In UAE the delegation’s programme comprised a visit of the urban design project “Masdar City“.

In Qatar the delegation visited Sheikh Faisal bin Kassim al-Thani, the granduncle of the Emir of Qatar. But most notably, a visit of the large-scale urban design project “Lusail City“ was on the agenda of Minister Gabriel.

Dorsch Gruppe is rendering construction supervision services for this outstanding project.

Many German enterprises hoped for assignments in Qatar. “The competition in Qatar is at a maximum, top enterprises from all over the world are gathering here“, Hoffmann reported to FAZ (Frankfurter Allgemeine Zeitung)

The large-scale project was initiated within the scope of the Soccer World Championships taking place in Qatar in 2022.

German Minister for Economy Gabriel visits Saudi Arabia, UAE and Qatar

Sigmar Gabriel, Federal Minister for Economy and Energy, visited the Gulf Region from March 07th to 10th, accompanied by a large economic delegation with participation of Olaf Hoffmann, CEO of Dorsch Gruppe. He visited Saudi Arabia, the United Arab Emirates and Qatar.

Dorsch Gruppe is commissioned with large-scale infrastructure projects in all three countries.

Beside political talks with govern-ment representatives of all three countries, the conversations focussed on the topics Infrastructure and Energy.

Gabriel opened the meetings of the mutual economic commissions in Saudi Arabia and in the UAE.

The local working conditions were discussed very critically in press and public prior to the visit.

Hence, the visit of the delegation of the Minister for Economic Affairs is a result of a transparency offensive of the Qatari government and the involved enterprises to resolve the allegations.

Minister Gabriel raised the issue of the migrant labourers in Qatar offensively and also questioned workers on site during the visit. The delegation’s visit to the construction site was accompanied by 37 journalists.

Gabriel praised Lusail as an exemplary construction site.

The largest ever Expo site is set to be built at a total cost of US$ 4 billion and the secondary infrastructure spend will be upwards of US$ 8 billion including construction opportunities in the transport, hospitality, retail and commercial sectors.

With all extra infrastructures spend; jobs will be generated with some estimates claiming 30 % of the potential 300,000 jobs created by EXPO 2020 is expected to be in the construction sector alone.

Meanwhile in Saudi Arabia, largest ever construction contracts awarded worth US$ 22.5 billion in three separate contracts on the Riyadh Metro Project.

Similar to Saudi Arabia, US$ 155 billion planned spend on metro and rail gathers speed in 2014 with US$ 50 billion planned for metro projects alone for Doha Red Line in Qatar.

Gulf Cooperation Council & Iraq Construction Market Outlook 2015

If we consider the fundamentals of the construction industry, it is certainly easy to conclude that there is a lot of positive sentiment and more recently positive developments in awarding some mega and social infrastructure projects across the key markets.

Over 2014, the optimism within the GCC construction market has risen considerably and rightly so. The GCC saw US$ 70 billion worth of construction projects completed in the last year and is predicted to rise to US$ 84 billion in the current year according to the sources.

GCC governments have impressive national development plans to diversify their economies, reducing their reliance on oil and gas reserves, and a desire to be recognized on the world stage.

In order to deliver these plans, governments create “New Cities” the most ambitious multi tasking programmes and each one has considerable value such as King Abdullah Economic City in KSA, Mohammed Bin Rashid City in UAE and Lusail City in Qatar. Additionally Oman is planning US$ 8 billion of property development to 2020. The value of the “New Cities” cannot be underestimated as these developments bring sustainable and social value to the area.

UAE and KSA ranked in the top two positions for all sectors apart from education and healthcare where Qatar held the top spot in both.

During the past year Dubai saw 500 building projects launched since the celebrations Dubai winning the Expo 2020.

We have seen renewed confidence which is much needed stimulus to

injection project dominates the infrastructure pipeline.

