Introduction

Keystone Moldova goal: 100% of persons with disabilities have active and meaningful lives in their communities. Keystone Moldova objectives: To achieve the goal, Keystone Moldova is focused on the following objectives:

Deinstitutionalization and prevention of institutionalization

Development of community based social care services

Development of the legal framework related to social inclusion of persons with disabilities

Inclusive education of children with SEN

Labor inclusion of persons with disabilities

Capacity building of all stakeholders involved in the social inclusion process. The objectives are achieved through the following:

I. Projects implementation

The projects under the implementation during the reported period of time: 1. Sustainable Social Services for People with intellectual disabilities within the decentralized

context- supported financially by Soros-Moldova and KHSI US 2. Support of transformation process of care for people with mental disorders and people with

learning difficulties in Moldova, implemented in partnership with the Centre for Mental Health Care Development and financially supported by Czech Development Agency.

1.1. The Project “Sustainable Social Services for People with intellectual disabilities

within the decentralized context” , supported financially by Soros-Moldova and KHSI

Project objectives The Project has two objectives: Objective 1. Support to LPA from 10 districts to continue deinstitutionalization and to improve the quality and sustainability of community based services developed within “Community for All Moldova Program.

Objective 2. Support to central Government on developing the policies for UNCRPD implementation. The expected outcomes of the project are as following:

The National Action Plan for implementation the UNCRPD developed;

The costs standards for community based services for persons with disabilities developed;

The amendments on the Law on public finance for changing the mechanism of financing the community based services for people with disabilities;

About 200 persons will be involved in public consultation of social policy documents ;

LPA from 10 target districts provides qualitative social services for persons with disabilities;

The LPA from 10 target districts are open to collaborate on DI and social inclusion of persons with disabilities;

The new elected people from 10 target districts capacitated in DI and social policy implementation for persons with disabilities;

The community based services from 10 target districts have financial resources for services running;

100% of community based services developed with Keystone support will be accredited;

The support staff hired in community based services have capacities to deliver individualized assistance to persons with disabilities;

Ten persons with disabilities deinstitutionalized from residential institutions under MLPSF. Achieved progress results and conducted activities Objective 1. Support to LPA from 10 districts to continue deinstitutionalization and to improve the quality and sustainability of community based services developed within “Community for All Moldova Program. Achieved progress results during the reported period:

Keystone Moldova revised and signed the MoUs regarding the provision of social care services with LPA from 12 districts for a new period of time.

The LPA from 12 districts benefited of support on monitoring the quality of the community based services.

All community based services developed with Keystone support from 12 target districts have approved budgets for 2016 year.

100% of the Foster services developed with Keystone support were accredited by the National Council for Accreditation.

100% of Supported living services developed with Keystone support were accredited by the National Council for Accreditation. During the reported period of time Lapusna SL have been evaluated after one year of activities and got the accreditation for the next five years.

100% of Community home services developed with Keystone support were accredited by the National Council for Accreditation. During the reported period of time Baimaclia CH been evaluated after 6 months of activities and got the accreditation for the next five years.

94% of Mobile team services developed with Keystone support where accredited by the National Council for Accreditation (Nisporeni MT developed from the state budget with Keystone Moldova technical support wasn’t accredited).

The support staff hired in community based services has capacities to deliver individualized assistance to persons with disabilities. During the reported period of time, 329 persons/days of training for support staff have been conducted.

Five persons with disabilities have been deinstitutionalized from residential institutions (four adults and one child).

Performed activities during the reported period: To ensure the quality and sustainability of services, Keystone Moldova provided the following support to the support staff from the community based services

Conducted 24 continuous trainings for 207 support staff including: 14 seminars on Person Centered Planning for 97 support staff; 6 seminars on Management of emotions and conflict mediation for 66 support staff and 4 seminars on Vocational training and labor inclusion of persons with disabilities for 44 support persons.

Capacity building of 27 support staff from 14 community based services developed with Keystone support on applying the tools for annual progress evaluation of persons with mental disabilities.

Capacity building and mentoring of 49 services staff from 9 Community homes (Baimaclia, Mitoc, Nisporeni, Chirca, Hansca, Sculeni, Falesti, Ciulucani and Voloave) on implementation of the rehabilitation plans.

Capacity building of 14 support staff from 5 Community homes (Hansca, Chirca, Sculeni, Nisporeni and Baimaclia) on applying the tools for monitoring the health conditions and progress of beneficiaries after neuro-metabolic treatment.

Capacity building of 14 services staff from Orhei SL, Falesti SL, Sculeni CH , Voloave CH and Mitoc CH on providing behavioral support to persons with mental disabilities.

Capacity buildings of 9 support staff from Hansca CH and Mitoc CH in Advocacy activities.

Capacity building for 6 support staff from Supported living from Falesti, Oxentea, Lapusna and Calarasi on labor inclusion of adults with work abilities. All in total 5 meetings with potential employees have been conducted and two persons with disabilities have been employed.

Capacity building of three new hired managers (Chirca CH, Mitoc CH and Hansca CH) on developing the services activity plan, services management, communication with beneficiaries and with support staff.

Support to services staff on implementing the Individual Assistance Plans. The support covered the following issues: development of personal autonomy, working with biological families, working with volunteers at community level, development of income generating activities, etc.

To improve the quality and sustainability of community based services, Keystone Moldova team provided the following support to LPA and services managers:

Support to LPA on updating the Regulations and Quality standards of Community home services based on new amendments approved by the Government in December 2015.

Support the LPA to review the placement decisions of 26 persons with disabilities from community based services in accordance with case management methodology. The placement of those persons was extended with one year.

Support the LPAs from 12 rayons to organize annual reporting and planning meetings for community based services developed in partnership with Keystone Moldova. All in total 12 meetings have been conducted and the Annual Action Plans for 14 services have been approved.

Support the LPAs from Anenii Noi, Ialoveni, Orhei and Nisporeni on managing the staff fluctuation. In case of Anenii Noi, Ialoveni and Orhei the new managers have been hired; in case of Nisporeni, Keystone team required LPA the cancellation of employment contract with one staff member who manifested physical violence against service’ beneficiaries; a new person has been hired.

Support to LPA from Ungheni on transferring one person from Sculeni Community home in Shared living family. Keystone team provided support to both: family assistant and beneficiary during the transition period. Additionally to that, Keystone team is providing

support to Ungheni LPA in identification and assessment of a new person with mental disabilities to be placed in Sculeni CH.

Support the LPA from four districts (Cantemir, Ungheni, Nisporeni and Hincesti) to prepare the documents for accreditation of social services (Respite, Shared living services, Community homes and Supported living services etc.). As a result, the CH from Baimaclia, Cantemir and the SLS from Lapusna, Hincesti got the accreditation for five years.

Support to community based services managers in services management: implementation of the strategic plans, building relationships with community organizations for improving the social inclusion experiences of beneficiaries; obtaining the wheelchairs or other needs from other SCOs; working with volunteers at community level, etc.

Technical assistance to managers from Baimaclia CH and Falesti SL to develop and submit small project proposals to German Embassy. The projects were rejected, however the managers got experience on project writing.

Two quarterly meetings of all services managers were organised. The discussed topics: services management; monitoring and reporting on the implementation of Service development strategy; monitoring and reporting on the implementation of budgets and planned activities. All in total, 20 persons attended the meetings.

Joint meeting with the Ialoveni District Council representatives on ensuring the sustainability of Hansca Community Home. The meeting covered the following issues: the statute of the Hansca CH (it was an attempt of the district administration to change the statute of the CH from public institution to service under the Direction of social assistance), as well as the staff turnover.

Joint monitoring visits in the services with the specialists from LPA responsible for social services. The visits were organized with the following purposes: to monitor the insurance of the rights of persons with disabilities in services; to monitor the relationships and the communication between support staff and people with mental disabilities; to identify the existence of any forms of violence shown by the support staff towards the individuals placed in services; etc.

Monitoring meetings of LPA from Telenesti, Anenii Noi, Falesti, Orhei, Cantemir și Hincesti on services budget implementation, as well as on verification of correlations among beneficiaries needs and approved budget costs. As a result, in some districts the staff structure of the social services was modified; in other districts some budget costs were modified and aligned with the norms of expenditures approved through GoV Decision nr. 520.

Support to services managers in the implementation of social services budgets. In this context, the project team provided support to managers in procurement of some goods accordingly to the planned budget, as well as on social payments cash money evidence, management and monitoring.

To continue the deinstitutionalization process, Keystone Moldova team provided the following support:

Support to LPA in implementing the deinstitutionalization reform. In this context, Keystone team shared with LPA from 12 rayons the list of persons with disabilities they have in residential institutions and discussed the opportunities of their integration into their biological families or in other community based services. As a result, the LPAs from Criuleni, Hincesti and Chisinau approved the deinstitutionalization of five persons with disabilities (four adults and one child). Three persons from Cocieri residential institution and one person from Orhei residential institution were transferred in extended families. One child from Orhei residential institution was transferred in Small group home from Chisinau. Keystone team started to work with Ungheni LPA on transferring one person from Balti residential institution to Sculeni CH, but the multidisciplinary team from Ungheni district didn’t approve the deinstitutionalization.

