• Trustee Mann asked if anyone wanted to make a statement or address the Board to please complete a speakers form. There is one form completed for Mike McLaughlin, comments is about big trash pick-up. -Mike: Stated that he doesn't know if it is available or not. The Township had big trash pick-up years ago.

Noted that he is lucky enough because he has access to dumpsters. He has a lot of neighbors that have a lot of clutter. You can't get rid of paint or tires. The City of Dayton only picks up certain things but a paint can is hazardous waste. Asked if the City of Dayton would offer that to us as residents to pick-up and bill them for it. Or what can possibly do for people to clean their property? Is there a way for the public to get the information or something can be placed on the website?

• Trustee Mann said that his understanding is that we can have a bulk trash pick-up. You can call Dayton and tell them what you have and they will give you a date and you can set your things out on the curb. Tracey added that there are limitations as they will tell you about it when you schedule. Mr. Woolf stated that it is random and it is part of your bill. Trustee McGuire said that there used to be a brochure flyer with the information on it. Trustee Mann referred that he will have the secretary call to give further information. -Resident (Mr. Ronnie Green) asked about the general fund having a starting balance of $218,673.40, but the end balance is $202,268.02. Asking if we only have $16K in the account. (Resident {Mr. Green] uttered that he sees the fund information.)

• Mr. Woolf addressed the Trustees and introduced the students from Sinclair College. They have a nice, short presentation to make.

V. Special Presentation — Sinclair Community College • Deb Norris, Senior Vice President of Workforce Development and colleague Adam Murha. Deb thanked

the Board for having them and said that they have a short presentation and they are thrilled to be here. Adam then intervened and thanked everyone for having them. Jokingly said that they won't need more than 2-3 hours of time. Want to talk about Sinclair and their impact on the community and the community's impact on Sinclair. Wants to answers any questions you may have and where they are going over the next 12-months. Sinclair is the community's college of choice for the past 10 years. They have completed over 233 degrees and certificates for Jefferson Township residents. They have enrolled over the last 5 years over 1,000 people, over the last 10 years over 1,500 people from Jefferson Township. This is by far more than any other institution of higher education in the Dayton region. Fifteen of Sinclair's employees are Jefferson Township residents. As of right now 54, as of January 1, 2017, Jefferson Township High School students have enrolled in Sinclair's College Credit classes through the College Credit Plus Program. Many of which are on their way to earning Associates Degrees before they ever get out of High School. Additionally Sinclair has a significant impact on this community in the form of the Financial Aid and Pell Grants that we are able to bring into this district. Nearly $600,000 in Pell Grants, Scholarships, Loans, and other aid has helped Jefferson Township through the students who enroll at Sinclair. What they do at Sinclair is fundamentally all about their students. That is kind of what he wanted to talk about. If you look at the handout that was passed out, there are some cool facts on the one side and then there are also students. The students are everything that Sinclair is.

• Adam told the attendees a little about the student stories so that everyone could get a sense of what Sinclair's priorities are, where they want to go, and the remarkable things that being enrolled at Sinclair can do. Said that David is a Sinclair Young Scholar and former Marine, and like many young people, he

