The superintendent of the only local hospital, National Taiwan University Hospital Jinshan Branch, recommended the safe community concept to the mayor of district office, gaining the agreement to launch Jinshan safe community program in 2012.

health problem in Jinshan. Although the nation-wide and city-wide safety measures and policies are put into practice, not covering the special needs of the local community.Agreeing with the suggestions of the superintendent of National Taiwan University Hospital Jinshan Branch, the Jinshan Mayor organized the safe community promotion committee, including public and private units, schools, neighborhoods, community development associations, and NGOs. The committee is aimed to create a safe and happy Jinshan community. The initial goal is to reduce injury, and the ultimate goal to establish the safety culture, implemented in daily lives.According the injury death statistics of Jinshan, the top 3 death numbers were caused by transportation, suicide and fall. So the working groups of traffic, home safety promotion and intentional injury prevention were set up. In addition, there are 5 schools in Jinshan, the school safety working group joined. In view of two nuclear power plants near Jinshan District and 2011 Fukushima Daiichi nuclear disaster, a working group of natural & nuclear disasters management founded. Considering the prosperous tourism, the tourism & leisure safety working group was formed.The Jinshan safe community program involves the prevention on unintentional and intentional injury, including 6 safety issues: home safety, school safety, traffic safety, tourism & leisure safety, natural & nuclear disasters management, and intentional injury prevention.

1.4 Describe the injury risk-panorama in the community.Analysis of Death StatisticsAccording the death statistics of Ministry of Health and Welfare, the injury death cause of Jinshan District ranked higher than the city or the whole country, with transport, falls and drowning as the major reasons. Transport accidents to 45-64-year-old are high, while the falls to the elderly. The suicide case in this area is not much, but the victims were all above 25 years old.Non-fatal Injury AnalysisThe main types of injury in Jinshan were caused by transport, cut, strike or caught between, falls and animal. They are closely related to the industrial and environmental characteristics of the area. The age groups of 0-14 and 65 & above occurred falls injury most, and 15-64-year-old transport injury as the highest.It shows the needs on how to eliminate these injury risks. The injury analysis in this area is described in Chapter 2 of the Annex-P.5~13.

Section 2Structure of the community2.1 Describe the demographic structure of the community

The population of Jinshan District decreased year by year, mainly due to economic population migration. Till 2016, there were 22,207 people; male to female ratio of about 1: 1; age population distribution: 0-4-year-old 3.8%, 5-14-year-old 7.4 %, 15-24-year-old 13.6%, 25-44-year-old 30.6%, 45-64-year-old 30.6% and 65-year-old & above 14.1%; the age groups under 44-year-old declines, while the elderly population continues to increase.The special population of this district is new immigrants, total 526 people till now. Because of language, cultural barriers, it is difficult for them to adapt to local life. We pay more attentions on their safety promotion. For detailed demographic information, see Annex- P.2~3.

2.3 Describe the political support for the sustained injury prevention in the community and which parts of the program have been undertaken and/or supported by the regional government?Traffic problems have always been the main cause of injury in Jinshan District. In order to improve the traffic, we continued to communicate with the Transportation Department, New Taipei City Government, and carry out various improvements of traffic environment and facilities. In addition, the campus environment, public bathhouse facilities, the disaster prevention education and exercises are supported by New Taipei City Government. In addition, the Department of Health, New Taipei City Government, provides the subsidy for the implementation of Jinshan safe community program. The District Mayor is named as the convener of SC Program, coordinating the sections in district office, including Social Humanities Section, Construction Section, Agriculture and Economic Development Section, and Section of Civil Affairs, to provide necessary assistance to the working groups of Jinshan Safe Community Promotion Committee.