Support to Orhei residential institution in continuing the deinstitutionalization reform. In this context, Keystone team conducted the following activities: shared the results of Orhei evaluation in 2012 with the management team of the institution; conducted training for Orhei staff in Person Centered Planning approach and in development of the Individual Assistance Plan; developed a cooperation agreement between Keystone Moldova and Orhei institution regarding the

deinstitutionalization process; identified training needs of the employees of the institution for fostering the implementation of deinstitutionalization reform.

Support to Badiceni residential institution in identifying the opportunities for deinstitutionalization of the beneficiaries recommended for independent living and family reintegration. In this context, Keystone team jointly with the director of residential institution organized a visit of one beneficiary to his biological family and relatives.

Support to the newly hired director and the management team from Orhei residential institution to organize a study visit to community based services - Mitoc CH and Orhei SL. As result of the study visit, the opportunities and benefits of deinstitutionalization process were discussed.

Support to MLSPF to develop the transformation plans for the residential institutions from Orhei and Hincesti. Keystone team organized two focus groups with participation of 28 people with mental disabilities from residential institutions (Orhei (15 persons) and Hincesti (13 people) ) in order to identify their opinions on transformation of the institution and community living. Based on results of both: focus group meetings and residential institutions evaluation reports, Keystone Moldova organised two workshops (2 days each) for developing in participatory way the transformation plans for Orhei and Hincesti residential institutions. All in total, 43 persons participated at the workshops: representatives of the Ministry of Labor, Social Protection and Family, residential institutions, departments of social assistance and family protection, NGOs in the social field and Keystone Moldova.

Objective 2. Support to central Government on developing the policies for UNCRPD implementation Achieved progress results during the reported period:

The draft Government Decision and Informative Note on approving the “Monitoring Indicators for UNCRPD implementation” were developed and submitted to the Government.

Desk review on financial mechanism of social services in European countries was performed.

Eight public consultation meetings on identifying the priorities for National Action Plan on social inclusion of persons with disabilities were conducted. About 178 persons attended the public consultation events.

Five drafts of Government Decisions have been analyzed based on disability rights approach. The recommendations for improving the documents were submitted to the ministries responsible for public consultation process.

Performed activities during the reporting period:

Provided support to MLSPF on development of both: the Government Decision on “Monitoring Indicators for UNCRPD implementation” and the Informative Note on approving the GoV Decision. The MLSPF submitted the final version of the Government Decision to all competent institutions, including civil society for endorsement. After the revision of the Decision based on comments, it was submitted to the Government for approval.

Developed jointly with the MLSPF the ToR for 2 national consultants on: social policies development and on public finances. The contest on procurement of consultancy services was conducted and the consultants were selected.

The desk review on best practices of European countries (Romania, France, Scandinavian countries, Germany, Britain, Bulgaria, Poland, Croatia, Lithuania, Ukraine, and Italy) in financing the social services was performed. The meeting with Ministry of Finance representatives on financial mechanism and minimum quality standards for social services was held.

The concept of National Action Plan for social inclusion of people with disability for 2017-2022 was developed and submitted to the MLSPF for consultation.

Keystone Moldova conducted in partnership with the MLSPF 8 public consultations with civil society organizations, local public authorities, persons with disabilities on identifying the priorities for National Action Plan on social inclusion of persons with disabilities. All in total 178 persons

participated at those meetings, including: 96 women and 82 men. From total number of the participants, about 37% represent persons with disabilities and 40 % - public servants. Diagram 1.

Keystone Moldova revised the drafts of five Government Decisions and developed the recommendations for their improvement based on disability rights approach:

Complementary activities to project objectives: In response to the MLSPF request, Keystone Moldova became a member of six Working Groups /Committees established by the MLSPF , including: 1) working groups on prevention of the institutionalization of children in residential institutions, 2) working groups on prevention of the institutionalization of adults in residential institutions, 3) National Steering Committee on deinstitutionalisation, 4) Working Group on developing financial mechanism for social services, 5) Working Group on developing the accreditation mechanism for training courses for social services providers and 6) Litigation Committee on disability determination.

As a member of Working group on prevention of institutionalization of children, Keystone Moldova representative participated in three meetings, where 8 requests for institutionalization were analyzed. As results of analysis of documents and discussions, 4 requests were rejected from institutionalization and 4 requests – were approved for institutionalization. All four cases approved for institutionalization came from the residential institution under the Ministry of Health and required transfer to Orhei and Hincesti based on age limits. Keystone Moldova team jointly

with other NGO are providing support to one of the families whose request for institutionalization was rejected, to overcome the barriers and to keep the child in the family.

As a member of working group on prevention of institutionalization of adults, Keystone Moldova representative was involved in 6 meeting where 37 cases were analyzed. 29 cases were rejected the institutionalization and 8 cases – were approved for institutionalization due to the lack of other social care services alternatives at community level.

As a member of the National Steering Committee on deinstitutionalisation, Keystone Moldova Program manager on DI & CD participated in three meetings. The main issues discussed at those meetings are as following: the general Action Plan on implementation of the deinstitutionalization reform in Moldova and the draft of Badiceni residential institution Transformation Plan.

As a member of Working Group on developing the national financing mechanism of social services, Keystone Moldova Program manager on DI & CD participated in two meetings. The following issues were discussed at those meetings: the Action Plan and the financial analysis on developing the social services for children victims of violence and abuse.

As a member of Working Group on developing the accreditation mechanism on training courses for social services providers, Keystone Moldova representative participated at the workshops organised by MLSPF in the fields, as well as was involved in accreditation mechanism development.

As a member of Litigation Committee on disability determination, Keystone Moldova representative was involved in three meetings on reforming disability determination mechanism.

Problems/challenges faced during the Project implementation:

Limited interest of LPA to involve services managers in decision making processes regarding the development, approval and implementation of the services budgets. Not all LPA are ready to develop and implement the services budget in a transparent manner.

The political and financial crisis. The LPA have limited budget and there is a risk to underfinance the social care services and to slow the process of deinstitutionalization of persons from residential institutions.

Limited capacities of support staff from housing services to address the community inclusion of persons with intellectual disabilities and high level of needs for daily on the job training. The social inclusion of persons with disabilities is a new approach for the Republic of Moldova and the staff needs more training, supervision and coaching in this field to understand their roles and responsibilities. There is still a big fluctuation of staff due to low salaries and Keystone Moldova is in the position to train the new hired staff due to lack of training system in Moldova.

Limited capacities of districts social protection departments to support the services staff in their daily activities. Keystone Moldova supported the LPA to learn and to implement the case management accordingly to the legislation of the Republic of Moldova. There is a need for more staff training in qualitative service delivering, daily support of beneficiaries, monitoring and evaluation of the quality of services.

1.2. The project “Support of transformation process of care for people with mental disorders and people with learning difficulties in Moldova”, implemented in partnership with the Centre for Mental Health Care Development and financially supported by Czech Development Agency

Project objective To support the Ministry of Labor, Social Protection and Family on development of national action plan for transformation of residential institutions for adults with mental health.

Expected Outcomes and results:

Assessment of psycho-neurological residential institution from Cocieri, Dubasari raion and development of recommendations for its transformation.

Assessment of psycho-neurological residential institution from Balti and development of recommendations for its transformation.

Assessment of psycho-neurological institution from Brinzeni, Edinet and development of recommendations for its transformation.

Achieved progress results:

Complex evaluation of Cocieri psycho-neurological institution conducted. Developed recommendations for transformation of institution

Performed activities during the reported period of time:

Developed the Evaluation Report of Cocieri residential institution, which was submitted to donors. The development of evaluation reports on Balti and Brinzeni institutions are in the progress.

Conducted the technical assessment of buildings and infrastructure of 4 psycho-neurological institutions (Balti, Brinzeni, Badiceni and Cocieri). The assessment was done by a hired consultant. The technical assessment was focused on the following issues: analysis of buildings’ engineering documentation; evaluation of safety and accessibility of internal and external spaces of the buildings; assessment of infrastructure and superstructure of adjacent buildings and spaces of the institutions in terms of structural and nonstructural elements; development of proposals on efficient use of spaces during the deinstitutionalization/ transformation period.

Conducted the evaluation of financial resources in 4 psycho-neurological institutions (Balti, Brinzeni, Badiceni and Cocieri) for the period of time 2014-2015. The evaluation was provided by a financial expert hired by Keystone Moldova and was focused on estimating direct and indirect maintenance costs of a resident in each institution in 2014 and 2015 respectively, developing a forecast of the maintaining costs during the reformation/ deinstitutionalization period as well as presenting proposals regarding the redirection of funds allocated to institutions to alternative services during the reformation process. The financial expert is drafting the report with recommendations currently, which will be available in Romanian by the end of July.

1.3. The project “Collaboration at the local level for social inclusion of persons with disabilities in Anenii Noi and Ialoveni districts”, supported financially by FHI360/USAID

Project goal. The project aims to ensure participation of persons with disabilities and civil society in developing public policies for persons with disabilities in the Anenii Noi and Ialoveni districts of Moldova. The main objectives of the project are as following:

1. Developing capacities, mobilizing and empowering persons with disabilities, CSOs and Local Public Authorities (LPA) participatory planning, monitoring and evaluation of the rights of persons with disabilities according to the UN Convention on the Rights of Persons with Disabilities and Social Role Valorization.

