PREFACE

The National Economic Council (NEC) in its meeting held on 1st June 2015 approved National Development Programme for 2015-16 at Rs 1,514 billion. The development programme 2015-16 includes Rs. 700 billion as federal PSDP including foreign assistance of Rs 146 billion.

PSDP 2015-16 will help achieving the long term development objectives given in Vision 2025 by allocation of resources to projects for building social and human capital, projects leading to food, water and energy security, initiatives necessary for fostering private sector led growth, harnessing regional connectivity, and improving national competitiveness. A number of initiatives for implementing institutional and governance reforms have also been incorporated in the PSDP 2015-16.

To benefit from the historic opportunity offered by CPEC, PSDP 2015-16 offers ample funds for the projects under China – Pakistan Economic Corridor. In the first phase, completion of projects relating to the western alignment of CPEC within the stipulated time frame has been accorded priority so that the economic benefits reach the general public as soon as possible.

Reform and innovation are very important tools to put the economy on long term high growth path and create enough job opportunities to meet the needs of growing population. PSDP 2015-16 includes specific projects aiming to improve social sector outcomes and initiate reformatory measures to further improve governance and investment climate. Prime Minister’s health insurance scheme would also be launched during the year.

To improve productivity in industrial and agriculture sectors with a view to achieving food security and enhancing exports, the Federal Government plans to initiate programmes for entrepreneurship promotion in these sectors. These include certification programme for SMEs, establishment of technology parks, training on industrial stitching units in clusters and other initiatives for cluster development based industrial transformation plan as envisioned in Vision 2025. Similar initiatives for agriculture and mining sectors’ transformation are also part of the PSDP.

Resettlement of TDPs poses another challenge to the already stretched development budget. To facilitate the resettlement of TDPs, significant amount of funds are provided to meet the reconstruction needs in conflict areas to ensure resettlement in the respective areas in the shortest possible time.
