Joint Powers Agreement Wednesday, April 18, 2018 – NORWALK ARTS & SPORTS COMPLEX

The General Board Meeting of the Area E Disaster Board was called to order at 8:40 am by Area E Chairwoman, Stacy Barnes.

Call to Order and Roll Call Area E member roll call was taken. Introductions and Announcements Introductions were given and Agency Reports were made. City of Bellflower - The City of Bellflower is in the process of looking into a couple of hazard mitigation plans to put into place as they update their Emergency Operations Plan (EOP). City of Cerritos – The City of Cerritos will be hosting their Safety Day event on Saturday, May 19, 2018. City of Carson – The City of Carson will be hosting a Community Emergency Response Team class in the month of September. City of Compton – The City Compton City Council approved the purchase of a new mass notification system and the city went with Code Red. The City of Compton completed their Notice of Intent (NOI) for their Hazard Mitigation Plan update and it was accepted by CalOES. City of Downey –The City of Downey Is in the process of wrapping up their Spring Community Emergency Response Team (CERT) Training on April 21st and Teen CERT is in motion with Downey High School (scheduled for May 2nd). The City of Downey conducted an Active Shooter Drill with Kaiser Permanente staff, with an estimated 100 participants on April 12, 2018. City of Lakewood - The City of Lakewood CPR / first aid classes were completed for all full-time field employees. Chuck Martucci will be conducting the quarterly Emergency Management Committee meeting on April 30, 2018. The City of Lakewood took advantage of the Area E EOC city

reimbursement and bought a new hand held radio to augment their stock of emergency radios. City of Norwalk - The City of Norwalk is currently working on their Local Hazard Mitigation Plan. The City of Norwalk is also looking to offer training for their staff members on the National Incident Management System (NIMS) and Standardized Emergency Management System (SEMS). City of Paramount - The City Paramount is looking forward to their upcoming safety-training week to be held in the month of April 2018. The training will consist of a forty-five minute segment where staff members from the Public Safety Department will be teaching the basic use of their cities Communication resources in case of an emergency or everyday hands on work practice. Communication outlets include satellite phones, CWIRS radio and two-way radios. The city of Paramount also took advantage of the Area E EOC city reimbursement. City of Pico Rivera – The City of Pico Rivera is currently working on their Hazard Mitigation Plan. City of South Gate - The City of South Gate is looking to hire a new dispatcher for the Emergency Operations Center (EOC) and is currently working on a recruitment flyer. The City of South Gate updated some of their EOC documentation and their EOC in the box items. Los Angeles American Red Cross – Will be conducting a region wide Shelter drill on May 19, 2018. Ten (10) Disaster shelters opened up simultaneously in order to practice working with partners, opening and closing procedures, and proper communication and resource requests, registering clients, problem solving and ICS paperwork. The Los Angeles American Red Cross will have an upcoming Sound the Alarm event (smoke alarm installation) will be on Saturday, June 9, 2018 from (8 am –1 pm) in Long Beach. Each home will have 2-4 alarms installed, an evacuation plan drawn up and fire and earthquake safety discussion. Volunteers can join the Los Angeles American Red Cross for the day, on the job training will be provided that morning. Call 562-490-4027 to make an appointment, or volunteer Ongoing: Info Booths and Preparedness speakers available – to provide information on Red Cross, our five Lines of Service: Blood and Biomed, Health and Safety, International, Service to Armed Forces and Disaster, and disaster preparedness info for the public. To request a speaker or an info booth please fill out the online request form: http://www.redcross.org/la-request Guest Introductions and Public Comment No public comment was made. ITEM 1: Approval of Previous Meeting Minutes - FEBRUARY 28, 2018 MINUTES Area E Vice Chair Emely Merina moved and Member Key Truong second that the minutes of the February 28, 2018 minutes be approved with the following change (correction on name spelling of Emely Merina). ITEM 2: Consent Calendar Nothing submitted for consent calendar. ITEM 3: Communications – Executive Committee Reports 3.1 Chairwoman’s Report –Stacy Barnes Area E Chairwoman Stacy Barnes reminded the board of the change in meeting dates for the months of May and November. New meeting dates will be Wednesday, May 23, 2018 and Wednesday, November 28, 2018. Area E Chairwoman Stacy Barnes reminded the board to make sure to attend the May Board meeting or send a city representative that is authorized to vote for any items that there will be voting on during the meeting 3.2 Area E Fire Chief’s Report – Stacy Barnes No Report. 3.3 Area E Police Chief’s Report – Member Sergio Camacho No Report. 3.4 CERT Chairwoman’s Report - Emely Merina Area E Vice Chair Emely Merina shares remind the board of the next CERT refresher to be held on June 2018 the topic will be Medical Psychology. Emely also shares that the CERT newsletter for the month of April has been posted in the Area E CERT website at www.areaEcert.org ITEM 4: Communications- Operational Area Reports Area E DMAC David Ashman, reviewed the Operational Area Informational Report and Discussed its contents. David also asked the cities of they had any pictures they would like t share for the next Operational Area Report. ITEM 5: Communications- Administrative Area Report Administrative interim manager Zaira reminds the board that city dies are past due, remit payment as soon as possible. There are three (3) cities that have not submitted payment, Zaira will follow-up via email. Zaira shares with the board that the Area E Emergency Management Performance Grant (EMPG) Quarterly performance report was submitted on time and are up to date with the report. Zaira also advises the Board of her new full-time hours. ITEM 6: New Business – Discussion of Nominations of the Executive Char and Vice Chair Area E Chairwoman Stacy Barnes provides information and direction to the board on the process of the nominations for the Area E Executive Committee Chair and Vice Chair. Administrative interim manager Zaira provides nomination form’s to board member’s present. Zaira will follow-up with an email and deadline of May 9, 2018 for final submittals of nomination forms, further information will be provided in the May General board meeting. ITEM 7: New Business – Approve Professional Service Agreements Area E Chairwoman Stacy Barnes provides information and direction to the board on the three (3) service agreement to be updated and approved. ITEM 8: New Business Strategic Plan Area E DMAC David Ashman, reviewed the Strategic Plan, discussed its contents and provided an oral report on the summary of the strategic plan. ITEM 9: New Business – Decision of Adjustment of Annual Dues Chairwoman Stacy Barnes advises the board on voting on the Adjustment of Annual Dues. She asked the board if they would like to incorporate the adjustment of annual dues for FY 18-19, Increases are based on cities consumer price index (CPI). Homeland Security Grants