2. Participatory development and approval of local strategies for social inclusion of persons with disabilities.

3. Empowerment of Falesti and Anenii-Noi CSOs and LPA in implementing actions of local strategy for social inclusion of persons with disabilities.

4. Increasing the organizational sustainability of Keystone Moldova. Expected Outcomes and results:

Local public authorities, CSO, persons with disabilities from both rayons capacitated in participatory planning, monitoring and evaluation.

Local public authorities, CSO and persons with disabilities involved in elaboration of district strategy on social inclusion of persons with disabilities.

The Strategies for social inclusion of persons with disabilities developed, consulted with the population and approved by the rayon counsels from Anenii Noi and Ialoveni.

The LPA and CSOs are empowered and started to implement the activities from the strategies.

Achieved progress results

The local public authorities, CSO, persons with disabilities from both rayons were capacitated and actively participated in the development of the Strategy on social inclusion of persons with disabilities. All in total 44 persons were involved in trainings, including 7 persons with disabilities.

The Strategies on social inclusion of persons with disabilities from Anenii Noi and Ialoveni districts were developed, consulted with the population and approved by District Council. All in total 95 persons participated at the round tables for the discussion of the strategies.

The brochures on Strategies were printed and disseminated at both rayons level.

Two project proposals on implementing the Strategy on social inclusion have been developed and submitted to the donors by Anenii Noi District. One proposal got the approval and now is in the process of the implementation.

The Keystone Moldova financial sustainability plan was developed.

Performed activities during the reported period of time:

Prepared and facilitated public consultations of Strategies on social inclusion of persons with disabilities in both districts. All in total 95 persons participated at the round tables for the discussion of the strategies, including the representatives of council districts, mayors, persons with disabilities, parents of children with disabilities, CSOs etc.

Provided technical assistance to LPA from Anenii Noi and Ialoveni districts on approving the Strategies at District Councils.

Designed and printed brochures on social inclusion strategies from Anenii Noi and Ialoveni districts. In this regards, the tenders were organized and the designer and printing house were selected.

Developed Keystone Moldova Financial sustainability plan. In this regard the consultant was hired through the tender process. The plan was developed based on desk analysis of documents as well as through the two days participatory workshop with all Keystone Moldova staff.

Monitoring the Strategy implementation by Anenii Noi and Ialoveni District Councils.

Two workshops on project writing have been conducted in two districts. All in total 44 persons participated at the workshops.

Developed the auto evaluation report on Keystone Moldova organization for FHI 360.

Problems/challenges faced on implementation of the Project:

The delay with public consultations of the strategy in Ialoveni district, due to some conflict of schedule at the local level.

The law level of involvement of authorities from Ialoveni district in the process of fundraising for implementing the developed Strategy.

1.4. The Project: “Advancing and monitoring the right of persons with mental disabilities from neuro-psychiatric residential institutions” financed by European Union

Project goal: Empower persons in neuro-psychiatric residential institutions and local CSOs to defend and monitor the rights of persons with mental disabilities in Moldova

Project Objectives:

Promote greater awareness of the rights of people with mental disabilities through their empowerment as self-advocates;

Capacity-building of CSOs to enhance and to monitor the CRPD implementation in neuro-psychiatric residential institutions;

Combat discrimination of persons with mental disabilities living in neuro-psychiatric residential institutions and promote community for all.

Expected Outcomes and results:

About 2300 of persons from neuro-psychiatric residential institutions will know their rights and would be self-determined to advocate for them.

At least 25 local CSOs demonstrate capacities on monitoring the implementation of the CRPD in neuro-psychiatric institutions.

Persons from neuro-psychiatric institutions are taken as equal: community people and services providers are positive to them.

Performed activities during the reported period of time:

Signed the contract between Keystone Moldova and the European Union Delegation from Moldova

Developed the Detailed Action Plan for 3 years.

Developed the TOR for project team and sighed the contracts with the team.

Prepared the files for State Chancellery on taxes.

Developed the drafts of two leaflets (on project promotion and on CRPD rights in easy to understand).

1.5. The Project ”Piloting inclusive education models for preschool children in Moldova”, implemented in partnership with Step by Step and supported financially by OSF/ECP

The main objectives of the project are as following:

1. Building on the lessons learnt by partners from the previous inclusion project in 14 community schools, develop and pilot inclusive ECED models in these communities applying mechanisms of children’s educational needs evaluation and support at institutional, community and specialized rayon level bodies.

2. Increasing community awareness of and the capacity of local and rayon/district level relevant stakeholders (specified below) to ensure the educational inclusion of preschool age children (3-7) having difficulties enrolling in mainstream kindergartens, including those with SEN.

3. Collaboration with the ME/NCPPA to contribute the pilot experience gained to the development of the preschool IE methodology at pre-school level; dissemination of pilot materials among

faculty of 3 Pedagogical Universities and 4 Teacher Training Colleges training preschool teachers for the revision of their courses on inclusive education; sharing pilot project results at the national conference

The main activities performed per objectives: Objective 1. Building on the lessons learnt by partners from the previous inclusion project in 14 community schools, develop and pilot inclusive ECED models in these communities applying mechanisms of children’s educational needs evaluation and support at institutional, community and specialized rayon level bodies Performed activities:

The information on the situation of the children with SEN from pilot –kindergartens and of children not enrolled in kindergartens was updated. There were held discussions with the kindergartens’ managers on the situation of children with SEN in the kindergartens and with the community social assistant on the situation of children that are not enrolled in the kindergarten. The field visits conducted in those 14 communities aimed on monitoring of children with SEN situation & ensuring the functional mechanism of intersectoral collaboration at local level to identify, assess and refer cases to District PAS. According to the updated data the kindergartens identified and assessed 109 children, 95 of them have been referred to PAS. In 14 cases the parents refused that children be assessed by PAS, so the cases were not referred. At the moment 35 children with SEN attend 11 pilot- kindergartens.

On May 12th, 2016 there had been organized and conducted the Project Coordination Committee Meeting on the achievements and directions of activity. The meeting was attended by Keystone Moldova and „Pas cu Pas” Educational Program teams, RCPA representatives, representatives of „CCF Moldova”, „Woman and Child - Protection and Support” organizations and level II LPA representatives. During the meeting there were highlighted the barriers met in the process of implementing the inclusive education of preschool children and also there were set the activities for this year.

On June, 15th – 17th, 2016 there have been organized and conducted the training seminar for inter-sectoral teams entitled "Strengthening the inter-sectoral partnership in ensuring the inclusive education for children of preschool age." The inter-sectoral teams were made up of the nurse, social worker and the manager of the early education institution from the community (39 specialists). The training aimed on the capacitating the community multidisciplinary team members in achieving an inclusive socio-educational process for the early aged children. During the seminar the discussions were held on the following subjects: The Right to educational and social integration of children in the community; Awareness and acceptance of disability; Institutions and structures specialized in promoting inclusive education; Barriers in the community and access solutions; Assessment of the family and child situation. The existing problems and risks in early aged child development; Inter-sectoral team approach of cases. Community level intervention strategies in socio-educational inclusion of early aged children.

The monitoring of the situation of preschool children from 15 pilot-kindergartens in 14 communities was assured and there had been provided methodological support on inter-sectoral collaboration at local level to identify, assess and refer the cases to district PAS.

The Monitoring process was focused on ensuring the implementation of the planned objectives / activities in established terms of achievement and identifying progress, results and problems in the inclusion of preschool children with special educational needs. The monitoring was carried out through various forms: Field monitoring (13 field visits and 14 roundtables with LPA representatives were conducted); Office monitoring (analysis of relevant data and information; developing / updating information on identified, referred and evaluated children, including children with SEN, telephone conversations, e-mail etc.); reporting to „Pas cu Pas” EP and RCPA. Actually, there are 37 children with SEN in 11 pilot kindergartens out of 15. 15 children out of 37 graduated from the kindergarten and are going to school in the 1st form.

Objective 2. Increasing community awareness of and the capacity of local and rayon/district level relevant stakeholders (specified below) to ensure the educational inclusion of preschool age children (3-7) having difficulties enrolling in mainstream kindergartens, including those with SEN. Performed activities:

The best practices on the implementation of inclusive education and promoting the right to early education for all children were disseminated by organizing roundtables involving level I LPA representatives and other community stakeholders (social workers, family doctors, pilot-kindergartens and schools managers, teachers, social service providers, District RCPA & PAS representatives etc. The purpose of these activities lies in informing the level I LPA representatives about the achievements, constraints and opportunities regarding the implementation of inclusive education in preschool institutions in Moldova. The Roundtables were conducted as follows: 1. Pănăşeşti Village, Strășeni District ( February 24, 2016) – 13 participants; 2. Susleni Village, Orhei District ( February 25, 2016) – 15 participants; 3. Verejeni Village, Telenești District ( February 26, 2016) – 10 participants; 4. Opaci Village, Căușeni District ( March 3, 2016) – 14 participants; 5. Talmaza Village, Ștefan Vodă District ( March 4, 2016) – 21 participants; 6. Tudora Village, Ștefan Vodă District ( March 4, 2016) – 20 participants; 7. Hlinaia Village, Edineț District (March 10, 2016) – 13 participants; 8. Moscovei Village, Cahul District (March 16, 2016) – 12 participants; 9. Măgdăcești Village, Criuleni District ( March 18, 2016) – 9 participants; 10. Sîrma Village, Leova District ( March 23, 2016) – 17 participants; 11. Lăpușna Village, Hîncești District ( March 24, 2016) – 19 participants; 12. Leușeni Village, Hîncești District ( March 24, 2016) – 9 participants; 13. Anenii Noi District ( March 25, 2016) – 12 participants; 14. Brînzeni Village, Edineț District (March 30, 2016) – 12 participants.

