From the President I was quite excited about attending the MMTI Advanced this year. I was ready to soak up the education and enjoy friends I hadn’t seen for a while. The first presentation gave information on hiring do's and don’ts in our techno age. I thought the idea of checking the Facebook of a potential employee made good sense. After this session I had to adjust my thinking. I began to review the technology policies of my municipality to see if they were sufficient. I also began to assess office emails and phone calls. Were they all of a professional nature? When I use my personal cell phone and email to conduct governmental business I learned that may also be subject to FOIA. The afternoon panel discussed Lansing politics and gave us an inside scoop of how Lansing government is working. There was more learning than what I have space to report here, but all the sessions were educational. Thank you Annge Klinger, Education Chair, and her committee for another great institute. Oh, by the way, I also learned about a new program similar to Access or Power Point called Prezi. Talk to Mary & Lew Bender for more details. Matt Horning, Legislative Chair and the Legislative Committee met during one evening during Institute to discuss new bills and current legislation. A quick way to stay current is to read the Legislative Committee minutes on the MMTA website. I believe we are seeing beauty through our hardships. One of my very special treasurer friends has been telling me about a resident that has, through no fault of her own, been down on her luck. My friend has been willing to spend her time, energy and finances to help this resident. It is amazing to hear how others are seeing the need and jumping on board to help this desperate situation. I am hearing these kinds of stories quite frequently. As a guest at the Basic Institute, I learned of a situation where one of our very own members had recently lost her daughter. I watched in amazement as the Basic attendees rallied around her, showering her with love and care, as she showed us her strength and character. We have had several members who have lost loved ones recently. Our sympathies go out to each of you. They say necessity is a reason for invention. A perfect example of this is how we recently partnered with MGFOA in order to expand education opportunities for our members as well as address tight budgets. The board has agreed that Mary Ann Kornexl, Winter Workshop chair, and her committee should move forward in making plans to partner with the MGFOA for the 2012 Spring Conference. Our June newsletter would not be complete without mentioning the 2011 Fall Conference at Mackinac Island. Kim McKay and her committee are working to bring you a conference where the most up-to-date education is being presented. These conferences are also a great time for networking that encourages members to engage in discussion around the difficult challenges we all face and inspire each other with new approaches to rise above the obstacles. We are very excited to be able to offer a return to Mission Point Resort on Mackinac Island for the 33rd Annual Fall Conference. The last time the MMTA visited this site for an annual conference was in 2000. If you were lucky enough to attend that conference, you will remember how beautiful the Island is at that time of year and the spectacularly good weather we enjoyed. We have arranged for the same weather this year!

The conference will begin on Sunday, October 2nd and run through Wednesday, October 5th. Registration materials will be available sometime in August. The price for registration will be very similar to what we

have had in the past, and room rates will be $110 per night.

We are making a deliberate effort to keep our topics very relevant to all of the changes going on at the State and National levels. Our goal is that the conference exceeds your expectations in terms of educational and professional development. Educational points will be offered towards your MiCPT, CPFA and ACPFA certifications.

“In these economic times,” this has been a catch phrase to introduce many topics of conversation in the business environment and also in municipal government. On May 26, 2011, the State legislature passed a bill that finalized the criteria for the new statutory revenue sharing program. They called it the Economic Vitality Incentive Program. (EVIP) The amount each community is able to qualify for is 67.8% of their 2009-10 statutory revenue sharing payment. To many this means zero percent of zero, but for others this does give some incentive to qualify for these payments. However, no community who received less than $4500 in total of statutory payment will be able to qualify.

The State also submitted the three criteria for qualifying for the EVIP payments. Three criteria and dates that are tied to the incentive are;

October 1, 2011- A dashboard must be available to citizens which include the community’s unfunded liabilities.

January 1, 2012 – Communities must produce a plan with one or more proposals to increase existing levels of cooperation, collaboration and consolidation within their jurisdiction or with other jurisdictions. The plan must list previous efforts with cost savings and estimates of any future savings and efforts.

May 1, 2012 – Communities must certify that they intend to implement employee compensation criteria for any new, modified or extended contract or employment agreements for employees not covered under contract or employment contract.Further information on the plan can be located on the Michigan.gov website.

Prime Award Nominations

Who are those people who have distinguished service in their professions, communities, and the Michigan Municipal Treasurers Association? Since 1989 the MMTA has recognized 23 outstanding individuals who exemplified these attributes by awarding them the prestigious PRIME Award. Every year we recognize one member with this award which stands for Professional Recognition In Municipal Excellence.

You’ve been thinking about it and now is the time to sit down and put together your nomination for the 2011 PRIME Award recipient. To be eligible, the nominee must be an active member who has maintained membership in the MMTA for no less than three complete, consecutive years.

You may nominate any member who meets the qualifications by filling out the nomination form and including a short statement of why you are nominating him or her. Please keep in mind that your nomination should demonstrate that the nominee has contributed to the improvement, promotion and support of his or her community and the MMTA. Instead of completing the form, you may submit a letter of nomination which includes the required information.

A committee of three will review the nominations based on the information submitted. The names of all nominees who meet the qualifications will be placed on the ballot for selection by their peers. The ballot will contain a brief biography of each individual and the reasons he or she was nominated. All active members, including associate members, are eligible to vote for the PRIME Award. The 2011 PRIME Award recipient will be announced and honored at the MMTA Fall Conference at Mission Point Resort, Mackinac Island, Tuesday, October 4, 2011.

Nominations must be received no later than July 15, 2011.
