First of all, among others, there is the project of regionalising IIAS with the creation of new regional groups added to those of EGPA : the Latin-American Group for Public Admi- nistration (LAGPA) and the Asian Group for Public Administration (AGPA). These regio- nal groups will probably be followed very soon by new entities in the Middle East and Africa. We should also mention here, the updating of the format of IIAS congresses, and finally, the enlargement of the scope of scientific research by establishing new study groups, project groups and even task forces. Other work is either in the pipeline or already under way. We will come back to that at another time. This impetus is also present in the activities of the ever-growing IIAS family. One should mention, at this point, that the development of IIAS means that we had, in parallel, to strengthen the scientific capacity of the Di- rectorate-General in Brussels. You will get an idea of this new dynamic as you read this newsletter. Its contents mir- ror the diversity of our commitment and we invite you to engage even more inten- sely. EditorialA great impetus has been given to our Ins-titute over the past few years – the rede-finition of its medium-and long-term stra-tegies This has involved the progressive implementation of a plan of action. First of all, among others, there is the project of regionalising IIAS with the creation of new regional groups added to those of EGPA : the Latin-American Group for Public Admi-nistration (LAGPA) and the Asian Group for Public Administration (AGPA). Registration:Registration is open and accessible to everyone via the link www.conftool.pro/iias2012. The congress is open to Young Researchers/PhD Students in public management, as well as to contributors from different disciplines.

Congress Programme:Workshop sessions:123 abstracts have been approved on the following themes: Democratic Governance for Socio Economic Development; E-Government Instrument to Strengthen Trust and Public Value, The Case for Tourism and will be presented in various workshop sessions. This year for the first time, abstracts on the subject of the problems facing public administrations will also be pre-sented. Sessions will also be organized for the IIAS project and study groups.

Intercontinental Administrative Forum:The IIAS will organize its second Forum on « The Crisis and the Challenges for the Public Sector  ». The event will be a vehicle for contrasting experiences and ideas from different continents based on three main topics: 1) Impactsof the Crisis on the Public Sector; 2) Leadership and administrative capacities facing challenges in times of crisis; 3) Strategic tools in times of crisis

Policy Platforms:Three platforms will be organized on each of the three subthemes of the congress, with the objective of establishing a Practitioner’s debate to be of use to Practitioners and Academics and presenting knowledge of public administration issues.

As you already know, at the Congress of Lausanne in 2011, IIAS initiated discussions on the theme of Water management and on public policies linked to this matter.In March-April 2012, we brought this issue to the forefront again and as a focus of the Knowledge Portal, the world’s largest mee-ting on this issue, The 6th Water Forum took place in Marseille (France) from 12-17 March 2012.As was stated during this forum, of all the natural resources necessary for sustaining life on earth, water is the most vital. There are several reasons why water management pre-sents a major challenge for governments For many years people and their governments have been concerned mainly with the chal-lenges of water quantity and water quality, but some other key issues have emerged, for example: the distributional challenge.

Democratic Governance for Socioeconomic Development; E-Government, Instrument to Strengthen Trust; Creating Public Value, the Case for Tourism.Forums will also be opened on these current topics and you are kindly invited to partici-pate!

The last meeting of the Project Group: History of Administration took place in Washington DC, on Monday, 30 April 2012 at the Woodrow Wilson Center: www.wilsoncenter.org. The

Thanks to the generous support of the Euro-pean Molecular Biology Laboratory (EMBL), the project group on Supranational Adminis-tration met on 7 and 8 May 2012 in Heidel-berg, Germany in the presence of 98 partici-pants belonging tomore than 45 international organizations.

The main following themes were discussed: Privileges and immunities ; responsibility of organizations for acts of their independent or-gans; succession of short term contracts; go-vernance; new technologies, new challenges; protection of Organizations’ names and eco-nomic climate and budget pressure. n

The project group will organise two wor-king sessions during the IIAS international congress 2012. The first session will take the form of a workshop to present papers concerning mainly the administrative di-mensions of the crisis and crisis manage-ment. The second session will be centred on the discussion of a forthcoming publi-cation. n

Executive Vice-President, Dr Michael Van Dusen welcomed the participants and affir-med his interest in their work.

