Requested the Board to begin negotiations for the EOEA contract.

3. Ms. Virginia Jeffries – Resident – 236 Brighton Avenue

Commented on the following agenda items:

Page 5; item “a” PARCC Parent Workshop – will they be an “opt out” policy for students whodon’t want to participate

Pages 54-55; items “r, s, t” – Are organizations going to reimburse for use of police coverageMs. Jeffries began to comment on an employee but was interrupted by Counsel advising her to only

comment on issues concerning the EOSD; not personal.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves Joyce Bryant of Quality Dental School of Technology, Inc. to

expose/train students regarding CTE Careers in dental tech at Cicely L. Tyson School for 11th and12th grade students, two times a week from February 2015 to June 20, 2015 at a cost to the District of

$4,000.

c. Cicely L. Tyson School 2015 Senior Prom – (Champagne)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves the Senior Class of the Cicely L. Tyson School of Performing

and Fine Arts to hold their prom at The Atrium in West Orange, NJ on Thursday, June 4, 2015 from6:00 p.m. – 11:00 p.m. at no cost to the District.

d. After School Credit Recovery Teacher (Math) – (Champagne)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the implementation of AFTER SCHOOL CREDIT RECOVERY

MATH TEACHER for 60 minutes after school (3:10 – 4:10 pm), Tuesday – Thursday, at a cost not toexceed $2,000 (The math teacher will replace the science teacher). The program will commence on

February 10, 2014 and continue through June 12, 2015.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of theSuperintendent of Schools, directs administration to obtain a purchase order and have it provided

to the vendor/consultant prior to receiving any goods or services from said vendor/consultant.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the Student Council of Langston Hughes School to spearheada participation by Langston Hughes School in the Pennies for Patients Campaign during the month

of April 2015 at no cost to the District.

f. Mobile Dentists: Smile Program – (Jackson)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves PreK-5th grade students to participate in the Mobile Dentist,Smile Program at Langston Hughes School, 160 Rhode Island Avenue, on February 18, 2015 at no

cost to the District.

g. Workshops: Teen Dating Abuse Project – (Matadin)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves a series of three workshops: “Three Dating Abuse (TDA)Project,” which is a metaphor that offers a comprehensive classroom experience for high school

students. This program provides the information needed to help prevent teens from entering intoor remaining in abusive dating relationships. Fresh Start Academy High School students will

experience these workshops on dates to be determined during the 2014-2015 school year. There willbe no cost to the district.

h. Consequences of Crime – (Burton)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves having the Consequences of Crime assembly program

facilitated by the Juvenile Detention Center in WE Academy on February 27, 2015 for students ages8 to 12 at no cost to the District.

i. School Picture Day for WE Academy – (Burton)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves School Picture Day at WE Academy on February 11, 2015, with

a make up day taking place on February 12, 2015. The services will be donated by Mario IrvinPhotography at no cost to the district and a reduced cost to families.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves the implementation of the Strengthening Families of Essex

(SFoE) program at WE Academy for 14 weeks from 5:30 p.m. to 7:30 p.m. at no cost to the Districtunder the supervision of the Family Connections clinician assigned to WE Academy at no cost to

the District.

k. Our Success is Inspired by Our History – (Burton)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves a presentation titled, “Our Success is Inspired by Our Future”at WE Academy on February 18, 2015 at no cost to the District.

l. New Jersey State Step Association Step Competition – (Cahoon)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the East Orange Campus Step Club of 12 students to becomemembers of the New Jersey State Step Association. The NJSSA membership is $300 annually. The

cost to the District is $300.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the

Superintendent of Schools, directs administration to obtain a purchase order and have it providedto the vendor/consultant prior to receiving any goods or services from said vendor/consultant.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves 371 students to travel to Essex County College and take the

Accuplacer Placement Exam on Friday, February 20, 2015 at a cost to the District of $1,456 fortransportation.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the

the Rutgers Student Teaching Program Youth in Action. The event will culminate at Rutgers onMay 5, 2015. This program is at no cost to the District.

o. Sadie Nash Leadership– (Cahoon)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves the partnership in the Sadie Nash Leadership Project a

mentorship program that will mentor the ladies of East Orange Campus High School at no cost tothe District.

p. Student Recommendations for In-District Alternative Program Placement – (Harvest, Watson)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves the recommendation for in-district alternative program

placement for four (4) students.

Superintendent of Schools, approves Educational Consultant Debbie Warner to provide Pre-Employment & Technology Training Workshops for parents for parents. Session 1: Feb. 17, 19, 24,

26, March 3 & 5, 2015. Session 2: March 12, 17, 19, 24, 26 & 31 2015 at a cost not to exceed $5,000.Training sessions will take place at the East Orange Public Library.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the

Superintendent of Schools, directs administration to obtain a purchase order and have it providedto the vendor/consultant prior to receiving any goods or services from said vendor/consultant.

