FULL ECONOMIC CITIZENSHIP (FEC) PROVIDES EVERY CITIZEN THE OPPORTUNITY TO EXERCISE HIS OR HER ECONOMIC, SOCIAL AND CULTURAL RIGHTS. TO ACHIEVE FEC, A CITIZEN MUST HAVE ACCESS TO THE ESSENTIAL PRODUCTS AND SERVICES REQUIRED TO ENABLE HIS/HER ACTIVITY AS A CONSUMER, PRODUCER AND HOLDER OF ASSETS. FEC SEEKS TO END THE EXCLUSION OF TWO-THIRDS OF THE WORLD’S POPULATION FROM GLOBAL MARKETS. It all begins with a place to call home, a commodity that many people worldwide rely on for health, income and happiness. Currently, over one billion people — 32% of the global urban population — live in slums in emerging countries and are shut out of the formal housing market. Although it is estimated that nearly 100,000 housing units are needed each day, many people can not access affordable housing due to market failure: critical issues include low-quality, high-price building materials, limited distribution channels, inaccessible financing and lack of technical assistance. To meet the large housing demands of our time and achieve genuine impact new market-based solutions must be generated. We need to build billions of homes. The only way we will get this done is through Hybrid Value Chains (HVCs). The HVC is a new operating framework that transforms markets by leveraging the strengths of business and citizen sectors. HVCs spread across the economic spectrum and create sustainable and scalable, housing solutions. As a response, in 2007 Ashoka’s Full Economic Citizenship initiative in partnership with the Hilti Foundation launched Housing for All — a global endeavor that addresses the major gaps across the housing value chain. With a current market size of US$424 billion and significant housing deficits in most countries, affordable housing constitutes a new frontier for business and a major opportunity to improve people’s lives. The Housing For All initiative is contributing to the acceleration of the development of low-income housing markets in India, Brazil, Colombia and Egypt. At the same time, it is building a global learning platform to enable major partnerships between companies and citizen sector organizations committed to sustainable and scalable housing solutions. fec.ashoka.org Today over 2 billion citizens in the world don’t have access to any type of financial services, one billion still live in inadequate housing, 2 billion lack electrical power, and 100 million school-age children do not attend primary school.