• took a little bit to find his way but then decided he wanted to be a Pediatric Nurse. He is going to be studying at the new Health and Science Center that Sinclair is opening up. •That is going to help roll all of the 14 Health and Science Programs into one environment. They are going to train just like under the circumstances that we as patience experience in the hospitals. The respiratory tacts are going to be dealing with the nurses, and the phlebotomist. That is going to resolve in people filling jobs in the Dayton area for healthcare, and also experiencing better quality healthcare when we go into these facilities. Alexis, she is like many of our students, put school on hold to raise her family. The average age of a Sinclair student is actually 29 years old. So they get everybody. They don't just get people who are out of High School. They get people who are displaced from their jobs; they get people who are looking to start that next chapter. Alexis took advantage of the flexible course offering so that she could take school courses in the evening. She (Alexis) got an internship and she is going to complete a Sinclair degree in May. Her son is following her example and using the College Credit Plus Program like many people in Jefferson Township are. 3,400 students, all young people, were enrolled in the College Credit Plus Program. This means that while they are still in High School, they are taking college credit courses and they are able to pay down that cost for college education. It is a good partnership that Sinclair has. Cierra choose Sinclair and enrolled in the Double Degree Program. This is a great partnership with Wright State University (WSU). Adam said that they are in the news a lot lately, unfortunately. Sinclair is working with WSU to try to make sure that no student is disadvantaged as they find their way through this process, so that there are clear pathways there. Cierra is going to finish up her degree next year. If you start at Sinclair and then transfer to a 4-year degree, you can save $40K on average. Those are real cost savings for our families who are trying to afford that college cost. Sinclair is able to offer the lowest tuition rates to Montgomery County residents in the entire State of Ohio. Adam said, as you can see the three young people, John, Jennifer, and Joshua, who experienced in the Service Learning Program. Sinclair believes deeply in the power of internships and connecting students with employers; that's what makes a difference to them when they get out in that work world and can make a difference for an employer. Over 1,200 students participated in that program. Carnal Poole is the next student; he is pursuing his degree in Social Work. He is a leader in Sinclair's African American Male Initiative. Unfortunately African American Males have the lowest success rate of any students that takes part in higher education. Sinclair wants to boost those percentages; they want everybody to get across that finish line. This program allows these students to support one another in an environment where they are able to share their experiences and Sinclair is starting to see some returns on that investment. Sinclair has invested $1 million dollars in that effort and they are pleased that the best is still to come on that project. Finally, Adam's favorite student, Ms. Vinnie Walker, who at the age of 89 years young became Sinclair's oldest graduate last year. She got her degree in Social Work. She said you are never too old to acquire knowledge. She actually completed her degree last year and she took part in Sinclair's commencement exercises at UD Arena. That is the only room to hold all of their Montgomery County graduates. It will come up again on May 7 th , and it is going to be their largest graduating class ever. Ms. Vinnie actually danced a jig when she got her diploma, it was pretty cool to watch, Adam said.

• As you look over on the back of the handout, you can see a little bit about Sinclair. They are please to say that they have invested $150 Million dollars into the next 10 years of the Dayton Campus. This community is their mission, their mission is this community. They are pleased to offer the lowest tuition rates, they are pleased that their students stay in this community when they graduate; 90% of Sinclair students stay here and fill open jobs. Sinclair is also tremendously pleased, if he (Adam) didn't mention it earlier, this year will be the largest graduating class ever. 40% more of their students are going to get a credential than they did 5-years ago. That is due to the good work of Deb and many other colleagues at Sinclair. Adam thanked the Trustees for having them at the meeting and he is happy to answer questions you may have. If you ask him anything really hard he is going to pivot it over to Deb.

• Mr. Woolf said, due to the proximity of the campus, he realizes that Sinclair is close. You do have satellite locations in different places. Woolf said that he would like to open that conversation. Asked would they be willing to open a conversation with Jefferson about a branch of opportunity in this community. Adam responded that they are always willing to talk. Deb stated as you think about the core values being access meaning both in the physical locations, and there is lots of different ways they can do that. They have a lot of different modules. Deb says it is important to be accessible to the communities that they serve. Woolf thanked the Sinclair presenters for coming.

• • Mr. Woolf said good evening to everyone. The meeting minutes have been prepared for Special Meeting held on Thursday, March 30, 2017 @ 5:00 p.m.; Work Session Meeting held Tuesday, April 4, 2017 © 6:00 p.m. & the Regular Meeting held Tuesday, April 4, 2017 © 7:00 p.m. Woolf asked for a Trustee to make a motion to accept or approve the prior meeting minutes. The Trustees will sign the minute's right in front of you and it becomes part of the public record. The minutes then are set in stone and cannot be changed. Once the minutes are signed, they are transitioned to the webmaster in the office and then posted on the website. Woolf said it does take a couple of days to get that process done. We also put up a board for anyone that wants to come into the office during business hours and look at anything that has been posted. Any legal notices, any minutes, anything on the website, will be up on the legal board. If you need copies, you can come in and ask the Secretary for copies if you would like. That information is There for your use. We want everybody to have asses to the minutes because not everyone has internet access.