Orange Campus High School and East Orange STEM High School in the 2015 New Jersey StudentHealth Survey (NJSHS) at no cost to the District.

s. Essex County Bar Foundation: Annual Essay Contest – (Griffin, Santos)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves all middle school programs to participate in the Essex

County Bar Foundation’s annual essay contest. Participation is at no cost to the District.

t. Approve the 2015 Early Childhood Parent Survey for Distribution – (DeFrancesco)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the format and content of the 2015 Early Childhood ParentSurvey for distribution to preschool parents in district and collaborating daycare providers at no

cost to the District.

u. Transportation in District’s Higher Minds of Tomorrow Inventions Convention – (Griffin)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves the presentation of the East Orange School District’s

Invention Convention and transportation of participants from the district’s school to Bowser

School and from Bowser back to the District school on April 2, 2015 at a cost to the District not toexceed $1,500.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the

Superintendent of Schools, directs administration to obtain a purchase order and have it providedto the vendor/consultant prior to receiving any goods or services from said vendor/consultant.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves East Orange School students from Healy Middle School,Costley Middle School, Truth Middle School, Houston Middle School, Fresh Start Middle/High

School, Tyson Middle/High School, STEM Middle/High School and Campus High School toparticipate in the “YES WE CAN” School Health Curricula Program implemented by the “FROM

THE START” organization during the 2014-15 and 2015-16 academic year at no cost to the district.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves a Black History presentation of the one woman show, HarrietTubman-Herself on February 12, 2015 presented by Christine Dixon at no cost to the District.

x. Student Discipline Hearings – Recommendations for Out of District Alternative Education

Placement – (Harvest, Watson)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves the recommendation to Out-of-District Alternative Education

Program placement for six (6) students listed as a result of disciplinary hearings:

1. #2022974

RESOLVED, that the East Orange Board of Education, having considered the report and transcript

of the student disciplinary hearing for student #2022974 held before a committee of the Board ofEducation on January 14, 2015, hereby determines based upon the preponderance of competent and

credible evidence as follows:

Long term suspension with Home Instruction/Out-of-District Alternative Placement; and

BE IT FURTHER RESOLVED that a written statement of this decision shall be forwarded to thestudent’s parent/guardian within five (5) school days.

RESOLVED, that the East Orange Board of Education, having considered the report and transcript

of the student disciplinary hearing for student #2010430 held before a committee of the Board ofEducation on January 21, 2015, hereby determines based upon the preponderance of competent and

credible evidence as follows:

Long term suspension with Home Instruction/Out-of-District Alternative Placement; and

BE IT FURTHER RESOLVED that a written statement of this decision shall be forwarded to thestudent’s parent/guardian within five (5) school days.

RESOLVED, that the East Orange Board of Education, having considered the report and transcript

of the student disciplinary hearing for student #2100529 held before a committee of the Board of

Education on January 15, 2015, hereby determines based upon the preponderance of competent andcredible evidence as follows:

WHEREAS, the School Business Administrator/Board Secretary has reviewed the documentation

supporting the attached list of bills;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon therecommendation of the Superintendent of Schools, ratifies the payment of bills on the attached lists

WHEREAS, N.J.S.A. 18A:19.1 and N.J.S.A. 18:6-31 provides for the Board of Education to authorize

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon therecommendation of the Superintendent of Schools, authorizes and approves the payment of bills on

c. Appropriation Transfers

WHEREAS, N.J.S.A. 18A requires that the Board of Education approve appropriation transfers; and

WHEREAS, Board of Education Policy #6422 delineates the process for transfer of funds betweenline items; and

WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation

transfers;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, does ratify thetransfers approved by the Superintendent of Schools. (Attachment 3-c)

d. Appropriation Transfers – ECPA/Fund 15

WHEREAS, the Department of Education has established procedures for the review and approvalof budget transfer/revision for School Based Budgets; and

WHEREAS, these procedures require prior approval of the Principal and the School Leadership

Council, Chairperson; and

WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation

transfers;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, does approve thetransfers and to authorize submission of transfer to State.

