FOREWORD6

1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprisingall national electrotechnical committees (IEC National Committees). The object of the IEC is to promote8international co-operation on all questions concerning standardization in the electrical and electronic fields. Tothis end and in addition to other activities, the IEC publishes International Standards. Their preparation is10entrusted to technical committees; any IEC National Committee interested in the subject dealt with mayparticipate in this preparatory work. International, governmental and non-governmental organizations liaising with12the IEC also participate in this preparation. The IEC collaborates closely with the International Organization forStandardization (ISO) in accordance with conditions determined by agreement between the two organizations.14

2) The formal decisions or agreements of the IEC on technical matters express, as nearly as possible, aninternational consensus of opinion on the relevant subjects since each technical committee has representation16from all interested National Committees.

3) The documents produced have the form of recommendations for international use and are published in the form18of standards, technical reports or guides and they are accepted by the National Committees in that sense.

4) In order to promote international unification, IEC National Commit tees undertake to apply IEC International20Standards transparently to the maximum extent possible in their national and regional standards. Introduction

This part of IEC 61400 defines a certification system for wind turbines. It specifies rules of2procedure and management for carrying out conformity evaluation with respect tostandards and technical requirements for wind turbine generator systems. This part is4intended to be used with other technical standards and normative documents and wherenecessary technical requirements and test procedures are specified.6

Compliance with this standard does not relieve any person, organisation or corporation ofthe responsibility for observing other applicable regulations.8

1 Scope

This International Standard defines a certification system for Wind Turbine Generator2Systems (WTGS). It specifies rules for procedures and management to carry out conformityevaluation of WTGS, with respect to specific standards and other technical requirements,4relating to safety, reliability, performance, testing and interaction with electrical powernetworks. It provides:6

• definitions of the elements in a wind turbine certification process;

• procedures for the conformity evaluation in a wind turbine certification system;8

• procedures for conformity surveillance;

• rules for the documentation that is to be supplied by an Applicant for the conformity10evaluation; and

• requirements for certification and inspection bodies and testing laboratories.12

The standard is not limited to WTGS of any particular size or type. It describes proceduresrelating to design, manufacture, erection and installation, operation and maintenance, and14decommissioning. The procedures deal with the assessment of loads and safety, testing,characteristics measurements and surveillance of manufacturing, installation and16operation. Some elements of certification are mandatory, whilst provision is specificallymade for others to be optional. The purpose of the standard is to provide a common basis18for certification of wind turbines, including a basis for accreditation of certification bodiesand mutual recognition of certificates.20

The standard shall be used in conjunction with the appropriate IEC/ISO standards andGuides, see 2.22

3 Definitions

The relevant definitions contained in ISO/IEC Guide 2, ISO 8402 and IEC/IEV 415 are2applicable.

For purposes of this International Standard, the following definitions also apply:4

3.1accreditation:6procedure by which an authoritative body gives formal recognition that a body is impartialand technically competent to carry out specific tasks such as certification, tests, specific8types of tests etc.Note - Accreditation is awarded following successful assessment and is followed by appropriate surveillance.10

3.2applicant:12entity applying for certification

5 Acceptance of Operating Bodies10

5.1 General

Operating bodies shall be capable and competent to operate their elements of the wind12turbine certification system in an impartial manner and shall comply with the relevantIEC/ISO guides among the following:14

Guide 25: General requirements for the competence of calibration and testing laboratories ;

Guide 39: General requirements for the acceptance of inspection bodies ;16

Guide 65: General requirements for bodies operating product certification systems .

5.2 Accreditation18

Operating bodies shall be accredited by a national or international accreditation body thathas been internationally evaluated. This is in order to facilitate recognition arrangements20on an international level of certificates and test results and to increase public confidence intheir competence and impartiality.22

5.3 Recognition Arrangements

Operating bodies shall seek to obtain, preferably multilateral, recognition arrangements for24the acceptance of each other’s work, e.g. test results or quality system certificates. Sucharrangements shall be established with reference to the requirements of this standard.26

When the operating bodies have been accredited by a common accreditation body or whererecognition arrangements exist between the corresponding accreditation bodies, the28accreditation forms a sufficient basis for mutual recognition of work under theaccreditation.30

If a recognition arrangement based on accreditation is not possible, a recognitionarrangement between operating bodies should include:32

− the scope of the agreement;

− specification of the parts of the wind turbine certification system with unrestricted34acceptance;

− identification of the signatories and their legal status;

− agreement regarding surveillance of each other’s work;2

− a procedure for handling complaints and appeals;

− definition of the parties’ responsibilities;4

− details of lines of communication;

− undertakings regarding confidentiality and security; and6

− a procedure for maintenance of a register of certificates, conformity statements and testreports issued by the bodies of the agreement.8

6 Management of the Certification system

6.1 General10

The certification system shall be managed and operated in accordance with IEC/ISO Guide65: General requirements for bodies operating product certification systems.12

6.2 Agreement on Certification

The Certification Body shall upon request be prepared to take on work for certification of14wind turbines according to the rules of this standard. The services of the Certification Bodyshall be available to all applicants without undue financial or other conditions.16

Prior to starting certification work an agreement between Applicant and Certification Bodyshall be made. In addition to financial and other usual contract conditions the agreement18shall include:

− the scope of the certification;20

− the identification of collaborating bodies (inspection or testing bodies), theiraccreditation and their responsibilities;22

− the set of standards and other technical requirements to which conformity shall beevaluated;24

− a description of the documentation to be supplied by the Applicant for evaluation, e.g.see Annex A: List of design documentation; and26

− conditions for reporting and investigating incidents.

6.3 Issue of Certificates and Conformity Statements28

The certification system covers the issue of certificates and conformity statements.