VII. Fiscal Officer Report, Tracey Edwards • Finance Report — Copies have been provided in the rear of the room of April 2017 Fund Summary Report

for the financials. Passed out a packet to the Trustees for their review and also to let them know the status fund summary report and the status of the appropriations report. There is a list of all the payments that were made so far this month. Also a list of all the receipts that we received this month. Asked if there were any questions on the report.

• Trustee Mann made a Motion to approve the Fiscal Officer Report and pay all of the bills as amended.

• Tracey: Every year we have paid membership dues into the MCTA. She had received a membership dues invoice and she wanted to ask the Trustees if they wanted to pay these dues for the current year to IVICTA of $200.00.

• Tracey: As a matter of record, we received a letter in the office from an anonymous group. It actually came to the Fire Chief, and was addressed to Jefferson Township Fire Department of Fire Chief. Tracey said she wanted to add it as a matter of record. Noted that she will give all of the Trustees and the Administrator a copy for their records.

- Trustee Back moved to Table the Resolution. Trustee Mann & Mr. Woolf discussed that they will table the Resolution until the next meeting and will have discussion. Motion by Trustee Back to table Resolution No. 17-056; seconded by Trustee Mann.

♦ Resolution No. 17-057 Establish an Office at the Maintenance Road Garage -Trustee Back moved to table the Resolution until the discussion of cost. There is not enough information for him to vote on. Trustee Mann voted to accept Resolution 17-057 because of what its dealing with. Motion by Trustee McGuire to approve Resolution No. 17-057; seconded by Trustee Mann.

♦ Resolution No. 17 -059 Authorize the Purchase of (2) Used Reliable Used Pick-Up Trucks -Trustee Back asked if the trucks are being purchased with the road funds. Mr. Woolf said yes, they will be used for snow plowing in the winter as well. Motion by Trustee McGuire to approve Resolution No. 17-059; seconded by Trustee Mann.

♦ Resolution No. 17 -060 Authorize the Administrator to Hire a Zoning Officer -Woolf: The reason for bringing this to the floor, in light of the meeting that they had with the Fair Project on last Thursday, we have to be prepared to handle the application that comes here to the Zoning Board. And we have to have professional review of all of those plans. We do not have that capability in-house with any staff at the present time to do what's right for the people that live here. The plan review is very important on how we work toward that plan. Any development that comes to you is going to come with the plan that they love. But it may not be exactly what the community wants. So you have to have the right staff to protect everybody that lives here. The Brown & Bills Group is willing to bring an onsite Zoning Director here. In the contract, we are going to have 60-days to review. In thOse 60 days we will be able to review whether you like what's going on or not within that period. That person is going to be here on a part-time basis, 30 hours per week, taking care of all Zoning, not just the Fair Zoning. This will be for any Zoning that is coming in now and realizing that we still have the litigation case still going on with Rauch Farm. So we have to have somebody that can govern over that law suit. By bringing this group on, we get all of those skills with an onsite person, day to day, to do our Zoning. The charge for any professional services is done by the Brown & Bills Group will only be on an hourly basis, when or if we need their services. In other words, we are not paying for somebody at that high rate until we need them, if we need them. All that we are going to pay is an hourly rate for the employee to be here. Brown & Bills is covering the Workers' Compensation, all of the insurance, all the liability, and all we have to pay is an hourly fee for the hours that they work. This is the best deal that Mr. Woolf could find for us, with the small amount that we have in the general fund to be prepared for this big project coming in and all these other Zoning issues that needs to be addressed over this last year. There are many little ones, large ones, and ones that are on the horizon and we are not prepared to handle them. Woolf stated that he bring forward the Brown & Bills Group as a very good option and in 60 days if you don't feel like that is a good option, even though it is a one year contract we are going to get them for 60 days, you can say we part ways. But if we don't do this now, we may have them bringing us a development plan by the end of the week or next week, no one is telling him right now. But if we are not prepared from the day that the document comes in here, we could be in a situation where we've made a mistake and then they get to bring their plan through because we made the mistake. Woolf said that he doesn't want to see this community suffer because of it. Stating