Looking to 2015 and further ahead, government led initiatives will continue to drive growth in the GCC Construction sector as regional governments continue to focus on social infrastructure projects.

Presentation “Trenchless Sewer Rehabilitation” of Uwe Wetzel in Cairo

In many urban areas with a high volume of infrastructure in Egypt, a significant proportion of sewer systems have recently exceeded their expected life-times and need to be newly installed or repaired.

The traditional “open cut method” for replacement of the sewer results in already overburdened inner cities to traffic collapse. Appropriate measures to deal with this aging infrastructure are now urgently needed. Trenchless sewer rehabilitation technologies could be a real alternative.

Some projects that are processed in the context of IWSP, founded by KfW, are increasingly required to solve these problems in inner-city rehabilitation. However, most of the engineers of designing and construction companies lack the necessary experience in this specialized field of Egypt.

HCWW issued Dorsch International with the contract to prepare and give a presentation on trenchless sewer rehabilitation technology.

Mr. Wetzel is head of department of urban water management of Dorsch Gruppe and since 1997 a certified expert for sewer rehabilitation in Germany.

He prepared the presentation in cooperation with Keith Brooke, Technical Manager for Water and Wastewater of Dorsch International and director of the Dorsch International office in Cairo.

The presentation took place on Sunday, the 7th of December 2014 at the HCWW Cairo office.

According to the agenda, Mr. Wetzel reported on the following main topics:

Trenchless Technologies of Sewer Rehabilitation

• Thebasicsforpreparation-designcriteria

• Theprocedureforstructuralrehabilitation (Repair, Renovation, Replacement)

• Selectedrawinvestmentcost

Selected Practical Examples for Trenchless Rehabilitation

• shortpipelining• hoselining• pipebursting

With the support of individual material samples and video clips of different technologies, the following requirements were presented:

• thepotentialareasofapplication,• advantages-anddisadvantages

as well as • rawinvestmentcostsof

technologies

A particularly important issue for urban replacement projects is the construction of new sewer “on line” or “off line” alongside the existing sewer. Fundamental decision criteria were covered in the presentation.

The discussion with the attending engineers and representatives from HCWW showed a huge interest in learning more about applications and backgrounds of trenchless methods.

Still struck by the impression of this very positive feedback, the gained experiences were used to offer similar services to our current partners in Brazil. Efforts were made to get into conversation with our Brazilian clients, including the water and wastewater utility COPASA in the federal state of Minas Gerais. This issue arouse interest immediately, further proceedings are on the way.

Already since the end of 2013, Mr. Zaldy Gabin has been working as accountant for Dorsch Qatar (DCQ) in Doha.

In Abu Dhabi a SAP training for DCE and DCQ accountants took place in spring 2014. The employees were trained for the duration of one week in order to reach future group targets.

During the course of this year DCE converted the local accountancy system to SAP and, since then, has been making all bookings in SAP on their own authority.

The DCQ accountancy is already being run at 100 % by SAP. It is planned that in future DCQ as well should assume more direct responsibility for the SAP-operated accountancy and carry out the bookings directly and locally in Doha.

Furthermore, Mr. Bader, commercial director of Dorsch International, took over responsibility for commercial issues of BDC in June 2014. For this reason he was granted collective power of attorney for BDC.

In Dorsch Egypt (DCE), we were able to take Mr. Amr Elrahmany on board as accountant.

He took over accounting tasks from Mrs.

Sonia Elguindy in our Cairo office. Mrs. Elguindy took her well-deserved retirement after passing over her responsibilities. Mr. Amr Elrahmany reports to Mr. Thomas Krisch.

Rural Water and Sanitation Support Programme Kosovo

by Daphne Voss, Dorsch International

About 40% of the population in Kosovo, mainly in rural areas, still lack access to piped water supply systems or rely on poorly functioning ones, not managed by licensed operators. Adequate wastewater treatment is almost absent in both rural and urban areas.