A certificate or conformity statement is based on evaluation of wind turbine documentation30and the results of inspection, surveillance or testing, as applicable. The results ofevaluation shall be documented in a final report. A certificate or a conformity statement32shall be issued on the basis of an assessment of the completeness and correctness of anevaluation report or reports.34

A certificate or conformity statement shall identify the scope of evaluation, the windturbine, the supplier, the design assumptions and the set of normative documents,36

standards and other technical requirements. Examples, showing a suitable format and theminimum information, are given in Annex B.2

6.4 Security of Relevant Documentation

The Certification Body shall keep a file of all received material that is relevant to the4certificate or conformity statement. The files shall be kept in a place with restricted accessfor at least 5 years after the later date of receipt of the material or expiry of the last6certificate issued. Subsequently the material and any copies shall be returned to theApplicant or destroyed with written notice thereof.8

6.5 Maintenance and Expiration of Certificates

The period of validity and/or the period of review or monitoring of the certified object shall10be clearly stated in the certificate and shall not exceed 5 years. To maintain validity, theobject of the certificate shall be reviewed at periodic intervals not exceeding the period of12validity.

6.6 Corrective Actions14

The Certification Body shall be informed if, from log-book data or other information broughtto the attention of the certificate holder, the wind turbine in question is shown not to16function according to the design specifications and other criteria relevant to the certificate.

Incidents where the safety of a wind turbine or the surroundings are involved that are18known to the certificate holder, shall be reported to the Certification Body without delay.

If after preliminary evaluation the Certification Body determines a serious defect affecting20the safety of the wind turbine in question, the Certificate shall be immediately suspended.The Certification Body shall subsequently carry out a thorough evaluation of the defect.22This evaluation shall result in either reaffirmation or withdrawal of the Certificate.

7 The Extent of Certification

7.1 General2

The certification procedures specified in this standard constitute a complete third partyconformity evaluation of a wind turbine type, a major component type or one or more wind4turbines at a specific location, from design evaluation to monitoring of commissioning andoperation. An evaluation results in one of the following:6

− a Type Certificate;

− a Component Certificate; or8

− a Project Certificate.

A Type Certificate covers a wind turbine, including the tower and the proposed type of10connection between tower and foundation. It also covers the requirements governing thefoundation, insofar as they arise from the wind turbine design and may include one or more12foundation designs.

A Project Certificate covers one or more wind turbines, including the foundation(s),14evaluated for the specific external conditions for an installation site. A Project Certificatepresumes a Type Certificate and includes site assessment and foundation design16evaluation as mandatory modules.

A Component Certificate covers a major wind turbine component such as a blade or18gearbox.

This standard has a modular structure in order to account for requests for individual20conformity statements, e.g. Design Evaluation.

The normative documents, i.e. standards and other specified technical requirements, to22which conformity shall be evaluated in the certification process, shall be IEC or ISOstandards when available.24

7.2 Type Certification

The purpose of type certification is to confirm that the wind turbine type is designed,26documented and manufactured in conformity with design assumptions, specific standardsand other technical requirements. Demonstration that it is possible to install, operate and28maintain the turbines in accordance with the design documentation is required. Typecertification applies to a series of wind turbines of common design and manufacture. It30consists of four mandatory modules:

− design evaluation;32

− type testing;

− manufacturing evaluation; and34

− final evaluation;

and the optional modules36

− foundation design evaluation; and

The modules are illustrated in figure 1. Satisfactory evaluation of each module is concludedwith an evaluation report and a conformity statement.6

A Type Certificate is issued for a wind turbine designed and evaluated for conformancewith the technical requirements of this part of IEC 61400 and IEC 61400-1 or IEC 61400-2,8on the basis of the completeness and correctness of a Final Evaluation Report.

A Type Certificate documents conformity for all the mandatory modules and may10additionally document conformity for one or both of the optional modules.

The elements comprising the modules and their application are listed in clause 8.12

7.3 Project Certification

The purpose of Project Certification is to evaluate whether type-certified wind turbines and14particular foundation designs are in conformity with the external conditions, applicableconstruction and electrical codes and other requirements relevant to a specific site. The16Certification Body shall evaluate whether the wind conditions, other environmentalconditions, electrical network conditions and soil properties at the site conform with those18defined in the design documentation for the wind turbine type and foundation(s). Theevaluation includes safety and quality.20

Project Certification of type-certified wind turbines consists of the following mandatorymodules:22

− Site assessment; and

− Foundation design evaluation;24

and the optional modules

− Installation evaluation; and

− Operation and maintenance surveillance.2

The modules are illustrated in figure 2. Satisfactory evaluation of each module is concludedwith an evaluation report and a conformity statement.4

A Project Certificate documents conformity for all the mandatory modules and mayadditionally document conformity for one or both of the optional modules. The certificate is6issued on the basis of the completeness and correctness of the evaluation reports andconformity statements.8

7.4 Component Certification20

The purpose of wind turbine component certification is to confirm that a major componentof a specific type is designed, documented and manufactured in conformity with design22assumptions, specific standards and other technical requirements.

Component certification consists of the following modules:24

− design evaluation;

− type testing;26

− manufacturing evaluation; and

− final evaluation.28

These modules are equivalent to the mandatory modules of the type certification,illustrated in figure 1. The procedures for component certification shall be in line with the30type certification procedures described in clause 8. The specific content of a module

depends on the actual component. Where applicable, the evaluation elements described inclause 8 shall be applied.2

Satisfactory evaluation of each module is concluded with a conformity statement.

Special attention shall be given in design documentation to the specification of the4interface between components and the rest of the wind turbine system and to thespecification of critical conditions, such as operating conditions, loads and dynamic6properties.

Component certificates are issued in accordance with this standard for components8designed and evaluated for conformance with the technical requirements of this part of IEC61400 and IEC 61400-1 or IEC 61400-2. They shall be issued on the basis of completeness10and correctness of Final Evaluation Reports. A Component Certificate attests thatconformity has been established for all the mandatory modules of evaluation.12

8 Type Certification

8.1 General14

Type Certification shall confirm that the wind turbine type is designed in conformity with thedesign assumptions, specific standards and other technical requirements. It shall also16confirm that the manufacturing process, component specifications, inspection and testprocedures, and corresponding documentation are in conformity with the design18documentation.

