SOE Operations Engineer
Who are Chartered Engineers?
Chartered Engineers are characterised by their ability to
develop appropriate solutions to engineering problems,
using new or existing technologies, through innovation,
creativity and change. Commanding respect, they work
at the most senior levels in all sectors of engineering
and business.
CEngs might develop and apply new expertise,
promote advanced design methods, introduce new and
more efficient production techniques, marketing and
construction concepts, or pioneer new engineering
services and management methods. Chartered
Engineers are engaged in technical and commercial
leadership and possess effective interpersonal skills.
CEng registration is rarely achieved before the age
of 26, and the Engineering Council estimates only one
quarter to one third of engineers with relevant academic
qualifications have been able to register. In short, this
means those who are registered have an edge in anincreasingly challenging professional environment.
In addition, CEng is
recognised internationally,
being underwritten by the
Washington Accord, and
an EU Directive. This
means your standing will
usually be accepted in
countries including the
USA, Australia and often in
the Far East and Middle
East. Even though youmay never need to work in
these countries, you and
your employers can
demonstrate
professionalism and
competence to overseas
purchasers of your
product or service.

The post-nominal CEng carries considerable prestige

SOE Operations Engineer
Jeffrey Yungshares his storyI started my engineering career over twenty
years ago and have studied both electrical
engineering and building services. In 2001, I was
awarded a first class honours degree in Building
Services Engineering from Hong Kongs
Polytechnic University and a Masters Degree in
Facility Management in 2004.
Like many engineers, it was my dream to be
registered as a Chartered Engineer. Chartered
Engineers are recognised as the engineering elite,
and their expertise and status is highly respected.
CEng status enabled me to head Facility
Management for the innovative Cyberport
development, an integrated business, technology
and residential community at Hong Kongs Telegraph
Bay. Leading a large team, we won many awards inrecognition of our achievements in air quality,
property management, health and safety and
energy saving.
Benefiting from CEng status, I learnt to develop
and apply new technologies in energy saving and
introduce more efficient production techniques in
facility management. My technical and commercial
leadership and interpersonal skills have been
significantly improved since registration, due to
Continuous Professional Development and my active
role within the Society.
Jeffrey Yung has been Associate Director for Colliers
International Agency Limited since 2008. As head of
the real estate management services (REMS)technical section, he looks after all technical issues
and is responsible for setting up and standardising
technical documents, systems and procedures, as
well as budget, project and environmental
management.
Jeffrey is also one of the founding members and
Chairman of SOE Hong Kong Regional Group.

A companyperspectiveLaing ORourke is an engineering enterprise,

why we have recently completely overhauled our
graduate development programme for engineers.
All graduate engineers joining the business are
expected to join the programme, which for most
takes them on the Progressive Route to Chartered
Engineer after four years. Looking ahead, we are
planning to accelerate progression to Chartered
status whilst offering our most able graduates further
learning opportunities.
Arrangements can be made for graduates to
train to the UK Standard for Professional Engineering
Competence (UKSPEC) in other engineering
disciplines if required. All engineering graduates also
complete the 30-month Laing ORourke Group
Graduate Development Programme in parallel with
their professional studies, introducing them to thenew reality of the Laing ORourke Way.

SOE Operations Engineer
SOE will help you to show that you meet the
requirements of the Engineering Council
Standard for Professional Engineering
Competence (UK-SPEC).
This means demonstrating you have the
technical and personal competence required to
achieve CEng status and are committed to keeping
these up-to-date.
During your application, practising engineering
professionals will make an assessment. If you need
to do more to meet the standard, SOE will advise onwhat you need to do.
Qualifications and experience
The following may be accepted as evidence of
knowledge, understanding and occupational
competence:
An accredited Bachelors degree with honours in
engineering or technology, plus either an
appropriate Masters degree accredited by a
professional engineering institution, or
appropriate further learning to Masters level, or
A CEng accredited, or partially accredited, degree.
Applicants who do not have exemplifying
qualifications may demonstrate the required
knowledge and understanding in other ways, but
must clearly demonstrate they have achieved the
same level of knowledge and understanding as
those with exemplifying qualifications.
Hold a degree but no Masters?
For those without a Masters degree, there is the
option to take a work-based MSc, allowing you to
acquire masters level learning and the competenciesneeded for CEng registration. Alternatively, the
Incorporated Engineer (IEng) qualification may be
considered as an interim step to CEng.
No degree?
For those without any formal academic
qualifications, there is the Technical Report Option
(TRO). TRO candidates can demonstrate their
knowledge and understanding is at appropriate
degree standard by writing a technical report of up
to 7000 words. This route is offered to suitable
candidates after an assessment has been
undertaken by the Membership and Professional
Standards Committee. For more information, please

Ensure your membership fees are up-to-date
Send SOE photocopies of your engineering
qualifications (academic certificates). Certificates
should be verified by two individuals. Verifiers
can be SOE members, Engineering Council
registered engineers, HR/personnel or senior
managers at your workplace.