WHEREAS, N.J.S.A. Title 40 provides for a board of education in a Type I School District to

requisition Tax-Levy monies from the municipality in an amount estimated to represent the balanceof its projected cash flow needs; and

WHEREAS, the Secretary of the Board has determined this amount to be $1,579,170.83 for the monthof February 2015;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, authorize and direct the Board Secretary toexecute and serve the T-1 Request for Tax-Levy monies from the City of East Orange.

f. Recommendation to Approve Fund Raising Requests

WHEREAS, in accordance with Policy #2430 - Extracurricular Activities, fund-raising activities of

extracurricular groups must be approved by the Board upon review by the Superintendent; and

WHEREAS, the Superintendent of Schools has reviewed and supported the attached requests forFund Raising Activities;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon therecommendation of the Superintendent of Schools, approve the Fund Raising Requests on the

g. Request for Authorization to Participate in the Educational Services Commission of MorrisCounty for NJ Classroom Supplies SY 2015-2016

WHEREAS, the Educational Services Commission of Morris County is the sponsoring Lead

Educational Agency (“LEA”) responsible for the management of Educational Data Pricing

Cooperative pursuant to NJSA 18A:18A-11 et seq. and NJAC 5:34-7.1 et seq; and

WHEREAS, Educational Data Services, Inc. advertises for bids for various goods and services on anannual basis on behalf of the Pricing Cooperative, reviews the bids and makes recommendations for

contract awards to the LEA; and

WHEREAS, upon recommendation by Educational Data Services, Inc., the Educational ServicesCommission of Morris County adopts a resolution awarding the contracts to the various vendors;

and

WHEREAS, the East Orange Board of Education has participated and seeks to continue its

participation in the cooperative pursuant to NJSA 18A: 18A-11 et seq and NJAC 5:34-7.1 et seq; and

WHEREAS, the bid package was completed by Educational Data Services, Inc. under CooperativePurchasing and included in the package were specifications for the bid that were developed by the

Educational Data Services, Inc.; and

WHEREAS, all bids received were opened and publicly read aloud by the Educational Data Services,

Inc. on various contracts and awards were made by resolution of the Educational ServicesCommission of Morris County;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, hereby authorizes participation in theEducational Services Commission of Morris County as registered and approved by the Director of

2014, and received and opened on January 7, 2015; and

WHEREAS, the East Orange Board of Education, pursuant to N.J.S.A. 18A:18A-10a and N.J.A.C.5:34-7.29(c), met by resolution and without advertising for bids, purchase any goods or services

under the State of New Jersey Cooperative Purchasing Program for any State contracts entered intoon behalf of the State by the Division of Purchase and Property in the Department of the Treasury;

and

WHEREAS, the East Orange Board of Education’s Maintenance Department has the need to

WHEREAS, the East Orange Board of Education intends to enter into an agreement with HertrichFleet Services, Inc. (state contract #A85972, T2100), an Approved State Contract Vendor through this

resolution and properly executed purchase order, which shall be subject to all the conditionsapplicable to the current State contracts;

NOW, THEREFORE BE IT RESOLVED, the East Orange Board of Education authorizes the

Purchasing Agent to purchase a 2015 Ram 2500 4WD Crew Cab from Hertrich Fleet Services, Inc.,an Approved New Jersey State Contract Vendor, pursuant to all conditions of the individual State

contract; and

BE IT FURTHER RESOLVED, that the East Orange Board of Education’s School Business

Administrator shall certify to the availability of sufficient funds prior to the expenditure of fundsfor such goods or services; and

BE IT FURTHER RESOLVED, that the East Orange Board of Education shall issue a purchase order

in the amount of $32,681.40 to Hertrich Fleet Services Inc., an Approved State Contract Vendor,within the time frame of January 13, 2015 through June 30, 2015.

k. Barnes & Noble Book Donation

BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves the acceptance of 325 books donated from Barnes & Noble to

the students of Wahlstrom Academy at no cost to the district. (Attachment 3-k)

l. Authorization for Use of Funds - Annual EOHS/CJS Alumni Basketball Game Fund

WHEREAS, on December 13, 2011 the East Orange Board of Education approved the acceptance of

funds totaling $12,409.50 raised by the EOHS/CJS Alumni Basketball Game held November 27 &28, 2011; and

WHEREAS, the funds received were earmarked for student activities and athletics;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, authorizes the use of funds to purchase athleticsupplies for the boys/girls basketball team totaling $4,896.50. (Attachment 3-l)

m. Acceptance of Donation from the Pajama Program

BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, accepts the donation of 120 pairs of pajamas in sizes 3T to 7T from the

Pajama Program via Ms. Debra Roselin, who is the Essex County Regional Coordinator. Thepajamas will be distributed to preschool and kindergarten students. At no cost to the district.

q. Authorize Continuation of COPS in School Program (School Resource Officer Program)

WHEREAS, the East Orange Police Department desired to enhance the already existing School

Patrol Program by supplementing the officers assigned to the program through the developmentof an Education and Safety Program (“E.S.P.”), a cooperative effort between the East Orange Police