The Certification Body shall require an Applicant to provide documentation that meets all20the requirements detailed in this clause. The wind turbine type shall be evaluated forcompliance with the technical requirements of this part of IEC 61400, IEC 61400-1 or IEC2261400-2 and additional codes or standards chosen by the designer, with the agreement ofthe Certification Body.24

8.2 Design Evaluation

The purpose of design evaluation is to examine whether the wind turbine type is designed26and documented in conformity with the design assumptions, specific standards and othertechnical requirements. Normally the design evaluation comprises all of the elements28shown in figure 3, whilst for small wind turbines designed according to IEC 61400-2, thefollowing elements shall as a minimum be evaluated:30

− control and protection system;

− loads and load cases;32

− structural components; and

− mechanical and electrical components.34

The Certification Body shall require an Applicant to supply all documentation necessary fordesign evaluation. A list of design documentation is provided in Annex A. This list may be36extended or reduced, depending on the wind turbine concept and complexity of the design.

8.2.1 Design Control30

The Certification Body shall evaluate the quality procedures used to control the designprocess. Design control procedures shall be required to:32

− comply with ISO 9001 sub-clause 4.4 , Design Control; and

− include control of documents such that the revision status of every document is clear to34all parties.

8.2.2 Control and Protection System36

The Certification Body shall evaluate the documentation of a control and protection system,comprising:38

− Description of wind turbine modes of operation;

− design and functionality of all elements;40

− fail-safe design of the protection system;

− software, including logic and implementation;42

− authentication of reliability of all safety critical sensors; and

− braking system(s) analysis.44

8.2.3 Loads and Load Cases

The Certification Body shall evaluate the loads and load cases for compliance with IEC261400-1 or IEC 61400-2.

Description of loads shall be provided in a format that enables the Certification Body to4carry out independent analysis.

The load values to be submitted shall be accompanied by the load case description,6description of calculation models and input data such as:

− parameter values relating to aerodynamics;8

− structural characteristics; and

− parameter values relating to the control system.10

8.2.4 Structural, Mechanical and Electrical Components

The Certification Body shall evaluate the designs of structural, mechanical and electrical12components for compliance with the requirements of this part of IEC 61400, IEC 61400-1 orIEC 61400-2 and the agreed additional codes and standards.14

The design documentation relating to components will normally consist of specifications,descriptions, schematics and design calculations, which may be combined with16measurement/test reports, drawings and part lists. The Certification Body shall require thatthe documentation clearly identifies the basis for the design, i.e. codes and standards, as18well as loads and relevant external conditions.

8.2.5 Component Tests20

IEC or other applicable standards may require that components be tested in addition torequiring design analysis. The strength and other functional requirements of some22structural, mechanical or electrical components may be documented by measurements ortest results only.24

When the relevant analysis for a component is found to be inadequate, the CertificationBody may require additional component tests and/or measurements to be carried out, as an26alternative to further analysis. The Certification Body shall evaluate the design of such acomponent on the basis of the measurements and test reports and establish that test28results are properly implemented in the design.

The Certification Body shall require that measurement and test reports clearly identify the30component, the test standards or procedures, as well as the conditions for which the testshave been carried out.32

8.2.6 Foundation Design Requirements

The Certification Body shall evaluate the foundation design requirements detailed in the34design documentation for a turbine with respect to compliance of one or more foundationdesign(s) with IEC 61400-1 or IEC 61400-2 and relevant agreed structural codes. In36addition, the evaluation shall establish that the foundation design conforms to interfacegeometry requirements (flatness, level, and bolt pattern tolerances) and the strength38requirements defined in the turbine design documentation.

The characteristic and design loads at the interface of tower and foundation stated in thedesign documentation shall be used as a basis for this evaluation. These loads shall2include both horizontal and vertical forces as well as any moments about horizontal andvertical axes at the interface. The extreme dynamic loads as well as fatigue loads resulting4from the combination of all relevant load cases shall be considered in the designevaluation. Because overall turbine and tower system natural vibration frequencies and6modes can be affected by foundation flexibility, a permissible range for horizontal, verticaland rotational foundation flexibility at the interface shall be stated.8

The resistance and flexibility of the foundation shall be evaluated in terms ofrepresentative soil conditions at sites suitable for installation of the foundation. These soil10conditions shall be described in the foundation design documentation.

8.2.7 Manufacturing Plan12

The purpose of the manufacturing plan is to define the critical manufacturing processes.The plan must be sufficiently detailed to allow the Certification Body to verify that the14turbine design can be manufactured according to any quality requirements identified in thedesign documentation. This plan may include:16

− description of the manufacture and assembly processes;

− identification of required fixtures, tooling and equipment;18

− identification of human resource requirements and skills;

− identification of quality check points and measurement or test equipment;20

− description of procedures for component purchasing, including quality evaluation; and

− description of quality recording and record keeping processes.22

8.2.8 Installation Plan

The purpose of the installation plan for a typical site is to document the design assumptions24regarding the necessary quality requirements during the installation process. The plan mustbe in sufficient detail to allow the Certification Body to verify the adequacy of the turbine26design, taking into account specified installation processes, including commissioning. Thisplan may include:28

− description of typical installation processes.

− identification of human resource requirements and skills;30

− identification of interface points and any required technical specifications for civil andelectrical construction works including earthing system;32

− identification of specialised tooling and required lifting fixtures or equipment;

− identification of quality control check points, measurements and inspections, required34by the design;

− description of personnel safety and planned environmental protection measures;36

− outline of planned installation manual;

− commissioning procedures and check-list; and38

− description of quality recording and record keeping processes.

