DESCRIPTION
WRT Associate Rob Kerns was one of three people invited to make presentations at a USGBC South Florida Chapter panel entitled "Local Government Implementation of the Energy Efficiency and Conservation Block Grants." His presentation discussed WRT's approach to sustainable comprehensive planning, using the firm's Biloxi Energy Strategy project as an example. Rob leads WRT's Energy Task Force, which is working with staff in all of WRT's offices on energy-related planning and design opportunities.TRANSCRIPT

Biloxi’s Energy Strategy: An Opportunity
Biloxi’s Energy Strategy: An Opportunity
What Motivated Biloxi:
• A new Comprehensive Plan
• Federal funding available to the City – Biloxi allotted $209,000
• Energy planning considered good fiscal management
• Greater environmental awareness

Lifecycle of the Built Environment -
Where do you start your energy planning?
Biloxi’s Energy Strategy: Getting Started
Planning Considerations:
• Only first year is for planning
• Leverage your $$$ – jump start broader sustainability planning
• Create a broad working group for input
• Establish working goals ASAP based on planning scale and budget

Biloxi’s Energy Strategy: Getting Started• EECBG Eligible Activities for
Biloxi’s Strategy:
– Completing the Energy Strategy (EECS)
– Public Building Audits
– Energy Efficiency Retrofits
– Building & Facilities Programs
– Transportation Programs
– Traffic Signals & Street Lighting
Biloxi’s Energy Strategy: Completing the Work
How to get it done!
• 120 day clock – create an aggressive schedule
• “Don’t reinvent the wheel” – Chicago model
• Have your team in place with experienced advisors
• Gather data and resources prior to beginning if possible – especially on establishing a baseline of energy consumption
Biloxi’s Energy Strategy: Completing the Work
Communication with the Department of Energy (DOE)
• Electronic communication very important
• Be flexible with change
Be aware of Federal reporting requirements – regular activity sheets
Biloxi’s Energy Strategy: Crossing the Finish Line
Attachment D:
• Executive Summary of EECS
• Four Pages & Six Questions
• Goals, Implementation, Coordination, and Monitoring
Biloxi’s Attachment D is currently being reviewed by DOE
Biloxi’s Energy Strategy: Crossing the Finish Line
Emphasis on Timelines & Measureable Results
Biloxi’s activities is in four phases:
•Phase 1: EECS Preparation
•Phase 2: Building Audits/Retrofits
•Phase 3: Monitoring
•Phase 4: Expand Improvements
EECBG Performance Metrics:
1.Energy Saved
2.Renewable Energy Capacity Installed
3.GHG Emissions Reduced
4.Funds Leveraged
5.Jobs Created / Saved
EECS to be completed within first 120 days
Phases 1-3 are to be completed in 24 months (End of 2011)
Phase 4, transportation improvements, and regional utility coordination are ongoing
Biloxi Energy Strategy: Lessons Learned
• Prepare ahead!
• Use Experienced Technical Advisors for Improved Results
• Think of the EECS as a catalyst/beginning for more comprehensive sustainable planning
• Balance bigger systems solutions with small, no cost/low cost actions