Department and the East Orange Board of Education (“Board”); and

WHEREAS, the Board has met all of its obligations to the original and approved COPS in SchoolProgram that was funded in part by the United States Department of Justice’s Office or Community

Oriented Policing Services; and

WHEREAS, the number of officers assigned to the six targeted schools with a combined population

of 6,000 students for the 2014-2015 school year will be 5 full-time officers; and

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon therecommendation of the Superintendent of Schools, does authorize payment of $575,000.00 to the

City of East Orange Police Department for the 2014-2015 school year.

r. Establish Overtime Hourly Rate for Police Coverage

WHEREAS, the East Orange School District has acquired police coverage for the 2014-2015 school

year at various district and/or school events at an overtime hourly rate; and

WHEREAS, the Acting Chief of Police and Superintendent Schools has established an overtime rateof $40.00; and

WHEREAS, the Superintendent or designee must approve all request for overtime prior to the event

taking place;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, establishes an overtime hourly rate of $40.00 tothe City of East Orange Police Department for police coverage for the 2014-2015 school year at

various district and/or school events.

WHEREAS, the East Orange School District has acquired East Orange Superior Officers for the

2014-2015 school year working at extracurricular event at an overtime hourly rate; and

WHEREAS, the Acting Chief of Police and Superintendent Schools has established an overtime rate

of $50.00 and $60.00 per hour for school based events with excessive population in attendance tobe paid at the discretion of the Superintendent or his/her designee; and

WHEREAS, the Superintendent or designee must approve all request for overtime prior to the

event taking place;

s. Establish Overtime Hourly Rate for East Orange Superior Officers (cont’d)

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, establishes an overtime hourly rate of $50.00 to

East Orange Superior Officers working at extracurricular events during the 2014-2015 school year.

t. Authorization of Payment for Police Coverage

WHEREAS, the East Orange School District has acquired police coverage for the 2014-2015 schoolyear at various district and/or school events at an overtime hourly rate; and

WHEREAS, the Superintendent or designee must approve all request for overtime prior to the event

taking place; and

WHEREAS, the Superintendent has agreed to pay the overtime hourly rate in accordance with the

agreement with the East Orange Police Department and the East Orange Board of Education;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon therecommendation of the Superintendent of Schools, authorize the payment for overtime for East

Orange Police Officers in the amount not to exceed of $300,000 during the 2014-2015 school year.

u. Indemnification Agreement

WHEREAS, the East Orange Board of Education trading as East Orange School District has

requested services to be conducted by members of the City of East Orange Police Department, or by“Special Law Enforcement Officers” of the municipality; and

WHEREAS, the City of East Orange Police Department is willing to provide those services in return

for monetary compensation; and

WHEREAS, the City of East Orange desires to be protected from civil liability arising out of theperformance of these requested security services;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon therecommendation of the Superintendent of Schools, hereby agrees that the East Orange Board of

Education shall indemnify, protect, hold harmless, save and keep harmless the City of East Orange,the East Orange Police Department and the Board of Police Commissioners from and against any

and all liability, obligation, loss and damages whatsoever, regardless of cause thereof, and allexpenses in connection therewith (including without limitation, counsel fees and expenses, penalties

connected therewith imposed on interest received) arising out of any law enforcement actions orany other actions or inactions taken by employees of the City of East Orange performing security

functions for The East Orange School District;

BE IT FURTHERED RESOLVED, it is hereby agreed that the East Orange Board of Education will

maintain public liability insurance evidenced by a certificate of insurance naming the City of EastOrange and/or it assigns as Additional Insured with the following minimum insurance: $1,000,000

bodily injury and property damage; $2,000,000 umbrella coverage. Said certificate of insurance ishereby attached and made a part of this Agreement.

WHEREAS, pursuant to the New Jersey Statutes Title 18A:18A-5, Professional Services Contracts

may be awarded by resolution at a public meeting without public advertising for bids; and

WHEREAS, the NJ Department of Environmental Protection (NJDEP), which regulates

underground storage tanks (UST) in the State, requires UST’s to be removed from District facilities;and

WHEREAS, the District solicited and received a proposal from Langan Engineering, 989 Lenox

Drive, Suite 124, Lawrenceville, NJ 08648 for Environmental Remediation Services related to theremoval of USTs at Gordon Parks Academy; and

WHEREAS, the proposal was reviewed by the District’s Acting Assistant School BusinessAdministrator; and

WHEREAS, the funds will be made available from account number: 15.30.000.400.390.028.069.4720

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, award professional services contract to LanganEngineering for Environmental Remediation Services related to the removal of Underground

Storage Tanks at Gordon Parks Academy in accordance with its proposal in the amount of $56,050.00
