“It is the trust, integrity, work ethic,
candour and common sense of
rugby people that make it easy to
do business together”

Akmal Nasser (GM) celebrating after Indonesia’s acceptance as a full
member of the International Rugby Board on November 20, 2013
Introduction “An emerging global sport in an
emerging global market….”
Persatuan Rugby Union Indonesia (PRUI)
welcomes potential investors to the 2014
Indonesian Rugby Sponsorship Proposal.
Since 2004, PRUI has successfully raised
in excess of US$600,000 to help develop
and manage Rugby Union in the country.
2014 is looking to be the biggest year in
its history, with the organization now an
official Indonesian National Sport and a
Full Member of the International Rugby
Board. With this recognition, PRUI now
enters the next stage of its rugby
development – all spearheaded through
the organization’s first ever Strategic Plan
2014-2017.
The Strategic Plan’s vision is wide
ranging. Indonesian Rugby plans to grow,
both from the ‘top-down’ through
improved Elite Pathways and
competitions for the Rhinos (15s) and
Harimau (7s), but also the ‘bottom-up’
through the largest investment and focus
on grassroots and women’s rugby ever
seen in the organization. All sponsors are
encouraged to view PRUI’s Strategic Plan
2014-2017.
PRUI believes that the next global sport
of rugby, combined with the emerging
market power of Indonesia presents
opportunity for business.
The 2014 Sponsorship Proposal reflects
these ambitions. In this document, there
are a range of opportunities available
across a variety of different portfolios.
Please take the time to read through the
variety of opportunities available, which
can not only unlock the potential of
Indonesian Rugby, but provides
opportunities which can add value to
your business.

History
Rugby Union has been played in Indonesia
as a social sport for more than 40 years.
Some history suggests that the Dutch and
English played rugby in the early 20th
century, suggesting a long history of Rugby
in the archipelago.
Persatuan Rugby Union Indonesia (PRUI)
was officially formed in May 2004 to
develop the sport and culture of Rugby
Union in Indonesia.
Since PRUI’s inception, the sport has
experienced growth from school-age to
senior players, as well as coaches, referees
and administrators. There are now over 500
Indonesians playing the game.
The organization continues to progress,
with PRUI now a Full Member of the Asian
Rugby Football Union (ARFU) and a Full
Member of the International Rugby Board
(IRB). Rugby Union is also now a Permanent
Member of Komite Olahraga Nasional
Indonesia, or KONI – the Government’s
Governing Sporting Body.

President Pieter Wattimena formally accepting the KONI decision for Rugby to become a National Sport
Indonesian Rugby in 2013 Development of PRUI’s first Strategic Plan 2014-2017
On August 2, 2013, PRUI released the country’s first ever long-term
Strategic Plan for 2014- 2017. The aim of this plan is rugby development
through various growth and development strategies, leadership and
player development, coaching and refereeing, financial investment and
marketing and communication. By 2017, the Strategic Plan aims for 9,000
Rugby participants and 1,800 registered players, with rugby exposed
within 240 schools and 60 universities.
Admission into the Komite Olahraga National Indonesia (KONI)
On August 28, Rugby was officially named a national sport of Indonesia.
The result of this inclusion allows PRUI to work in conjunction with KONI
to develop the game across the archipelago. PRUI now is capable of
developing rugby within any school, within any province in Indonesia.
Indonesian Rugby receives full IRB Membership
On November 30, PRUI was officially appointed a full member of the
international rugby community. The benefits are not just through greater
IRB assistance, but in the opportunities to enter qualification tournaments
for the Rugby World Cup, the IRB Sevens World Series and the Junior
World Championships/Junior World Rugby Trophy.
Indonesia places 3rd in Division III of the Asian 5 Nations Tournament The Indonesian Rhinos recently competed in the D-III HSBC A5N
Tournament in Kuala Lumpur, Malaysia. Despite losing out to eventual
runners-up, Guam, Indonesia returned to comprehensively defeat China
37-13.
Indonesia places 11th in the HSBC Asian Sevens Series The Asian 7’s is the premier Rugby 7’s Event in Asia. In October, the
Indonesian Harimau were invited to the Singapore tournament. Despite
defeats to heavyweights Sri Lanka and the Phillipines, Indonesia shocked
the circuit by defeating the United Arab Emirates – a Core Team which
has participated in the tournament since 2010.

Implementing IRB Get Into Rugby
Program – “teaching the teacher”
PRUI will operate the International Rugby
Board’s global grassroots initiative, known
as ‘Get Into Rugby’ (GIR) in 2014. PRUI
estimates that this program could expose
4,500 children to rugby in its first year.
GIR is a program specifically designed to introduce rugby to children through miniature games. The objective, however is to provide a program that ‘teaches the teachers’. This allows the game to be continued sustainably and independently
1. PRUI Rugby Development Officers (minimum 5)
PRUI is aiming to employ a minimum of five (5) Rugby Development Officers to implement GIR. Their role will involve 15
schools over an 8-month period. Estimated Schools: 75 The program will initiate across the following rugby regions: Jakarta, Bandung, Jogjakarta, Bali and Papua N.B – Once these 5 positions are filled, please discuss with PRUI about any regions you would like an RDO
2. Assisting Club Sponsored Rugby
Development Officers PRUI is initially working with four Rugby Clubs to employ RDO’s. Estimated Schools: 60
3. School Rugby Apprenticeship
Program In 2014, PRUI is implementing a High School
Rugby Apprenticeship Program. Students
will implement GIR in a school to gain extra-
curricular credit. The program is aiming to
begin in three schools and is aiming to
attract 15 participants to the program in
2014. Estimated Schools: 15