As a result of these activities 196 community stakeholders of 14 communities / 11 districts of the country were informed about the inclusion and there were identified barriers and issues related to early inclusive education. The subjects covered by roundtables focused on the analysis of inclusive practices in kindergartens; the situation in the community of preschool age (3-6 / 7 years) children who are not enrolled in kindergarten; the role of teachers in providing the child with SEN transition from kindergarten to school etc. Within the discussions there were identified a number of obstacles on the implementation of inclusive education, of which the most pressing are: limited access for Roma children to early education services ( Talmaza Village, Ștefan Vodă District); non acceptance of unvaccinated children in preschool institutions (Sîrma, Leova; Pănășești, Strășeni); unwillingness of some teachers on educational inclusion of children with disabilities; denial and distrust of some parents to collaborate and support their children, non-acceptance of disability (Brănzeni, Edineț); kindergarten-school partnership underdeveloped (Opaci, Căușeni); lack of normative acts on the organization of early inclusive education; lack of a clear funding mechanism and exploiting financial resources according to the needs of children; lack of mechanisms for statistical data collecting, processing & validation; insufficient social services at community level (personal assistance, mobile team etc.).

Involvement in working groups coordinated by the MoE / RCPA and participation in development of various support documents and materials in educational inclusion. The project coordinator was involved as an expert leader for coordinating the drafting process of the Concept on the performance indicators of the PAS and its specialists. She was also involved in the working group on situation analysis and making recommendations on teachers continuous training in child centered education. The project coordinator is the co-author of "Awareness and acceptance of disability" Module, part of the ongoing Support for continuous training of teachers in child-centered inclusive education, approved by MoE Order No. 43 of 08.02.2016. These materials were used for training teachers of 20 educational institutions.

The concept of Best Practices Guidelines in the educational inclusion of preschool children with SEN has been developed. In this regards, the working session with EP „Pas cu Pas” to coordinate the concept of the Best Practices Guidelines in the educational inclusion of preschool children with SEN was conducted (February 11, 2016). There were held phone discussions & work sessions with the pilot – kindergartens managers about the developing and documentation process of success stories that will be included in the Best Practices Guidelines in the educational inclusion of preschool children with SEN.

1. Developing and strengthening the national network of self-advocacy by the end of 2017 with at least 80 members (people with disabilities) from all the regions of the country.

2. Developing “The National Platform of Parent Organizations/Groups” by the end of 2017, with at least 16 parent organizations as members

3. Supporting the NGO's working in the disability field in increasing the quality and sustainability of the services

4. Development of Keystone Moldova according to the Strategy of the organization Activities performed per objectives: Objective 1. Developing and strengthening the national network of self-advocacy by the end of 2017 with at least 80 members (people with disabilities) from all the regions of the country. Performed activities: At least 65 self-advocates from 6 districts are continuously empowered in: decision making, self-advocacy, local disability-related legislation, partnering with local stakeholders and decision makers, advocating for the observance of the rights of persons with disabilities at local level etc. Various tools are used for empowerment: local meetings, trainings, workshops, summer-schools, participation in national and international events etc. Keystone Moldova has provided continuous assistance to 6 self-advocacy groups (SAG) to implement their annual action plans and, to perform advocacy initiatives at local and national level. In this regard, the following activities have been performed during the reporting period:

Conducted 45 self-advocacy meetings in Falesti, Ungheni, Calarasi, and Taraclia. The meetings were mainly focused on the rights of persons with disabilities according to the UNCRPD and local legislation. The following topics have been discussed: the right to health, healthy lifestyle, and the right to private life, respect for home and the family, the right to social protection, advocacy and self-advocacy. It is worth mentioning that for specific topics representatives of LPAs (Local Employment Agency, Rayon Social Department, Healthcare specialists) are invited to deliver various information of interest for self-advocates. The meetings also aimed at improving communication and strengthening relationships between group members.

Self-advocates participated in the development of a disability national policy document - National Action Plan for the Social Inclusion of Persons with Disabilities 2017-2022. Several round tables with various stakeholders have been organized for this purpose, in particular with representatives of public authorities, CSOs and persons with disabilities. Keystone Moldova facilitated the round table organized with the participation of self-advocates from 8 rayons of the country (Falesti, Ungheni, Taraclia, Calarasi, Ialoveni, Cahul and Chisinau). 21 persons attended the event. Young men and women expressed their views on the priorities that should be reflected in the policy document. Most recommendations focused on employment, education, healthcare, physical accessibility of public buildings and transport, informing and sensitizing policy makers and the general population with respect to persons with disabilities as members with equal rights.

During the reporting period the summer school in Advocacy for self-advocates has been organized. Persons with disabilities learned what is an Advocacy campaign, what are its phases, how to implement an advocacy campaign, how to establish partnerships, what are the tools to be used in an advocacy campaign etc. 35 persons (including 26 self-advocates) participated in the event.

Self-advocates from Ungheni and Falesti benefitted of a 10-days training in IT, where they learned how to use Microsoft Word, Microsoft PowerPoint, Facebook and Odnoklassniki, how to create and use an email account etc. Self-advocates from all SAGs practice the skills acquired, e.g. make posts for SAG Facebook pages, prepare PowerPoint presentations and other material for the SAG meetings, for summer school and for other events.

Besides local meetings, self-advocates from Falesti, Ungheni and Calarasi participated in a 2-days workshop in communication, organized by Centrul Media pentru Tineri. During the workshop self-advocates acquired or strengthened their communication skills.

Self-advocates also participated in various activities where they acquire knowledge and abilities for independent life, such as reading, writing, counting, money management, cooking, gardening etc. The support persons offered their assistance under these activities.

The SAGs started several advocacy initiatives at local level on insuring accessibility of some public places (i.e. rayon social department, bank, library, market etc.). Thus, in all 4 regions self-advocates and the support persons have discussed with or submitted petitions to LPA representatives on insuring an accessible ramp for the buildings, organized exhibitions in the public places with pictures reflecting the inaccessibility of the town. The initiatives have been posted on SAGs’ Facebook pages. Self-advocates and the support persons monitor the process of insuring accessibility.

Another initiative is focused on labor inclusion. Self-advocates and the support persons of SAGs meet authorities (i.e. Local Employment Agency), potential employers (economic agents), and CSOs working for the labor inclusion of persons with disabilities (namely A.O. EcoRazeni), participate in the Job Fairs to get employed / facilitate the labor inclusion.

The SAGs continued to raise awareness of general population regarding people with disabilities, but also to promote the SAGs, using various technics and tools.

Self-advocates from Falesti participated in a live-radio broadcast of “Radio Falesti” to promote the SAG, its purpose and activities.

The SAGs from two rayons, with the support of Keystone Moldova and Centrul Media pentru Tineri (CMT) developed and have shot two short films (on stereotypes (Falesti), and on legal capacity (Ungheni)). The short films will be used under the Keystone Moldova media campaign “Eu sustin incluziunea!” [I support inclusion!]

Self-advocates participate in various local holidays or events alongside community members. Thus, all 4 SAGs continued the tradition of distributing “Martisoare” and flowers to the city passengers, but also to the LPA representatives during the spring holidays. Self-advocates form Ungheni participated in the Final Special Olympic Football Week. Self-advocates from Taraclia participated in Easter holidays, went to a theater and joined other community holidays and events. Young men and women also participate in book release events etc.

All activities performed by the SAGs are posted on the groups’ Facebook pages and some of them are shared of Keystone Moldova FB page.

Two quarterly meetings with SAGs support persons have been organized to discuss the activities planned for 2016 both at local level and per entire project.

One 2-days training in Advocacy (“Advocacy – Intervention in Public Decisions”) was organized for parents and SAG’ support persons. The training covered the following topics: advocacy techniques and tools, the steps in an advocacy campaign, the message in a campaign, the role of media in the advocacy campaign, tools to influence the policy makers and local stakeholders, the roles of the team members in the advocacy campaign etc. 21 persons have been trained.

The support persons are also encouraged to participate in various trainings organized by other organizations and institutions. Thus, the support persons participated in: a Workshop on Watchdog, organized by the Citizens Network Watchdog Poland (http://siecobywatelska.pl/works/?lang=en); Media Literacy training, organized by Falesti Public Library and IREX Europa Project; „Managment resurse umane și Management financiar în cadrul ONG ” organised by CNTM, CICO and AEGIS TRAINING (http://www.cntm.md/ro/news/curs-de-instruire-privind-managementul-resurselor-umane-%C8%99i-managementul-financiar-%C3%AEn-ong-uri); “Metodici de elaborare a analizelor de politici publice din perspectiva drepturilor omului” organized by CIDO (http://drepturi.md/ro/anunt-de-selectare-a-participantilor-instruire-20-21-iunie-2016); .

