    Editors NoteThe Asia-Pacic region accounts for over 70 percent o

    the worlds natural disasters. Scientists even warn tha

    the intensity and frequency of disasters in the Asia-Paci

    region will increase in the coming decades, exacerbate

    by uncontrolled urbanization, poor land-use management

    and climate change.

    The theme for the Philippines hosting of APEC 2015

    Building Inclusive Economies, Building a BetteWorld,supports an agenda that views economic growthfor it to be inclusive and meaningful, must focus on makin

    communities empowered, resilient and sustainable.

    As the primary agency tasked with administering th

    countrys disaster risk reduction and managemen

    program, the Ofce of Civil Defense takes the lead noonly in hosting the 8th Emergency Preparedness Workin

    Group (EPWG) Meeting, but in making the agenda fo

    Building Sustainable and Resilient Communitiesa priorit

    in the region.

    OCD is further tasked to serve in a way wherein peoples

    lives are protected and their livelihoods sustained, an

    everyone shares from the fruits of having a resilien

    economy. OCD must also ensure that the building-back

    better principle in rehabilitation and recovery translate

    into the context of building a better world espoused b

    APEC 2015.

    It is high time that dealing with

    the challenges of disaster riskreduction (DRR) receive greater

    commitment and responsibility

    from the leaders of the AsiaPacic Region.

    This was said by NDRRMC

    Executive Director and Civil

    Defense Administrator, Usec.

    Alexander Pama in his presentation

    of the Philippine proposal in the 8th

    Emergency Preparedness Working

    Group (EPWG) Meeting, one of thecomposite work group meetings

    of the Asia Pacic Economic

    Cooperation (APEC) held in Boracay

    Island, Aklan on 13-14 May 2015.

    We acknowledge that the

    phenomenon of disasters can no

    longer be managed singlehandedly

    and in isolation by a particular

    government or sector, therefore,

    it needs greater inter-economycooperation with a holistic,

    comprehensive, integrated and

    proactive paradigm as an approach

    to disaster risk reduction, Usec

    Pama stressed as he explained to

    the representatives of the member-

    economies the need for stronger

    commitment on the part of APEC

    in dealing with the challenges of

    disaster management.

    The Philippines is advocating theheightening of APEC commitment

    on DRR through the adoption of

    strategic policies and approaches

    in addressing disaster management

    issues and the elevation of the Senior

    Disaster Management Ofcials

    Forum (SDMOF) to ministerial level

    discussions.

    The 8th EPWG Meetings theme

    A Paradigm Shift to Adapt to

    the New Normal was rooted onthe recognition of the emerging

    new normal wherein there is an

    increasing intensity and frequency

    and economic impacts in the Asia

    Pacic region.

    The two-day 8th EPWG Meeting was

    attended by disaster management

    ofcials and delegates from APEC

    member economies of Australia

    Canada, Chile, Peoples Republic o

    China, Hong Kong, Japan, Republiof Korea, New Zealand, Papu

    New Guinea, Peru, The Philippines

    Russia, Singapore, Chinese Taipe

    The United States, and Viet Nam.

    This meeting is in preparation to

    the conduct of the 9th APEC Senio

    Disaster Management Ofcials

    Forum which will be held on 22-2

    September 2015 in Iloilo.

    The Asia-Pacic Economic

    Cooperation (APEC) started in

    1989 and was initiated as an

    annual meeting of foreign and trade

    ministers to sustain the momentum

    of market opening and economic

    cooperation which are vital to the

    growth and prosperity of the Asia-

    Pacic region.

    APEC 2015 Theme

    Stakeholders and other signicant

    actors adopted and utilized a set

    of guiding principles in crafting thetheme for APEC 2015. Accordingly,

    the theme should possess inclusive,

    forward-looking qualities such as

    balance, continuity, relevance,

    resonance, and sustainability. It

    shall underline and advance both

    domestic and regional goals through

    building on past and ongoing

    initiatives while addressing present

    challenges and needs that relate to

    common concerns and interests.

    Under the Philippines leadership,

    the overall subject of APEC 2015

    is the promotion and advancement

    of inclusive growth in the Asia-

    Pacic region, hence the APEC

    2015 theme, Building Inclusive

    Economies, Building a Better

    World.

