reduced Meal Program (FRPM) rate was 83.1%, which is considered to be a disadvantaged school by the state criteria of 75% and above.

For the 2018-2019 school year, 17.8% of 5th grade students and 40.3% of 7th grade were in the “Needs Improvement - Health Risk” category for Body Composition in the California Physical Fitness Report. This is a general indication of the physical activity level of the students.

Student DistributionFor the 2019-2020 school year, about 510 students were enrolled, of which 379 (74%) lived within the attendance boundary, and 229 (45%) lived within a 20 minute walk, a typical walking time and distance for elementary students. The majority of students live north of the school, both south and north of Greenback Lane, as indicated by the student distribution pattern on the map below. The furthest edge of the attendance boundary is about 2.4 miles street distance from the school, which exceeds walking distance for a typical elementary student.

The map below (pdf version in the appendices) includes: • Attendance boundary (red outline). San Juan USD has an open enrollment policy under which

students may apply for a waiver to attend any school. • Student density layer (blue highlight). Indicates relative numbers of students. The areas without any

color on the map have a student density too low to show up on the map, but may have students within them.

• Dots indicate student residences but do not reflect numbers because they do not show multiple students within a household or multiple residences with the same address.

• ‘Walk-shed’ (orange highlight). Indicates 20-minute walk radius from the school, which is about one mile and a typical walking distance for elementary students. It does not consider safety or perception barriers such as busy streets that may be uncomfortable to cross or walk along.

The active transportation mode share of 14.8% is typical for the district, while the bicycling mode share of less than 1% is low for the district. As is typical of most schools in San Juan USD and the region, the majority of students are driven to and from school. The carpool rate of 7.5% is typical.

Existing ConditionsAssessmentThis addendum updates the original assessment completed under the Citrus Heights School Walkability Project (federal SRTS Cycle 3), included in the School Walkability Master Plan. A walk audit was performed 2011-11. Site visits were completed at a variety of times. The addendum will be updated as conditions or procedures changes, and resources allow.

Arrival/Dismissal and Safety InformationThe Kingswood safety page (https://www.sanjuan.edu/domain/1317) does not have information specifically about arrival/dismissal procedures. Information about drop-off/pick-up is communicated through newsletters, calls and emails, and direct contact in the drop-off/pick-up areas.

School ZoneA map of the existing school zone is available in the appendices. No recommendations are made to the school zone or school crosswalks.

Walk Score & ZenDriveWalk Score is a measure of the walkability of a location, based on available destinations. It does not address the availability of sidewalks or safety of street crossings. WalkScore = 57: ‘Somewhat Walkable: Some errands can be accomplished on foot.’ BikeScore = 50: ‘Bikeable’. TransitScore is not available.

Zendrive School Safety Snapshot is a measure of the behavior of drivers around schools. Sylvan is ranked 177 of 487 in Sacramento, a grade of D+, with the driver behavior of Aggressive Acceleration and Hard Braking the leading contributors to the score.

MapsCollisions The collision map below (pdf in the appendices) shows the pattern of collisions or crashes involving pedestrians and bicyclists within and nearby the attendance boundary. The collisions are not selected by time of day or age of victim, so do not necessarily indicate collisions involving students, however, the pattern does identify high collision corridors and intersections which would be priorities for safety improvements and traffic calming. As is typical of all areas within the school district, almost all collisions occur along arterial and major collector streets, such as Greenback Lane, Madison Avenue, and Sunrise Blvd, not within neighborhoods. Unfortunately, 72% of students attending Kingswood must cross one of these arterials to attend school.

The collision data is from the Transportation Injury Mapping System (TIMS; https://tims.berkeley.edu/) which provides Statewide Integrated Traffic Records System data and maps. The map uses data from 2010-01 through 2016-12.

Bicyclist Facilities Sacramento County has pedestrian and bicyclist master plans. Existing and potential bicyclist facilities, including Class I (separated pathway), Class II (bike lanes), and Class III (street signified with pavement

markings and/or signing) and shown on the map in the appendices. About one-third of the bicyclist network in the area is complete.

Sidewalks are not mapped, but sidewalks and sidewalk gaps close to the school are shown on the Walking and Bicycling Routes map.

