Qatar – the Rise of a Phoenix
Qatarstandsforthenextyears’generaldevelopmentoftheinternationalconsultingsectorandDorschispartofit.
Oilandgasmakeupmorethan50%ofthecountry’sgrossdomesticproduct,morethan85%ofitsexportand70%ofthepublicrevenue.
However,economic-politicalmeansareemployedtoalsoestablishother,non-oilsectorsinordertobepreparedforthepost-oilera.Theaimistoestablisharesource-independenteconomyasof2020.
Thefive-yearprogrammeNationalDevelopmentStrategyNDSispartofthe“QatarNationalVision2030”,whichpurportsthestate’seconomicaldevelopmentstrategies.Accordingtothat,Qatarisgoingtodirect50%ofallthegovernmentalinvestmentstothenon-energysectorinthenextsixyears.EvenbeforetheassignmentoftheFIFAWorldCup2022,numerousinfrastructuralprojectsalongthoselineshadbeentendered.
ThetendencytogrowingoverallconstructionvolumescombinedwithshortenedschedulescausedbytheFIFAassignmentbringaboutgrowingsingleprojectsandgrowingadditionalconsultingandplanningpackages.
Asaconsequence,consultingcompaniesmustgatherinteamsforprojects,whereasoneofthemhastotakeoveraleadingroleinter-facingthescopeofservicesoveralltheserviceperiodsandintegratingandcoordinatingalltheplanningparticipants.
Therefore,largecompanieslikeDorschGruppeareindemand.Thus,thisAprilwewereabletosignthecontractassigningusalltheninetenderedservicepackagesforthe“LusailCity”projectwithatotalvolumeofUS$45billion.

AttheendofJanuary,Germany’sMinisterofEconomicCooperationandDevelopmentDirkNiebelvisitedJordaninthecourseofaMiddleEastjourney.
TheGermanWaterPartnership(GWP)wasaskedtonameadelega-tionofGWPrepresentativesforthispartofthejourney.Dr.Vestner(ManagingDirectorofDorschInter-national)waspartofthisdelegation.
TheGWP’stargetistoestablishGermanexpertiseandthe“MadeinGermany”qualityworldwideandtostrengthenthepositionoftheGermanwatereconomyintheinternationalmarkets.
Dr.VestnerandMr.Heidebrecht(DWA)leadtheGWP’sregionalboardEgypt/Jordan.
InadditiontonumerousofficialappointmentsintheWaterMinistryofJordan,theGermanEmbassyandtheGerman-JordanianUniversity,theschedulealsoincludedactualwaterprojectsiteswithGermancollaboration.
alargeincreaseofthesupplyratehavebeenaccomplishedbyalign-mentoptimization,energyefficientpumptechnologyandautomatedoperation.
Thecornerstoneoftheprojectwaslaidin2008byourDIAmmancolleagues,whocarriedthroughthefeasibilitystudyanddevelopedmodelsfortheinstitutionalrealiza-tioninthecourseofanOMSproject.
Onthebasisofthefindingsofthispilotproject,theJordanianWaterMinistryisworkingonanationwideplanforenergyefficiencymeasuresinthewatersector.Thetargetistoreducetheenergyconsumptionofpumpstationsandspringconveyanceby25percent,andthussaveabout€�5millionayear.

ThepresentationgivenbytheGeneralManagersandtheOMSteamobviouslywassatisfyingtheMinister.H.E.insistedontheimportanceof“hands-on”projectsoftheOMStype,suchaprojectwillhelptheWaterUtilitiestosustaintheirservicesprovidedtopublic,hesaid.
TheDorschInternationalofficeinSana’ahadtochangelocation,butwascontinuouslyworkingduringtheRevolution,andwillcertainlycontinueofferingitsbestservicestotheYemeniwaterandsanitationsector.

SinceMarch20��,ourprojectsinYemenhavebeensuspendedduetotheYemeniRevolutionturmoilandforeignstaffreturnedtoAmman.
Anexceptionwasthe“OMS–Operations&ManagementSupport”project.AlthoughmostoftheexpertshadtoleaveforJordan,theactivitiescontinuedinsupportingtheWaterUtilities.
Duringthehardtimesofinterruptedelectricpowersupply,thepopulationwasbenefittingfromareduced,butcontinuingwatersupply.InSana’a,theWaterUtilitiesHeadQuarterwasevacuatedafteragrenadedestroyedpartsoftheServerroom.AnewsetupoftheIntranetsavedthecontinuousadministrationandcustomermanagement,noimportantdatahavebeenlost,billcollectioncontinuedwithoutinterruption.
OurDCMMSMaintenanceandRepairSoftwarebecameanimportanttooltocoordinatethefieldworks,aslessthanaquarteroftheemployeeswereabletoreachtheirjobsite.
ThankstotheGISlinktothebillingsoftware,theWaterUtilitieshavebeenabletoaddresstheirclientshavingstoppedpayingtheirbillssincethebeginningoftheYemenirevolution.