    APEC 2015 Priorities

    In APEC 2015, the Philippines

    as Host Economy shall seek to

    mainstream and pursue its priorities

    into the agenda and economic policy

    thrusts of the member economies in

    the Asia-Pacic region. Specically,

    the priorities were identied as

    follows:

    Investing in Human Capital

    Development;

    Fostering Small and

    Medium Enterprises (SMEs)

    Participation in Regional andGlobal Markets;

    Building Sustainable and

    Resilient Communities; and

    Enhancing the Regional

    Each priority has substantial and

    unique signicance to the member

    economies of the Asia-Pacic

    region. The priorities are thencomplemented with sub-priorities

    that would support their realization

    and serve as building blocks for

    the fulllment of the overarching

    objective of APEC 2015 inclusive

    growth. The implications brought

    by these priorities may have

    varying degrees of importance yet

    otherwise prove to be inter-related

    and interwoven in nature.

    APEC 2015 Logo

    The logo of the Philippine hosting

    of the 2015 Asia Pacic Economic

    Cooperation meetings and related

    activities reects the vision

    espoused by the country in treading

    the path to a more progressive,

    more equitable Asia-Pacic: it is by

    building inclusive economies that

    we build a better world.

    The circular nature of the logo

    represents a more connected, mor

    integrated, and more dynamic globacommunity, a community whos

    direction for growth is increasingl

    shaped by the member-economie

    of APEC.

    The 21 triangles form an arrow

    pointed upward, which signals th

    sustained and shared resurgenc

    of the APEC member-economies

    The light blue shade of the arrow

    on the other hand, represents

    member-economys promisindevelopment, which is a resu

    of positive engagement wit

    partners and adherence to soun

    macroeconomic fundamentals.

    The triangle signies balance, an

    expresses the strong and stabl

    economy borne of that quality.

    The three colors used for th

    triangles represent the three pillarof APEC as identied in the 199

    APEC Summit in Indonesia. Thes

    pillars are now more known as th

    Bogor Goals, and thus center on: 1

    trade and investment liberalization

    NDRRMC Launches VFS Atlas;Heightens Earthquake Preparedness

    The National Disaster Risk Reduction andManagement Council led by its Executive Director

    and Civil Defense Administrator Undersecretary

    Alexander P Pama, and the Philippine Institute of

    Volcanology and Seismology (PHIVOLCS) launchedthe Valley Fault System (VFS) in Greater MetroManila Atlason 18 May 2015 at PHIVOLCS Buildingin UP Diliman, Quezon City. The Atlas shows in

    detail areas traversed by the fault system.

    The VFS is an active fault system in the Greater

    Metro Manila Area (GMMA) with two fault traces: the

    10-kilometer long East Valley Fault in Rizal and the

    100-kilometer long West Valley Fault runs through

    different cities and towns of Bulacan, Rizal, Metro

    Manila, Cavite and Laguna.

    In 2012, PHIVOLCS reviewed the VFS and redenedthe location of fault traces. This is one of the component

    activities of the AusAid-funded GMMA Ready Project

    under the United Nations Development Program

    (UNDP) and implemented by the NDRRMC member

    agencies.

    PHIVOLCS Director Renato U. Solidum Jr. says, The

    location of active faults is a major basis for peoples

    preparedness for earthquakes, appropriate land use,

    contingency planning for disaster response and design

    of houses, buildings and infrastructures.

    Through the publication of this atlas, we have taken

    leap forward to reducing risks from earthquake. Thi

    tool will help us in our national disaster risk reductio

    management effort to build safer, disaster-resilient an

    climate-change adaptive communities throughout th

    country, he added.

    The Metro Manila DRRM Council ofcials and projec

    partners PAGASA, Mines and Geosciences Burea

    (MGB), National Mapping and Resource Informatio

    Authority (NAMRIA), Climate Change Commission

    Housing and Land Use Regulatory Board (HLURB

    and Department of Interior and Local Governmen

    (DILG) also attended the launching and received copie

    of the VFS Atlas. Copies of the VFS Atlas were als

    distributed to Local Chief Executives in Metro Manil

    and nearby provinces.

    Quezon City Mayor Herbert Bautista expressed hi

    appreciation upon receiving a copy of the Atlas. He

    also said that his administration is already lookin

    into the structural soundness of buidlings and othe

    infrastructures in the city.

    (PCG) even brought their ns and oatation devices to

    showcase their water rescue capabilities.