65% of the total population living in settlements benefit from a sewer system, whereas only 42% of the rural population has access to a sewer. There is no monitoring of neither the quantities nor the quality of the discharges. The wastewater in rural areas is disposed off into open earth channels which contaminate surface and groundwater, resulting in poor-quality drinking water from wells.

Despite the advanced legal and regulatory sector framework, Kosovo’s water sector remains fragile as the regional water companies (RWCs) are far from operating sustainably. Collection rate is only at about 60% and water losses are very high, at an average of 50%.

Some municipalities are reluctant to put their water systems under RWC management, because of weak application of services’ standards and a lack of water sources protection. Low capacities and high (technical and commercial) water losses undermine the RWCs’ sustainability, generating insufficient revenues even for covering just operation and maintenance (O&M) costs.

Between 150,000 and 170,000 Kosovars live in Switzerland, which equals about 8% of the population of Kosovo. They make up the biggest

Diaspora group of all countries in which SDC (Swiss Agency for Development and Cooperation)and SECO (Swiss State Secretariat for Economic Affairs) are active. The group generates an intense social and economic network between the two states. These strong links represent a potential for increased economic cooperation.

Since 2005 the Swiss Confederation, acting through the SDC, contributed significantly to the improvement of the water supply and sanitation situation in rural areas in Kosovo through the previous four phases of the Rural Water and Sanitation Support Programme in Kosovo (RWSSP).

A joint venture, led by Dorsch International Consultants GmbH was entrusted with the implementation ofPhaseVofthisprogramme.

The programme represents the largest development cooperation project financed by Switzerland at the moment and is coordinated by the Swiss Cooperation Office in Prishtina.

TheactualPhaseVoftheprogrammeis a scaling up of the previous phases. The programme will intervene on the following levels:

•Onthemicro-level,theprogrammewill work on increasing access of the population to water and sanitation systems. The programme will invest in the construction of new rural water and sanitation systems, in the rehabilitation or upgrading of existing rural water systems, and will assure the integration of all these systems into the management of the Regional Water Companies (RWCs). The implementation of the programme includes the selection and prioritisation of water and sanitation projects as well as the tendering and supervision of the design and construction works for the new and rehabilitated systems;

•Onthemeso-level,theprogrammewill support the RWCs to strengthen their capacities for providing sustainable water and

sanitation services, for planning and managing infrastructure investments, for operating and maintaining rural water systems, for protecting water sources and for increasing revenue collection. The implementation of the programme includes investing in equipment and/or tools as well as capacity building, training and organising an exchange with other utilities in the region; and

•Onthemacro-level,theprogramme will support national stakeholders to assure good coordination between the different levels for solving political issues relevant for rural water supply and sanitation.

The project activities cover the micro- and meso-levels as well as the coordination with national sector institutions within the macro-level.

E19 Public Park, Abu Dhabi, UAE

Located in the heart of the capital city of Abu Dhabi is the E19 Public Park. The project awarded to DC Abu Dhabi for design, construction supervision, operations and maintenance; is the most recent manifestation of our landscape team’s originality.

The Park demonstrates an assertive statement of creativity, hard-work and sheer elegance. E19 is coined amongst the most complex and challenging projects not only due to its location but also implementation.

Triggering various safety concerns was the location of E19; situated in the central main island of Abu Dhabi city and overlooking one of the capital’s busiest main roads, Sheikh Zayed Street.

Adding to its complexity was the multifaceted nature of the allocated plot which houses an assortment of underground public utility mains that feed the capital. Such setting required comprehensive safety measures to be thoroughly studied and incorporated in the detailed variations of the design assuring that

safety, practicality and effectiveness are the main themes of the Park design.

The 2.1 hectare Park featuring greenery and a water fountain encompasses various features, including but not limited to, shaded picnic benches, children’s playground, gazebos, basketball court, tennis court, running track, chess/check

tables, outdoor gym equipments and a giant chess set. The functionality of the park extends with the presence of designated prayer areas and restrooms. Completed in December 2013, E19 has successfully been catering to the needs of the community offering a serene retreat amidst the mayhem of the city.