AfricanWaterCongress(AFWA20�2)tookplacefromFebruary20thtillFebruary23rd.
TheAFWA,whichtakesplaceeverytwoorthreeyears,isthemaineventoftheAfricanwatersector.In20�2themottowas“Collaborativemecha-nismsandinnovationsforsustainabledevelopmentwaterandsanitationsectorsinAfrica”.
NearlyalltheAfricancountrieswererepresentedatthecongress,bothbyparticipantsofthegovernments’waterauthoritiesandbyrepre-sentativesofthemostimportant
technologiesforwastewatercollec-tion,treatmentandreuse–solutionsfortouristicareas“(DaphneVoss),verysuccessfullyarousedinterestintheexpertaudience.
Thelecturesandexpertmeetingswereagreatopportunityforexperttalkanddiscussions.
EspeciallythegreatdiversityoftheAfricancontinentanditscountries’differentlevelsofdevelopmentwerereaccentuated.
WehavealsolearnedthatsomecountrieshaveinthemeantimegotontheirwaytoachievetheMillen-niumDevelopmentGoalsoftheUNO,amongthemMoroccoitself.
TheMillenniumGoalsweredecidedby�98UNOmembers,ledbyKofiAnnanin2000.Theydefinetheeightmostimportantdevelopmentgoalsfortheyear20�5forthefieldsof

DorschGruppehasbeenawardedaconsultancyservicescontractforaprestigiousmegaurbanplanningprojectinQataronMarch2�st20�2.Asannouncedrecentlybythethestate-controlleddeveloperLusailRealEstateDevelopmentCompany(LREDC),DorschGruppewonthecompetitionforthesiteconstructionsupervisionconsultancyservicesofLusailCityinDohaandwillsuperviseeleven(��)differentconstructionpackagesindifferentengineeringdisciplines.DorschGruppewasabletosucceedovervariousinternationalcompetitors.
Qatar’sLREDCisasubsidiaryofthestate-ownedDiarenterprisewhich,inadditiontoothermajorprojects,isalsoresponsibleforthecompletenewdevelopmentoftherailwayandlocaltrafficinfrastructureinQatar.
Lusailgoesbeyondtheusualconceptofamoderncity;itis,infact,afuturisticreflectionofwonderfulaspirations,technologiesandideas.Simultaneously,Lusailischaracterisedbyarichhistorythatcapturesthe
authenticheritageandvaluesoftheremarkableQatariculture.ThroughLusailCityQatarstartedDoha’scityexpansionandthusauniqueprojectintheArabworld.

ThecompleteLusailCitywillcostapprox.US$45billionandwillbebuiltintheNortheastofDohaonacurrentlyhardlydevelopeddesertareaofapprox.38squarekilometers.
HenceforDorschGruppe,well-knownforitskeycompetencetooffercomprehensivedesignandmanagementservicesallfromonehand,thisisthelargestprojectinit’smorethan�0yearhistory.
Thearearunssevenkilometersalongthecoastanduptofivekilometersinland.
ItisplannedthatatsometimeinthefutureLusailCitywillaccom-modatemorethan200,000residents,�70,000employeesand80,000visitorssothatthetotalestimatedpopulationofLusailwilleventuallyreach450,000peoplewhoshouldlive,workandspendtheirholidaysinthisarea.
Itscompletionisensuredontimetoprovideitsservicesdedicatedtohostingthe2022FIFAWorldCup.
“Wewillsupervisetheprojectlocallywithouron-siteexpertsfromourDohaoffice”,saidOlafHoffmann,CEOoftheDorschGruppe.

Besidesthethirdlargestpetroleumreserves,Qatarpossessesthelargestgasfieldintheworld,theunderseaNorthGasFieldwith25,500cubickilometers.