2.4 Describe the strategic program concerning the safety promotion and injury prevention work, which has been formulated!The strategy for Jinshan Safe Community Program is a combined-strategy of Education, Engineering and Enforcements. For example, for traffic safety, Educational promotions are conducted in community assemblies to enhance residents’ safety knowledge; Engineering—road environmental improvement for accident sections such as the addition of sidewalks, reflector mirrors, traffic lights, etc; Enforcement—strengthening the illegal banning to prompt residents to comply with traffic rules. On the other hand, safety inspections and improvement for home environments are also conduced to improve spotted safety issues, like installations of handrails, slippery-proof mats. Other aspects like school safety, home safety, and tourism & leisure safety all work under the 3-E strategy. For detailed information, please refer to Annex-P.23~51

All the objectives mentioned above cover the entire Jinshan Community. Besides that, several objectives are also brought up to meet local community’s needs, like enhancing the understanding of IP/SP for local residents, developing electric bicycle administrative regulations and suggesting the central government to approve, maintenance and management of public hot spring bath safety, planning community participation in the nuclear disaster response drills.

2.10 How are the safe community objectives evaluated and to whom are the results reported?

Jinshan Safe Community Promotion Committee holds meetings every 2 months. In the meeting, guided by the experts of Taiwanese Community Safety Promotion Center, working groups report the deficiency of their programs and make improvement plans. Since 2013, Jinshan SC Program has been assessed and subsidized annually by the Health Department, New Taipei City Government, to review the progresses and provide advices. The Jinshan SC program is also included as one important policies of New Taipei City Government; the district leader reports in the municipal meeting annually.The program result is also reported to the community residents via the website, bulletin-boards and assembly activities. The satisfaction survey is conducted to gain the feedback for program improvement.

Jinshan Old Street is the popular location for tourists and well known as the duck meat for food-lovers. The street vendors, standing in the narrow streets, may affect the fire engines and ambulance vehicles in case of emergency. Jinshan traffic safety working group unites police, fire dept., street vendors and business associations to unify the vendor placed line and keep rain awning clean for facilitating rescue work in case of emergency.

management at that time. The traffic safety working group found the hazards when the rental shop appeared in Jinshan. The working group establishes the relevant management requirements of rental electric bicycle, for example, promoting helmet use, and persuades the shop owner to follow.

adaption assistance. We also conduct community activities, inviting families to participate in every year.

4. Those at risk for intentional injuries, including victims of crime and self-harm

According to the statistics of reported domestic violence cases between January 2013 and April 2014, there were 14 cases in Jinshan District. 5 of them were immigrant resident cases (36%); much higher than the proportion of population (2.4%). According to the statistics collected, female immigrant residents caught in domestic violence requires our immediate attention. We develop the safety project for them, such as Group Gathering for Immigrant Residents--to provide domestic violence prevention information and community assistance.

5. Abused women, men and childrenAnti-bullying and domestic violence prevention are important education advocacy at schools. In addition to providing mutual respect and gender equality education, the schools set up the counseling mechanism and advocate "113 Protection Line".

6. People with mental illness, developmental delays or other disabilities

For mental illness and suicide reported cases in Jinshan, the Intentional Injury Prevention Working Group members, Jinshan Branch, National Taiwan University Hospital and Jinshan District Health Center, provide case management and referral service, while developmental delays or disabilities get treatment in the Hospital and will be included in safety promotion projects in the future.

7. People participating in unsafe sports and recreation settingsFor recreation settings’ safety, there are water safety, playground safety and public bathhouses safety in Jinshan SC program. The sports injury prevention will be included in the future.

8. HomelessThe homeless people in Jinshan District are very few (about 5) and no injury issue reported, not yet to promote safety project

9. People at risk for injuries from natural disastersIn Jinshan District, there are threats from landslide and typhoon. The Nuclear and Natural Disasters Management Working Group

has action projects to arrange the disaster relief propaganda and regular disaster prevention drills.

The residents living within the landslide-prone area in Jinshan District has got the safety promotion project, as mentioned above.