8.2.9 Maintenance Plan

The purpose of the maintenance plan is to define the requirements needed to maintain the2design integrity of the turbine type over time. The plan must be in sufficient detail to allowverification by the Certification Body that this purpose is fulfilled. The plan may include;4

− description of scheduled maintenance actions including inspection intervals and routineactions;6

− identification of all safety related operational procedures or maintenance activities;

− description of planned environmental protection measures;8

− identification of required specialised tooling and maintenance equipment;

− identification of human resource requirements and skills;10

− outline of planned operating instructions and maintenance manual; and

− description of quality recording and record keeping processes.12

8.2.10 Personnel Safety

The Certification Body shall evaluate personnel safety aspects in the design documentation14(drawings, specifications and instructions) for compliance with IEC 61400-1or IEC 61400-2and the agreed additional codes and standards, see sub-clause 6.2.16

Personnel safety aspects to be considered include:

− safety instructions;18

− climbing facilities;

− access ways and passages;20

− standing places, platforms and floors;

− hand rails and fixing points;22

− lighting;

− electrical and earthing system;24

− fire resistance; and

− emergency stop buttons.26

The Certification Body shall require an Applicant to identify elements in the designdocumentation that pertain to personnel safety.28

8.2.11 Design Evaluation Conformity Statement

The Certification Body shall issue a conformity statement based on satisfactory evaluation30of a design evaluation report(s). The conformity statement shall include:

− identification of the wind turbine type;32

− identification of the Applicant;

− list of IEC 61400 series standards used;34

− specification of external conditions with reference to the WTGS class and otherprincipal data; and36

− specific reference to evaluation report(s).

An example of a design evaluation conformity statement is given in Annex B.2.2

8.3 Type Testing

The purpose of type testing is to provide data needed to verify power performance and4aspects that are vital to safety and need additional experimental verification, and aspectsthat cannot be reliably evaluated by analysis. Type testing comprises the elements shown6in figure 4.

The Certification Body shall evaluate that testing of these aspects, as applicable, has been18carried out on a turbine or component of a turbine representative of the type to be certified.Inspection records shall be completed prior to the tests in order to be able to demonstrate20satisfactory conformity of the turbine or component with the design documentation.

The detailed test program shall be defined by the Applicant and be subject to approval by22the Certification Body on a case by case basis.

The type testing elements given in figure 4 and the duration test specified in Annex E shall24be carried out by an accredited testing laboratory or the Certification Body shall verify thatthe party conducting the testing complies with at least the criteria of ISO/IEC Guide 25 or26ISO/IEC Guide 39, as applicable.

The Certification Body shall require that the testing and the test results be documented in a28test report. This test report shall be evaluated by the Certification Body to ensure that thetests have been carried out in accordance with the approved detailed test program and that30the test report properly documents the aspects required for certification. The CertificationBody shall verify by inspection that critical personnel safety features have been32satisfactorily implemented in the installed wind turbine to be tested.

A satisfactory evaluation is concluded with a conformity statement. The signatories of theconformity statement shall be different from the persons responsible for the test reports,2attestation of the tests and accreditation of the test laboratories.

For small wind turbines the load measurements (sub-clause 8.3.3) and the blade tests (sub-4clause 8.3.4) may be replaced by the duration test described in Annex E.

8.3.1 Safety and Function Tests6

The purpose of safety and function testing is to verify that the wind turbine under testdisplays the behaviour predicted in the design and that provisions relating to personnel8safety are properly implemented.

The Certification Body shall verify satisfactory demonstration of the control and protection10system functions. In addition, the dynamic behaviour of the wind turbine at rated windspeed or above shall be verified by testing.12

The requirements for testing are given in Annex D.

8.3.2 Power Performance Measurements14

The purpose of power performance measurements is to document a measured power curveand predicted annual energy production for the wind turbine type, in accordance with IEC1661400-12.

The Certification Body shall verify that the measurement procedures conform with IEC1861400-12 and that the measurement conditions, instrumentation, calibrations, and analysesare described in a test report, also in accordance with IEC 61400-12.20

8.3.3 Load Measurements

The purpose of load measurements is to validate design calculations and to determine the22magnitude of loads under specific conditions.

The Certification Body shall evaluate load measurements carried out for type certification24and review the analysis of measured data, supplied by the Applicant.

Measurements and analysis shall be conducted on the basis of the minimum requirements26detailed in Annex C.

Measurements shall be made on a wind turbine that is dynamically and structurally similar28to, but may differ in detail from, the turbine submitted for certification. In case ofdifferences, load and dynamic behaviour predictions for the wind turbine under test shall be30provided by the Applicant.

Guidance for test procedures and evaluation of tests may be found in IEC/TR 61400-13.32

8.3.4 Blade Tests

The purpose of blade tests is to verify blade structural design and to assess the suitability34of manufacturing processes. Full-scale structural testing is required for every new type of

blade. A type of blade is described not only in terms of its size and shape but also in termsof its internal construction and structure. In general, fatigue tests as well as static tests are2required. Guidance for test procedures and evaluation of the tests may be found in IEC/TR61400-23.4

Test blades shall be representative for the blade design considered for Design Evaluation.Deviations shall be subject to approval by the Certification Body. If the blade design is6changed, the Certification Body shall determine the need and requirements for any newtests, through consultation with the manufacturer. New tests shall be required following any8significant changes in blade design. Changes in the following, for example, may besignificant:10

− the structural system, including the internal stiffening arrangement;

− the aerodynamic profile;12

− material for critical load carrying parts; and

− the transition zones in the blade root.14

8.3.5 Other Tests

The Certification Body may require other tests and/or measurements to be carried out.16Other tests may also be requested by an Applicant for inclusion in type testing. Such testsmay include:18

− environmental testing of electronic assemblies; and

− electromagnetic compatibility testing.20

8.3.6 Test Reports

Type test reports shall conform with the requirements of ISO/IEC Guide 25 and relevant22standards used to define the test requirements. In addition, test reports shall include adescription of:24

− the wind turbine or component, with identification by means of serial number (andcontrol system software revision number(s), where applicable);26

− any differences between the wind turbine or component under test with thecorresponding part included in the certification; and28

− any significant unexpected behaviour.

