Tender Notice

Sub: Purchase of compu ter and other accessories for the 0/0. Pr. CIT -15. Kolkata.

Office of the Pro Commissioner of Income Tax- IS, Kolkata invites Tenders in sealed covers from reputed vendors for purchase of 12 (twelve) Desktop compu ters as per th e technical Bid.

2. The Tender shall be submitted in two parts - Technical Bid and Financial Bid . Both the bids are to be placed in two separates sealed envelopes (clearly super scribing 'Technical Bid' and 'Financial Bid, which in turn sh ould be placed in one cover. The bids of the vendors whose technical bid and financial bid are not in a separate envelope or if they quote the rates in the technical bids, their tender shall be rejected forthwith. Terms and conditions of the tech n ical bid and financial bid are as per Annexure - I and Annexure-II . The financial bids of only those vendors shall be opened whose technical bid is found eligible. The financial bids of the disqualified bidders on assessing technical bid shall be retu rned, unopened.

3, The proforma fo r technical bid (Annexure-II Part-A) and proforma for financial bid (Annexure-IV) for su bmitting the tender as well as this tender notice will be issued from the office of the Pr,CIT- IS, Kolkata, free of cost. The tender should be addressed to Pr. CIT- IS, Kolkata and should be su bmitted in the 0/0. Pr. CIT-15, Kolkata, 3.Govt. Place (WI. Ground floor, Kolkata -700 001. The tender will accompany earnest money deposit in the form of demand draft - pay order of amou nt of Rs.30, 000/ - drawn on any nationalized bank, payable in favour of "ZA~, CBDT, Kolkata" payable at Kolkata.

The tender without earnest money wi ll be disqualified . The Demand Draft/Pay Order submitted by unsuccessful vendors will be returned within 7 (seven) working days of opening the tender. If the successful vendor refuses to supply the compu ters then the earnest money will be forfeited. The earnest money deposit of the successful vendor will be returned after one month which is considered as a probation period. The last date and time for su bmission of sealed tender will conclude on 07/12/2015 at 4.00 p.m.

4. The tenders shall be opened at 08/12/2015 on 12.30 p.m. Room No.0/23, 3. Gavt. Place (W). Ground floor, Kolkata-700 001 in presence of vendors or their representatives who wish to be present. The tenders will be opened by the Tender Committee members constituted for this purpose. They will scrutinize the te.chnical bids and determine the eligible bids. Thereafter, financial bids of the eligible bidders will be opened. The tender quoting the lowest amount ILl) will be declared as successful vendor. In case the unsuccessful vendor refuses to accept the contract, its security deposit will be forfeited. The order to supply the Computers and other accessories will be issued as soon as the vendor{s) is / are finalized. , ,

5. The tender should not be conditionaL Such tender is likely to be disqualified.

6. The vendor is required to submit details of bank ajc No., bank and branch, bank code, branch code, MICR code, IPSC code where the e-payment will be made. A cancelled cheque should be provided for this purpose along with financial bid.

7. Any matter which has not been specifically covered by this tender notice shall be decided by the Office of the PR. CIT -15, Kolkata, whose decision shall be final and conclusive.

8. Clarification if required by the prospective bidders will be given by Income Tax Officer, Hqrs.-15, Kolkata from 27/11/2015 to 03/12/20 15 on 4 p.m. 9. This tender notice is displayed on notice boards of all the offices of Income Tax Department in Kolkata and also on the website of Income Tax Department viz "incometaxind ia.gov.in"

2. Any short supply, inadequacy or defective supply with regard to material quoted by the

vendors as stated in the Technical bid shall be viewed serious ly.

3. The delivery, installat ion and successful testing of the items must be completed with in 07

days of work t o the successful bidder.

4. The computers will be delivered to the users in the Office of the Principal Commissioner

of Income Tax-15, Kolkata, 3 Govt. Place (W), Ground floor, Kolkata -700 001.

5. Failure to deliver the computer systems before the scheduled time will be liable for cancellation of the work order.

6. The bidder should adhere to the provisions of all laws in every respect.

7. Liaison shall be maintained with OUf users, Office- In-Charge concerned for smooth and efficient supply and installation of the required items.

8. In the event of any exigencies, the Department shall have discretion to send request for more or less number of items mentioned in the contract as per the rate approved.

9. Any damages or loss caused during transit will have to be borne by the Vendors.

10. Th e vendor must ensure that warranty sh ould be 03 years Onsite .

11. The vendor who is able to supply all the computers will be preferred.

12. The vendor should be authorized dealer of the Original Equipment Manufacturer i.e. Hewlett Packard as well as of other components. The certificate in this regard should be enclosed with the technical bids.

13. The vendor will ensure that the items supplied should be to the satisfaction of the Principal Commissioner of Income Tax·15, Kolkata.

14. Failure by the vendor to comply with any statutory requirements and/or the terms of the agreement during the period of contract will result in termination of the contract and subsequent disqualification from participation in any future tender of the department.

15. In case the vendor withdraws or the Principal Commissioner of Income Tax-IS, Kolkata terminates the contract for violation of terms and conditions and/or deficiency in items during the period of contract, the contractor will be penalized as deemed fit.

16. The Vendors will not sublet or transfer any part of the contract.

17. If the quality pC any items is found not satisfactory by this office then the contractor will be asked to replace them immediately.

18. Right to decide the actual numbers of items, their quality, make, brand, and bidder completely lies with the department! the Principal Commissioner of Income Tax-IS. Kolkata.

19. Principal Commissioner of Income Tax-IS, Kolkata reserves the right to reject any or all tenders without assigning any reason whatsoever.

20. Any time prior to the last date for receipt of bids, the Department may for any reason, modify the Tender Document.

FINANCIAL BIDS (TERMS & CONDITIONS)

1. No advance payment will be made by the Department.

2. Tax, if any, shall be deducted at source as per the Income Tax Act from the bills.

3. Any tax as per laws in force shall be paid by the Vendor.

4. The vendors shall submit the bills after satisfactorily supplying and installing the Computer so as to enable the Department to process the same and TOS will be deducted as per the Income Tax Act from the bills.

5. The amount quoted in the tender will include all the taxes and transportation & installation charges as per D.G.S & 0 rate. The Income Tax Department will not pay any money other than the money mentioned by the vendor in his financial bid.