Transit Service Sacramento Regional Transit District (SacRT) offers bus service throughout much of Sacramento County, however, the suburban areas of the county do not have dense or frequent service. The routes most relevant to Kingswood students are Route 21 Sunrise, which runs on Sunrise Blvd.

The point-to-point, on-demand micro-transit SmaRT Ride program (https://www.sacrt.com/apps/smart-ride/) service area for Citrus Heights, Orangevale and Fair Oaks is shown on the transit map in the appendices. The service can be used by Kingswood students to access school and other destinations, and is free under the RydeFree RT program (https://www.sacrt.com/rydefreert/).

Parks & Other Destinations Parks, trails, libraries, community centers, skate & bike parks, farmers markets, and other destinations are shown on the map in the appendices. Destinations are an indication of the walkability and livability of neighborhoods, and improvements to walking and bicycling facilities around schools may make these other destinations more accessible.

CalEnviroScreen CalEnviroScreen scores for the attendance area are 21-60%, with most of the area being 51-60%. CalEnviroScreen is an environmental health screening tool, using 20 indicators of pollution, environmental quality, and socioeconomic and public health conditions. A pdf map is available in the appendices.

Income Median household income (MHI) is another indicator of disadvantaged community status, and census tracts with levels less than 80% of the state MHI may qualify in grant applications. The Median Household Income map in the appendices indicates that three of the census tracts in the attendance boundary are less than 100% of California MHI, and one is less than 80%.

Recommendations for Off-Campus Improvements1. School Zone: no recommendations

2. Sidewalks & Walkways 2.1. Complete the sidewalks on both sides of Mariposa Avenue between Madison Avenue and

Greenback Lane. [City of Citrus Heights] [Photo 2.1]

3. Bicycle Facilities The bicycle facilities recommendations focus on neighborhood streets that allow student to bypass arterial roads. Most K-8 students will not travel on high speed (above 35 mph) and high volume roads, such as Sunrise Blvd, Madison Avenue, and Greenback Lane, even with Class 2 bike lanes. Class 1 multi-use paths or Class 4 separated bikeways are required. A recent project, not yet mapped, allows students to travel on a path on the east side of Sunrise Blvd from Sayonara Way to Sun Hill Avenue. 3.1. Kensington Dr: Install Class 3 bicycle route facilities (sharrows & signing) on Kensington

Drive. Kensington Drive is a key route through the neighborhood around Kingswood K-8, but it lacks bicycle facilities. Kensington is not identified in the City of Citrus Heights Bikeways Master Plan. [City of Citrus Heights] [Photo 3.1]

3.2. Mariposa Ave: Install bicycle infrastructure to improve the shoulders on Mariposa Avenue to standard Class 2 bike lanes. Perform traffic calming measures on Mariposa Avenue, from Madison Avenue to Greenback Lane, to make traffic speeds low enough to encourage the use of this street by student bicyclists. Traffic calming measures could include mini roundabouts at intersections, signage, a lowered speed limit and speed limit enforcement. Mariposa Avenue is the preferred route for bicyclists living north of Greenback Lane, but it lacks bicycle lanes and traffic calming measures. Mariposa is already identified as Class 2 in the City of Citrus Heights Bikeways Master Plan, but the facilities are inconsistent. [City of Citrus Heights][Photo 3.2]

3.3. Greenback Ln & Mariposa Ave: Install innovative treatments at the intersection of Mariposa Avenue and Greenback Lane to encourage use of this crossing by bicyclists. Treatments could include painted bike lanes through the intersection, shared lane markings, bicycle signals, signal retiming to ensure appropriate crossing time for non-motorized modes, and signs or signals restricting right turns on red lights. The intersection of Greenback Lane and Mariposa Avenue is uncomfortable for young cyclists to bike through because of a lack of clearly marked space for cyclists at the intersection, short signal timing, and vehicle turning movements. 3.4. Woodmore Oaks Dr & Sunrise Blvd: Install innovative treatments at the intersection of Woodmore Oaks Drive and Sunrise Boulevard to encourage the use of this crossing by bicyclists. See recommendation 3.3 for suggested treatments. [City of Citrus Heights] [Photo 3.4]

3.5. Madison Ave & Primrose Dr: Improve the intersection of Primrose Drive and Madison Avenue to provide a clear path for bicyclists traveling along Primrose. Either the right hand turn lanes should be eliminated in favor of Class 2 bike lanes, or the through lane should receive markings and signing to indicate bicyclist use. Bicycle detector technology should be installed and marked for northbound and southbound lanes. See also 4.7 below. [County of Sacramento & City of Citrus Heights]