Keystone Moldova has also provided support in developing the Ad and in advertising for the recruitment of volunteers for the SAGs. 1 volunteer in Falesti has been recruited.

Objective 2. Developing “The National Platform of Parent Organizations/Groups” by the end of 2017, with at least 16 parent organizations as members Performed activities:

Keystone Moldova continued to provide assistance to parents of persons with disabilities in developing and submitting petitions aimed at improving the lives of persons with disabilities and their families. In this regard the following can be mentioned: The advocacy initiative aiming at improving the Regulation of Personal Assistance social

service. After the petition on improving the Personal Assistance social services has been developed, it has been submitted to central authorities (MLSPF, Ministry of Finance, Vice-Prim Minister, and Parliament Comity on Social Protection). 19 NGOs signed the petition. In addition, one round table with representatives of central authorities on presenting the recommendations for improving the quality of service has been performed. 15 persons participated in the event (7 parents and 8 decision makers).

The advocacy initiative aiming at including the period of parental childcare (in case of children with severe disabilities) in the contribution period to pension of parents’ caregivers. The project team continued to provide support to parents in submitting another petition to central authorities on amending the Labor Code and Law on Pensions.

Support to parents in developing and submitting a petition for the Chisinau Municipal Council on providing an accessible location for personal assistants, hired by the Municipal Directorate for Child Protection (Chisinau)

During the reporting period the project team facilitated the roundtables with participation of representatives from the health sector, social sector, persons with disabilities and their parents, social assistants and other community actors. The roundtables aimed at (i) informing persons with disabilities and their families about the right to health and how it is implemented at local and national level, (ii) facilitating the dialogue between health sector, social sector and parents, (iii) collecting the main health-related problems and coming up with recommendations for policy development / improvement. In this regard, the team has met central authorities from the health sector (Ministry of Health, CNAM, CNDDCM), but also with other stakeholders in Chisinau (CREPOR, Centrul republican pentru reabilitarea copiilor, Societatea invalizilor) to collect information on various health-related issues (health services, homecare, establishing the disability status etc.). Consequently the kick-off meetings with representatives of local medical institutions in 11 rayons (including Chisinau) have been performed. And finally, 9 meetings (in 9 rayons out of 11) with participation of 448 people (persons with disabilities and their parents, social assistants, representatives of health and social departments at local level) have been organized to date.

During the reported period a parent organization has been created in Falesti (NGO “Eternitate”) with the support of the Project team. Parents from Falesti have been also informed about the Law on Inclusion of Persons with Disabilities. Currently the NGO continues to prepare the documentation in order to make the organization functional.

Keystone Moldova hired a consultant to provide assistance to the MLSPF in developing the Curricula and Guideline for the personal assistants. Draft documents have been developed and are to be submitted to the MLSPF.

The training on organization development “Good governance and CSO management” has been organized for parents and support persons of people with disabilities. Participants learned what is a civil society organization (CSO), how to create it, what is the structure of a CSO, what is the Board and the leadership within CSOs, what are the constituent documents and documents of internal order of a CSO, how to form a team of a CSO etc. 21 persons joined the training.

The project team has been continuously contacted by the parents for recommendations in solving individual problems regarding their children or their rights.

The project implementation period was extended till September 2016 and all the unspent funds were budgeted for new activities. The East Europe Foundation approved the extension of the project and re-budget of the sold.

17 persons participated at bag production: -10 persons with disabilities and 7 persons from support staff;

Information and products were uploaded to the e-Shop site ecovox.md;

200 EcoVox crafty canvas bags were manufactured. The bags were sold to EASPD for the international conference that took place in April in Chisinau.

100 EcoVox crafty canvas bags were produced and sold to the CEDA.

A medium term agreement was signed with CEDA for the production of 500 crafty canvas bags.

An income of app 24000 MDL was gathered from EcoVox products sales.

Information about the products was distributed through the social networks.

During the reporting period the following activities were conducted:

Involving 4 Keystone Moldova Beneficiaries in the “Rabbit Farm” from the LP Orhei.

Monitoring the implementation of the micro business “Quail Farm”. Two Keystone Moldova Beneficiaries are involved in the business activity. The quail’s farm was transferred from Hansca CH to Lapusna SL. The 2 young men that live in the service are able to take care of the quails. Also, Lapusna is a fair large village and they will be able to sell the eggs at the local market. During the reporting period 100 quails were bought. The average income per month is 700 lei.

Monitoring the “Tomato Greenhouse” business in CH Sculeni and receiving verbal reports;

Monitoring the “Mixed Vegetable Greenhouse” business in LP Falesti and receiving verbal reports. 4 Keystone Moldova Beneficiaries were involved in the business activity.

Monitoring the “Mixed Vegetable Greenhouse” business in PL Oxentea and receiving verbal reports. 2 People with intellectual disabilities are 100% involved in the activity.

1.8. Community centers, financed by Keystone US

Objectives: supporting the social inclusion of vulnerable children from two rural communities: Tudora and Bacioi Activities performed during the reported period of time: Tudora Community Center In the period of January – June 2016, the Community Center Unity provided services to 63 persons, including:

22 children (7 to 13 years old) got daily services (monthly). The daily services included inclusive education support, nutrition, social assistance, psychological counselling, hygiene services, and socialization and vocational/art activities. 22 children benefit of a lunch at noon and snack in the evening. In June the children had breakfast, lunch and snacks. The children had also thematic discussions on the healthy food, teeth health, and methods of fighting the diseases caused by viruses and bacteria. 22 children were monitored for pediculosis. 5 children and the family members got treatment for pediculosis at home. In the reporting period the staff was focused on evaluation/reevaluation of the beneficiaries; the personal files were updated for 22 children. Short summaries on children progress were developed and sent to the parents. Two files were closed because the children graduated the level 1 and one child moved to different rayon.

15 teenagers participated in the Youth club activity every Friday. The teenagers participated in activities of great interest for their age: typology of temperaments, creativity and development of artistic skills, imagination development, friendships, self-knowledge and self-development, what is happiness, humor etc.

18 families (parents) benefited from counseling services. The psychologist organized thematic meetings with the parents. The topics of the meetings were: “getting to know better the child, types of personality”, “Family violence”, “the mothers’ role”, “nonviolent communication”, “hyperactive children”.

6 children with special educational needs attend the center with the support teacher,

2 children from the middle school had speech therapy sessions.

The psychologist of the Center offered psychological services to all the classes from the school. There is no psychologist in Tudora middle school. For this reason the Centers psychologist provided support to the school teachers, children and parents. Also three teachers from the local kindergarten and three children/parents got psychological assistance.

The children also participated in different community events and activities: Organized a play for the children from the kindergarten dedicated to the fairy tale writer Ion

Creanga. Organized a poem event dedicated to M Eminescu. Made posters dedicated to the water day, martishor, birds day, earth day and European Union.

In the spring they took care of the trees from a street next to the school Cleaned from rubbish a spring. The mayoralty and the community expressed their gratitude for

this help.

The Community Center organised different exhibitions and picnics for children and their families with sponsors support. Thus, an exhibition to Chisinau was organised. Picnics were organized for children and parents to celebrate the Family day. The children celebrated the International Children’s day together with the entire community.

The center facilitated the social support to the most vulnerable families. Thus, with the support of the Mission without frontiers 15 families received food packages for Easter; 7 children got tickets for the summer camp. Other sponsor (Janette Jones from USA) offered winter hats. One beneficiary got a wheelchair. Two other children got summer camp tickets.

The Community center continued to support the activity of the multifunctional museum “La bunici” (at the grandparents), which deliver services in a form of a workshop for everybody who want to know better the rural culture and arts. The children can participate in the workshops and make ceramics, osier, shells, wood-burn, etc. The museum coordinator continues the process of collecting the exhibits and the materials for the workshops. In the reporting period the museum was visited by groups from Moldova, Germany, Romania and Poland. The museum benefited from the project “Young generations active for the past” financed by the USAID and the Ministry of Foreign Affairs of Poland. Within this project new furniture for the exhibition room was procured as well as two bench swings and the museums fence was renovated. As part of the same project the campaign “Collections and Collectors” was organized and 11 children participated in workshops, were trained in the art of journalism and collecting the exhibits, the children participated at different exhibitions within the rayon. Within the final conference of the project was organized the event “The Gala of the Young Curator” where the Multifunctional museum from Tudora received 3 diplomas and 2 trophies. The information about the museum was placed on the website http://www.turismsv.com/