    The camaraderie march ended in Liwasang Bonifacio

    taking the route via Quezon Avenue and Espaa. During

    the march, participants performed the Mogadish

    Challenge where marchers had to carry a supposedlinjured member for 1-kilometer.

    In last years Rescue March Challenge, participant

    from the different rescue units from Metro Manila hiked

    from Bonifacio Global City in Taguig to Quezon Cit

    Memorial Circle. This years jump-off point was chose

    to continue the loop from the previous Rescue March.

    Thousands of rescue volunteers from various

    government and private organizations join the

    annual Rescue MARCH (Mass Assembly for Rescue

    and Care for Humanity) Challenge from Quezon Cityto Manila on 26 April 2015.

    Orange Helmet and Emergency Response IntegrationCenter in cooperation with EXTRIBE organized the

    12-kilometer march. It aims to promote disaster

    consciousness and to raise awareness in the importance

    of rescuers work. Participating rescue squads

    assembled as early as four oclock in the morning at

    the Quezon City Memorial Circle bringing their rescue

    equipment. Delegates from the Philippine Coast Guard

    led Disaster Operations Center

    (DOC) in The Peninsula Hotel

    The DOC will serve as common

    platform for disaster preparedness

    and provide businesses vehicle for

    coordinated disaster response. It is

    geared towards responding to four

    worst-case scenarios - a destructiveearthquake in Metro Manila, ooding

    or super typhoon, volcanic eruption

    and pandemic.

    It will be set up in Clark, Pampanga,

    four kilometers from the Clark

    International Airport and six

    kilometers from the Subic-Clark-

    Tarlac-Expressway (SCTEX) which

    links it to Subic Bay Freeport Zone

    in case a port is needed.

    Clark was chosen because it is a

    low-risk area in terms of disasters.

    DOC will be retro-tted to be

    resilient and will have a stand-

    alone renewable energy system as

    GMMA READY Project Conducts

    Training, Drills on Flood Preparedness

    It was a beehive of activity in Barangay Jose Rizal

    Poblacion, Santa Maria, Laguna, as governmentofcials and residents get ready for the Flood Warning

    and Evacuation Drill that would test their preparedness

    in case of massive oods innundate their community.

    The GMMA READY Project on Community-Based

    Flood Early Warning System (CBFEWS) for Laguna

    aims to decrease the vulnerability of the province to

    natural hazards such as ash oods, and increase

    their resilience by strengthening institutional capacities

    of the local government, national agencies, academic

    institutions and civil society organizations to manage

    disasters and climate change risks.

    The Ofce of Civil Defense IV-A and the Philippine

    Atmospheric, Geophysical and Astronomical Services

    Administration (PAGASA), in partnership with the

    Laguna DRRM Ofce (LDRRMO), conducted Flood

    Warning and Evacuation Drill on 26-27 May 2015 in

    some of the most ood-prone barangays in Laguna.

    The two-day event covered a discussion on

    understanding ood hazards and the formulation and

    dissemination of warning using the newly-establishedood monitoring system in the province. Around 200

    families from high-risk barangays were mobilized to

    participate.

    Simulations were based on scenarios which aim to

    determine how the barangays and the LDRRMCs will

    respond. Barangay Jose Rizal Poblacion simulated

    scenarios on ashoods and coastal ooding. During

    the drill, the LDRRMO implemented their Flood

    Contingency Plan in monitoring the water level, issuing

    alerts, and evacuating the affected communities. This

    contingecy plan was also crafted under GMMA READY

    Project.

    Mr. Arthur Bonifacio of LDRRMO served as the head

    of warning task unit and communications task unit that

    monitored the water level and relayed the information

    to the community. The evacuees were then picked-up

    at designated areas and then taken to pre-designated

    evacuation centers. Food, water, and relief packs were

    distributed to the evacuees until they were given orders

    to decamp and head back to their homes.

    The drill was a success. From giving advisories an

    evacuation process, everything was smooth ansynchronized. I can see that everyone is serious abou

    it. And I guess weve leveled up in terms of disaste

    preparedness, said Bonifacio.

    As one of those present in the two-day activity, Regiona

    Director Vicente F. Tomazar of the Ofce of Civ

    Defense (OCD IV-A) said that the key to a successfu

    and smooth conduct of the exercise are the committe

    members of PAGASA, PDRRMO-Laguna, LDRRMC

    Famy Laguna, Santa Maria Police District as well a

    the different barangay ofcials and local leaders wh

    participated actively since the beginning of the projec

    from the formulation of their own contingency plan t

    testing it through the drill.

