It is time for vacations and family fun. AFSCME Local 2401 is working for the members in so many different ways. During each General Membership Meeting, we review an article from the Master Agreement and the compensation contract. The reason we are doing that is to educate you about your rights, as union members. There are so many rights that we have, which we take for granted. The percentage we pay for health insurance is a contract benefit in the compensation contract. The way we request leave and how long a manager has to approve/deny the request, is in the Master Agreement. Without unions, simple things like this could be a thing of the past. 2401 has been on a mission to advocate for upward mobility at a number of agencies. Individuals in Career Ladder positions are fed up with not getting promoted. We hear you! We continue to have a class action grievance at OAG. We are attempting to mediate the case, but will go to arbitration, if necessary. We have also requested arbitration for a member at DHS regarding their Career Ladder positions. There are pending Step 3 grievances in place as well. We are continuously looking to get more people involved and signed up, as members of AFSCME. 2401’s Green Day is this month. Members were encouraged to wear their AFSCME paraphernalia or simply wear green, so show support! An Instagram page has been created, to share activities and movements. There was an Instagram challenge during this month. Someone will be awarded $100 at the June General Membership Meeting. We are looking for shop stewards, especially at DHS (Congress Heights and Ft. Davis are in dire need of onsite representation) and DDS. AFSCME Local 2401 is a strong, solid part of the labor movement. We are here to support the members and look for members to be involved in the fight for improved working conditions. After the June meeting, we will be in summer recess and General Membership Meetings will resume on September 24, 2019. Over the summer, please consider how you can use your talents within 2401. Greetings Local 2401,

Summer is here! It is time for vacations and family fun. AFSCME Local 2401 is working for the

members in so many different ways. During each General Membership Meeting, we review an

article from the Master Agreement and the compensation contract. The reason we are doing that is

to educate you about your rights, as union members. There are so many rights that we have, which

we take for granted. The percentage we pay for health insurance is a contract benefit in the

compensation contract. The way we request leave and how long a manager has to approve/deny

the request, is in the Master Agreement. Without unions, simple things like this could be a thing of

the past.

2401 has been on a mission to advocate for upward mobility at a number of agencies. Individuals in

Is the District of Columbia Government Adopting the Walmart Management Style?

WHAT HAPPENED TO THE CAREER LADDER?

The Career Ladder policy is one of the most equitable promotional tools previously

used to promote employees, however, as of late Management has preferred using the

selective process. Is the District of Columbia Government adopting the Walmart

management style? It appears the salaries for Management and attorney positions

are increasing while non-attorney staff salaries have stagnated.

Over the past nine years the DC Government has slowly chipped away the Career

Ladder policy. Recently, an Office of the Attorney General, February 26, 2018,

vacancy announcement for a Trial Attorney, listed the salary range of $81,246.00-

$96,623.00. In May 14, 2019, the same vacancy announcement listed the salary

range as $96,362.00-$108,196.00; that’s a whopping $15,116.00 increase in one (1)

year. In the meantime, two hundred (200) OAG non-attorney staff are waiting for

promotions, and while the employees are in Career Ladder positions, OAG

Management has stated that the Career Ladder has not only been abolished, but

that if you want to be promoted you must compete, or be recommended for

promotion by your supervisor. What happens to those who are not “favored” by

their manager but perform the same level of work as those receiving their Career

Ladder increase?

After asking the question when Career Ladder was abolished and why, requesting

information, and trying to come to the table to resolve this issue for several years, in

November 2018, Local 2401 filed a Step 3 grievance. Management was quick to

respond in their typical fashion, but Local 2401 dug its heels in and prepared to go

to Arbitration. Management has finally come to the table and we are currently in

negotiations.

Why has Management increased top position salaries, but ignored promotions for

non-attorney staff? We will never really know, but it makes one wonder if

Management is creating a white-collar caste system or adopting Walmart’s

management style? Whatever the reason, Local 2401 stands ready for the battle!

Compensation Collective Bargaining Agreement

Article 6: BENEFITS Section G: OTHER FORMS OF LEAVE: 3. Funeral Leave: a. An employee is entitled to three (3) days of leave, without loss of pay, leave, or service credit to make arrangements for or to attend the funeral or memorial service for an immediate relative. In addition, the Employer shall grant an employee's request for annual or compensatory time up to three (3) days upon the death of an immediate relative. Approval of additional time shall be at the Employer's discretion. However, requests for leave shall be granted unless the Agency's ability to accomplish its work would be seriously impaired. b. For the purpose of this section "immediate relative" means the following relatives of the employee: an individual who is related to the employee by blood, marriage, adoption, or domestic partnership as father, mother, child, husband, wife, sister, brother, aunt uncle, grandparent, grandchild, or similar familial relationship; an individual for whom the employee is the legal guardian; or fiancé, fiancée, or domestic partner of the employee. c. An employee is entitled to not more than three (3) days of leave, without loss of pay, leave, or service credit to make arrangements for or to attend the funeral or memorial service for a family member who died as a result of a wound, disease or injury incurred while serving as a member of the armed forces in a combat zone to the extent provided in D.C. Official Code §1-612.03(n) (2001 Edition).

Master Agreement

Article 5: DISCRIMINATION Section1 The Employer agrees that it will not in any way discriminate against any employee because of his/her membership or affiliation in or with the Union or service in any capacity on behalf of the Union. Each employee of the District Government has the right, freely and without fear of penalty or reprisal:

(1) To form, join and assist a labor organization or to refrain from this activity; (2) To engage in collective bargaining concerning terms and conditions of employment, as may be appropriate under this law and rules and regulations through a duly designated majority representative; and

(3) To be protected in the exercise of these rights.

Charles Parker Social Services Representative Department of Human Services

My name is Charles Parker. I was born and raised on Capitol Hill, and enjoy having fun, traveling, reading, partying, and sports (especially basketball). I’m very much into taking care of my mental, physical, & emotional health and well-being. I also enjoy helping others. All my life I have always stood for people who could not defend themselves, be it on the playgrounds, work, or play. I would see people picking on or disrespecting kids or the elderly, and I would step in; I’ve always wanted to make a difference, and as a result, I‘ve worked jobs from recreation centers, to independent living programs; from the prison system, to the welfare system; anything to help the underprivileged. Walking pass the playgrounds, I would see kids shooting basketball, and go out there to teach them the correct shooting form. When shopping, if an elder person is behind me, I will sometimes pay for their groceries. I have been caught assisting elderly, the blind or disabled persons crossing streets, or pushing their wheelchairs, anything to help my fellow man/woman. The union has afforded me some really nice opportunities to learn at the conferences that take place around the country, and use what I’ve learned to help my fellow co-workers. As a shop steward I have supported my co-workers, and helped them to defend their rights. I enjoy and have attended rallies supporting various causes, in particular, was one concerning Trump and his labor practices; and in another, one trying to help members get their jobs back.

Local 2401 showed its historic DC pride by marching in the annual Emancipation Day parade. 2401 members marched with union brothers

and sisters from other District Council 20 locals. As usual, the crowd lining the streets gave a lot of love and support to the workers who Make DC

Happen every day.