River Crossings for Bakhrabad Siddhirganj Natural Gas Pipeline, Bangladesh

Crossing rivers in case of High Pressure Natural Gas Transmission Pipe Lines is always a big challenge. Dorsch Consult India Pvt. Ltd. is working on 60 km long 30” dia Bakhrabad Siddhirganj Natural Gas Pipeline in Bangladesh and this pipe line has six major river crossings. Dorsch is working as Owner’s Engineer on this IDA / World Bank funded project and the scope of services includes Basic Engineering, Preparation of Request for Proposal / Bidding Document for engagement of EPC Contractor on Turnkey basis, Construction Supervision, Commissioning and Start-up Assistance, Project Management.

Six major river crossings along the length are:•MeghnaGomtiRiver(1.57kmswide)•MeghnaRiver(1.309kmswide)• KazlaRiver(0.525kmswide)• AsariarCharRiver(0.522kmswide)• BrammoputraRiver(0.370kmswide)• SitalakhiyaRiver(0.278kmswide)

Horizontal Directional Drilling (HDD) method was adopted to undertake these crossings. In this case, pipes cross the rivers at a depth which is determined by soil conditions.

One of the challenges in case of above rivers in Bangladesh is that they are in delta region and have

perennial flow of water throughout the year. Many river crossing efforts in past had failed because of various challenges. Crossing beneath the river bed keeping sufficient cover by using Horizontal Directional Drilling (HDD) method involving use of special equipments like guidance system, track steering system, directional drilling rig of 350 / 250 tons capacity, mud pump, mud recycle unit, mud tank, drill pipes, bentonite storage, generators, mud / waste pit, slurry pump, excavators, pipe layers, etc.

By successful completion of crossing of one of the largest rivers involved in the project “Meghna river (width 1.309 kms)” on 12th February 2014, all six major river crossings involved in this project have been successfully completed.

With river crossings completed, it was strategically decided to opt for commissioning of pipeline alone. “Gas-in” i.e. commissioning of pipeline alone with above approach is being worked out and it is expected that “Gas-in” would be achieved around end Nov. 2014.

In 2012, the local Governorate and the Aswan Water Company developed a restructuring project to secure the water supply of the informal area “Nassereya” in Aswan city. It consists of three components and is funded by the Swiss Agency for Development and Cooperation (SDC) with Dorsch Gruppe as their consultant.

The current water supply system in this informal area was first installed in the late 80’s through a GIZ project and is now not able to meet the current demand any more. The main feeder pipeline does not deliver enough capacity and the main pumping station’s equipment is old and worn out, causing regular water cuts especially in summer.

After more than one year of planning and preparations, on Monday 24th of February 2014, there was the cornerstone laying event for the new pumping station in Nassereya (Aswan).

During this ceremony there were different speeches held by the Gov-ernor of Aswan (Mostafa Yossry El Saed), the Swiss Ambassador (Markus Leitner), the director of CARE Egypt (Hazem Fahmy), the chairman of the water company (Mohamed Badrin)

and the Dorsch project manager (Dr. Matthias Obermann).

In the course of their speeches, the referees pointed out the importance of the project for the local population for the improvement of the drinking water quality and the more efficient water usage. Furthermore the speakers expressed their sincere thanks for the good cooperation between the different participants in planning and implementation since the beginning of this extensive project.

The overall goal of the project is to contribute to access to quality drinking water and reduced water usage the governorate of Aswan. This project will run for four years until 2016 with an overall budget of about 38 Mio. EGP. It will deal with the three components infrastructure measure, capacity building and awareness / participation.

The first component of the project will increase the capacity of the main line supplying Nassereya, build a new pumping station with higher capacity (>1,000 m3/h) and storage tank (total volume 3,000 m3). An elevated storage tank for another 1,000 m3 was designed and will be implemented in a later phase.