3.6. Birdcage St: Install Class 2 bike lanes on Birdcage Street between Greenback Lane and Sun Hill Drive. Birdcage is identified as Class 2 in the City of Citrus Heights Bikeways Master Plan. [City of Citrus Heights]

3.7. Sun Hill Dr: Install Class 3 bike route facilities on Sun Hill Drive between Birdcage Street and the east leg of Bonham Circle, and on Bonham Circle (which connects to Arcade Creek Park Preserve). [City of Citrus Heights]

3.8. Primrose Dr: Install Class 2 bike lanes on Primrose Drive from Madison Avenue to Wildridge Drive. This segment is not indicated in the Sacramento County Bikeways Master Plan but is a logical connection to routes north and south. [Sacramento County]

3.9. Wildridge Dr: Install Class 2 bike lanes on Wildridge Drive between Sunrise Blvd and Primrose Drive. This route is indicated in the Sacramento County Bikeways Master Plan. [Sacramento County]

3.10. Sunrise Hills Dr/Pennsylvania Ave: Install Class 3 bicycle route facilities (sharrows and signing) on Sunrise Hills Drive and Pennsylvania Avenue, and improve the stairs which connect these two sections. This route is indicated in the Sacramento County Bikeways Master Plan. [Sacramento County]

3.11. Ensure that Class 2 bike lanes on all roadways extend to the intersections and are not dropped in favor of turn lanes. Ensure that all signals have bicycle detector marks and that they function properly. [City of Citrus Heights & Sacramento County]

4. Intersections & Crossings 4.1. Primrose at Kensington: Mark a high-visibility crosswalk across Primrose Drive at Kensington

Drive, and use additional measures such as rectangular rapid flashing beacon signs and/or curb extensions to increase driver awareness. The crosswalks across Primrose Drive at Kensington Drive are unmarked. Many parents and students cross at or between these intersections. The small orange cones in this picture mark the approximate edges of the proposed curb extensions. The large orange cones on the centerline mark the outside edges the proposed marked crosswalk. 4.2. Primrose at Bloom: Install curb extensions at the existing crosswalks at the intersection of Primrose Drive and Bloom Way to enhance pedestrian comfort and safety. The crosswalk across Primrose Drive at Bloom Way is heavily used by students and parents, but pedestrian visibility needs to be improved at this intersection to make the crossing more comfortable for students. 4.3. Farmgate at Merlindale: Stripe the crosswalks at the intersection of Farmgate Way and Merlindale Drive. No crosswalks are marked at the intersection of Farmgate Way and Merlindale Drive, a four-way stop. [City of Citrus Heights] [Photo 4.3]

4.4. Farmgate at Guenivere: Mark a high-visibility crosswalk across Farmgate Way at Guenivere Way and install pedestrian crossing signs. There are no crosswalks marked across Farmgate Way between Birdcage Street and Primrose Drive. Students walking to the apartments on Birdcage Street need to cross Farmgate Way. 4.5. Greenback at Birdcage: Remove the pedestrian prohibition on the west leg of the intersection and install a high visibility crosswalk, ADA ramps (two to a corner), and pedestrian countdown signals. Students cross Greenback Lane illegally and unsafely to the west due to this prohibition. There is no safety or traffic flow justification for the pedestrian prohibition. 4.6. Greenback & Mariposa: Improve pedestrian facilities at the intersection of Greenback Lane and Mariposa Avenue to include pedestrian countdown signals and increased waiting space at corners. [City of Citrus Heights] [Photo 4.6]

4.7. Madison at Primrose: Remove the pedestrian crossing prohibition from the west leg of the intersection, and install a high visibility crosswalk, ADA ramps (two to a corner), and pedestrian countdown signals. Convert east leg to high visibility crosswalk. There is no safety or traffic flow justification for the pedestrian prohibition. See also 3.6 above. [County of Sacramento]

5. Traffic Calming 5.1. Install a left-turn lane on southbound Primrose Drive at Bloom Way for vehicles turning into

the school parking lot. Remove the parking on east side of Primrose Drive between school driveways to create the necessary space for a left-turn lane. The queue of drivers waiting to turn from southbound Primrose Drive into the Kingswood K-8 parking lot backs up to the school exit driveway. Due to on-street parking and the lane configuration, it is not safe for through traffic to bypass the left-turn queue, though drivers attempt to do so. [City of Citrus Heights] [Photo 5.1]

Recommendations for On-Campus Improvements7. Access & Infrastructure

7.1. Narrow the driveway entry and exit to the narrowest width allowable by Sacramento Metro Fire Department. [Photo 7.1]

7.2. Create an ingress/egress connection to campus to the apartments on Birdcage Street from the northeast corner of campus or the end of Kingswood Drive.

