On or aror¡nd October 6, 2008, the Union issued a letter reiterating the illegal requirement
to annually reneu/ his objection. The annual renewal objection was inoluded in adocument entitled "GCC/IBT Distict Council 9 AgørcyFee Payers Objection Plan".
This discriminatory conduct continues up to and including the present time.
The Union's illegalpolicywas issued forn days afiertheUnion entered into Settlement
which obliged the Union to suspend its illegal Beck objectorpolicy.
By this and related conduct, the respondent Union has reshained and coerced the
Charging Parfy and others similarly situated in the exercise of their $7 rights to refrainfrom collective activity; and have violatþd the duty of fair representation by burdeningemployees' exeroise of Beck rights in arùarbifary and discriminatory manner.

l) Charging Party and other similarly situated discriminatees are employees of StandardRegister (Salisbury MD), in a bargaining unit represented by GCC/IBT, District Council9.
2) Charging Party and other similarly situated discriminatees are nonmembers of the union,who have filed an objection to funding the union's political and nonrepresentationalcosts, under Califomia Saw, 320 NLRB 224 (1995) and CWA v. Beck , 487 U. S. 735(1e88).
3) GCC/IBT District Council 9 maintains a "Bec!" objection policy dated JuIy 21,2008,which obliges charging party and similarly situated objecting employees to renew theirobjection annually.

member Frank Gizzi becauú of his Section 7 activities. Said restraint and coercion includes, but is not limited to, disparagingMr, Gizzi
to the membership because of Mr. Gizzi's complaints about the Local Union referral syste¡ìr for video productions.
The above officers have further communicated to the ¡nembership that because of Mr. Gizzi's protected activities, he is responsible for the
