Vice-Mayor Efren F. Piñol, the Presiding Officer, called the session to order at 2 o’clock in the 25 afternoon. 26 2. INVOCATION, NATIONAL ANTHEM & MAGPET HYMN 27 Hon. Councilor Lobaton led the invocation. The singing of the National Anthem and Magpet Hymn 28 followed. 29 3. RECITATION OF COUNCILOR’S CREED 30 The SB members recited the Councilor’s Creed. 31 4. ROLL CALL OF MEMBERS 32 All members were present except Hon. Councilor Acupan who was out on official business. 33 5. AMENDMENT /APPROVAL OF AGENDA 34 The body unanimously approved that the following items be included in the agenda: 35 1. Draft resolution introduced by Hon. Councilor Marañon requesting Hon. Mayor Florenito T. 36 Gonzaga to reconstitute the People’s Law Enforcement Board (PLEB) of the Municipality of 37 Magpet. 38 2. Draft resolution introduced by Hon. Councilor Mamon authorizing Hon. Mayor Florenito T. 39 Gonzaga to grant 10 cubic meter free water to all MWWS consumers of the Municipality of 40 Magpet. 41 6. QUESTION HOUR – ACF International project presentation 42 The personnel of ACF International was given the floor to make the presentation of the their project 43 to be implemented in the Municipality of Magpet. 44 7. PRIVILEGE HOUR 45 No one availed of the privilege hour. 46 8. READING OF MINUTES OF THE PREVIOUS SESSION 47 8.1. December 16, 2013 regular session minutes 48 8.2. December 17, 2013 special minutes 49 Hon. Councilor Mamon moved to suspend the reading of minutes. Hon. Councilor Talotalo and 50 Apostol jointly seconded the motion. The body unanimously approved the motion. 51 With no corrections presented, Hon. Couniclor Mamon moved for the adoption of the minutes. 52 Hon. Councilors Aboy and Apostol jointly seconded the motion. The body unanimously approved 53 the motion. 54 9. FIRST READING AND REFERRALS TO COMMITTEE PROPOSED RESOLUTIONS AND ORDINANCES, 55 PETITIONS, MEMORIALS AND OTHER COMMUNICATIONS: 56 57 9.1. Application for accreditation to the Local Special Bodies of YAMOG Renewable Energy 58 Development Group, Inc. 59 This was referred to the committee on ordinances and legal matters. 60 9.2. Ordinance no. 528 of SP Cotabato – An ordinance prescribing the rules and procedures on 61 the investigation of administrative disciplinary cases against municipality elective officials in 62 the province of Cotabato 63 This is for the information of the body. 64 9.3. Resolution no. 526 of SP Cotabato – Distinguishing the city and municipal executive orders 65 subject of review by the governor and the city and Municipal Executive orders subject of 66 review by the Sangguniang Panlalawigan. 67 This is for the information of the august body. 68 69 70 71 72 EFREN F. 9.4. Communication from Hon. Florenito T. Gonzaga – RE: request for an authority to enter into 76 an agreement with the Magpet Municipal Employees Association (MMEA) regarding the 77 payroll deduction scheme of the MMEA – Lending Enterprise Committee (MMEA-LEC). 78 Hon. Councilor Marañon moved to suspend the IRP in order to tackle this item. Hon. 79 councilor Aboy seconded the motion. 80 The MOA was then presented to the body. This MOA is just a renewal of the agreement of 81 the LGU and MMEA regarding its payroll deduction scheme of their salary loan program. 82 With no clarifications made, Hon. Councilor Marañon made the final motion for the 83 approval of this request. Hon. Councilor Apostol seconded the motion. The body 84 unanimously approved the motion. RESOLUTION 2014-001. 85

9.5. Communication from Mr. Gregorio S. Barrido , Municipal Civil Registrar – RE: inquiry if he is 86 entitled to receive RATA when he was designated to handle the administration and 87 supervision of the public market for 5 years and 5 months ( December 10, 2007 to June 30, 88 2013.) 89 This is to be forwarded to the Regional Office of the Civil Service Commission for its opinion 90 on this inquiry. 91

9.6. Draft resolution introduced by Hon. Councilor Marañon requesting Hon. Mayor Florenito T. 92 Gonzaga to reconstitute the People’s Law Enforcement Board (PLEB) of the Municipality of 93 Magpet. 94 Hon. Councilor Marañon rose to move to suspend the IRP. Hon. Councilor Aboy seconded 95 the motion. The body unanimously approved the motion. 96 The draft resolution was then presented to the body. There were no clarifications made 97 because the body understands that it is necessary to reconstitute this body. Hon. Councilor 98 Marañon moved to approve this resolution. Hon. Couniclor Aboy seconded the motion. 99 The body unanimously approved the motion. RESOLUTION NO. 2014-002. 100

9.7. Draft resolution introduced by Hon. Councilor Mamon authorizing Hon. Mayor Florenito T. 101 Gonzaga to grant 10 cubic meter free water to all MWWS consumers of the Municipality of 102 Magpet. 103 Hon. Councilor Mamon moved to suspend the IRP in order to discuss this matter. Hon. 104 Councilor Marañon seconded the motion. The body unanimously approved the motion. 105 Hon. Councilor Mamon that this free ten cubic meter water is a sort of Christmas gift to the 106 MWWS consumers of Magpet. She then made the final motion for the approval of this 107 resolution. Hon. Councilor Aboy seconded the motion. The body unanimously approved the 108 motion. RESOLUTIO NO. 2014-003. 109

During the announcement period, the body unanimously agreed to purchase two new sets of 114 uniform. They approved to buy 1 white long sleeve barong and 1 powder blue short sleeve barong. 115 116

12. ADJOURMENT 117 With no other matters to be discussed, Hon. Councilor Apostol moved to adjourn the session . Hon. 118 Councilor Lobaton seconded the motion. The body unanimously approved the motion. 119 The session adjourned at 4:05 in the afternoon. 120 121 122