Bacioi Community Center Transferring the Bacioi Community center to the local public administration. To ensure the sustainability of the services and to increase the ownership of LPA, Keystone Moldova started the preparation for transferring the community center Bacioi to LPA in 2014 (the center was supported financially by Keystone US starting with 2006 year). In this regards, Keystone Moldova supported the MLSPF to develop and approve the regulations and standards for community day care centers at the national level (one of the conditions to include in the local budget the financial expenditures of the day care centers). Starting with 2015, Keystone Moldova management had several meetings and discussions with local public administration from Bacioi to take over the cost of the center . Keystone offered the possibility to cover the costs for a transition period and help the authorities to set up the center and train/retrain the staff. Unfortunately, Bacioi LPA did not take any actions to ensure the functionality of the center. As a result, Keystone Moldova informed the Bacioi Mayoralty that would cease the financial support of the Community Center starting with March 1, 2016. As a result of the letter, the mayor asked not to cease the financial support, and informed Keystone Moldova that the issue related to the Community Center will be discussed at the following local council meeting. He also asked Keystone to support them develop a budget of the service. A model budget was developed and submitted to the Mayor’s office. The local council took place at the beginning of March, but the issue related to the Community Center was not discussed. Due to the fact that the budget designed for Bacioi center was spent and the local authorities did not make any actions to take over the service, Keystone Moldova ceased the center’s financial support starting March 15 till May 31. The Mayor’s office was informed that if the local council will not take over the center, Keystone Moldova will transfer the furniture and the equipment of Bacioi center to a different community where the local authorities support the community center. The meeting of the local council took place April 26 and the decision was taken: 1) to create the social service Day care center for children from vulnerable families; 2) to develop the budget of the new service; 3) to send to Keystone Moldova a letter asking not to stop the Centers activity and 4) to sign a memorandum with Keystone Moldova. Despite this decision, no action was taken from the part of local

authorities. Keystone Moldova did not receive the copy of the decision, the budget was not developed, Keystone Moldova didn’t receive any request not to stop the center and no initiative of signing the MoU was taken.

II. Social entrepreneurship activities

2.1. Development of training center Keystone Moldova

Objectives:

1. To increase the sustainability of community based services developed with Keystone Moldova support

Activities performed during the reporting period of time: Maintenance activities:

The connection to the gas pipe was finished. The Training Center is connected to the gas and the heating system is working properly.

Improvement works were done to make the phonic insolation between the two rooms better

All the equipment of the Training Center was tested and the problems were solved. The Training Center staff learned how to operate the equipment.

Communication and marketing activities:

A consultancy meeting was organized with Gheorghe Caraseni (OCT Caraseni) on the development of a successful income generating activity.

The special plaque with the information on the Soros Foundation-Moldova contribution for the development of the Training Center, was developed , approved and installed.

Two street signs (arrows with information) were developed and installed. The signs help the clients to find easier the center.

A brochure/presentation of 8 A5 pages was developed and printed, the brochure include information on the services provided by the training center.

A Facebook add was created https://www.facebook.com/instruiri .The Facebook page promotion plan was developed. An advertisement was developed and placed on Facebook.

The www.instruiri.md was procured.

A price analysis was done on the prices of similar services in Chisinau. The calculation of direct costs was done. This calculation will be used for the payment of Training Center services from Soros Foundation projects and other clients. Price offers were prepared and submitted to the clients that requested the Training Center Services.

An agreement template was developed to be signed with the clients of the Training Center.

Agreements were signed and the Training Center was rented to the following organizations: CICO, SOIR, East Europe Foundation, FHI 360, Diaconia, UNDP, Promo Lex, AOPD, Hans Foundation, GIZ, APSCF and for the trainings organized by Keystone Moldova from different projects.

A one year agreement was signed with SOIR for the use of the Training Center. SOIR will use the Training Center for its events.

A working group was established for the preparation of the official opening of the Training Center: materials were prepared, invitations were developed and distributed, the press release was developed and distributed, the presentations were prepared etc.

The official launch of the Training Center was organized on March 24. The invitees were: Soros Foundation Moldova representatives, the Ministry of Labor and Social Protection and Family representatives, donors, former clients, NGOs representatives, business representatives, journalists etc.

Business collaboration proposals were sent to consulting companies that usually rent the training venues for various events.

The tenders announcements were followed and cost offers were sent.

The training center information was translated into English and included on keystonemoldova.md site.

A price analysis of training rooms rent from Chisinau was done. The analysis was used to obtain the approval of SOIR and Soros Foundations to pay the rent from their grants.

Money gained from the training room rent was used to help one beneficiary with the teeth treatment.

Problems/challenges faced:

The connection of the training center to the natural gas pipe. The procedures took longer than planned. The gas was connected at the end of February. The period before that the heating in the center was ensured by electricity.

The low number of clients uses the Training Center facilities. In order to increase the number of clients’ different promotion methods was used: Facebook page including paid advertisement, e-mail distribution of the information about the center and the price lists. As a result in the month of June increased the number of rented days with 100%.

2.2. Consultancy services

Objective: To increase the sustainability of Keystone Moldova organization Performed activities during the reported period of time:

Consultant services to UNCEF Kazakhstan on developing the road map for transformation of residential institutions of children from 0 to 3 years and for children with disabilities up to 7 years. The consultant services were provided by Keystone Moldova in partnership with Keystone US. During the reported period of time the Team Leader Ludmila Malcoci worked on revision of the final report based on comments and suggestions submitted by UNICEF Kazakhstan.

Consultant services to STPH Institute on conducting the Research study on the role of various sectors in health care and health promotion at community level in Moldova, particularly related to NCDs. The consultant services were provided within the project “Reducing the burden of non-communicable diseases (financed by SDC). During the reported period of time the Team leader for this consultancy-Ludmila Malcoci prepared the presentation on the findings and shared the results with the main stakeholders- Ministry of Health, Ministry of Labor, Social Protection and Family, district level health departments, local public administration second level and donors. The recommendations of the report were revised based on comments and suggestions made through the consultation process.

Consultant services to Trimbos NGO on conducting capacity building activities for the staff from mental health services. Three Keystone Moldova staff was capacitated by Trimbos in mental health issues. Trimbos subcontracted those persons through Keystone Moldova for provision of trainings. In the reported period of time, Keystone Moldova staff prepared and delivered training for medical staff from Orhei.

A three days training on Storytelling was delivered for the beneficiaries of the Association of Psychologists from Tighina. Keystone Moldova was contracted to prepare and deliver the training. At the training have participated 10 social assistants and psychologists, who are working with the victims of domestic violence. The participants have learned how to tell stories with great impact that will help solving the problems of their beneficiaries. At the end of the training they have identified potentials Advocacy objectives for their beneficiaries and the stories they could use for Advocacy purpose. The report for the training has been elaborated and submitted.

Keystone Moldova was contracted by KHSI to support the organization of the SRV conference in India. One specialist from Keystone Moldova will travel to India to help facilitating the work groups, based on SRV implementation in Moldova. The budget for the consultancy was developed and approved. The consultant from Moldova is in process of obtaining the Indian Visa. The conference will take place in August 2016.

A consultancy contract was signed with the Resource Center Dacia from Soroca. One specialist from Keystone Moldova prepared and delivered a presentation at the National Forum of Youth Resource Centers.

An agreement was signed with the Motivation Association from Moldova on the development of the regulation of the Assisted Employment. The task shall be performed in the period July 1 to September 30 2016. Prior to the agreement signing, several meetings were held to discuss the task.

A group of workers from the organization Graph Nigeria expressed the intention to come to Moldova and visit the community based services. They were informed on the requirements for obtaining the invitation and visa for Moldova. The process continues and Keystone Moldova is waiting for the exact information on the group members and documents for the visa procedure.

2.3. Development and delivering trainings to different stakeholders involved in social inclusion of persons with disabilities

Objective: To increase the sustainability of Keystone Moldova organization Performed activities during the reporting period of time:

Appointed Nelea Panfil, as responsible person for development and approval of training curricula.

Analyzed the procedures and methodology of accreditation of training courses by Ministry of Education;

Reviewed the training curricula and support courses based on new requirements approved by ANACIP;

Developed new trainings modules: “Legal framework on rights of the persons with disabilities”; “Non-discrimination”; “Community mobilization and Strategic Planning”; “Behavioral support techniques (MANDT)”;

Monitoring the approving procedures on accreditation the training courses by ANACIP.

In this order, 108 short materials have been posted / disseminated on Keystone Moldova’s Facebook page. The materials published got 81.451 views, 2.729 likes and 394 shares. For more details, please see https://www.facebook.com/keystonemoldova. The number of Keystone Moldova Facebook page fans increased, as well – from 1.438 to 1.693 fans, with 255 page likes.

Keystone Moldova website has been updated: the information about new projects have been prepared, translated into English and posted on website; the Organization profile, calendars and photos from Exhibitions were posted; the list of Partners has been updated and posted; the final project reports have been posted. A new column has been added: Social entrepreneurship; this column includes information about: Support for the Development of Small Businesses, Eco Vox, Training Center “Keystone Moldova”, and Services Provision.

Objective 2. To continue to advocate for deinstitutionalization and community living through social media.

The photos from the exhibition “World, the way I see it” have been exposed at the municipal library “B. P. Hasdeu”, until 12 of January – with 12 more days than it was agreed with administration of the library. In this order, more people got to see the pictures and to find out about persons with disabilities and their world. Also, some photos from the exhibition were posted on Keystone Moldova Facebook page.

The calendar for 2016 with the Photo voice pictures and messages was distributed to Keystone Moldova partners and donors.