Attestation by the Operating Body shall be clearly marked on the final type test report(s).30

8.3.7 Type Test Conformity Statement

The Certification Body shall issue a conformity statement based on satisfactory evaluation32of the test reports. The conformity statement shall specify:

− the tests carried out;34

− the test standards applied; and

− identification of the test reports.36

8.4 Manufacturing Evaluation

The purpose of manufacturing evaluation is to assess if a specific wind turbine type is2manufactured in conformity with the design documentation. This evaluation shall includethe following elements:4

− quality system evaluation; and

− manufacturing inspection.6

The manufacturing evaluation presupposes that the manufacturer operates a qualitysystem. It requires manufacturing of at least one specimen representative of the type under8certification.

8.4.1 Quality System Evaluation10

The requirement for evaluation of the quality system is satisfied if the quality system iscertified to be in conformance with ISO 9001 or ISO 9002. This system certification shall be12carried out by an accredited body that operates according to ISO/IEC Guide 62.

If the quality system is not certified, the Certification Body shall evaluate the system of the14Applicant. The following aspects shall be evaluated:

− responsibilities;16

− control of documents;

− sub-contracting;18

− purchasing;

− process control;20

− inspection and testing;

− corrective measures;22

− quality recordings;

− training; and24

− product identification and traceability.

This evaluation shall be based on documentation of the quality system, submitted by the26Applicant.

8.4.2 Manufacturing Inspection28

The Certification Body shall verify by inspection that at least one specimen is manufactured according to the design under certification. The inspection shall comprise:30

− verification that design specifications are properly implemented in workshop drawings,workshop instructions, purchase specifications and installation instructions;32

− evaluation of manufacturer’s workshop, if relevant;

− verification of fabrication methods, procedures and qualifications of personnel;34

− review of material certificates;

− random checks on effectiveness of procedures for acceptance of purchasedcomponents; and2

− random checks of fabrication processes.

8.4.3 Manufacturing Conformity Statement4

A satisfactory manufacturing conformity evaluation is concluded with a manufacturingconformity statement.6

An example of a Manufacturing Conformity Statement can be found in Annex B.4.

8.5 Foundation Design Evaluation8

The purpose of the optional foundation design evaluation is to enable the inclusion of oneor more foundation designs in the Type Certificate, as selected by the Applicant. The10Certification Body shall evaluate whether any turbine foundation included in typecertification is designed in accordance with the foundation specifications detailed in the12design documentation used in the turbine design evaluation (see sub-clause 8.2.6) and inaccordance with the agreed applicable standards and codes.14

The Certification Body shall require that reinforcement, concrete layout and constructionsequence plans be part of the foundation design documentation. These plans shall be in16sufficient detail to allow the Certification Body to verify the adequacy of the foundationdesign, taking into account the specified construction processes.18

The Certification Body shall issue a conformity statement based on satisfactory evaluationof the foundation design evaluation report. The conformity statement shall include:20

− identification of the wind turbine type and foundation;

− description of assumed soil and other external conditions;22

− identification of tower configuration.

An example of a foundation design evaluation conformity statement is given in Annex B.5.24

8.6 Type Characteristics Measurements

The purpose of type characteristic measurements is to establish performance-related26characteristics of the wind turbine type, other than measurement of power performance,which is a mandatory element of type testing (sub-clause 8.3.2). These optional28measurements may be selected by the Applicant and shall conform with the relevant IEC61400 standards listed in the following sub-clauses. The type characteristics measurements30comprise one or more of the elements:

− power quality tests; and32

− acoustic noise measurements.

In cases where applicable IEC standards are not available, the measurement procedure34shall be agreed between the Applicant and the Certification Body.

The Certification Body shall evaluate that measurement of characteristics has been carried36out on a turbine representative of the type to be certified. Inspection records shall be

completed prior to measurement in order to demonstrate satisfactory conformity of theturbine with design documentation.2

The measurements shall be carried out by an accredited test laboratory or the CertificationBody shall verify that the party conducting the testing complies with at least the criteria of4ISO/IEC Guide 25 or ISO/IEC Guide 39, as applicable.

Measurements and test results shall be documented in a test report evaluated by the6Certification Body. The Certification Body shall evaluate that the measurements have beencarried out in accordance with an approved detailed program and that the report properly8documents the characteristics required for certification.

A satisfactory evaluation is concluded with a conformity statement issued by the10Certification Body, attesting that the measurements have been carried out in accordancewith the appropriate test procedures and relevant IEC 61400 standards. An example of the12Type Characteristics Conformity Statement is given in Annex B.6.

8.6.1 Power Quality Measurements14

For type certification in which power quality measurements are included, the CertificationBody shall verify that the measurement procedures conform with IEC 61400-21, and that16the measurement conditions, instrumentation, calibrations and analyses are described in atest report, also in accordance with IEC 61400-21. The purpose of these measurements is18to document the characteristic quality of the power generated by the wind turbine type.

8.6.2 Acoustic Noise Measurements20

For type certification in which acoustic emission measurements are included, theCertification Body shall verify that the measurements conform with IEC 61400-11. The22purpose of these measurements is to document the acoustic emission characteristics of thewind turbine type. If acoustic emission meassurements are included, the Certification Body24shall verify that they, at least, include the :− apparent sound power level at a wind speed of 8 m/s,26

− sound directivity index at the three required positions, and

− tonality of any tones above the minimum threshold,28

as defined in IEC 61400-11.

The Certification Body shall also verify that the measurement conditions, instrumentation,30calibrations and analyses are described in a test report in accordance with IEC 61400-11.