Water Programme Aswan, Egypt

People have been settling in this area already for thousands of years even though Aswan is one of the driest inhabited places in the world (99% of the Egyptian population uses only about 5.5% of the total land).

Only because of the Nile, one of the biggest rivers in the world, it was possible to live in this area although there were always problems with water shortage.

In the past but especially at this stage as well as in near future the water resources of the Nile can’t catch the fast growth of the Egyptian population any more.

In the second component, in order to support the strategic decision making within the Water Company, there will be a restructuring of the customer management, repair and maintenance management and the financial management.

The third component aims to create awareness in the local population of water related issues, e.g. involve students in schools and teach them about water conservation.

It also will be the link to give the residents the possibility to participate in the decision making and create ownership of the project.

SInce December 2014 construction started on the sites of the pumping station and the reservoir, expected completion is January 2016.

From August until December Component 2 conducted a “comprehensive subscriber survey”, updating the data of over 4,300

households with the aim to identify ways to increase revenue of the water company by e.g. repairing water meters or identifying illegal connections.

With these measures, MENA division of DI will hopefully contribute to a better and more equal access to water supply services in Aswan.

German Support of Water Supply for Syrian Refugees, Jordan

A contract has been signed on Jan. 07th, 2014 at the Ministry of Water and Irrigation, worth € 10 million to begin the implementation of new water projects in the areas with Syrian refugees with funding from the German Bank KFW. The Minister of Water and Irrigation, Dr. Hazem Nasser said during the signing of the grant that it will be allocated to local communities that includes Syrian refugees and that it had been requestedbytheministryinApril‘13.

During the presence of the Secretary General of the Water Authority Eng. Tawfiq Habashneh, Unit Manager of Planning and Administration Eng. Iyad Aldhyat and Assistant of Technical Affairs Eng. Ziad Haddadin, Dr. Hazem said that the grant will be implemented in the governorates of Mafraq, Irbid, Jerash and Ajloun and Ramtha. € 4 million will be allocated for rehabilitation and drilling of new wells in communities in Badia, further € 3 million for water and sanitation in those provinces and regions. Another € 3 million will be allocated for the purchase of equipment wiring sewer lines and tanks and pumps.

He also noted that the grant will ease pressure on the program of water and sewer lines that are designed to specific annual increases, but that the population increase is sudden and unusual in a period of a very short time has caused great pressure on these facilities. He pointed to the support of other international destinations for the water sector, especially the Japanese government to US$ 17 million, both from the international Bank and EU with US$ 10 million in addition to the support of the U.S. Agency for International Development through community organizations such as mercy core with US$ 10 million.

He added that the agreement includes a consultant preparing bid documents to improve services for the project of water supply in its second phase of the areas most populated with Syrian refugees in Jordan, where the company Dorsch International will prepare detailed studies and designs for and during the period of one month from now, and will oversee all components of the project which aims to improve the quality of water services in these areas and the value of up to about € 800,000.

Airport Survey for Ghana Completed

The World Bank and the Ghanaian Ministry of Transport are surveying the existing airports’ infrastructure and capacity to guarantee smooth air traffic.

Dorsch International is responsible for the so-called system plan, which has been completed successfully. It analyses the current airport infrastructure and offers advice for the future strategic airport development in the ten regions of Ghana.

The project comenced in 2013 with a tender of the World Bank to develop an official system plan for Ghana in West Africa. The main task of the World Bank is to boost the economic development of member states by financial help and advice and thus add to the international development aims.

Ministry of Transport (MoT) is official contractor, which has contracted an airport survey for ten regions in Ghana in total. This one has been completed lately.

The project has been managed with the cooperation of the Ghanaian airport company Ghana Airport Company Limited (GACL) integrating the relevant airport stakeholders, for example the flight companies and the Civil Air Traffic Authority.