7.3. Consider realignment of the attendance boundary to eliminate the need to cross multiple arterials en route to the Kingswood K-8 campus.

8. Bicycle, Skateboard & Scooter Parking 8.1. Purchase and install modern bike racks (ABPB recommended), and a skateboard/scooter

storage rack, to meet demand on a typical nice weather day, about 5% for bikes and 2% for skateboard/scooters. Locate racks on a paved surface in the central area of campus. [Photos 8.1 a,b,c]

9. Curb Management & Parking 9.1. Install two short-term parking spots in the main parking lot so that drivers do not park along

red curb. Spots can be signed (MUTCD R7-108) and pavement marked in green. [Sign 9.1]

Recommendations for Program10. Drop-off and Pick-up

10.1. Provide clear instructions to drivers on the drop-off/pick-up procedures, with both text and diagrams, in the beginning of school year packet and on the Safety webpage. Have extra staff on duty the first two weeks of the school year to train drivers in proper procedures and safe driving.

10.2. All duty staff working in drop-off/pick-up areas will wear safety vests and be trained for interaction with drivers and students.

11. Education 11.1. Provide pedestrian education through PE program to all 2nd grade students. [Photo 11.1] 11.2. Provide bicyclist education to all 5th grade students. [Photo 11.2] 11.3. Provide transit education to all 7th grade students. 11.4. Improve the school safety webpage by adding or referencing pedestrian, bicyclist, and

motorist safety information. 11.5. Educate parents about safe walking and bicycling for students, and safe driving around

walkers and bicyclists.

12. Encouragement 12.1. Establish regular “walking school bus” and/or “bike train” programs. [Photo 12.1] 12.2. Maintain the morning walk program to provide physical activity to students who do not walk

and bicycle to school. 12.3. Celebrate Walk to School Day in the fall and Bike to School Day in the spring. [Photo 12.3] 12.4. Identify remote drop-off/pick-up locations to allow students to walk the rest of the way to

and from school. Possible locations are Elks Lodge to the south. 12.5. Create walking and bicycling preferred route maps, and distribute on paper and the school

safety web page. 12.6. Encourage middle school students to use the SacRT SmartRide program which offers point-

to-point service at regular bus fares.

13. Evaluation 13.1. Conduct Safe Routes to School student tally at least once every three years, for trend analysis

and grant applications. 13.2. Review Safe Routes to School assessment documents every three years, and update for

changed conditions and new solutions. Both the Safe Routes to School program and the school Safety Committee should review.

14. Enforcement 14.1. Enforce the speed limit of 30 MPH on Birdcage Street. [City of Citrus Heights Police

Projects Completed3. Bicycle Facilities

3.1. Install Class II bicycle lanes along entire length of Primrose Drive, and install Class II bicycle lanes or Class III bicycle route facilities on Farmgate Way and Kensington Drive. [City of Citrus Heights] Status: Sharrows have been installed on Farmgate Way and Primrose Drive. No change to Kensington Drive.

3.2. Install bicycle infrastructure to improve the shoulders on Mariposa Avenue to standard Class II bike lanes. Perform traffic calming measures on Mariposa Avenue, from Madison Avenue to Greenback Lane, to make traffic speeds low enough to encourage the use of this street by student bicyclists. Traffic calming measures could include mini roundabouts at intersections, signage, a lowered speed limit and speed limit enforcement. [City of Citrus Heights] Status: Class II bike lanes are now present from Limerick Way north to Greenback Lane. Shoulder lanes and substandard bike lanes are still present from Limerick Way south to Madison Avenue. Mariposa sidewalks project phases 3 and 4 will complete bike lanes for this section.