A movie shooting was organized, in partnership with Media Center for Youth. The movie is about Supported Living Service from Lapusna. The movie was shown at the national TV post – Moldova 1, during the show “Abraziv”. The movie was translated in English and edited.

Communication manager participated at the fair organized by volunteers, with the participation of Supported Living Service from Lapusna. The fair was organized in a school from Chisinau, where the beneficiaries from Supported Living Service from Lapusna have exposed their handmade products: greeting cards, bracelets, mini baskets and hats for needles.

The concept of a new social media campaign was developed. The campaign „I support the inclusion!” will aim to fight, prevent and stop discrimination against persons with disability. The campaign has four main components: the inclusion of persons with disabilities in the work field, in kindergartens, in communities and breaking the stereotypes.

The action plan of the social media campaign was developed. The activities for the campaign include: movies, photo reportages, quotes, success stories, photos, publishing materials that highlight the solutions against discrimination and the fact that there is no difference between persons. The action plan of the social media campaign was shared with all the Keystone management staff and was revised and improved based on suggestions/comments.

Communication Manager has already started to prepare the necessary information for the Campaign: success stories, photos, collecting data and planning the trips in the services. To collect the materials, Communication manager and volunteers have several trips to Community Homes from Hansca, Baimaclia, Fălești, Nisporeni, Ciulucani, Mitoc, Sculeni; Supported Living Services from Lăpușna, Fălești, Oxentea , Respiro Service from Ungheni; Foster Service from Oxentea; pilot inclusive kindergartens from Pănășești and Susleni. Also, Communication manager has searched and collected some additional materials needed for the movies, like songs and images.

During the reporting period, several materials were prepared for the campaign: One movie about educational inclusion in kindergartens; Five short video materials about the opinion of a kindergarten principal – that will be used

for a column of the campaign; One video about work inclusion of Eduard Turcu from Supported Living from Falesti; Two short video materials about the opinions of the neighbors of persons with disabilities;

One success story about educational inclusion in kindergarten.

The Self-advocacy groups were involved into the campaign also. A contest was organized among Self-Advocacy groups, in order for them to prepare the concept and scenarios of 2 short movies – about discrimination and stereotypes. As a result, the scenarios prepared by Self-Advocates from Fălești and Ungheni have been chosen. The scenarios were edited. The short movies will be filmed and edited in collaboration with Youth Media Center.

Social Theater troupe “Alternativ” was also involved into the campaign. Two meetings have been organized with the actors, in order to discuss the concept of a photo project on stereotypes, and three short movies that will be included in the campaign.

In order to promote Keystone Moldova activities, several movies were re-edited and translated in English:

1. A movie about educational inclusion, with Iulian Mocanu, has been reedited – it was included Keystone logo and short information about the movie. The movie was posted on Youtube. Also, the movie was presented at some seminars that took place in schools. Also, the movie was presented by Lumos NGO at some seminars that took place in schools.

2. The movie about the right of free choice have been translated in English, edited and published;

3. The movie self-filmed by Tcaci family was translated in English and edited; 4. The movie about the social theatre troupe “Alternativ” has been re-edited; 5. The movie about Eduard Turcu, focused on labor inclusion, has been translated and edited

in English. The movie will participate at a contest lunched by Zero Project.

Communication manager have participated at the international conference on early intervention, organized by EASPD in partnership with AOPD. Also, Communication manager have been involved into preparing the conference – helped to invite media to the event and prepared the materials for the exhibition what was held within the conference.

At the conference, Communication manager participated at the Interest group on Arts, where she presented Keystone Moldova art activities used to fight discrimination. For the conference, a PowerPoint presentation was prepared, that included information about art activities provided by Keystone Moldova: Photo Exhibition “World, the way I see it”, self-filming and Theatre of the Oppressed (Social Theatre). The presentation also included a movie self-filmed by Tcaci family and a movie about the social theatre troupe “Alternativ”.

As a result of the participation, Keystone Moldova became a member of the EASPD Interest Group on Arts; that will help in the future to exchange information and good practices with other members, in the field of art. Keystone Moldova was also invited to participate with some movies at the Include – Grass roots Festival 2016, organized by Cope-Foundation, in Ireland. It’s a performing arts festival that took place at the end of June. In this order, two movies were forwarded to the festival - one self-filmed by Tcaci family and one about the social theatre troupe “Alternativ”.

Communication manager have participated at the training for members of multidisciplinary team, organized within the Project ”Piloting inclusive education models for preschool children in Moldova”; took pictures and developed information about the training. Also, at the training, were interviewed several kindergartens managers, social assistants and medical assistants. The interviews were filmed and short films will be published.

Objective 3. To support other projects with activities focused on combating the discrimination of persons with disabilities

Keystone Moldova training center has been launched on 24 of March. In this order, Communication Department sent invitations to journalists, prepared the invitations and the press release for the event, prepared a slideshow about the social services where a part of money will be transferred, and promoted the training center and its activities through social media. At the launching event participated journalists from four media sources. As a result, 6 materials have appeared in the media:

Development of the brochure on the training center activities. In order to promote the Center and its activities, a brochure was prepared. For this purpose, was conducted a photo session at the Center, with Keystone Moldova team. Also, Communication manager have worked with a designer, to prepare the layout for the brochure, as well as with the printing house.

Keystone Moldova has participated at the European Village 2016. At the event a lot of informational materials about our services and activities have been distributed. Also, the public showed a great interest for the hand-made bags EcoVox that were exposed at the tent. At the event was also exposed the photos from the last edition of the exhibition „World, the way I see it”.

Communication strategy for the UE project has been prepared. Also, the leaflet about the project have been edited and coordinated with the team.

A leaflet in easy to read about human rights have been developed. Communication manager attended several meetings, to discuss the leaflet and its content with the team. For the icons from the leaflet to be representative and for everybody to understand, a designer will be hired, to draw the icons.

Other activities related to the objectives:

The final report for the Project “Media and communication for an inclusive society” has been prepared and submitted to Soros-Moldova Foundation. The Communication manager presented the results of the above mentioned project to KHSI board meeting;

Social media calendar for 2016 has been developed (activities per day) and posted on Communifire;

Two bullet point reports were developed, for the projects “Storytelling as a method to combat discrimination” and “Media and communication for an inclusive society”, and have been submitted (for Soros-Moldova Foundations annual report);

The annual plan for Communication department has been prepared and submitted;

Communication manager prepared the budget for Social Theatre and media activities for the project proposal submitted to European Commission;

3.2. Promotion of volunteering movement

Objectives:

Fighting discrimination of persons with mental disabilities through involving the volunteers in Keystone Moldova activities

Promotion of volunteers movement in the field of social inclusion of persons with disabilities

Performed activities:

Development of necessary documents for involving volunteers in Keystone Moldova’s activities. In this regards the following documents were prepared: tasks for volunteers, positions, recruitment ads; the documents were translated in Russian. Also, job descriptions for volunteers and employing orders have been prepared.

Volunteers’ recruitment. During the reporting period of time 15 volunteers have been recruited and started to work: 2 volunteers at the Supported Living Service from Lapusna; 8 volunteers at the Community Home from Baimaclia; 1 volunteer at the Self-Advocacy group from Falesti; 4 volunteers at Keystone’s office in Chisinau. Volunteer agreements were signed with 2 volunteers.

The support persons of Self-Advocay groups were informed about the importance of recruiting volunteers; all the documents they needed have been handed to them. They identified the activities for volunteers and recruitment ads were realized.

During the reporting period, volunteer’s activities and supervisors were monitored by volunteer coordinator. The evaluation forms and supervision forms were completed. In order to monitor the activities of volunteers and supervisors, volunteer coordinator had two trips to Baimaclia and Lapusna.

Two meetings with volunteers from Social Theater troupe Alternativ were realized. During them, volunteers have identified ideas for films and photos on discrimination and stereotypes, that will be used within the campaign “I support inclusion!”.

Volunteers’ activity. The volunteers from Lapusna supported living service organized a fair in a school from Chisinau, where the beneficiaries from Supported Living Service from Lapusna have exposed their handmade products: greeting cards, bracelets, mini baskets and hats for needles. The volunteers for communication department were involved in the preparation of the launch event for training centre. They invited the journalists, took pictures. Also, they visited several community services: Community Homes from Fălești, Nisporeni, Ciulucani, Mitoc, Sculeni; Supported Living Services from Fălești, Oxentea , Respiro Service from Ungheni; Foster Service from Oxentea; pilot inclusive kindergartens from Pănășești and Susleni. Volunteers took pictures and wrote short materials that will be used within the campaign “I support inclusion!”. One of the volunteers from Keystone Moldova office is from USA and is involved in the activities of the Community Homes and Supported Living services. Also, she gets involved in fundraising activities, trainings and workshops organized by Keystone Moldova and developing Power point presentations. Volunteers from community services support persons with disabilities to develop their abilities, help them realize handmade articles, involve them in social activities and offer support for the Service staff. The volunteer from Self-Advocacy group support Self-advocates into their activities, involves them in social and advocacy activities, involves into prepare and deliver the information for the meetings.

Volunteer coordinator has participated at the online seminar “EVS practic”, organized by European Voluntary Service. The seminar was submitted by Pro Vobis - National Resource Center for Volunteerism from Romania.