• some of you remember the young man that was up in the corner talking about the community agreement. Part of this whole thing is that we can do what they call a Planned Unit Development (PUD). What that means is your normal Zoning says this for the land, right now it says agriculture. It doesn't come with all the other things like noise, sound or any of that kind of thing. With a PUD, and the County is pushing this as well to the Fair Board, that is your document, that is your community agreement. So we are going to be able to get a lot of concessions in there that helps the community out. But without the expertise to do that, none of us sitting at this table knows how to do it. When you've got attorneys that represent the developer, and we don't have that strength on this side, we've got to find the best way as Mr. Woolf has taken a lot of time and effort into thinking about how we can best serve this community. This is the best way with the option that you can get out of it, if you don't like how it is performing. Mr. Woolf said that he has interviewed the person that will be in the field that Brown & Bills Group is going to send our way, adding that all the Trustees have resumes in their mailboxes. You will be able to take a look at that person that will be assigned here, if you agree to do this. Woolf has done all the vetting of that persons background and he believes this is the best approach. That is the reason he brought this Resolution forward. -Tracey: The statement about contract specification requirement on the Resolution, is there a document that is supposed to go with this Resolution. Mr. Woolf said that there will be, the Trustees will sign the contract once it is prepared. IX. Department Reports • Sherriff's Department — Captain Brem not in attendance

• Road Department — Jeff Sexton went home sick per Mr. Woolf -Mr. Woolf said that they have mowed all of the parks and all of the public lands, one time around. They are going back this week and mowing them a second time. They are getting all of the parks and the Cemetery and the Administration building done. We've got basically two part-time people working. The Operations Manager is part-time, and we have another part-time employee (Joseph Combs). So two part-time people are keeping their head above water by mowing and mowing. The hope is that Mr. Howell is coming back from sick leave, that it will make a big difference.

• Fire / EMS Department- Chief Larry Sexton - Chief Sexton greeted the attendees. Gave an update through the partial month of April. There has been 87 runs which is far too many when compared to their normal average runs for the month. At this rate, they are going to be at 174 for the month, and if they keep at this rate it will be the highest factor of the year in number of runs. It keeps increasing. Also, Saturday, April 22, 2017, the Red Cross has donated 200 smoke detectors to Jefferson Township. The Fire Department along with any community volunteers that would like to volunteer is here at 8:30am Saturday morning. They will go door to door and select areas that the Red Cross has already pre-determined, which are a few streets in the Blairwood Plats and right along Third Street (Shank up to Taft). They will be going door to door making sure folks have smoke detectors. If not, they will install a smoke detector for them. There will be two sessions, 8:30am at the Firehouse, there will be breakfast doughnuts of the sort, and then they will go out for a couple of hours. Coming back, serving lunch, and then going back out again. If there is anybody that is interested please let him know if you are willing to assist. (10 paramedics out of 40 employees) -Chief received good news right before the meeting. Received a telephone call from our grant writer. If you recall the Jefferson Township Fire Department was awarded $424K for the 2015 AFG Grant. This was Fire Fighters Grant. They purchased protective gear, coat, pants, helmet, boots, gloves, hoods, breathing packs and everything. They were able to get three cardiac monitors, which run $35K each. Purchased three CPR devices, four (AED) Automatic External Defibrillators. When they put all those items out to bid, and the items that they selected, the Fire Department