Thechallengeofclimatechangeresoundsthroughouttheland.Italsoconcernsourengineeringbusiness,frameworkplansandprogrammesaswellassingleprojectsinaparticulararea.
Tocalculatetheireffects,toevaluatethemandtosuggestmeasureshavebecomenewtasksofthestrategicenvironmentplanningandconsulting.
Inordertomeetthesenewchallenges,newlawsandguidelineshavebeenpublishedrecently.
Additionally,theinvestorswhofinanciallyandeconomicallycooper-ateonaninternationallevelhavesetacourseinthisfield.
Inthiscontext,wewouldliketopresenttheenvironmentalplanninginstrumentofSEA,“StrategicEnvi-ronmentAnalysis“,withintegratedevaluationoftheclimatechangeeffectthroughasocalled“ClimateChange(Impact)Assessment“andtheprogramme-to-be-judged“ImprovedWaterandWastewaterServiceProgramme”(IWSP).
Background
Allinall,Egypthasmadegreatprogressincontrolledwatersupplyforthepopulationinqualityandalsoinquantity.However,thisisthecasemostlyfortheurbancentres.
Theruralareasstillhavedevelop-mentaldeficits.Thewastewaterdisposalhasnotkeptupwiththedevelopment,thus,thenationalcoverageofwastewaterdisposalisapprox.40percent,whereasinurbanareasitis�0percentofthepopula-tion.
Today,theNiledeltaisoneofthemostdenselypopulatedandinten-sivelyexploitedareasoftheworld.
Approx.35percentoftheEgyptianpopulationlivehere,whichcurrentlyaccordstoapopulationfigureof34millioninhabitantsonanareaofthesizeofBelgium(whereapprox.��millionpeoplelive–figuresoftheyear20��).Theproblemistheaveragepopulationincreaserateof2.5percentperyearintheGoverno-ratesoftheNiledelta.

What is the IWSP?
Sincetheendof20�0,DIhasbeeninchargeofajoint-ventureandhasbeenassignedtheprojectmanage-mentforthetechnicalsupportoftheEgyptianHCWW(HoldingCompanyforWaterandWastewater,Cairo)inthecourseofthe“ImprovedWaterandSanitationProgramme“(IWSP).
Thismulti-donorfinancedframeworkprogramme(likeamasterplan)intendsatthesustainedimprove-mentofthewatersupplyandthe
SatelliteviewofthefertileandoverpopulatedEgyptianNiledeltashowingtargetareasofthe“ImprovedWaterandWastewaterServicesProgramme“

wastewaterdisposalisregionallyrestrictedtofourgovernoratesoftheNiledelta(Behira,Damietta,Gharbia,Sharkia).Currently,thepopulationtobesuppliedisapprox.��millionpeople.Theinvestmentvolumeof€300millionisfundedbytheEuropeanInvestmentBank(EIB),theAfricanDevelopmentBank,theEU,andtheKfW(DevelopmentLoanCorporationBank–leaderofthefundingorganisations).
TheconsultingfeeforthetechnicalsupportoftheHoldingCompanyisapprox.€4millionfortwoyears.Thetotalprojectdurationisestimatedtobefiveyears(includingtheinvestments).

• Improvementofqualityandservice,
• Implementationofguidelinesandoperationalstandards,
• Efficiencyincreaseandgrowthofbenefits,
• Optimisationofoperationcosts,• Coordination,tenderingand
cooperationintheassignmentofprojectinvestments.
Projectroutine:WorkshopinCairo
Thesingleinvestmentsaimtocon-tributetothesustainedimprovementofthewatersupplyinfrastructureconcerningthepipenetworkandalsothestructuresforthewaterprocurement,watertreatmentandwaterdistribution.
Inthewastewatersectorwemainlydealwiththeincreaseofthedegreeofconnectiontothesewagedisposal,theboostingefficiencyofthepipenetworkandtheimprovementofthequalityofthewastewatertreated.
Theprogrammeisdividedintotwophases,eachwithacorrespondingpackageofprojectsresp.measures:

Levelsofenvironmentalassessment
Inthemostrecentupdatesoftheseguidelinestheobligationofevaluat-ingtheeffectsonclimatechangeofplansandprogrammeshasbeenadded(ClimateChangeImpactAssessment).Thishastwotargets:First,theestimationofclimateeffectsofplans/programmes,andsecond,possibleadaptationstrategiesofplannedprojectstonegativeeffectsofclimatechange.
Inthiscontext–andinourcase–theSEAcontributestothejustificationoftheinvestmentcapitalintermsofasustained,environmental,socialandclimatecompatibledevelopment.
Results of the SEA
TheSEAfortheIWSPincludesnotonlytheusualenvironmentalassess-mentbutalsoarangeofspecialextraservices:• Framework/basisfortheenviron-
mentalguidelinesoftheHCWW,• Integratedclimateassessmentand
additionalanalysisofpossiblesocalled“ClimateSmartInvestments“onanexemplarwastewatertreat-mentplant,
• Frameworkingoffollow-upprojectEIAsintermsofacategorisationofsingleprojectsaccordingtotheEgyptianenvironmentallegislationandguidelines.

