1. Name of the Project: Strengthening and Rehabilitation of Agriculture Research
stations and Institute in Khyber Pakhtunkhwa
2. Location: This Project will be located in the following districts of Khyber Pakhtunkhwa
Southern Districts: D.I. Khan, Kohat, Karak, Bannu
Central districts: Peshawar, Nowshera, Swabi and Mardan
Northern Districts: Swat, Chitral and Buner

In Khyber Pakhtunkhwa, systematic agricultural research was started in 1908 at Tarnab,
Peshawar. Now a network of 16 Agriculture Research Institutes/stations with 7 sub-stations are
functioning in the province. All these Institutes/Stations are located in different Agro ecological
zones which provide a large spectrum of R&D activities in crops, fruits and vegetables.
The project would be executed at different Research Institutes’/Stations for the strengthening and
rehabilitation for improvement of research and development. The existing set up of Agricultural
Research System will be strengthened through infrastructure facilities and modern
instrumentation.

The Project has been included in the ADP 2017-18 with an amount of Rs. 500.00 million,
but the scheme was approved in the PDWP meeting with an amount of 498.600 million and
will be funded by Government of Khyber Pakhtunkhwa with allocation of Rs. 75.00 million
(Capital 60.00 & Revenue 15.00 million) for Current Financial Year.

5. Project objectives and its relationship with sector objectives:
The objectives of the sector/sub sector as indicated in the medium
term/five year plan to be reproduced. Indicate objectives of the
project and develop a linkage between the proposed project and
sectoral objectives.
Project objectives:
The overall goal of the project is to strengthen the provincial agricultural research system
(in terms of infrastructure, research equipment / machinery, laboratories, farm land etc.), so the
desired capacity to meet future challenges with special emphases on the implementation of the
WTO regime, climate change and to bridge up the scope and harness the research activities
which are not possible under the prevailing hierarchy of the system.
Specific Objectives.
Strengthening of Food Technology, Soil testing, plant pathology, Cereal and plant
Physiology Laboratory at ARI Tarnab.
Up-gradation of Weather Stations at ARI Tarnab, CCRI Pirsabak, SCRI Mardan, BARS
Kohat and ARS Chitral.
Repair and renovation of damaged offices, Labs, and Strengthening of Soil testing
Laboratory at ARI D.I.Khan.
Installation of Solar Tube Well for irrigation at ARI D.I.Khan.
Purchase of 13 Acres leased land at GPU Baikan ARI Swat.

Relationship with Sectoral objectives
The project falls under the priority area of Government of Khyber Pakhtunkhwa. The main focus
of the current project is to improve infrastructure of Research System and equipped the system
with advanced machinery in order to increase the quality production of fruits, vegetables and
crops in Khyber Pakhtunkhwa and to uplift the service delivery of the system.
Agricultural Research System, Khyber Pakhtunkhwa is engaged to develop varieties in crops,
fruits and vegetables. In the present Scenario of the Province, Country and International trade
Policy of WTO, it is utmost to stream line the research activities on modern basis to achieve the
WTO standards. In order to come out of food deficit list, strengthening of agriculture research
system with modern instrumentation and infrastructure will serve to be a tool to enhance the crop
quality and quantity and for the boosting economy.

6. Description and Justification of Project
Describe the project and indicate existing facilities in the area and justify the
establishment of the project.
This Project “Strengthening and Rehabilitation of Agricultural Research Institutes/stations of
Khyber Pakhtunkhwa” is designed with the aim to strengthen the Research System to augment
the research activities. The Research Institutes/Stations have been involved since long time in the
research activities to develop improved varieties of crops, fruits and vegetables in order to
increase productivity and the socio economic status of the farming community. Since the
establishment of these research Institute/Stations no improvement/or repair work has been
carried-out and most of the buildings including research labs are in dilapidated condition.
Likewise all Laboratories are outdated and have not been equipped with latest tools since its
establishment.

This project is covering the overall institutional development to cater for the new developmental
and scientific challenges through strengthening. The existing Food Technology, Soil testing,
plant physiology, cereal and plant pathology laboratory will be strengthened at ARI Tarnab.
Moreover Soil Testing laboratory at ARS Baffa Mansehra will be strengthened and tissue
culture/ Bio tech laboratory will be established for further quality research. Cereal Crops
Research Institute (CCRI) Pirsabak, Nowshera is a focal point of all research and seed
production activities for wheat and maize in Khyber Pakhtunkhwa. Laboratory equipments will
be purchased and Weather Station will be Up-graded at CCRI Pirsbak Nowshehra. The
laboratories and other structures at ARI D.I.Khan is in very worse condition therefore damaged
offices, Labs, and other structures at ARI D.I.Khan will be repaired and Solar Tube Well for
irrigation will be installed. Agricultural Research Station, Swat is involved in producing
improved fruit varieties and fruit plants nurseries. 13 Acres leased land at GPU Baikan ARI Swat
will be purchased to protect the valuable Germplasms of fruit varieties consistently supplying
propagating material.
Barani Agriculture Research Station (BARS) Kohat is involved in research to improve
agriculture productivity of Barani areas through evolving high yielding, drought tolerant varieties
appropriate for the agro-ecological environment of Kohat and adjacent Barani areas.
Laboratories at BARS Kohat will be strengthened with equipments to ensure the year round
research activities in all respects to cope with their requirements.
Hazara Agriculture Research Station (HARS) Abbottabad has been involved in different research
activities i.e Horticulture, Tissue Culture and soil analysis since 1978-79 respectively. The
present population pressure and growing demands of the farmers direly needs it projection to
cope with their needs. Therefore it is utmost important to revisit the station and upgrade the
existing facilities in all respect. A temperate fruit Germplasm unit on an area of 10 acres was
established at Jabba in 2007 but no civil work was carried out at the site therefore the Official
Building at GPU Gabba Mansehra has been demanded. Moreover a Solar Tube Well for
irrigation at HARS Abbottabad will be installed and the structure at HARS Abbottabad, Sub
Station Bttakundi and Sub Station Haripur will be repaired. Research Laboratory at ARS Chitral,
Karak, Swabi, Sarai Nourang and Bannu will be strengthened to improve the research work.