There were about 500 immigrants in Jinshan District. They have become the high-risk target because of the linguistic and cultural barriers that make them more risky in adapting to local life.We have planned a care project for foreign spouses—trained volunteers visit their home for safety check and provide life adaption assistance. We also conduct community activities, inviting families to participate in every year.

Traffic is the main injury type in Jinshan, and the accident-prone road (intersection) is the high-risk environment in this area. Reviewing the A1 traffic accident, A2 traffic accident and the report from the borough leaders and residents, we carried out 21 improvements from 2014.Another high-risk environment for Jinshan District is the Old Street Shopping Area. There is a sizeable amount of tourists in the old street during weekends and holidays. In case of emergency, vendors occupy the roadsides or the rain shelters might block the entrance for ambulances to enter. The Traffic Safety Working Group worked with the Old Street Shopping Area Development Association and vendors to develop the fire safety promotion project. See Annex- P.28-30 for details.

The Traffic Safety Working Group takes the actions, including education advocacy, environment improvement and enforcement to carry out various projects.Through the ER injury analysis, we found that the traffic injury cases slightly decreased (2014: 143 cases to 2015: 115 cases). The Top 1 accident-prone intersection (Zhongshan-Zhongxing intersection) in 2014 became the 10th rank in 2015; the traffic incidents decreased from 6 cases to 1 case.

According to the injury analysis, we plan, execute and assess the IP/SP projects. How does the community document progress over time?The Injury Surveillance Team regularly analyzes the frequency of injury types and the distribution by gender and age. This helps us set the priority of the injury issues and the target groups; the anti-fall project for the elderly is an example. improve high-risk environments and situations, such as improvements in accident-prone intersections.For a short-term project, we take records for the implementation before and after to assess the effectiveness. For a long-term project, the effectiveness and trend depend on the year-based comparison.

Section 8Indicator 6Evaluation measures to assess their programs, processes and the effects of change;8.1 How does your community analyze results from the injury data to

track trends and results from the programs? What is working well and has given you good results. What are the plans to continue? What needs to be changed?We regularly collect and analyze injury data (including the injury records from ER of the hospital, the traffic injury report of police, the household office information, the death statistics from government and the community's questionnaire, etc.). The analysis report is presented on the regular plenary meeting for the working groups as a reference to promote the program. The analysis report includes the type of injury cases, the number of victims, the increase or decrease of the same time and trends.We found that the most effective is the reduction of dog bite injury. The other injuries did not fall significantly, perhaps due to the small population and injury cases in the area. Some changes in the accident-prone intersections for traffic safety demonstrated our efforts. The elderly have improved the muscle strength and balance after participating in anti-fall training classes.Therefore, the continuous projects are traffic safety advocacy, safe way to school, suicide prevention, water safety, public bathhouse safety, anti-fall for the elderly, children's home safety and natural and nuclear disasters education and drill.The projects need to work harder:˙ A safer traffic route for Jinshan High School--because the

community has not reached a consensus yet.˙ Zhongshan pedestrian sidewalk: Seek solutions to persude

Taiwanese Community Safety Promotion Center experts are also invited to give advices. If any assistance or coordination needed, it will be discussed in the meeting, too.

8.3 Describe the changes in pattern of injuries, attitudes, behavior and knowledge of the risks for injuries as a result of the programs.Education, environment improvement and attitude/behavior change are the elements of Jinshan IP/SP program. Take the fall prevention for the elderly project for example; we conduct fall prevention lectures and activities to educate people about the importance for the elderly and how to set up a safe environment for them (education), so that people are willing to take improvement actions (environment improvement) for the elders’ benefit (attitude and behavior). Besides, the elderly participate in anti-fall training to learn self-care skills, increase the balance ability and go out with the appropriate aids to prevent fall injury (behavior). Although the elderly home fall cases do not significantly reduce, 70% leave the hospital after emergency treatment.Please refer to the Annex-P.23~51