The aim of this survey is to give advice to the MOT in regard to the airport development, considering the existing infrastructure and the increasing demand in the country. Based on a macro economic survey, a traffic prognosis and a capacity analysis of the existing civil and commercial airports have been investigated. Thus, the current and future role and function have been revised, infrastructure measurements defined and an investment plan programmed.

“The air traffic in Ghana has developed very quickly and it is not only an important part of the mobility of the Ghanaian population, but also the basic condition for the further successful economic development of the country.

The system plan supports the MoT and the GACL in developing the airport infrastructure of the country in a holistic way and to prioritize investments. Thus, the predicted traffic growth will be covered according to the needs and the security standards will be raised to an international level“, explains Adam Symalla, Airports CEO at Dorsch.

We surveyed the following existing airports:

• InternationalAirportinAccra,• NationalAirportsinKumasi,

Tamale and Sunyani,• TakoradiAirport• andtheregionalairfieldsinWa

und Paga

The Dorsch International project included:

• Analysisoftheexistingtechnicalcondition, functionality, capacity and security standards,

•Macro-economicsurvey,disclosingthe economic options in each region,

• Trafficprognosisinordertodetermine the future passenger and cargo volume and depict the resulting effects,

• Prioritymatrix,whichdefinestechnical, operative and economic

criteria and helps to prioritize projects and investments,

• Survey,whichfirstlygivesactionadvice for each airport,

and secondly illustrates the development of a well-operating airport system in order to guarantee a smooth air traffic in the future.

“The consulting project has been completed successfully at the end of 2014. The next steps will be to support the Ministry of Transport with the GACL – based on the good cooperation – in the implementation of the survey results and in developing partial measures. An adjustment of the system plan should take place every five years“, states Klaus Dorwarth, project manager of the Airports Division at Dorsch International.

Sludge Disposal and Water Loss Reduction Concept for Batman, Turkey

The city of Batman is situated in the southeast of Turkey, approx. 100 km from the Syrian border and 300 km from the Iraqi border. The population stands at 370,000 making Batman an important and fast growing urban centre. Water supply, wastewater discharge and treatment show massive shortcomings.

Water losses amount to more than 70% with many illegal house connections. This results in unnecessary high operational costs and reduced revenues which do not cover a sustainable operation and maintenance of the systems.

At present, sludge from the wastewater treatment plant is disposed of at the municipal landfill. This violates the environmental law of Turkey due to the quality of the sludge. In addition, the fees which need to be paid for dumping of sludge become more and more a financial burden for Batman.

In Oct. 2013, DI was asked together with the Turkish partner ESER to carry out institutional consultan-cy services. The financing agency was KfW. The objective was (1) the preparation and implementation of an environmentally sound sludge disposal concept and (2) the improvement of the billing and collection performance resulting in reduced non-technical water losses (apparent water losses such as illegal house connections,

meter reading errors, etc.). The project ended successfully in January 2015.

Project Results:• Preparationofastandardized

water balance according to IWA and determination of a concept to reduce water losses.

• Analysisandimprovementofcustomer data management, billing and revenue collection.

• Preparationofafeasibleandsus-tainable sludge disposal concept.

• Carryoutasludgemarketingcampaign: preparation of a promotional brochure on sludge use in agriculture, organisation of an open day at the wastewater treatment plant and establishment of demonstration field trials.

• Selection, purchase, initialtestingand calibration of a sludge spreading machine.

• Trainingofutilitystaff.

AftertheteamleaderCeesVultohad quit the project unexpectedly end of April 2014, Bernd Klett took over the project management on site in June 2014. In addition, Philipp Ditzel, Baha Faqih (DI Amman), Ziad Masri (DI Amman), Mareike Petry and the trainee Mario Roith carried out missions in Batman. Laure Nicolet-Misslbeck was responsible for the overall project steering in Munich.