managed to save $18K out of their grant award. Since they didn't spend the $18K they went back and requested, as they are particular of all requests, the items requested are the only things that you can get with that money. JTFD requested to purchase two (TIC) Thermal Imaging Cameras. These are heat seeking cameras. In a fire scenario if you walk through the smoke where you can't see anything whatsoever, the camera will see right through everything. This will tell you where the fire is located, or where the very hot region is to that you can find the fire. More importantly it will pick up the heat from a human being, or someone that is down inside of the fire. You can see the silhouette and it will guide you to find these people to get them out. Chief said that he saw on the new last week, there were some kids who had done something and the Police used Thermal Imaging Cameras from the helicopter so show exactly where they were hiding in the field. They were able to apprehend the youngsters and take care of the problem. The grant writer has notified Chief that they are giving him $25K more to order more Thermal Imaging Cameras. They are now in the process of trying to get two. The best price they have gotten is a little over $7K adding that it would be great to have one at each of the two staffed Firehouses / Engines. Will keep everyone updated as they find out more. - Resident: one of his children showed him how to put up the carbon monoxide detector. Noted that carbon monoxide detector is heavy. Chief said when the first came out most of the manufacturer had it to where you plug them into an outlet. That way it was electric with a battery backup. Carbon monoxide is going to start low and work its way up. A lot of the smoke detectors are both smoke detectors and carbon monoxide detectors. It takes some time for the gas to float to the top of the room where you would hang the detector. -Trustee Mann said that he would like for the Chief to hire as many medics as he can. Chief stated that he attempts that at all times. When they take in an application, the problem is, and it's not just us, Citywide, as he has talked to other Fire Chiefs, the paramedics are expecting higher pay. That inhibits their ability to attract the paramedics right now. Trustee Mann said that he recommends that Chief get with the Administrator to let them know what it is going to cost. Because their population. Chief said that he agrees and that he has spoken with Mr. Woolf to discuss that several times already. Trustee Mann said that he will approve his request on the next time around but wants Chief to know that he is watching those issues. Chief said that he can show Trustee Mann every application that he receives and by far 90% are basic EMT. -Resident: Reference that she knows the Red Cross determines where the smoke detectors go. Resident asked for a point of contact. Said that those streets have water. The western end of your Township does not have any water. Chief said that he agrees 100% but when they (Red Cross) approached Jefferson Township about doing this program, they had already compiled all of their data and everything and told JTFD which streets they were going to hit. At the same time the Fire Department has smoke detectors and batteries that if you need a smoke detector, they have them. They will bring the detector out and give it to you. If you have a battery problem, the Fire Department has those also. The resident says that there are a lot of elderly out on the western edge near Diamond Mill. They are not going to come asking for smoke detectors, but you were talking about going door to door in this area. Is there something you can do to get some out that way, the resident asked. Chief replied by saying he can look into doing that. There is a limited stock of detectors but it is definitely not out of the question.

• Code Enforcement Officer — Randy DeVilbiss - He (Randy) has received quite a few calls about dumping and grass cutting. He is trying to return the calls as he can. With the dumping, he is trying to get with Dayton so that he can call and set up with a quick response. A lot of that pickup was done on their own. The trash guy would ride past and see, then call his supervisor; they will spin back around and clean up. Dayton has taking a lot on their own to do that. He is working on a list of contactors that he can call. -Right now it is grass season and the grass is starting to grow. Stated he counted 58 properties that the Township owns and stated that we will take care of our own properties before we get to everybody else's. Randy said that he is trying to get a list of the properties that we own. The ones that people own and we don't, that have been abated over the last couple of years, he has some concern that the abatement has ran out. We may have to start the abatement process all over again, which means that we will have to notify the people, this will take time. States that he is well aware that the grass is growing but it will not be real soon that these properties are taken care of. Randy counted that 20 of the properties were actually bought out, or actually purchased and the new owners are taking care of it themselves.