Hazard Mitigation Grant Program – Managed by CAL OES, Grant Deadline Project Dependent

Due to a recent increase in HMGP funding, Cal OES has re-opened the Notice of Interest (NOI). Interested Sub-applicants may

submit an NOI via our webpage at caloes.ca.gov/HMGP up until 11:59pm on June 15, 2018. Sub-applications for this round of

State Homeland Security Grant Program – Managed by the Los Angeles County Executive Office

The 2017 SHSGP - Grant Deadline January 2020: The grant performance period has begun. State and County grant

guidance/direction has not changed or been updated. Sub-Recipient agreements providing spending authority to cities and

agencies are due from the state at any moment. The County Executive Office has designated a staff person to assist. Giles and

Craig will also assist, to provide guidance and liaise with the state on our behalf. Area E is partnering with the City of Downey to

assist on a training exercise development project in this pool.

The 2018 SHSGP - Grant Deadline January 2021: The CEOs Office has submitted the grant to the state. The application is

being processed in Sacramento. The grant authority does not expect to have an update on the status of the application until mid

to late summer 2018. Area E is partnering with:

o The City of El Segundo on an Emergency Management Software Development Project in this pool.

o The County Health Department on purchasing medical counter measures for our cities in this pool.

o The Office of Emergency Management on scheduling various ICS and EOC certification courses as well as mass care and

sheltering courses to our area.

The 2019 SHSGP - Grant Deadline January 2022: We need to start thinking about regional projects to benefit the members of

Area E. Please share your ideas and we can develop a list of potential projects we can start to create plans, budgets and grant

applications for submission later this year.