    OCD Breaks New Ground in Bicol

    National Disaster Risk Reduction and ManagementCouncil (NDRRMC) Chairperson and NationalDefense Secretary Voltaire T Gazmin led thegroundbreaking ceremony for the 2-in-1 DRRM

    Facility of Ofce of Civil Defense (OCD) Region 5 at

    the Philippine Air Force Tactical Operations Group5 Compound, Legazpi City on 22 April 2015.

    The PHP 46M DRRM facility was made possible

    through the Department of National Defense (DND) in

    collaboration with the Provincial Government of Albay.

    It is composed of 2 two-storey buildings with 2 hangarsand a warehouse facility for the Regional DRRM Council.

    It is strategically located in Albay to provide access

    and support across Bicol region for transportation and

    storage of food and non-food items.

    Sec. Gazmin congratulated the Provincial Government

    of Albay and asked to continue its sterling achievement

    in the eld of DRRM-CCA. He emphasized that the

    project should be replicated by other provinces and

    places in the country so that the national government

    will achieve its goal of having safer, disaster-resilient

    and climate change-adaptive communities.

    IV and Albay Governor Joey S Salceda also attended

    the groundbreaking ceremony together with othe

    ofcials from the Philippine Air Force and Armed Force

    of the Philippines (AFP).

    Gov. Salceda said that DRRM and climate chang

    adaptation (CCA) are the best practices of ever

    Albayano and that these are part of the daily liveof every resident in the province. He added that the

    project is the key to Albays continuous developmen

    and constant attainment of zero casualties wheneve

    there is a threat or an actual calamity in the province.

    The creation of the new DRRM facility is in line wit

    OCDs mandate on upgrading DRRM facilities and

    equipage. It also depicts the commitment of RDRRMC

    Bicol in taking the lead as a frontier for building a safer

    adaptive and resilient communities towards sustainabl

    development.

    505th Search and Rescue (SAR) Group of the Philippine

    aims to capacitate the Local Chief Executives (LCEs

    in the province of Cagayan on Disaster Preparednes

    particularly on Operation Listo, a manual which contain

    procedures on the courses of actions before, during an

    Team contenders perform the Boat Handling and Capsizing

    during the Water Rescue Olympics and Response

    Exercises 2015 at Monte Cruz Beach Resort, San Felipe

    Zambales on 22-23 May 2015. Among the twenty fou

    teams, the 3rd Mechanized Philippine Army Team wa

    declared the overall champion after competing in two

    other events: Life Saving Technique and Water Rescue

    Relay. The water exercises aim to enhance the skills o

    OCD IX CONDUCTS PDRA ORIENTATION INZAMBOANGA PENINSULA

    OCD IX in partnership with PHIVOLCS, PAGASA, DOST

    and DILG conducts Pre-Disaster Risk Assessment (PDRA

    Orientation in the cities of Pagadian, Zamboanga an

    Isabela on 18 April 2015, 5 May 2015 and 11 May 201

    respectively. Each member agency gave a comprehensiv

    discussion highlighting the safety measures during natura

    OCD IX EXTENDS FINANCIAL ASSISTANCE

    OCD IX Regional Director Emilia V Julhajan hands-ove

    nancial assistance to Mrs. Colangap of Lakewood

    Zamboanga del Sur on 2 June 2015. Colangap is the

    grandmother of a victim who persihed in a oodin

    incident, received the amount of Php10,000.00. OCD

    is the agency designated to facilitate the processing o

    claims and extension of nancial assistance to disaste

    OCD XI JOINS SERVICE CARAVAN

    OCD XI takes part in the Serbisyo Caravan organized bythe 10th Infantry Division of the Philippine Army and the

    Association of Regional Executives of National Agencies

    of Region XIs (ARENA XI). The event was held in Maco,

    Compostela Valley Province on 9-10 April 2015. OCD

    handed over Non-Food Items to 12 barangays during the

    OCD XII CONDUCTS CAMP COORDINATION ANDMANAGEMENT SEMINAR

    OCD XII in partnership with the International Organization

    on Migration leads a two-day seminar on Camp

    Coordination and Management (CCM) and Protection for

    the Regional DRRM Ofcers of Region XII at Sydney Hotel,

    General Santos City on 4-5 June 2015. The seminar aims

    to enhance and capacitate the members of each cluster in

    facilitating emergency assistance and protection to those

    OCD XII CONDUCTS INCIDENT MANAGEMENT TEAM(IMT) TRAININGOCD XII spearheads the conduct of All-Hazards Incident