• -Received a call of some fallen trees, people want our road guys to go on private property to remove the trees. Unfortunately we are not allowed to do that because it is tax money and JT is responsible `or tax roads but when we start getting on private property we could get in trouble for misappropriation of funds. Notes that he is aware of it but we are kind of restricted of what we can use and can't use. - People wanted to know what the digging was at Route 4 and Derby; he called the Ohio Departrr ent of Transportation and they said they do not issue permits to private contractors. They involve Montgomery County Environmental Services and then they issue a permit for digging or for that contractor so that was all legal and approved. They were expanding sewer lines or possible future development. Randy said that he doesn't know. There were some gas tanks and the County was well aware of. Stated the last time that he rode past it looked like they were done. -Resident asked if Randy noticed any of the junk cars that are in the Township. Randy said that is something that he hopes that when we get the new Zoning Officer they will reevaluate their Zoning codes. Stated that he is going to make sure we do it right before we go in that direction. Randy said if the cars are in the roadway then that is more of a criminal liability and the Sheriff's Department should get involved. He wants to make sure that we are up to date with the new Zoning Officer. He says he sees it every time he drives up and down the Township. Instead of trying to jump in and make a good scene real quick and possibly do something that isn't right and be held liable; he wants to make sure we do it right. Hopefully this new group coming on can assist with everything. -Woolf: One of the neat things he has seen in just the last two weeks is that Randy is working with the Sheriff's Office and there are several of these car lots that are under investigation with the Sheriff. Instead of Randy going in and messing up their investigation, they are working together as two partners. They are going to work to change some of the rules if they can and start cleaning those lots up. You probably didn't see a lot of that cooperation in the past. Now you've got that cooperation and let's hope that it continues. Says to Randy that he thinks it's nothing but positive. Randy said being a Police Officer for Germantown, he knows a lot of these guys and they can work back and forth and he wants to make sure it's done right. - Resident asked about Dayton Liberty and Germantown Pike. Stated that there are a lot of old cars there. Randy said that is an abandoned gas station. The resident said that it is not abandoned anymore. Randy said basically his job is to enforce what the Zoning Officer codes.. Stating that they would work together but right now we are missing a huge piece of the pie right now. Randy added that as soon as the new guy comes on board and they get to know each other, they will work together and hopefully start making some changes. -Resident: Is there going to be a list going as there is a vacant house next to her that she has been paying someone to cut the grass. Since everything is on hold she will have to continue to cut that grass. Randy said what he has been doing as people call in, Corby will give him the message, he makes it a point to respond to their message and he will make a list of the complaints. Once we take care of our own properties, he will then rides around and start taking pictures and then he will start the nuisance / abatement process.

• Administration- Mr. Steve Woolf - You can look online and you can see all 14 properties that are listed to be torn down this summer or it might take them until next year. The Land Bank is listed on the website as someone had asked at the last meeting. We will try to communicate as much as we can and we will also post it out here on the wall. - Addressed the Trustees by saying he received and annual renewal for the Montgomery County Solid Waste District. They completed their waste delivery disposal agreement annually to their member's and have been doing this since 1985. It is all of the Montgomery County Communities send trash through Montgomery County, no matter who the waste caller is. • No matter if it's Dayton or Republic or any of the others. We have to approve this government agreement for us to stay into the County program. Which gives us the opportunity to use our local facilities to empty our refuge and trash. Stated that he needs the approval of the Trustees, and a signature by the President on the back that says we are going to continue to stay in the program. There is no charge for being part of the Montgomery County Solid Waste District. Woolf said to Trustee Mann that this is the committee that he is on. Trustee Mann said okay. -For those that did not get to go on the 8 th of April, you have another chance. On April 22 nd , the second part of "Get Your Greens On" is happening. It is at Olive Hill Community Center 7505 Bronson Street. The cost is free. You can go there; they will give you a big pot, with the dirt, and a plant. You just have to get a little dirt under your finger nails. So swing by and get your smoke detector and then go down and get your greens. -Jefferson Township Neighborhood Association has sent us a letter / email that is asking the Trustees to help them with the Community Day that is given at Fisher Park every year. Woolf forwarded a copy to all of the Trustees for consideration before the next meeting. -Woolf: Thanked the Jefferson Township community, many of them were there last Thursday. Many of them spoke their heart, spoke your feelings. Whether you are for, against, or indifferent of the Fair Grounds Development. It was great to see that everyone had a chance to speak. When you see a community that is involved in things like that, it tells something about the heart of this community. Woolf said that he serves on other committees and they only have 5-6 at the most, some of the meetings they have two. Wanted to thank everyone for coming out that night because without you, you don't know what anybody is thinking. -Levy Update: The committee of volunteers is going to meet on Monday, April 24 th , here at the Administration Building beginning at 6:00pm. Woolf said that we are getting so close to the deadline that it's going to be the push day. All the information will be there for us to finalize everything that day. Everyone is invited, it's not because you didn't make it to the first meeting, if you forget you can call Mr. Woolf. -RFP for the property maintenance which is our subcontractors that helped us so much last year mowing the grass on the vacant properties, closed on Friday. We've got several packets in, so we will probably be attacking that starting tomorrow. Taking the packets apart and rating the people based on their bids. Making sure they have all of their paperwork completed and the Trustees will then decide how many out of that group they will utilize. Those contractors will then be called and they will then be invited here to a meeting. The contractors will then be told the specifics of what is required, what paper worked is required, and then what lots they are going to be assigned. Woolf said part of Randy's job for the last three weeks is trying to find out how many lots we have and what's not clearable. We would hate to give a contractor 60 trees on a lot and they have no grass b cut. We are trying to avoid that. We are also going to try to take care of the properties around where people live first, although it is not a perfect world. If we are allowed to take a nuisance property that is next to your home, that's better than doing two down that road that are vacant. It's hard and it's not going to be a perfect thing but we are going to get better at it after this first spring and summer. Bear with us. - There was a Siren meeting at Madison Lake Conference Center last week on Thursday. Received great news for Jefferson about the Community Development Block Grant (CDBG) has rewarded us two free warning sirens to be installed in the Township. There is no match. In addition, that still doesn't cover the whole Township and we don't want to leave people out in the west side of the Township, whether it's rural or not with no siren down south in the Blairwood area, obviously the park, Arthur Fisher Park. We are going to be dealing with the other communities for instance one siren might go to Diamond Mill and State Route 35 or Third Street. There we will have an opportunity if we get it done; five communities will split the cost of the siren. That is the best way to save money and no matter whose side the siren sits on it works for everybody. The siren we thought was going to be $25K; it's down to $21K with the bids. The community only has to do half of that. So we are looking at about $12K that we can divide between five communities, we are looking at $2,500 and that is it to take care of the north western part of the Township. Woolf said that we are working towards is. The siren is probably not going to be up for another year to year and a half but they are coming. The Trustees, along with everybody in the Dayton area are part of it that don't have any, get their first ones.

