4. Assist with the development and maintenance of the Post Offices non Government business networks.

Additional Duties

1. As directed by the Information Systems Manager advise and support the Board, the Executive Committee, and the Sales and Marketing team where appropriate.

2. As directed by the Information Systems Manager assist with any system development related to Post Office and

3. During absence, deputise the role of Information Systems Manager and when appropriate the system support duties of the Technical Architect.

Main Responsibilities

1. Ensure that system development work is supported by clear and unambiguous requirements documentation that is managed by an effective change control method.

2. As directed by the Information Systems Manager project manage the evaluation, selection and implementation of any business systems approved by the Executive Committee or Board.

3. Communicate the purpose and achievements if the IT Team to the Executive Committee and externally to Govt ISD.

Person Specification

Ideally we are looking for an experienced IT professional, probably, but not necessarily an IT graduate, who has worked in a commercial systems development environment and will have gained practical experience in programming and general systems development. This will have provided the candidate with a practical development background and exposure to development project management principles. Their practical development skills will still be current. Ideally the development background will have been “whole system” based and not just an application based. This will have provided the necessary exposure to networking protocols and system security principles. As the person’s career developed they may have moved on to a supervisory role where experience in system design, project and team management will have been gained. With this background moving on to a business analyst role will have been possible. Generally the person will have an external interest in technology of this type and will be familiar with current developments. They will have the desire to try new technologies and quickly learn how to develop and exploit them.

Qualifications Ideally educated to degree level with a proven track record in the IT industry. Microsoft / Cisco / Open Source accreditations will be an advantage.

Experience 1. Previous or current programming and practical system development skills particularly familiar with PERL, .Net, and Visual Basic. C and C++ experience will be of benefit. An ability seek, learn, and implement new concepts, protocols, and practices quickly and effectively.

2. Project Management, change management and team leadership experience

3. SSADM and/or UML modelling.

Knowledge and Skills

1. Good verbal communication and presentation skills

2. Excellent report writing skills and attention to detail

3. General technical knowledge and understanding of system selection processes and implementation requirements.

4. In addition to Microsoft platforms and applications a working knowledge of the open source environment, particularly Linux and BSD is essential. Additionally – Networking protocols, system security, and
