ELIGIBILITY• LOCAL GOVERNMENTS: LOCAL GOVERNMENTS:

– Included in latest Census of Governments as an incorporated government– Governance structure with and elected official & governing body– Government has the legal authority to implement the eligible activities– Government meets the population thresholds in EISA as defined in the Federal

Register

• CITIES:CITIES:– A unit of local government as defined by the Census of

Governments such as:• Town• Village (or)• Other municipality that meets the required population thresholds

Cities that are eligible for direct grants must have a population of at least 35,000

• COUNTY:COUNTY: Are eligible if county population is at least 200,000, or if county is on of the 10 largest in the state

• ELIGIBLE UNIT GROUPS:ELIGIBLE UNIT GROUPS: A group of eligible units of local government may choose to submit a single application thru a single

eligible unit representing the group.

FUNDING

• American Recovery & Reinvestment Act of 2009 (Public Law 111-5)

• DOE to issue/award formula based grants under EECBG Program

• Goals:– To stimulate the economy– Create and retain jobs– Special consideration to activities that can be started &

completed expeditiously, with a goal of using at least 50% of funds for activities that can be initiated by June 17, 2009, especially job creation in an expeditious manner

PURPOSE

• TO CREATE & IMPLEMENT STATEGIES TO:– Reduce fossil fuel emissions– Maximize benefits for local & regional communities– Reduce total energy use – Improve energy efficiency in the building sector– The use of funds in a cost effective manner– Yield continuous benefits over time in terms of energy and emission

reductions

TIMELINE FOR APPLICATION OF FUNDING

• 36 MONTHS– Period of performance for grants

• 18 MONTHS– To obligate & commit all funds from date of award

(DOE reserves the right to de-obligate funds & cancel award if funds are not obligated/committed within 18 months)

LOCAL GOVERNMENT SUBMITTALS

• Submit to DOE a proposed

ENERGY EFFICIENCY & CONSERVATION STRATEGY (EECS)• Submit with application• Submit no later than 120 days from effective date of award• Secretary of DOE has 120 days to approve or disapprove• Disapproval will be accompanied with reasons and revised re-

submittals are allowed

RECOVERY ACT FUNDS CAN BE USED IN CONJUNCTION WITH OTHER FUNDING TO

COMPLETE PROJECTS

Tracking and reporting must be separate to meet reporting

standards of the Recovery Act

DISBURSEMENT OF EECBG AWARDS

Obligation of funds under EECBG will be based on:• The award amount• Acceptance of an approved Energy Efficiency and Conservation

Strategy (EECS)• Award Disbursement:

– Up to $250,000: Obligated at time of award & no EECS required prior to award

– Above $250,000 but less than $2M: May receive up to $250,000 for development of EECS and approved activities. EECS required within 120 days if not submitted with application. Balance of award will be obligated upon DOE approval of EECS

– Above $2M: May receive up to $250,000 for development of EECS and approved activities, or 50% of total if an acceptable EECS has been submitted and approved by DOE. Balance will be obligated after progress reviews