8.6.3 Test Reports32

The Certification Body shall require that type characteristics measurement reports conformwith the requirements of ISO/IEC Guide 25 and relevant standards used to define the test34requirements. In addition, descriptions of:

36− the test turbine, including serial number and control system software revision

number(s);38

− any differences between the test turbine and the wind turbine type under certification;and40

− any significant unexpected behaviour,

shall be required.

Attestation by the Operating Body shall be clearly marked on the final type characteristics2measurement report(s).

8.6.4 Type Characteristics Measurements Conformity Statement4

The Certification Body shall issue a conformity statement based on satisfactory evaluationof the test reports. The conformity statement shall specify:6

− the measurements carried out;

− the measurement standards applied; and8

− identification of the test report(s).

An example of a type characteristics measurements conformity statement is given in Annex10B.6.

8.7 Final Evaluation12

The purpose of final evaluation is to provide documentation of the findings of all operatingbodies involved in the evaluation of the elements of the type certificate.14

The final evaluation report shall consist of:

− reference list of all supporting product documentation for the type certificate;16

− evaluation of whether the detailed documentation is complete and whether the type testresults confirm all relevant requirements set out in the design documentation; and18

− review of the final product documentation, including drawings, component lists,procurement specifications, and manuals (see following paragraph) to confirm that they20are consistent with the manufacturing evaluation report and with the supporting designcalculations and relevant design assumptions.22

The Certification Body shall attest that the installation, operator’s instructions andmaintenance manuals are based on the relevant requirements in IEC 61400-1, chapters 924and 10. The manuals shall be reviewed against the corresponding approved plans. TheCertification Body shall establish that26

− format and detail are such that a skilled worker with technical training can understandthe documentation;28

− notes regarding safety and regulations for the prevention of accidents are arranged inthe text such that they appear before the operation in question; and30

− these notes shall be clearly identified as safety related items.

The final evaluation report shall be delivered to the Applicant, and a copy retained in the32confidential files of the Certification Body.

8.8 Type Certificate34

The Certification Body shall issue a Type Certificate based on satisfactory evaluation forcompleteness and correctness of the Final Evaluation Report. The Type Certificate shall36include the results of the mandatory modules and , when applicable, document the optional

Foundation Design Evaluation (see sub-clause 8.4) and Type Characteristic Measurements(see sub-clause ).2

The Type Certificate is valid for the wind turbine type specified in the certificate. Thespecifications may include alternative components and configurations. The allowable4combinations of alternatives shall be clearly identified.

The Type Certificate shall reference in an appropriate way the standards and normative6documents used. The Type Certificate shall include the information given in Annex B.1.

The Certification Body shall include the following requirements in the agreement governing8the validity of the certificate:

− An annual report for the certified wind turbine shall be prepared and sent to the10Certification Body for review. The report shall include information on deviant operatingexperience known to the certificate holder and minor modifications.12

− Major modifications to the certified product, the design documentation, procedures,specifications or processes shall be reported to the Certification Body without delay. In14case the certificate holder intends to maintain and/or extend the validity of theCertificate, the update of all documents affected by the modification shall be provided.16

The Certification Body shall verify at least once a year that manufactured wind turbinescontinue to be in conformance with the certified design. This verification shall follow the18elements of sub-clauses 8.4.1 and 8.4.2.

9 Project Certification

9.1 General2

Project Certification shall confirm for a specific site that type-certified wind turbines andparticular foundation designs meet requirements governed by site-specific external4conditions and are in conformity with applicable local codes and other requirementsrelevant to the site. This certification shall confirm that the wind conditions, other6environmental and electrical network conditions, and soil properties at the site conform withthose defined in the design documentation for the wind turbine type and foundation(s).8

Project Certification may also confirm that installation and commissioning are in conformitywith specific standards and other technical requirements, and that the wind turbines are10operated and maintained in conformity with relevant manuals.

Under this standard, the Certificate and Conformity Statements for Project Certification12shall be issued only for wind turbines that are type-certified according to the criteriadetailed in clause 8.14

The Certification Body shall require an Applicant to provide documentation that covers allthe aspects detailed in this clause. The documentation shall be evaluated for compliance16with the technical requirements of this part of IEC 61400, IEC 61400-1 or IEC 61400-2 andadditional codes or standards chosen by the designer and agreed with the Certification18Body.

9.2 Site Assessment20

The purpose of Site Assessment is to examine whether the environmental, electrical andsoil properties at a site conform with the parameter values defined in the design22documentation.

The Certification Body shall evaluate site conditions on the basis of measurements and/or24applicable standards or methods valid for the installation site. The evaluation shall considerthe external conditions detailed in IEC 61400-1 which are classified in the following four26categories:

− wind conditions;28

− other environmental conditions;

− electrical network conditions; and30

− soil conditions.

Measurements of the external conditions of the site shall be carried out by a testing32laboratory accredited to ISO/IEC Guide 25, or the Certification Body shall verify thesatisfactory quality and reliability of the measurements. The verification shall include34evaluation of:

− test and calibration methods;36

− equipment;

− measurement traceability;38

− assurance of the quality of test and calibration results; and

− reporting of the results.2

The Certification Body shall require that qualified personnel (meteorologists, engineers orgeologists) carry out the evaluation and reporting of the external conditions at the site.4

The certification body shall evaluate that relevant reports properly document the externalconditions .6

A satisfactory evaluation of the Site Assessment is concluded with a Site AssessmentConformity Statement. The conformity statement shall include identification of the8evaluated reports. An example of a Site Assessment Conformity Statement is given inAnnex B.8.10

9.3 Foundation Design Evaluation

The purpose of foundation design evaluation is to examine whether a foundation design is12in conformity with specific standards and other technical requirements.