X. Trustees' Reports / Comments • Trustee Roy Mann

-There are people calling about the Land Bank and different properties and the purchase of those properties. A letter was sent to the Land Bank that the procedure at the present time has stopped to the end of the year. Once everything has been cleared up with lifting the moratorium we will let the comm unity know when that will happen. The Lank Bank has been sending requests back and forth with Jefferson but it is not available right now.

• -We are trying to get the grass cut for the Township and make sure things are done in an orderly fashion. Making sure what we are doing is something that we can do and it is acceptable and we are not playing guessing games and things are legal as far as cutting grass. We are moving forward and getting everyone in place. We are not just going to get out here and go but we are going to keep everyone abreast so that you know. Not going to have any surprises.

• Trustee James McGuire - Asked if anyone has seen a Waste Management car with a blinker driving up and down Route 4. Found out interesting facts that a few people have stopped the guy, he has no test equipment, he is getting paid to drive around and smell and report 24/7. McGuire noted that he smelled a little bit over there from West Carrolton waste treatment and heard that waste management spent $5 million on trying to manage that smell. The other thing is that the property over there is scheduled to be open for the next 15 years.

JOHN, JENNIFER and JOSHUA participated in Service Learning projects that gave them real world experience in

geospatial technology. Their efforts earned top awards at a 2015 regional conference of the Association of American Geographers.

As the only community college participating, Sinclair bested 25 other colleges and universities.

KAMAL is pursuing a degree in Social Work and plans to continue

his education to earn a Bachelor's degree. He's involved in Sinclair's The number of student completion

initiatives instituted by Sinclair over new African-American Male Initiative that's focused on increasing

the past 20 years, including the success rates of African-American men. In May 2016, Sinclair's award -winning Fast Forward Center Board of Trustees invested $1 million in this effort. 1.1 and the Young Scholars and Think

oldest Sinclair graduate. She will tell you plainly, "you are never too old to acquire knowledge."