Existing Facilities:
At present all the mentioned Research Institutes/Stations have the major facilities like land,
scientists, building etc but to pace up the research activities on modern lines and meet the
requirements of the growing population, some facilities will be acquired that are lacking in the
Research system. Though the Research System has major infrastructure but direly requires new
interventions made in terms of civil work, which are very important for research, safety,
protection of major building, machinery and precious research materials.

Justification of the project:
The justification of the project is given as follows:
Infrastructure and other interventions for selected Research Institutes/Stations
The Research Institutes/Stations, like ARI Tarnab, Swat, D.I.Khan, CCRI Pirsabak, SCRI
Mardan, HARS Abbottabad, BARS Kohat, ARS Chitral, Karak, Bannu, Swabi Sarai Nourang
and Buner have been involved since long time in the research activities to produce improved
varieties in crops, fruits and vegetables to increase production. The ARS, Swabi is a newly
established Station of the Research system which has recently started R&D activities. These
Institutes/stations are important as backbone for the agriculture in the province. They are playing
important role in the agriculture sector. They have developed invaluable and precious research
material which needs to be protected for future use. These institutes/stations are the pioneers in
the research and development process for the province as working under different disciplines.
These institutes/stations have the major infrastructure but need to improve infrastructure of
Research System and equipped the system with advanced machinery in order to increase the
quality production of fruits, vegetables and crops in Khyber Pakhtunkhwa.
Food Technology, Cereal, Soil testing and plant pathology laboratory will be strengthen at ARI
Tarnab and Tissue Culture and Soil testing Laboratory at ARS Baffa Mansehra for improvement
in their working capacity. Food Technology laboratory Equipments will be purchased for Chitral
because ARS Chitral is involved in different research activities in different field crops and there
is a big scope for crops, fruits and vegetables. Tube wells at ARI D.I.Khan, HARS Abbottabad
and ARS Bannu will be installed for the irrigation purpose which will improve Research
efficiency.

11. PROJECT BENEFITS AND ANALYSIS
Financial:
Income to the project along with assumptions:
There is no direct financial benefit; however, with the increased agricultural production the revenue
of the government will be enhanced.
It is expected that the project will generate an income by using the same cropped area with
increments in production due to the use of modern instruments in crop data and forecasting to
minimize loss in crop production.
However, it is worth mentioning that agriculture sector is open to natural calamities e.g., bad
weather including wind storm, hail storm, drought stresses, epidemics, insect pests and many other
such unfavorable weather conditions which can adversely affect the production targets.
Economic Benefits:
Benefit to the economy along with assumptions
The project activities are intended to enhance the agricultural production of the Province, thus
increasing farm income. The ultimate beneficiary would be the farming community of the Province.
With the increase farm income economic activity would be generated which will benefit farmers,
entrepreneurs and other stakeholders down the value chain.
The project is economically viable as it has long term benefits.
The project will result in boosting the economy of the province indirectly through:
1. Increase in agricultural production through new interventions
2. Boosting food industry and other food products through increased raw material.
3. Create job opportunity directly in the project activities and indirectly due to the
increased production.
Social benefits
The activities of the project will enhance the capacity of the stations through strengthening of
Research Laboratories and farm machinery and proper infrastructure which will improve the
research work and the farmers will be benefited from the advance technology that will increase the
social status of the farming communities.

The project will have the following social benefits.
1. Living standard of the rural communities (farmers) will be improved.
2. The project will help in poverty alleviation especially in rural areas of the province.
The main beneficiaries of this project would be the farming community (men and women) of
Khyber Pakhtunkhwa. Enhancement in crops, vegetables and fruit plants productivity which
ultimately encourages agriculture related business, absorbing more and more people in the
agriculture industry.
Environmental impact assessment:
The project is environment friendly with no adverse impact on the environment.

SWOT Analysis of Khyber Pakhtunkhwa Agricultural Research System
Strengths
Highly qualified, well trained and experienced research staff in some fields but needs capacity
building
Research Laboratories are available in all the stations but need some strengthening through latest
equipments.
The infrastructure of all the Research Institutes/Stations is available but many buildings are very
old and need repair and renovation.
Tremendous experience of working with foreign donor projects.
Made significant contributions through successful strategic interventions at selected locations
around Khyber Pakhtunkhwa.
Weaknesses
Poor contacts with national and international research organizations.
Most scientists are short of writing skills and technical knowledge in new Enterprises including
computer literacy and use of modern instruments.
Poor in-service training.
Channels of communication too long to be effective.
Opportunities
Great chances for improved collaboration and efficiency through merger of similar organization
i.e., research, education and extension.
Excellent opportunities for collaboration with public research and extension organizations, private
companies and NGOs.
Better services and more tangible benefits for researchers would uplift their lost moral.
Great opportunities for collaboration with all stakeholders.
Greater opportunity for well thought out research interventions as has been successful in the past.
The existing wider yield gap is also a great opportunity. We are far below the achievable potential.
Threats
Prevailing economic situation: unlikely that Khyber Pakhtunkhwa government will increase
budgetary allocations.
Instability in macro-economic and political environment. As a result foreign donors are
withdrawing.
Pressure due to law and order situation may force closures of projects at some locations
Hostile socio-economic environment threatens research operations and harassment of researchers.
Unpredictable fuel supplies and public strikes can discontinue research activities at critical stages.