The Project Group Chair, Prof Stefan Fisch and the Rapporteur for the current theme, Professor Fabio Rugge, opened the wor-king session which focused on the theme: «  The Governance of Food Safety in the 20th century ».

Once again, the rapporteur introduced the research guidelines and the analytical fra-mework before commenting on the national reports presented by the experts and sent in by authors prior to the meeting.

The participants further discussed the na-tional case studies and made substantial contributions in order to consolidate the comparative analysis which will highlight the governance model and regulation in terms of food safety.

The aim of the next annual meeting is to finalise the national reports in the compa-rative framework, as defined during the meeting. n

The Institute in collaboration with EGPA, ENA Morocco, le Groupement de Re-cherche sur Espace et Territoires (GRET), l’Institut de Management Public et Gouver-nance Territoriale (IMPGT) Université Aix-Marseille, le Centre Africain de Formation et de Recherche Administrative pour le Déve-loppement (CAFRAD) and the Hanns Seidel Foundation Hanns Seidel, organized the 1st Forum africain francophone that was held at ENA Rabat in Morocco from 5 to 6 April 2012.

The Forum centred its debates on the theme « Local Territories, Governance and Development in Africa ». n

Francophone African Forum francophone, 5-6 April 2012, Rabat (Morocco) RETROSPECTIVE

IIAS representatives attended the 11th session of the United Nations Committee of Experts on Public Administration which took place in New York from 16-21st of April, 2012 with the focus on local government. IIAS held observer status during the meeting. It was represented by Mr. Pan Suk Kim – president of IIAS, Valeria Termini – President of IASIA, Rolet Loretan – Director General of IIAS, José Castelazo – Senior Vice-President of the IIAS Council of Admi-nistration, Luis Garcia Cardenas – Honorary President of INAP, Gelase Mutahaba, Michiel De Vries and PS Reddy – IASIA Board Members and Munira Aminova- Development Officer of IIAS. The President of IIAS, Pan Suk Kim, is currently the Vice Chairperson of the UNCEPA and the President of IASIA, Valeria Termini, is a member of the UNCEPA. During the session, many related issues on global governance and sustainable develop-ment were discussed, with the focus on local government. IIAS actively participated in all discussions. The event was useful in establishing new, and re-enforcing old, contacts, and forming new partnerships and possible future projects. It served as an arena for exchanges and debate and helped to generate more ideas for international developmental projects. n

IIAS and its regional groups and specialised associations are engaged in a number of different projects aimed at increasing the impact of its activities on a worldwide scale. There are a number of on-going initiatives and common projects. All of these projects are at different stages of progress. IIAS is cooperating with the United Nations Depart-ment of Social and Economic Affairs (UNDE-SA), OECD, UNISDR and other national and international organisations. One of our projects is the IASIA-UNDESA Joint International Taskforce on Strengthe-ning Public Administration and Leadership at Local Level for the Achievement of Develop-ment Agendas. The goal of the Taskforce is to contribute to the improvement of the per-formance of public administration and lea-dership, at local level, in implementing natio-nal and international development agenda, including the MDGs. The project also intends to further improve the match between the needs of local go-vernments in terms of training, education, institution-building in dealing with intergo-

poverty reduction, governance and poverty alleviation focusing on thematic and regio-nal dimensions In the thematic part, the book will concentrate on theories of poverty alleviation and in the regional section, the book will cover some of the important cases around the world. The book will cover a wide range of topics including: the changing demographics of poverty world-wide; the importance of education and trainingas necessary tools and strategies for poverty alleviation (PA); technology innovation and socio-economic development as an effective strategy in PA; corruption bureau-pathologies afflicting the poor as an obstacle to progress PA; the role of civil society in public administration, and others. The second deliverable of this project is the guidelines that the team intends to pro-duce after the completion of the book for policy makers, politicians and civil servants on the ways of tackling poverty in different regions. n

The symposia to be published during 2012 are the following: Government transparency (Guest editor: Albert Meijer, NL), Vol 78 (1) 2012 ; Public Administration in East Asia: Lega-cies, experiences and trajectories of reforms (Guest Editor: Anthony B. L. Cheung, China), Vol 78 (2) 2012; and Managerial reforms and the transformation of the administration of the European Commission, (Guest Editor: Edoardo Ongaro, Italy), Vol 78 (3) 2012.

