Our Efforts – SWIF-19
SWIF-19 is a progressive exercise series based on a 7.4 magnitude
earthquake on the Southern Whidbey Island Fault (SWIF).
The exercise goals are to:
• Train County Emergency Coordination Center (ECC) & Jurisdictional
Emergency Operations Centers (EOCs) staff
• Validate County ECC & Jurisdictional EOC Standard Operational Guidelines
(SOGs)
• Build and sustain response capability across the County and Local
Jurisdictions

Lessons Learned
Identified 30 Corrective Actions & 14 Sustain Areas
+ ACS established net control within 10 minutes of
simulated quake and began taking jurisdictional check-ins
and impact reports.
+ Offsite net control compiled a significant amount of
impact traffic prior to completion of ECC
inspection/activation.
- Communications Section were challenged with number of
radio check-ins and impact reports.
- Communications Section did not have access to S:\drive
forms or WebEOC once internet service went down.