Emergency Management Preparedness Grant – Managed by the Los Angeles County Chief Executive Office, FY 17/18

Grant Deadline June 30, 2018

Helen Jo, Jeff Reeb and Ashu Palta provided updates to the DMAC. Key Points of the discussion:

o A new Fuel Survey will be distributed as soon as the project manager completes their data scrub

o The Cadre Proposal developed by Area C, D, & E has been approved

o The OEM is implemented a reorganization of staff and assignments. New organization chart provided.

o Spend your fund discretionary funds by the end of April

o OEM and the State approved the project extension for the new Emergency Manager Orientation Program; the new deadline is

December 2018 (Project partners with Area C, D & E).

o The FY 18-19 Grant amount is unchanged.

o Jeff Reeb will work directly with the DMACs. He will begin this new plan beginning July 1, 2018.

UASI 2016 - Los Angeles/Long Beach Area - Managed by the City of Los Angeles Mayor’s Office, Grant Deadline March 30, 2019 The DMACs from Area C, D & E have partnered with Los Angeles County to fund a training initiative called the Cadre Program.

This program is designed to provide training to front line staff in the Operating Area Cities. We have been awarded $60,000 to fund

the Cadre Project. We will work with the City of Monterey Park to act as the fiscal agent for this project. These funds must be spent

by March 2019.

2) Committees, Task Forces, & Workshops

Integrated Notification Program - Managed by the Los Angeles County Office of Emergency Management/Executive Office

o The Office of Emergency Management is leading a committee to discuss options on how to address various notification issues

that have been identified during several recent emergency responses operations. The DMACs are participating in this process.

LA County will monitor state legislative agenda to introduce a bill for a statewide WEA program.

Alert Los Angeles County

o The County of Los Angeles will begin marketing their new notification program called Alert LA County.

o The DMACs are working with the County to represent the interests of Area E members in the process.

o The County is requesting information on city notification programs so they can include this information in their planning efforts.

The survey will be distributed at the General Board Meeting.

Southern California Edison o Winter Storm After Action Report Workshop

SCE Response Teams will debrief DMACs on their contributions to the 2018 National Storm Response. They will discuss their support of the response and recovery efforts in Texas, Florida and Puerto Rico.

o Southern California Critical Lifelines

Critical Lifelines meeting was hosted by San Diego County OES and was a table top exercise to walk through how infrastructure

owners and coordinating bodies work with one another to prioritize restoration during an earthquake scenario. There was

discussion of private-sector to private sector interactions (how lifelines coordinate/work together) and private-public sector

discussion (how emergency services and private sector/work together). There was a facilitated discussion on how these

interdependencies work in practice and the SCE Team will develop a follow through process for several specific / tangible examples.

Whittier Narrows Dam Safety Project (Silvertooth Project)

o The Army Corps of Engineers continues as the lead agency for this project. Acquiring letter of support from the impacted cities is still desired by the committee. Team members have been asked to complete a survey created by the Corps. Three cities have completed the survey. We need the rest of the city partners to complete the survey. (Talk to the DMAC is you need assistance.)

o The next planned get together is on May 31st and will be a workshop in meeting is a workshop to discuss the Multi-City Evacuation Planning Project.

Mutual Aid Regional Advisory Committee (MARAC) Meeting The meeting was held on Thursday, April 26, 2018 from 9:00AM – 12:30PM. The following items were discussed:

Area E CERT Meeting

The DMAC is responsible to convene an AD Hoc Committee to assist the board in evaluating the feasibility of a regional Area E CERT Team. The DMAC met with Long Beach and the City of LA to discuss how to address any deployment issues with CERT trained personnel. Several ideas will be explored for advanced team members including CERT “Red Books”.

BioWatch Meeting

The committee meetings have been scheduled and updated will be provided after the meeting. (There are collection points in Area E).

Operational Area Training and Exercise Committee (OATSEC) Meeting

The OATSEC Committee held on April 4th. The discussion included:

o The DMACs partnered to create the Cadre Proposal to train local staff to be instructors for basic outreach courses. The proposal

was reviewed and approved by the group

o The DMAC is working with the OA to finalize the program details and identify funding

o TEPW workshop is being scheduled

o 2018 OA Exercise will be a mass care scenario

o The next round of training courses will be offered in the fall. We are working on identifying the courses in the next meeting.

