TH 60 – 4th Street NW Weekly Construction Updates – Week 10
The City of Faribault and its project partners intend to send out and publish a weekly construction update on the TH 60/4th Street NW Reconstruction Project. This weekly update will be issued through the City of Faribault Facebook page and the City’s website www.faribault.org on the Project website http://www.ci.faribault.mn.us/549/2019-03-TH-60-Reconstruction. Previous Week Review 6/8/19 to 6/14/19
Curb and gutter was installed from 1st Ave NW through the 2nd Ave NW intersection and more sidewalk was installed between Central Avenue and 2nd Avenue. These first two blocks are getting shaped up in anticipation of paving as early as next week. The existing pavement was removed between 3rd Ave NW and 4th Ave NW and the mainline sanitary sewer was installed in this block as well.
Next Week Look Ahead 6/15/2019 to 6/21/2019
The contractor will continue to subcut the road place drain tile, sand, gravel, concrete curb and gutter, sidewalk and signal work to 3rd Avenue N.W. Watermain and storm sewer utilities are scheduled to be completed between 3rd Ave NW and 4th Ave NW. Subcontractors are scheduled to continue installing street light foundations and poles as well as some more of the underground components for the traffic signal systems at Central Avenue and 2nd Avenue.
The first two of three lifts of bituminous pavement are schedule to be placed towards the end of next week from Central Avenue through the 2nd Avenue intersection. The contractor may also mill off the existing bituminous surface of the road from 4th Avenue NW up to 6th Avenue NW on Friday June 21st. Following mill operations the road would be reopened for the weekend on the underlying concrete surface.
General Traffic Control/Detour Notes
During the duration of the entire project and through the entire project limits which extend from Lyndale Avenue/TH 21 on the west end to Central Avenue on the east end, thru traffic will be detoured off TH 60 and rerouted along 2nd Avenue NW, TH 3/20th Street NW and TH 21 (see detour map link above) Portions of TH 60/4th Street NW within the project limits may be signed “Road Open to Local Traffic or Road Closed to Thru Traffic” or something similar. Please keep in mind that “local traffic/access” is defined as having direct access on TH 60, or having business with someone or a business who has direct access on TH 60. If you do not fall into either of these two categories, you should not be on TH 60 within the project limits at any time. Travel on TH 60 within the project limits should take place only when there is no other possible alternative. Also please be respectful of private property and do not use private property to “short cut” the detour route.
Pedestrian traffic will be maintained to the maximum extent practical to provide access to businesses and residents who have access to TH 60, however other portions of sidewalk will be closed to facilitate construction work and those sidewalks will be detoured along an alternate pedestrian route (typically around the block). Phase 1 Access Notes:
Phase 1 is under construction from Central Avenue to 3rd Avenue NW. At this time all intersections from Central Avenue to 3rd Avenue are closed for local access unless noted otherwise below. The alleyways between Central Avenue and 2nd Avenue are closed as well. No unauthorized traffic is to enter the TH 60 roadway at these closed intersections. The intersection of 2nd Avenue is currently open and will be closed again on/or around June 20th to complete paving operations in Phase 1.
The intersection of TH 60 (4th St NW) and Central Avenue is currently closed to allow for traffic signal work to be completed. A reminder that when the intersection is closed, the three or four parking stalls on each side of Central Avenue closest to 4th Street will be marked no parking and a U-Turn area set up to allow traffic to continue to utilize parking on both sides of Central Avenue (see page 3 of attached map for more details).
Traffic is permitted on 1st Ave and 2nd Ave on both sides of TH 60 up to the construction project limits. On-street parking on the avenues is also open. If your business is on or near the project limits and you need assistance with maps to post at your business or on your business website to direct traffic to/from your business, please contact the City Engineer.
Phase 2 Access Notes:
Currently 4th St NW/TH 60 is closed between 3rd Avenue and 4th Avenue NW for Phase 2 construction. 3rd Avenue NW is open to two way traffic up to the Fareway Foods driveway entrance. During initial Phase 2 construction, either the intersection of TH 60 & 2nd Ave NW or the intersection of TH 60 & 4th Ave NW will be open to north/south traffic to provide a crossing of TH 60. Please pay attention to traffic control signage as this may change intermittently depending on construction operations.
The Contractor has also indicated that they will be progressing further into Phase 2 (4th Avenue NW to 6th Avenue NW) starting the week of June 24th. See note above under the Next Week Look Ahead about the possibility of bituminous milling between 4th Ave NW and 6th Ave NW on Friday June 21st. Project representatives will be meeting with property owners early next week to discuss access requirements and schedules of operations.
