award o Best Director! We could not be more excitedor him with this well-deserved recognition as he hasproven his amazing talent to our audiences or the pastfive seasons. We look orward to our 2016 as Andy brings hiscast and crew in or Te Last Five Years, Man of LaMancha, My Way: A Musical ribute to Frank SinatraMary Poppins, and Te Woman in Black. Te Fort Peck Summer Teatre will be celebratingits 47th Season this summer and we are so excited tohave Andy at the helm once again.

In a ormal protest submitted yesterday to theMalta, Montana, field office o the Bureau o LandManagement (BLM), R-CALF USA asserts the agency
overstepped its authority. On December 28 the BLM provided notice o itsproposed decision to allow the American Prairie Reserve(APR) to graze bison on the Flat Creek Allotmentlocated in Phillips County, Montana. Currently, thegrazing permit or the allotment designates cattle as theapproved species. In addition to allowing the APR to graze bison,the BLM also proposed to allow the APR to remove allinterior ences within the allotment and to allow yeararound grazing.
R-CALF USA states that inormation containedin the American Prairie Reserves Website reveals thatits purpose is to maintain a ully-unctioning prairie-based wildlie reserve, and it intends to combine bothprivate and public lands or that purpose. According to the BLM notice, the decision to grantAPRs entire request would become final unless theagency receives a written protest. R-CALF USAs protest points out that BLMregulations exclude bison rom the list o animalseligible to be included as livestock on BLM grazing
permits. Only cattle, sheep, horses, burros and goats arelisted as species considered livestock. Te group also states that the American Prairie
Reserves stated goals clearly indicate it does not intendto maintain its bison as i they were livestock. Instead, itintends to maintain its bison as wildlie. Te group contends the BLM has no authorityto approve grazing permits for wildlife or for thepurpose of establishing wildlife reserves. It is clear the Proposed Decision exceeds the BLMsscope o the authority to manage livestock grazing onederally-controlled lands, the group wrote. Te group also asserts that managing wildliecontradicts the BLMs regulatory objective o sustaining
the western livestock industry. It also states the BLMsproposal to remove all interior ences contradictsbest rangeland management practices, particularlyrotational grazing. R-CALF USA believes the BLMs Proposed Decisionis contrary to the BLMs stated objective o promoting theimprovement o rangeland ecosystems or the purpose osustaining the western livestock industry. Instead, the Proposed Decision constitutesdefiance o the agencys stated objectives and willacilitate the demise o the western livestock industryby removing rangeland ideally suited or livestockenterprises rom the purview o the Phillips CountyMontana, livestock industry, concluded the protest. R-CALF USA (Ranchers-Cattlemen Action LegaFund, United Stockgrowers of America) is the largesproducer-only cattle trade association in the UnitedStates. It is a national, nonprofit organization dedicatedto ensuring the continued profitability and viability of theU.S. cattle industry. school students are graduating than
ever beore, setting those students up
or success as they take their next steps
in lie and adding tangible beneits to
Montanas economy.
Montanas 2015 Graduation
and Dropout Report inds the states
graduation rate has increased to 86
percent, breaking the previous record
o 85.4 percent. Montanas dropout rate
has been cut by more than a third since
2009.
Im proud to say the community-
building work o Graduation MattersMontana is making a dierence, Juneau
said. Now, 53 Montana communities
place an emphasis on the importance
o graduating rom high school and
its clear that students across this state
understand that a diploma is their key
to a successul uture.
Glasgow High School saw its
graduation rate incrase rom 86% in
2010/2011 all the way to 92.5% in2014/2015.
Over the last seven years, Montanas
dropout rate has declined rom 5
percent to 3.4 percent, resulting in 851
ewer dropouts in 2015 compared to
2009.
Data shows high school seniors
are ar more likely to drop out o
school than reshmen, and males are
more likely to drop out than emales.Its also true that low-income and
American Indian students are more
likely to drop out.

in 2015 than in 2009. hose graduates
will contribute an additional $10.3
million in spending on homes, and a
$700,000 increase in car sales.