OA Plans and Annexes Steering (OAPAS) Committee

The group has been formed to address continuity in plans and annexes between the OA and local agencies. This committee has set

the goal of working with OATSEC to create an environment where we plan, train to the plan, exercise the plan and re-evaluate the plan

on a regular basis. In the last meeting we completed a review and update of the list of required response plans and annexes. We

assisted with the prioritization of the response plans.

DMAC/SubCom Meeting

The April Meeting discussion included:

o Update on the OA Training Classes and participation levels.

o County GIS Program – the DMAC was given access to the program.

o OAARS Update – they program leaders will provide Area E Cities with training in one of our facilities; we need to identify

where and when.

o Fuel Survey is being developed and will be shared soon.

o The management of the EMPG grant will be moved from OEM to the CEO’s Office. The CEO’s office already manages the

SHSGP for LA County. The area of concern is going to be grant compliance because the grants have different requirements.

An EMPG audit is underway and they are meeting with each DMAC.

o LA County has outreach materials that are available to all cities. An order form was distributed.

o We talked extensively about the Alert Los Angeles County program and decided we need to confirm which city partners have

their own systems so we can clearly identify which program works in each area

o We talked about how to activate the Alert Los Angeles County notification process and we found some procedural issues we

need to work through.

o CWIRS audit is underway

Downey Resiliency Project Meeting

The group met on May 17th. The agenda included a discussion of the following topics. o CERT Training in Downey o National Night Out on August 7th o EOC Training Drills in late May o Projects for June - Emergency preparedness bins and Building Emergency Plans o Whittier Narrows Dam Project o Medical Points of Distribution o Bridge Mass Notification Program development is moving forward.

Catastrophic Earthquake Plan

Cal OES and FEMA are working with local agencies to update of the Southern California Catastrophic Earthquake Plan. We continue

to de-conflict existing response plans from a wide variety of stakeholders. The next meeting will be on May 23rd.

Medical Points of Dispensing Planning Workshops

LA County Public Health is working with Area E Cities interested in developing a plan for Medical PODs in their City. Information was

shared at the last General Board Meeting.

3) Projects/Tasks

CWIRS Activities

o The May Area E CWIRS Test was completed with 7 cities participating.

o The next Area E CWIRS Test will be on June 7th @ 8:30 AM.

o The DMAC CWIRS Test was competed with 5 DMACS participating (Area E did participate). o The next DMAC CWIRS Test will be on June 4th @ 8:30AM.

o Participated with the LA County CWIRS radio test. Area C and E supported OEM in this test.__ o The next test LA County CWIRS Test will be on May 24th @ 8:30AM

o The Grant Auditors reviewing the CWIRS equipment completed visits with Bell Gardens, Cudahy, Lakewood, Artesia & Area E.

OAARS Activities

Working with the OA on updating the list of each city representatives with OAARS access and identify those who are “Approved Authorizers”. We are working with the OARRS rep to update the list of data they want to collect. Once we have this we will prepare a survey and schedule local training to prepare users and update rosters.

Resource Guide

The DMAC completed the data fields required and has been collecting additional data for the book. The DMAC is collecting maps, key transportation corridor maps, school district maps, etc. Lessons learned from local incidents have identified the need to add information on transit operators as well as maps showing coverage for animal care assistance. We will continue to contact Cities to collect information and first responders need to know.