4. Access & Infrastructure KE 13: Remove the sign prohibiting private vehicles in the school parking lot from the parking lot entrance. [San Juan Unified School District] Status: Sign was removed. KE 14: Pave the pathway from the kindergarten building to the northwest corner of campus. [San Juan Unified School District] Status: A new ADA compliant pathway was installed from the Kindergarten building to the sidewalk on Primrose Drive. Exit Sign: A “no left turn” sign was installed by the city on Primrose facing the parking lot exit, with hours specified. This sign has solved most of the issues with left turn vehicles causing backup for other vehicles entering the parking lot. Parking: Additional parking was created behind the multipurpose room, accessed by the driveway between the Kindergarten building and multipurpose room. Though this does cause some disruption of student use of the campus, the school was very short of sufficient parking capacity, so this is a reasonable compromise. The school will need to continue to monitor staff behavior to ensure that the driveway across the crosswalk is not used during arrival and dismissal times.

Parent concerns

Parent attitudes toward walking and biking were surveyed using the National Center for Safe Routes to

School Parent Survey. 113 parent surveys (20%) were returned.

Key results:

47% of students living within 1/4 mile of school walk or bike to school, but only 30% of students

living between 1/4 mile 1 mile of school walk or bike to school.

The issues most frequently report to affect the decision to not allow a child to walk or bike are

safety of intersections and crossings (66%), the speed of traffic along the route (61%), and the

distance from home to school (56%).

Only 21% of parents feel the school encourages walking and biking to school.

In write-in comments, parents expressed a need for adult crossing guards at crossings around

the school.

All parent write-in comments can be found in Appendix C.

Walk and bike assessments

Infrastructure barriers to walking and biking to school were identified through a walk audit, field

observations, discussions with school staff, and a bike audit.

A walk audit was conducted November 16, 2011. Participants included WALKSacramento staff, the

SJUSD Safe Routes Coordinator, parents, and the Kingswood K-8 principal and vice principal. The walk

audit participants walked Primrose Drive, Merlindale Drive, Greenback Lane, Birdcage Street, Farmgate

Way, and Guenivere Way.

Field observations of the routes to Kingswood K-8 were conducted during fall 2011 by SJUSD Safe Routes

Coordinator Dan Allison. Dan held discussions with Principal Alicia Lawson and Vice Principal Matt

English about student and parent behavior and safety concerns.

The Sacramento Area Bicycle Advocates conducted a bike audit of routes to school in December 2011.

a. The crosswalks across Primrose Drive at Cal Court and at Kensington Drive are

unmarked. Many parents and students cross at or between these intersections.

and walking, route planning, and promotional programs such as walking school buses, bike

trains, and walk- and bike-to-school days.

Use transit for school and other destinations! Passes: The RydeFree RT program offers free transit for K-12 students. Middle and high students get a sticker to place on their student ID, while elementary students get a pass card on request. If you don’t have a pass, contact your school secretary. This is a pilot program through September 2020, but it is hoped that it will be continued.

Bus: Kingswood is served by SacRT fixed Route 21 Sunrise, Route 23 El Camino on San Juan Ave and Greenback Lane, and Route 1 Greenback. See http://www.sacrt.com/schedules/ for schedules. Google Maps, Transit, or SmaRT Ride apps, or Google Maps on your computer, can help you figure out routes, connections, and times.

On-demand: SacRT also offers SmaRT Ride on-demand, curb-to-curb transit in Citrus Heights, Antelope, Orangevale (and Historic Folsom Light Rail Station), Fair Oaks, Carmichael, and Arden-Arcade. You can use SmaRT Ride to get to transit connections, or to destinations including school, after-school programs, parks, libraries and community centers, shopping, food and friends. SmaRT Ride operates about 6:00AM to 9:00PM on weekdays, but not on weekends. Groups of five or more friends ride for free! Trips are scheduled via the SmaRT Ride app (iOS and Android), which can be downloaded from the SmaRT Ride page at https://www.sacrt.com/apps/smart-ride/, or with a phone call to 916-556-0100. If you live a long ways from the regular bus, SmaRT Ride can get you to and from that bus, and then you can make connections to the entire region. Students with RydeFree RT stickers or passes use SmaRT Ride for free.

Bikes: Regular buses and SmaRT Ride buses have bike racks, so you can take your bike with you to get to and from your final destination. Rack capacity is limited to three bikes and racks may be full at busy times.