What is SEA?
SinceJuli200�the„Directive200�/42/EContheassessmentofcertainplansandprogrammes“,inEnglishcalledthe“SEA-Directive”,hasbeeninforceintheEU.SEAistheabbre-viationof“StrategicEnvironmentalAssessment”.
Theguideline,whichinthemean-timehasbeenturnedintonationallawinallEUmemberstates,immediatelyconcernsallplansandprogrammesco-financedbytheEU(article2),whichwillprobablyhaveconsiderableeffectsontheenvi-ronment.Theguideline’stargetistoguaranteeahighdegreeofenviron-mentprotectionboostingsustaineddevelopmentandtocontributetotheconsiderationofenvironmentalissuesindesignandassignmentofplansandprogrammes.
Therefore,theSEAsystematicallyanalysespossibleenvironmentaleffectsofplansandprogrammes,inordertobringtheissueearlyintothe(political)decisionmakingprocess.
Thus,possibleprejudicialdevelop-mentscanbespottedandreducingandavoidingmodificationsoftheplanscanbeeffected.
TheSEAanalysesandtreatstheenvironmentissueatanearlystageandonamoreabstractlevel.Theconcreteevaluationoftheenviron-mentalandsocialcompatibilityofprojectstakesplaceonthenextlevel,theplanningandauthorisationofparticularprojectsoftheplansandprogrammes.
TheenvironmentalplanningmeansistheESIA(EnvironmentalandSocialImpactAssessment).
The SEA in financial cooperation projects
OnthebasisoftheEUSEAguidelinealltheorganisationsoffinancialanddevelopmentalcooperationhaveadoptedtheirownguidelinesfortheirenvironmentalandsocialcompatibleactingandfortheper-formanceofstrategicenvironmentalassessment.

IntermsofextensiveandintegratedconsultingDIisreadyfortheupcomingchallengesinthissector.
Results of the Environmental Assessment
TheStrategicEnvironmentAssess-menthasgenerallyconfirmedtheintendedpositiveenvironmentaleffectsoftheIWSP,ifalltheprojectsarecarefullyandsustainablyplanned,carriedoutintimeandthemeasuresmentionedintheenvironmentassessmentareperformed.
TheIWSPisinlinewiththeexistingenvironmentalregulationsandaccordsalsotothetargetsofotherplansandprogrammes.
Especiallyforthewatersector,allmeasuresofmaintenance,newconstructionsandextensionsoftheinfrastructurehavepositiveeffectsonthesupplyanddisposalsituation.Improveddrinkingwatersupplyandfurthermeasuresinthewastewaterdisposalsectorwillalsohelptoincreasethehealthofthepopulation.
However,furthermeasuresforthetreatmentofsludgeareneeded;ontheonehandinordertohighlyreducethepathogenicgermsbeforeusingthesludgeinagriculture,ontheotherhandtheclimaticharmful-nessisreducedbyfurthertreatment.
Inthisplanningstageofthemeasuresthereisnoconflictwithnatureprotection,preservationoftheculturalheritageandtourism.Inaddition,thestudyalsomentionsrisksandprejudicialdevelopmentsforthetargetsoftheprogramme.

GermanengineersarehighlydemandedintheBrazilianmarketandtheygetreallywellpaid.
Currently,assuchyoucanearnbetween�00and350$R(whichis44€/htill�52€/h)perprojecthourdependingontheregionandyourqualification.Corepaymentisbetween80and��0€/h.
WorkinginBrazilisalsoaboutshowinginterestinthecountryanditslanguage,moreoverprimarilyforthepeople’sownmentality.Youmaynotunderestimatetheimportanceofinterculturalcooperation,especiallyfortheBrazilianside.
IcanreallyassurethatteamworkandourcontactwithourBrazilianpartnersisgreatandthatIreallylikeworkingonthisproject,althoughtheissuewastedisposaliscertainlyaspecialone.
Why is Brazil that interested in a sustained environment protection?
Ourissueisonlyalittlepartofanenormouslybroadscopeofissuesinahugecountry.Tonameanexample,justconsiderthecurrentwaterpowerprojectBeloMonteattheXingu,asideriveroftheAmazonas.ThetwoplannedbarrierlakesareaboutthesizeoftheGermanBodensee(approx.500km²).Over20,000peoplewillhavetoberesettled.Itseffectsonnatureandenvironment,especiallyontheaboriginalpeopleandtheuniquerainforestarehardlyforeseeable.
InBrazilthereisonlyaninsufficientwastedisposalpolicyandthefieldlackssystematicstrategies,althroughthewilltochangebecomestangibleeverywhere.Butmostregionsdonothaveuptodatewastedisposal.Ofcourse,thisfacthasnegativeeffectsontheenvironment.Thewasteisoftenbeingdumpedwithouttreat-ment.Onlyasmallpartofthewasteissortedandrecycled.Andevenworse:Theproblemsarenotonlysolvedbyplanningandconstructingplants.