Downey Tabletop Exercise Program

The City of Downey is the fiscal agent for a project to create and deliver a cache of table top exercise templates for the Operating Area Cities. These are table top exercises will cover a range of regional threats as identified in the Los Angeles County Local Hazard Mitigation Plan including earthquake, flood, civil unrest, terrorist attack, critical utility failure, etc. The goal is to have the project completed by January 0f 2020. Emergency Management Software

The City of Segundo is the fiscal agent for a project to identify and deliver an emergency management software program to the cities in the OA. The software program will be able to manage the flow of information, response assignments, area resources and assist with documentation of activities. The DMACs of area B, D, E & G are working together to assist with this project. The DMAC for Area C and D have met with the City of El Segundo Fire Chief and Emergency Manager to outline a project work plan. We are currently working on a Request for Information to research what current programs are available from Software Development Companies working in our field to evaluate what features and options we need. Predictive Services Southern California Seasonal Outlook

May Summary:

Above normal temperatures through spring;

Near normal offshore wind events through May;

Active grass fire season, especially across Central CA in late May/June; &

Near to slightly below normal number of summer thunderstorms.

Southern California:

Above Normal Significant Wildland Fire Potential is expected along the coast and foothills across Southern California in May and Normal

potential elsewhere. An active weather pattern is typically the case toward the end of “rainy season,” most of the precipitation was confined to the

northern half of the state. The past month also continues the streak of days without significant offshore flow which is unusual for early spring.

This allowed fuels to dry at a slower pace compared to recent years. Conditions remain very dry over portions of Southern California, particularly

from Orange County south and eastward which missed most of the significant rainfall this spring. These areas will see the first emergence of

Above Normal large fire potential in May with large fire potential climbing to Above Normal from south to north progressively through the spring

into the summer. Long range models continue to indicate that the summer monsoon season may be active this year over the southern Plains and

the Southwest. But lingering troughs over the Pacific Ocean may keep most of this moisture suppressed to our east. Last year was one of the

least active summers in years in terms of number of thunderstorms. With the possibility of a stronger subtropical moisture fetch this year, there

will likely be a bit more activity across the Area this year, but the majority of storms may remain over the deserts. Temperatures are expected to

be above average again this spring and summer across the entire area.

independiente durante las primeras etapas después de

un desastre catastrófico.

Después de un desastre catastrófico, ciudadanos

comunitarios se ofrecerán como voluntarios para

ayudar. Sin el entrenamiento adecuado, estas personas

pueden exponerse a sí mismos y a los demás a

posibles lesiones e incluso a la muerte.

Tener la experiencia ha demostrado que el

entrenamiento básico en supervivencia en caso de

desastres y habilidades de rescate mejora la capacidad

de los ciudadanos para sobrevivir hasta que lleguen

los respondedores u otra asistencia.

El Equipo de CERT de la Ciudad de Downey

La ciudad de Downey se ha convertido en parte de una

red nacional de comunidades llamados CERT. La Oficina

de Administración de Emergencias y el Departamento de

Bomberos de Downey administra un programa diseñado

para ayudar a los vecindarios a prepararse y responder

después de un desastre catastrófico como terremotos,

inundaciones y otras emergencias importantes.

Las personas que completen el entrenamiento CERT

podrán:

On behalf of Cal OES and FEMA RIX, we are pleased to invite you to the Long Term Recovery

Workshop for the Southern California Catastrophic Earthquake Plan update project. This workshop

is a key milestone in the fact sheet development process that engages local and regional

stakeholders. Participants will look at the existing concept of operations and execution to make the

transition from Phase 2c Sustained Response to Phase 3 Long Term Recovery. The key takeaways/

recommendations from this workshop will improve the long term recovery “Support Concept” to be

Medical Countermeasures, or MCMs, are FDA-regulated products (biologics, drugs,

devices, etc.) that may be used in the event of a potential public health emergency stemming from a terrorist attack (with a biological, chemical, radiological/nuclear material). The Los Angeles County Health Department distributed supplies of Doxycycline as part of a program to pre-position stores of medical countermeasures within the OA. These antibiotics (usually Doxcy or Cipro) were to be used to protect first responders and key city staff in the event of an anthrax attack. All antibiotics have a shelf life and will need to be replaced after a few years. To be eligible to receive replacement medical countermeasures, you must have a documented plan for the storage and distribution of these resources. You must show this plan to the County before you can get the replacement drugs. If your city has been given Doxcy for your first responders and the drugs are past their expiration date, you will need to dispose of the old drugs. The Health Department is replacing the old supplies of Doxcy with Cipro. If you need to off load the Doxcy now, it will be the responsibility.