Normative design codes and other criteria shall be identified in a list agreed between the14Certification Body and the Applicant. These codes and criteria shall include allrequirements of the local jurisdiction applicable to the installation site and shall be IEC or16ISO codes where applicable. The Certification Body shall evaluate the turbine foundationdesign with respect to the foundation design requirements defined in the design18documentation for the type-certified turbine, the local soil/ground conditions and applicablestandards and codes. The reinforcement, concrete layout and construction sequence plans20shall be part of the foundation design documents. These plans shall be in sufficient detailto allow the Certification Body to verify the adequacy of the foundation design with respect22to specified construction processes.

If a Conformity Statement has already been issued for the foundation design, (see sub-24clause 8.5), the evaluation may be limited to the local soil/ground conditions and applicablelocal standards and codes.26

A satisfactory evaluation of the wind turbine foundation design is concluded with aconformity statement. The conformity statement shall detail:28

− reference to Type Certificate for the wind turbine(s);

− reference to the soil condition report;30

− applied codes and standards; and

− identification of the evaluated foundation design documentation.32

An example of a Foundation Design Conformity Statement is given in Annex B.9.

9.4 Installation Evaluation34

The purpose of installation evaluation is to verify that one or more wind turbines have beeninstalled and commissioned in conformity with specific standards and other technical36requirements.

The Certification Body shall evaluate whether the installation of the wind turbine(s) is inconformance with the design documentation and the requirements in clause 9 and 10 of2IEC 61400-1. The Certification Body shall also evaluate whether the foundation is incompliance with the design requirements stated in the turbine design documentation. This4requires evaluation of the quality system1 governing installation and commissioning, andsystematic third-party surveillance, including inspection at regular intervals during6installation and commissioning.

9.4.1 Installation Quality System8

The installation quality system shall be evaluated on the basis of documentation, submittedby the Applicant to the Certification Body. The documentation shall comprise:10

− identification and information on the wind turbine type to be installed under thecertificate, including copies of the type certificate;12

− a quality manual that makes reference to the quality system procedures and outlines thestructure of the documentation used in the quality system;14

− certified manuals (see sub-clause 8.7) and installation/construction plans; and

− detailed procedures and instructions.16

The Certification Body shall evaluate whether the installation quality system is inagreement with the installation plan (see sub-clause 8.2.8), the installation manual (see18sub-clause 8.7), and other installation/construction plans for civil and electrical works. Theinstallation manuals are to be issued in a language that can be understood by relevant20personnel.

The party responsible for installation may elect to operate a quality system that meets the22requirements specified in ISO 9001 or ISO 9002. Alternatively, evaluation of theeffectiveness of the installation quality system by the Certification Body through systematic24surveillance will be required.

The Certification Body shall prepare a report on the evaluation of the Applicant’s quality26system. This report shall also identify the surveillance or audits for evaluation of theimplementation of the quality system.28

9.4.2 Surveillance/Audits

Following evaluation of the installation quality system the Certification Body shall evaluate30implementation of the system to verify that the site works involving assembly and erection,and commissioning are performed according to the approved wind turbine design and32installation plan.

The Certification Body shall witness commissioning of at least one wind turbine at the site.34

The surveillance/audit activities shall be concluded with reports that describe the activitiescarried out and detail the observations made during the course of the audit.36

9.4.3 Installation Conformity Statement

The Certification Body shall issue a conformity statement based on a satisfactory2evaluation of verification and surveillance/audit reports. The conformity statement shallspecify:4

− reference to a Type Certificate for the wind turbine(s);

− reference to Foundation Design and Site Assessment Conformity Statements; and6

− identification of verification, surveillance and/or audit reports.

The signatories of the conformity statement shall be different from the persons responsible8for the verification, surveillance and/or audit reports.

An example of an Installation Conformity Statement is given in Annex B.10.10

9.5 Project Certificate

The Certification Body shall issue a Project Certificate based on a final evaluation for12completeness and correctness of the evaluation reports and Conformity Statements. TheProject Certificate shall include the results of the mandatory modules and may additionally14document the optional Installation Evaluation (see sub-clause 9.4).

Following evaluation of the mandatory and, if applicable, the optional evaluation report and16conformity statements, final evaluation shall include:

− preparation of a reference list of all supporting documentation for the Project18Certificate;

− confirmation that the results of the site assessment are compatible with the wind turbine20design and implemented in the foundation design: and

− where applicable, confirmation that the results of the site assessment are implemented22in the installation.

The Project Certificate is valid for wind turbine(s) at the site specified in the certificate.24Major modifications to the site or the wind turbines shall be reported to the CertificationBody without delay for renewal of validity or extension of the certificate.26

The Project Certificate shall reference in an appropriate way the standards and normativedocuments used. An example of a Project Certificate is given in Annex B.7.28

The Certification Body and the Applicant may agree to include Operation and MaintenanceSurveillance as a condition in the contract that governs the validity of the certificate. The30surveillance shall be carried out according to sub-clause 9.6.

9.6 Operation and Maintenance Surveillance32

9.6.1 General

The purpose of operation and maintenance surveillance is to establish that a specific wind34turbine or group of wind turbines at a specific site are operated and maintained inconformity with the relevant manuals included in the design documentation (see sub-clause368.7).

This surveillance requires examination of operation and maintenance records and randominspection of turbines.2

Operation and maintenance surveillance shall be carried out at regular intervals on thebasis of an agreement between Applicant and Certification Body. An operation and4maintenance surveillance conformity statement shall attest compliance under the terms ofthis agreement.6

9.6.2 Operation and Maintenance Surveillance Requirements

The Certification Body shall as a minimum establish that:8

− maintenance has been carried out by authorised and qualified personnel in accordancewith and at the intervals specified in the maintenance manual; and10

− the control settings have been checked with regard to conformance with the limitingvalues specified in the design documentation.12

The operator’s instructions and maintenance manuals shall be issued in a language that isunderstood by relevant personnel. Particular attention shall be paid to repaired and/or14modified components to assure that only repairs or modifications compatible with the typecertificate are made.16

9.6.3 Operation and Maintenance Surveillance Conformity Statement

A satisfactory operation and maintenance evaluation is concluded with a conformity18statement.