    Management Team (IMT) Training under the Incident

    Command System (ICS) Ladderized Course on 15-19

    June 2015. The graduates of training will be part of the

    Regional Team that will be mobilized to assist on on-scene

    disaster response and management of disaster-affected

    OCD CAR CONDUCTS INSPECTION OF HAZARDPRONE AREAS

    OCD CAR in partnership with the Mines and Geoscience

    Bureau Cordillera facilitates ocular inspection in Bengue

    National High School (BNHS) and Tawang Elementar

    School (TES) in La Trinidad on 29 May 2015. MGB

    identied both schools to be landslide-prone. As a resu

    of the inspection, it was recommended that a retaining

    wall be constructed in TES, while BNHS should be closely

    OCD BASULTA CONDUCTS TRAINING IN RDANA

    DRRM Ofcers from Basilan, Sulu and Tawi-Tawi atten

    the three-day training on Rapid Damage Assessment and

    Needs Analysis (RDANA) in LM Metro Hotel, Zamboanga

    City on 28-30 April 2015. The training was conducted in lin

    with OCDs mandate to capacitate its DRRM front liners

    RDANA is conducted immediately after a disaster to give

    a birds eyeview of the situation in stricken communities

    OCD CARAGA LEADS FORMULATION OF

    CONTINGENCY PLANS FOR 9 LGUs

    OCD CARAGA facilitates the Contingency Plan Formulation

    Workshop for nine LGUs of CARAGA within the period of

    April-June 2015. The municipalities which have formulated

    their contingency plans include San Miguel, Tago and San

    Agustin from Surigao del Sur; Magallanes and Santiago

    from Agusan del Norte; La Paz and San Luis from Agusan

    del Sur; and Burgos and Del Carmen from Surigao del

    OCD CARAGA CONDUCTS PDNA TRAINING

    Disaster Needs Assessment (PDNA) Training of Trainers

    conducted for the Province of Dinagat Islands at Fiesta

    Resort, Surigao City, Surigao del Norte on 2-6 March

    2015. OCD CARAGA also facilitated the PDNA training

    for other local government units in the region namely:

    Surigao del Norte, Agusan del Norte and Butuan City on

    13-17 April 2015 and Agusan del Sur and Surigao del Sur

    Landslides are triggered bycontinuous, heavy rainfall or intenseshaking during an earthquake whichcan cause loose materials on the

    slopes of mountains to slide. It oftenoccurs on, beside or near very steepslopes especially those with loosesoil cover.

    SIGNS OF LANDSLIDES

    Appearance of cracks in the soilcover, roads, walls and windowframes.

    Tilting of trees, posts and fences

    towards the ground.

    Sudden gush of water from thesoil cover.

    Leakage from the water lines.

    Water coming from the groundbecomes brown in color.

    Landslide hazards may be reducedthrough structural mitigatingmeasures which aims to prevent

    loose materials to slide.

    BEFORE

    1. Be aware on the signs oflandslide in your area.

    2. Coordinate with your localofcials regarding landslidealerts, advisories and hazardmaps issued by the Mines andGeosciences Bureau to local

    government.

    3. Monitor through radio, televisionand newspapers the weatherupdates from PAGASA.

    4. When residing in landslide proneareas, be ready to evacuateimmediately in case of a typhoonor earthquake.

    5. Prepare an emergency survivalkit for you and your family.

    6. Be mindful of the fastest andsafest routes (escape routes) tothe nearest evacuation center.Determine where and how youwill meet with your family afterthe landslide.

    DURING

    When inside a house or building,stay within the premises and

    perform the Duck, Cover andHold technique.

    When outside, go in a high andsafe place and stay away fromlandslide prone areas.

    AFTER

    1. In case of missing familymembers, immediately informthe authorities who will

    facilitate the search and rescueoperations.

    2. Monitor the latest landslidewarnings and advisories.

    3. Inform the authorities aboutdamaged water and electriclines.

    4. After the landslide, repairthe damages in the house orbuilding.