Regional Development
Regional 7’s Tournaments (Jakarta, Bandung, Jogjakarta, Balikpapan, Papua)
National 7’s Club Championships
Over time, each region will have 7’s tournament
Over time, each region will select their best players to compete in National 7’s Championships
In 2014, PRUI will be implementing Regional Rugby Tournaments, using Rugby Sevens as the competition format. The aim is to establish an “Indonesian Sevens Series” and a “National Sevens Championship”. The Indonesian Sevens Series will initially comprise of Six (6) Regional Rugby Sevens Tournaments in Jakarta, Bandung, Jogjakarta, Bali, Balikpapan and Papua, in which the tournaments are played by local players in the surrounding area. These tournaments will be supported by the
Rugby Development Officers employed by PRUI, to ensure the appropriate marketing and participation targets are met. At the conclusion of the Regional Sevens Series, a National Sevens Invitational is hosted in Jakarta, with clubs from across Indonesia competing for the title of National Club Champion. From this tournament, a squad is selected to become part of Indonesia’s National Sevens Team, the Indonesian Harimau. N.B - The aim is over time for these Regional Tournaments to continue to grow across Indonesia. Each tournament would select a ‘Regional Representative’ side, who would then be invited to participate in the National Championships. Sponsors will benefit through a variety of avenues, which will directly market their brand across the tournaments and/or the National Championships.

their annual fixture in the Division III Asian 5 Nations, preceded by the opportunity to play their
first ever home fixture against a South-East Nation Nation. The Harimau are looking to become
permanent members on the Asian Sevens Series Circuit. Likewise for the Harimau Muda, who
are looking to improve upon their performance at the U20 Asian Series in Malaysia. Finally, the
Cendrawasih will be looking to enter the Asian Women’s Sevens Series in Thailand and India.
Businesses will all have the opportunity to be involved with each of these representative teams,
at a Platinum, Gold and Silver sponsorship level.

The Rhinos are the premier 15-a side team for Indonesia. Their winning record currently stands at 55%, with 10 wins from 18 Tests. Since playing its first match against Cambodia in Phnom Penh in 2006, the Rhinos have beaten Cambodia (twice), Lao (three times), Brunei (twice), Pakistan (twice) and China. Their most recent tournament in Malaysia saw the Rhinos fall to eventual runners-up, Guam, however return to comprehensively defeat China 37-13. Asian 5 Nations Tournament The team currently competes in Division III of the HSBC Asian 5Nations Tournament – a tournament, which acts to determine qualifiers for the Rugby World Cup. In 2014, Indonesia will play against India, Lebanon and Guam. Inbound Test Matches 2014 sees the potential for an inbound test schedule being organized against Singapore and
Malaysia as a warm-up to the Asian 5 Nations tournament. This provides the possibility of a
month long period of representative rugby.
With both Home and Away Test matches against
Singapore, Malaysia, India, Lebanon and Guam in
2014, there are multiple opportunities to
showcase your company alongside the Rhinos.

Aiming for Entry into Asian Sevens Series in Malaysia, Thailand, India, Singapore
Sevens is one of the world’s fastest growing sports – a result of its admittance into the Olympic Games. With the HSBC Sevens World Series now being broadcast into over 390 million homes, Sevens is the premier platform for sponsors looking to expose their brand around the world. The Harimau or “Tigers” are Indonesia’s premier 7-a side team. Since 2008, they have competed against Japan, Singapore, Sri Lanka, Philippines, South Africa, Malaysia, Singapore and Australia. In 2014, PRUI will be making significant structural changes, to significantly improve the performance of the team. With an ever-increasing exposure of Rugby Sevens globally, it is imperative that the Harimau are competitive to showcase Indonesian Rugby and its sponsors to the world. Establishment of a Harimau Academy PRUI will establish a centralized training program, based in Jakarta. Players selected for the Academy will be provided with monthly financial support, to assist in the requirements expected of each player, in their preparation for competition. Training will be supported through Sevens coach (semi-funded) and a fully-funded Strength & Conditioning Coach. The Harimau will aim to play in the IRB Asian Sevens Series – a Tier II Sevens competition, featuring twelve of Asia’s top rugby nations. In 2014, the circuit will be played across Malaysia, India, Singapore and Thailand.

In 2014, PRUI aims to build upon the success of this team, through the provision of additional

PRUI has costed the potential for providing a month’s worth of rugby training, to be held in
conjunction with the Harimau Academy, in the month preceding the Asian 7’s event. They
would work in combination with the Harimau senior team, with the support of the National
Coach and Strength & Conditioning Coach.

The Cendrawasih, or Bird Of Paradise is Indonesia’s Women’s
Rugby team. They were established in 2010, as part of their
invitation to the Singapore Cricket Club 7’s. Since 2010, the
Cendrawasih now compete in annual tournaments across Asia, with the latest being the Bali
10’s tournament.
PRUI believes that the Women’s component is a strategic area for the growth and development
of Rugby in Indonesia. PRUI believes that Rugby’s Core Values placing the sport as accessible for
both men and women uniquely positions Rugby at a competitive advantage over other
Indonesian sports, where the women’s component has not been supported to the same level.
By developing the women’s game to an equal level as the man, PRUI believes that this makes
the Rugby brand much more valuable.
In addition to developing women’s rugby through Get Into Rugby, with at least two (2) female
Rugby Development Officers, PRUI is aiming to enter the Cendrawasih into the Asian Women’s
7’s Series, which in 2014 will be held in Thailand and India.