Annex C2

Minimum Requirements for Load Measurements

C.1 General4

The purpose of load measurements for Type Certification is to validate design calculationsand to directly determine loads under specific conditions. The following minimum6requirements for these measurements shall be met.

C.2 Load Measurement Program8

The load measurement program shall be based on and consist of measurement load casesthat are as close as practically possible to the design load cases defined in IEC 61400-1 or10IEC 61400-2. The measurement load cases shall include all normal and critical operatingand fault conditions, braking performance (e.g. loss of grid, emergency shutdowns,12protection system faults, etc.) and yaw behaviour. Testing shall be sufficient to characterisetypical operational behaviour throughout the design wind speed range. A statistically14significant amount of data for relevant wind speeds and turbulence intensities, allowingextrapolation, shall be collected.16

C.3 Measured Data

Measured data shall at least include loads, meteorological parameters and wind turbine18operational data. Loads at critical load path locations in the structure, which will enablevalid comparisons with predicted loads and characterise the dynamic behaviour of the20WTGS, shall be measured. These loads may include blade root bending moments (flap-wise and lead-lag), shaft loads (bending and torque) and tower top and base loads (in two22directions). Meteorological parameters shall include hub height wind speed, wind direction,and atmospheric pressure and temperature. Relevant wind turbine operational data24including rotor speed, electrical power, pitch angle, rotor azimuth, yaw position and turbinestatus shall be measured.26

C.4 Data analysis

The data shall be analysed in such a way that valid comparisons with calculated loads and28frequencies are possible. As a minimum the mean, minimum and maximum values,standard deviation, cycles counted, power spectral densities and histograms of the30appropriate load data shall be evaluated over the recorded wind speed and turbulenceranges and the relevant data included in the test report.32

Annex D2

Requirements for Safety and Function Testing

D.1 General4

The purpose of the safety and function testing element of wind turbine type certification isdescribed in sub-clause 8.3.1. This annex describes the general requirements for6conducting these tests. The requirements are divided into the following three mainsections:8

D.2 Test Plan

The plan for the safety and function tests shall include the critical functions of the control10and protection system that require test verification, as described in the designdocumentation. These critical functions shall at least include:12

− emergency shutdown during operation;

− power and speed control;14

− yaw control (including cable twist);

− operating vibration levels and excessive vibration protection ;16

− grid loss behaviour;

− over speed protection at rated wind speed or above; and18

− start-up and shutdown above rated wind speed.

Any additional protection system function that may be activated by component failure or20other critical events or operational conditions shall also be tested. This testing may includesimulation of the critical event or operational condition. Each test shall be described in the22test plan. In many cases, several component failure modes or critical events will lead tosimilar behaviour of the control and protection system and may be covered by a single test.24The Certification Body shall verify that the tests described in the test plan cover allidentified critical control and protection system functions.26

For each test the test plan shall detail the physical quantities to be measured, theinstrumentation and data acquisition system and the calibration and operational settings for28the control system, any required special actuators, solenoids, or electrical switches, and allexternal condition requirements associated with the test. Procedures for conducting each30test, including appropriate safety measures, shall be described in the test plan. Also, aspart of the test plan, the Operating Body shall identify the criteria for acceptable wind32turbine system behaviour (including dynamic behaviour). Developed from the designdocumentation, these criteria shall be subject to approval by the Certification Body and the34Applicant. The Certification Body shall further verify that the descriptions given in the testplan are adequate for successful implementation of the test.36

D.3 On-site Test Activities

The test shall be carried out in accordance with the approved test plan. Any modifications38to the test plan, which are found to be necessary during the test, shall be documented andsubject to approval.40

D.4 Analysis and Reporting

A test report conforming to the requirements of sub-clause 8.3.6shall be prepared. The data2analysis shall also minimally include time series plots of each critical physical quantitymeasured and either a table of computed values of statistical measures of the data4variability (including maximum and minimum values) or suitable statistical graphs such ashistograms, exceedance curves or power spectral densities. The analysis shall include6identification of the critical overall system natural frequencies displayed in the data. Thereported information shall establish that the purpose of the test has been fulfilled and that8the agreed acceptance criteria have been met.

Annex E2

Duration Tests for Small Wind TurbinesFor small wind turbines a duration test may replace load measurements and blade tests4specified in 8.3.3 and 8.3.4. The purpose of the test is to investigate:

− structural integrity and material degradation (corrosion, cracks, deformations); and6

− quality of environmental protection of the wind turbine.

Any degradation of the wind turbine conditions during the test period shall be recorded.8

The tests and the report format shall meet the specifications defined in IEC 61400-2.

During the test period, which shall have a duration of at least 6 months, the wind turbine10shall achieve at least 1500 hours of generation without major repair and achieve anavailability2 of at least 90 %. If the 90% availability is not achieved, the test shall be12continued until 90% is reached, or a new test undertaken that will meet the stated criteria.

During the test period, the wind turbine shall be exposed to at least 250 hours of normal14operation at 10-min average hub height wind speeds ≥ 10 m/s, of which at least 25 hoursshall be at 10-min average wind speeds ≥ 15 m/s. The specified wind speeds refer to hub16height.

For variable load systems, such as battery charging applications, the wind turbine shall18operate at full and at less than 40 per cent battery bank charge, simulating a realistic rangeof turbine operating load. Each of the load levels shall be tested over the full range of20possible wind conditions. A suitable means of maintaining consistent load conditions foreach charge condition shall be provided.22

The dynamic behaviour of the turbine shall be assessed experimentally in order to verifythat system natural frequencies do not interfere with operational frequencies. The dynamic24behaviour of the turbine shall be observed for at least 1 minute at wind speeds near andabove 10, 15 and 20 m/s. The highest 3-sec wind speed and average turbulence intensity26at 15 m/s wind speed during the test shall be recorded. These results shall be stated in the