directionincludingbicyclepathandfootwayforthe2,5kmlongroadsection“TegernseerLandstraße”(lot�).TheawardingauthorityofthefederalcapitalofMunichistheDepartmentofTownPlanningandConstructionLaw.
Thecrucialfactorforoursuccesswasthetechnicalconcept,whichhadtobesubmittedwiththetenderdocuments(seeimages).
Inthefirststage,fourdifferentalter-nativeshadtobedeveloped.Finally,twoofthesealternativeswouldbedevelopedextensively.
DorschInternationalMunichwasabletorelyonthefindingsofformerandcurrentplanningprojectsonothersectionsoftheMittlererRing(sectionNorth“Petuelringtunnel”andsectionSouthwest“Luise-Kiesselbach-Platz”)anddefenditsmarketpositionasanexcellentplannerofcomplexinfrastructures.
BecauseoftheverydivergingtechnicalcontentswehavebuiltupaninterdisciplinarydevelopmentteamwithmembersofDorschInternationalandBDC(trafficplanning).Moreoverwehavegainedafurthercompetentpartnerforairandnoiseprotection:theTÜVSüd.

Onthebottomsideofthemachineryhallroofstructuresomedamagelikechippedconcreteandexposedconcretereinforcementwasdiscovered,whichcouldatthelongsightaffectthebearingcapacityandthedurabilityoftheroof.
Inordertopreventfurtherdamageandtoensuretheroof’sbearingcapacityandthefitnessforuseuntiltheendofuseaccordingtoplan,aremedialmaintenancehasbecomeurgentlynecessary.

TheexistingfirebrigadetrainingcampusinNagpurhasreacheditscapacitylimitsandonlyhasout-datedtechnologyandequipment.Therefore,theGovernmentofIndiahasdecidedtobuildafirstnewcampusinNagpur.Afterthat,�0furthertrainingcentresaretobebuiltinIndia.
Theprojectcomprisestheplanningandrealisationofvarioustrainingmodulesforemergencyandfirebrigadestaffwith3�trainingcourseswithdifferentemergencysceneries.
DDCisgoingtoleadtheworkontheproject,whichwillbesupportedbyStrategicFireSolutionsDresdenandDCIndia.

Afterthepresentationallthepar-ticipantsvisitedthesite.ItislocatedintheperipherytothecentreofNagpur.Thebuildingsofthecampusliketheauditoriumandthetrainingbuildingsarecurrentlybuilt.Theneighbouringpropertyforthetrainingmoduleswasraw.
DDCDresden,incooperationwithStrategicFireSolutionsDresden,isgoingtoperformtheplanningoftheengineeringstructuresincludingthebearingstructuresandthetechnicalequipmentcorrespondingtotheHOAIphases�till5.ThetenderingoftheconstructionservicesandthesupervisioncorrespondingtoHOAIphases�till8willbeperformedbyDCIndia.DDCDresdenwillalsoperformtheplanningoftheinfra-structure(supply,disposal,firewatertreatment,etc.).
Inadditiontothenon-structuralmodulesconsistingofvariousvirtualsimulations,likeskyscraper,airport,urbanarea,disastermanagement,anti-terrorismmeasureornaturalcatastrophescenarios,so-calledstructuralmodules,likemulti-functionalhousingandindustrialbuildings,multi-functionalindustrystructures,publicbuildings,airplanes,trainsandhydro-carbon/hazmatfacilitiesasburningbuildingsresp.trainingobjects,willbeplannedandconstructed.Acontroltowerresp.controlroomisalsopartofthedesign.Likewise,theinfrastructureforthetrainingmoduleswillbeplannedandconstructedfocusingonthetreatmentofextinguishingmeans,storageandrecycling,includ-ingtherequiredcollectingbasins,pipelines,pumps,etc.
Allthestructureswillbeconstructedonanareaof4-5acres,directlynexttothefirebrigadetrainingcampus.
ThedesignphasewillbegininMay20�2andistobefinishedwithinfivemonths.
TheconstructionofthebuildingsistobegininOctober20�2andfinishedwithinsevenmonths.Withinthreefurthermonths,thetrainingoperationandtheaccreditationforthecompoundaretobeexecuted.
