On behalf of the Ministry of Textile Industry, Government of Pakistan, it gives me immense pleasure to invite all the distinguished delegates to

ththe 75 Plenary Meeting of the International Cotton Advisory thCommittee (ICAC), which is being held in Pakistan from 30 October to

th4 November, 2016 at Islamabad.

Cotton was grown, spun and woven into cloth in the area known as the Indus River Valley about 3000 years ago. Cotton, known as white gold, plays signicant role in the economy of our country. Pakistan has an inherent advantage of being one of the major producers of cotton with a huge potential to further increase the crop yield. For success of export-oriented industry, local availability of raw material plays crucial role. Cotton being a cash crop contributes to farmers income by providing employment to a huge chunk of the population engaged in growing, picking and storage, etc. The textile value chain, comprising several sub-sectors, is highly integrated and provides employment to 40% of the industrial work force in Pakistan. At policy level, emphasis is laid on skill development and improvement in quality at each sectoral level in a conducive working environment.

thI am condent that the 75 Plenary Meeting will provide opportunities to the participants to share knowledge and expertise in the realm of cotton and related sectors which will be helpful in improving capacity and enhancing efficiency. I look forward to welcoming all distinguished delegates and hope that the event will be a success by achieving its aims and objectives.

Invitation

01

On behalf of Ministry of Textile Industry, Government of Pakistan and all stakeholders of this value chain, I welcome the distinguished delegates

thto the 75 Plenary Meeting of the International Cotton Advisory thCommittee (ICAC), which is scheduled to be held from 30 October to

th04 November, 2016 at Serena Hotel, Islamabad, Pakistan. The theme of the Plenary will be “Emerging Dynamics in Cotton: Enhancing Sustainability in Cotton Value Chain”.

thPakistan has the inherent advantage of being the 4 largest producer rd ndand 3 largest consumer in the world and ranks 2 in export of cotton

rdyarn. Being the 3 largest consumer of cotton it has an immense comparative advantage which needs to be converted in sustainable economic growth. This is mainly consumed by established textile industries of Pakistan which comprises ten industrial sub-sectors that are not only independent but highly integrated and interdependent. Cotton Textile sectors contribute more than 54 percent of exports of the country. The cotton and textile sector contribute 8.5% to the total GDP of Pakistan. ICAC is an association of members of cotton producing, consuming and

thtrading countries. The 75 Plenary Session will add to the health of world cotton economy and also serve as catalyst for collaborative action in cotton-related issues globally. The topic and theme of the plenary has vital signicance in enhancing sustainability in cotton value chain for all relevant stakeholders. We are condent that all delegates from cotton growing, consuming and trading countries will nd it interactive, informative and innovative. The event will be a great success and will become an opportunity for all cotton growing countries.

Therefore, I sincerely wish and value your comfort and a memorable stay in our beloved country.

Message by Cotton CommissionerOn behalf of the Pakistan Central Cotton Committee, Ministry of Textile Industry, Government of Pakistan, I feel honor and pleasure to invite all

ththe distinguished delegates to the 75 Plenary Meeting of the International Cotton Advisory Committee (ICAC), scheduled to be held

th thfrom 30 October to 4 November 2016 in Islamabad, Pakistan.

I reiterate my invitation with the thought into the present and future of cotton and men and women linked to this crop, as well as into the sustainable, equitable and effective development of this activity that employs millions of human beings worldwide.

I am also condent that you will enjoy the hospitality of Pakistan. Not only will there be an opportunity to see a country with spectacular natural landscapes, lush green mountains, glaciers, deserts and land covered with colorful crops, but also to enjoy a beautiful, vibrant and cosmopolitan capital of Islamabad and the social, multicultural and multiethnic experiences of our deep interior.

03

It is believed that Pakistan is the ancient home of cotton of modern times. The oldest of all the cotton relics, excavated at Mohenjo-daro in Sindh, bear testimony to the prociency of Indus Civilization in the use of cotton as far back as 3,000 B.C. Today, cotton, the white gold, is a life line for Pakistan's economy. It accounts for 6.9 percent of value added in agriculture and is a source of raw material for its largest industrial sector. It accounts for 57% in export quantum, 65% of indigenous edible oil source and is source of livelihood for 10 million farm families. Cotton is the backbone of Pakistan economy and the entire textile value chain contributes 8% to GDP, provides jobs to 40% of the industrial workforce. Apart from this, cotton landscapes spread over the Punjab and Sindh provinces with colorful dressed ladies working in the eld and sweating bright faces of hard-working farm labor trying their best to convert these green cotton plants into white gold.

Mohenjo-daro was built in the 26th century B.C. It was one of the largest cities of the ancient Indus Valley Civilization, also known as the Harappan Civilization, which developed around 3000 B.C from the prehistoric Indus culture. At its height, the Indus Civilization spanned much of what is now Pakistan and North India, extending westwards to the Iranian border, south to Gujarat in India and northwards to an outpost in Bactria, with major urban centers at Harappa, Mohenjo-daro, Lothal, Kalibangan, Dholavira and Rakhigarhi. Mohenjo-daro was the most advanced city of its time, with remarkably sophisticated civil engineering and urban planning.

Mohenjo-daro was one of the largest settlements of the ancient Indus Valley Civilization, and one of the world's earliest major urban settlements, contemporaneous with the civilizations of ancient Egypt, Mesopotamia, Minoa (Crete), and

thNorte Chico. Mohenjo-daro was abandoned in the 19 century B.C as the Indus Valley Civilization declined, and the site was not rediscovered until the 1920s. Signicant excavation has since been conducted at the site of the city, which was designated a UNESCO World Heritage Site in 1980.