The IIAS was invited to set up a panel during the annual conference of ASPA which was held in Las Vegas, Nevada (USA) from 2 to 6 March. The theme was “Creating public Value : between Public Opinion and Public Service Delivery”. Mr Rolet Loretan, Direc-tor-General of IIAS, presided over the panel which consisted of renowned speakers: Mr. Geert Bouckaert, Chairman of the PRAC of IIAS, Ms. Tina Randma-Liiv (EGPA) and Mr. Blue Wooldridge (IASIA). Several hours later, Mr. Pan Suk Kim, President of IIAS, presided over a special session on the theme of Public Administration, democracy and the reduc-tion of poverty » Among the notable speakers were Mr. Erik Bergrud, president of ASPA and Mr. John-Mary Kauzya (UNDESA). n

The Taskforce will generate data and infor-mation from a wide range of local govern-ment stakeholders, including IASIA Board members, Taskforce members, and UN and International bodies concerned with local government, local government associations and local governments. The Taskforce will conduct desk research surveys among local governments on their needs and among universities, school, and institutes of Admi-nistration including MDIs regarding their pro-ducts; structured group discussion and any other method the taskforce might consider applicable. Another project is underway in partnership between IIAS-UNDESA and is entitled: Public Administration, Governance and Poverty Alleviation. This is a publication- oriented project involving stakeholders from different regions. The final goal is a book on

A discussion workshop was also organised for the members of the Council of Admi-nistration on the theme « Developments in Public Administration and implications for IIAS » with speaker Rolf Alter, Director Public Governance and Territorial Development ofthe OECD. n

Development of Projects

On 19 March 2012, a memorandum of Understanding was signed between IIAS and the « World e-Governments Organization of Cities and local Governments » The aim of this agree-ment is to develop activities and projects in common. It is also intended to facilitate the exchange of education and experience in order to improve the organisation and operations of public administration. It will also ensure that cities and local governments respond to the requirements of local government in an appropriate manner. n

The European Group for Public Administration (EGPA) in close collaboration with the University of Bergen, Department of Administration and Organization Theory is organizing its 2012 EGPA Annual Conference to be held in Bergen, Norway.

Registration:The EGPA Conference is open to academics, young researchers and practitioners. Online registra-tion is now possible through www.conftool.pro/egpa2012.

Programme:At the end of the submission process and the call-for-papers, the Chairs of the Symposium and of the seminars, as well as the 19 Permanent Study Groups’Directors will select the abstracts and will prepare a detailed programme to be put online.During the Conference, EAPAA will organise its working session and will hold its accreditation com-mittee meeting.

The last EGPA Steering Committee meeting took place in Brussels on January 27-28, 2012.The EGPA Governance was discussed and three EGPA Vice-Presidents were designa-ted in order to support the EGPA President r in implementing the EGPA strategy plan: Prof Sabine Kuhlmann (Germany), Prof Andrew Massey (UK) and Prof Edoardo Ongaro (Italy/UK). The 8th Transatlantic Dialogue (TAD) took place in Nijmegen (The Netherlands) by Radboud University from 7 to 9 June 2012 on the theme: « Transitions in Governance ».The participants discussed the impact of significant developments that the States are facing: welfare state reform, a globalizing economy, technological innovation, demographic change, urban regeneration, Europeanization and (e.g. in Central European countries) the transition towards a different type of regime. As a consequence, States face difficult challenges in respect of their systems of public administration. Dealing with these developments puts a heavy strain on their systems of public administration. These developmentschallenge public administration research and teaching to look beyond current institutions and to grasp the opportunity to instigate emerging varieties of governance.Six workshops have been organised on these different topics.For more information, please consult our website: www.8tad.org. n