3.3. Keystone Moldova networking

The objectives of the networking are as follows:

1. To advocate for social inclusion of persons with disabilities 2. To share the positive practices and lessons learned and to learn from others 3. To cumulate resources ( human, financial, social) for different watchdog activities to monitor the

governmental actions for social inclusion of persons with disabilities 4. To develop joint project proposal to increase the impact of the activities focused on social

inclusion of persons with disabilities Keystone Moldova is member of three national networks of NGOs – AOPD ( Alliance of NGOs working with persons with disabilities), APSCF ( Alliance of NGOs working in the field of social protection of children and family) and Civic Coalition for free and correct elections. In case of AOPD, Keystone Moldova ED is an elected president of this organization. In case of APSCG, Keystone Moldova ED is a member of the administrative counsel. Performed activities during the reported period of time:

Involvement in AOPD activities. As a president of AOPD, Keystone Moldova was actively involved in all activities conducted by AOPD during the reported period of time. Keystone Moldova supported the AOPD to organize the EASPD international conference on early intervention in Moldova; participated in the

development/discussion of the Alternative report on Convention on rights of persons with disabilities; developed the AOPD Advocacy Action Plan on DI , as well as the project proposal which was submitted to EEF donor; participated in the meeting of working group on supported employment legal framework development led by Motivate NGO; participated in the consultation meeting on future strategy on civil society organized by the European Commission; participated at EEF workshop on identifying the priorities for EEF Strategy for 2017-2020. Keystone Moldova continued to implement the AOPD/EASPD project D-LOT leaders for tomorrow. Keystone Moldova ED was selected by EASPD as a mentor for a person from SOS Autism organization. During the reported period of time, Keystone Moldova ED supported the mentee to develop 8 essays on social inclusion of persons with disabilities in Moldova which were posted on D-LOT project website. Keystone Moldova ED jointly with the mentee developed an activity plan for mentee 7 days internship at Keystone Moldova. The mentor and the mentee participated in 4 webinar conferences on social inclusion of persons with disabilities. As a member of AOPD, Keystone Moldova was involved in two advocacy activities to promote the rights and inclusion of people with disabilities through the Alliance of Organisations for Persons with Disabilities. In this regard, Keystone Moldova supported the AOPD to develop:

a. A public letter on the promulgation of the Draft Law no. 87 of May 7, 2015 amending the Laws and GoV Decisions according to the Law no. 60 on social inclusion of people with disabilities. The letter was sent to both: the Parliament and to the Presidency;

b. A letter on AOPD vision about guardianship and legal capacity of persons with mental disabilities. This letter was submitted to Constitutional Court.

Involvement in APSCF activities. As a member of APSCF administrative counsel, Keystone Moldova participated at different events organized by APSCF, including the APSCF administrative council meetings; three press clubs; round tables and study visits for local public administrations for sharing experience on social care services development. Keystone Moldova was also actively involved in the development of Alternative report on the implementation of the Convention on rights of children. In this regards, Keystone Moldova developed two chapters: on inclusive education and on social inclusion of children with disabilities.

3.4. Keystone Moldova Fund raising activities

During the reporting period of time, Keystone Moldova continued to work on fundraising. In this regards, the following activities were conducted:

Development of Keystone Moldova Strategy for financial sustainability.

The project proposal “Advancing and monitoring the rights of people with mental disabilities in neuro-psychiatric residential institutions” submitted to the Delegation of the European Union to the Republic of Moldova EIDHR was approved. The Delegation required a series of clarifications and changes to the budget as well as a series of documents necessary to prepare the grant agreement. The grant agreement was signed on April 27, 2016 and the project implementation started.

The agreement was signed with the Center for Mental Health Care Development (Czech Republic) for year 2016. As part of the agreement Keystone Moldova will perform the evaluation of the beneficiaries and staff of two institutions and participate in the development of the transformation plans.

The project proposal focused on Social Enterprise financed by the East Europe Foundation was extended. A plan on the reuse of unspent funds was submitted and approved. The project was extended till September 2016.

The project proposal on the Confidence Building Measures (Moldova – Transnistria) was developed and submitted to the Delegation of the European Union to the Republic of Moldova. The full proposal was developed after the concept note was approved in autumn of 2015. The

project in focused on the development of Mobile Teams service on both banks of Nistru river, one day center for children with disabilities and a series of capacity building events for specialists, parents, CSOs representatives and journalists. The co-applicants for this proposal were the Alliance of Organizations for Persons with Disabilities and the NGO OSORC from Transnistria. Budget: $ 493300. Keystone Moldova was announced in May, that the project was selected for financing. After that message EU Delegation requested some documents from the co-applicants that were prepared and submitted.

Keystone Moldova entered into consortium with the P2 LTD ( Cernogorie), NGO Children rehabilitation center Solnecinoie svetlo (Ucraine) and International organization Pogliad ( Ukraine) and submitted the express of interest to the World Bank Kiev office for the project focused on transformation of residential institutions in Dnepropetrovsk region. The consortium was shortlisted by the World Bank and the development of RFP is in progress.

Keystone Moldova entered a consortium to apply for a services contract within the program: Neighborhood Civil Society Facility Regional actions: creating synergies and integration. The lead applicant is ICON-INSTITUT from Germany. Other members of the consortium are organizations from Eastern Neighborhood Partner Countries Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine.

Keystone Moldova filled the application for the Calls for Nominations of Employment Practices of Zero Project. The application is focused on the comprehensive approach foe labor inclusion of persons with disabilities.

A contestation letter was drafted and sent to the Eastern Partnership Territorial Cooperation Programs, Cross Border Cooperation Progamme Moldova-Ukraine. In July 2015 Keystone Moldova submitted a project proposal in partnership with 2 Ukrainian organizations. Focus was on people-to-people links for youth with intellectual disabilities in Moldova & Ukraine. €297,501 was the request, which is equivalent to $324,514. (24 month term). When the non-funding notice was received it was observed Keystone Moldova considered that the evaluation was not done correctly and a contestation letter was developed in accordance with the EU requirements. No response to the contestation letter was received so far.

The project proposal “Engaging young people to advocate for their rights (project to be implemented in Tudora and other villages around it)” was developed and submitted to Canada Fund for Local Initiatives. Budget: $35000.

A concept note was developed and submitted in partnership with German organization Pro NGO to European Commission - CSO/LA Program. Keystone Moldova is the co-applicant. Purpose is to strengthen the dialogue among CSOs and authorities for transparency and accountability of financial governance for disability rights approach. Total project budget in Euros: €248,282. Moldova portion: €177,834. (24 month term). The concept was not approved.

The project proposal “Mobilization of the efforts to create a safe environment for women and girls with intellectual and psychosocial disabilities” (24 month term) was developed and submitted to the UN Trust Fund to End Violence against Women. Budget: $444921.

Letter of interest to become a partner in a project for Erasmus Program on “Training of support professionals working with people with intellectual disabilities and co-occurring challenging behavior” developed and submitted. Keystone Moldova wasn’t selected.

A project proposal was developed and submitted to the Soros Foundation Moldova. The project title: “Social equity for persons with disabilities at the community level” , budget: $23133. The proposal was not approved.

A project proposal was developed and submitted to the Embassy of Finland. Project title: "Protection the rights of the persons with intellectual disabilities from Moldova residential institutions “. Budget: $ 44725. The proposal was not approved.

A proposal on Institutional Consultancy on Conducting Knowledge, Attitude and Practice Survey in Justice for Children and Violence Against Children in the Family was developed and submitted to UNICEF Kazakhstan. The proposal was not approved.

A project proposal was developed and submitted to the European Endowment for Democracy. Project title: “Involving young people in solving social problems from their community “. Budget: $ 118000. The proposal was not approved.

Discussions were held with the Center for Entrepreneurial Education and Business Support on possible common actions for economic empowerment of persons with disabilities.

Discussions were held with the EC and the MLSPF on EU financial support for ensuring the community living for persons with mental disabilities.

Discussions were held with Soros Moldova Foundation on future financial support for reforming the social inclusion policies for persons with disabilities.

Meetings on the discussion of new project proposals took place on a monthly basis. Possible projects to be developed and submitted to EU and UNWOMEN.

Two staff members participated in the Moodle Moot Moldova conference on e-learning technologies. As a result Keystone Moldova Training Center was registered on edu.moodle.md platform.

One person participated in the information session for the call for proposals “Strengthening the role of civil society in monitoring budget support operations” under the reference (18/08/2015).

Four persons participated in the one week study trip to Czech Republic to study the experience of reforming the residential institutions and development of community based services.

The seminar covered Austrian experience on social services and educational inclusion of people with disabilities, focusing on integrating kindergarten concept / integrative "Kindergarten".

One person participated in the meeting with the Ombudsman for Children's Rights, where they presented the Ombudsman mandate priorities and APSCF recommendations on (06/06/2016).

3.6. Keystone Moldova management issues

Organized weekly planning and reporting meetings;

Organized the annual meeting of Keystone Moldova board on January 26. The Board members approved the Annual report for year 2015, the financial report for year 2015 and the revised Development Strategy of Keystone Moldova (2012 – 2022);

An instrument/log on the real estate maintenance monitoring was developed to be used for Keystone Moldova properties.