The 5th Trans-European Dialogue (TED) took place in Budapest on 1-3 February 2012 on the theme: « The politics of agency gover-nance ». Prof Gyorgy Jenei and Prof Gyor-gy Hajnal welcomed the participants at the Corvinus University. The opening session was dedicated to the Modern History of the Trans-European Dialogue: the twenty years of Leuven-Corvinus cooperation (1992-2012). FAfter some testimonies aboutcooperation, Prof Geert Bouckaert and Prof Gyorgy Jenei underlined the key elements for the Futures of Dialogues and the Dialogues of Futures.During the first thematic session, a keynote presentation by Professor Sandra Van Thiel introduced the main theme. More than 60 participants took part in stimulating discus-sions on the following sub-topics: Agencies in Hungary, Influence of agencies on policy making, Political interference/influence on agencies and Politicization and political ap-pointments. Young researchers from different universities also presented their work. Prof Koen Verhoest and Prof Calin Hintea provi-ded the participants with some concluding thoughts. n

16-21 July 2012The 2012 IASIA Conference will take place from 16 to 21 July and will be hosted by the National Institute of Development Administration (NIDA) in Bangkok, Thailand. The last meeting of the IASIA Board of Mana-gement took place at the IIAS headquarters in Brussels on 13 and 14 February. Issues discussed included the 2012 annual Confe-rence in Bangkok, the 2013 joint IIAS-IASIA Congress in Bahrain, the implementation of an IASIA database of experts, the review of the IASIA website’s content, accreditation ac-tivities, publications, finances and marketing as well as the setting up of an IASIA-UNDESA joint international Task Force on « Strengthe-ning Public Administration and Leadership at Local Level for the Achievement of Develop-

GUIDELINES FOR PAPER PRESENTERSEach paper should focus on one of the three sub-themes of the Conference: local governance: bringing governance closer to people; setting priorities for cooperative local development; accountability and resource management in local government. 1. All the papers should write in English. 2. Each paper should contain 3000-5000 words. An abstract of 300 words should be sent to the

AGPA Executive Office by 29 Feb 2012. Prospective paper writers will duly be notified whether their paper has been accepted.

3. References should include name of author/s, publication year, title of the article/book/journal, place of publication, and publisher.

4. Figures, graphs and tables should be included if necessary. 5. Authors should submit autobiographical sketches along with their abstract. 6. Each presenter is allocated 15 minutes for presentation. Questions from participants will be

entertained during the open forum provided after each session. 7. Papers should advocate the academic spirit and focus on the academic research, please not

involve too much political factors. 8. Quality PowerPoint presentations will be uploaded in the AGPA website. 9. Deadlines: - Abstract: On or before 29 Feburary 2012; notification of acceptance will be sent to

The Latin American Regional Group for Public Administration (LAGPA) will hold its annual conference from 18 to 21 June in Mérida at the Hyatt Regency, in parallel with the programme of the 2012 International Congress of IIAS.The main theme to be addressed will be « Developments and Trends for Latin American Public Adminis-tration ». Cases for Argentina, Brazil, Bolivia, Chile, Costa Rica, Colombia, Cuba, Ecuador, El Salvador and many more will be presented.

The participants in the conference will be welcomed at the International Congress of the IIAS.

The 2012 Conference of the Asian Group for Public Administration was held in Bandos Island Resort, Maldives from 8 to 10 May. The confe-rence was organized in collaboration with the Civil Service Commission of the Maldives on the theme « Local Governance and Reform: Service Delivery, Transparency and Accountability ». The main theme was divided into three sub-themes: 1. Local governance: bringing government

closer to people ; 1. Setting priorities for cooperative local de-

velopment ; 1. Accountability and resource management

in local government.More than 120 experts from 12 countries parti-cipated in this annual conference.

The workshops were coordinated by Prof. Dr. Wei HU,General rapporteur, and three duos of acade-mic rapporteurs and practitioner rapporteurs.The President of the Maldives, H.E. Dr. Moha-med Waheed Hassan, Vice President H.E. Mohamed Waheed Deen and 5 Ministers were present at the opening ceremony.In addition, AGPA launched a joint research pro-ject on the topic of the Standards of Public Ser-vice. This research group held a panel during the meeting.
