    The Office of Civil Defense as theprimary government agency tasked

    with administering the countrysdisaster r isk reduct ion andmanagement program, leads in thecon t i nuous deve l opment o fs t ra teg ies , approaches andmeasures to reduce vulnerabilitiesand risks to hazards and manageconsequences of disasters.

    The countrys tragic experience withTyphoon Yolanda in 2013, proddedthe government to engage into adeeper study of the underlying social,economic and environmentalconditions that contribute to thedetrimental impacts of naturalhazards. The lessons learned wereused to effect changes in strategiesand approaches, and placed systemsthat will make communities moreresilient.

    The National Disaster Risk Reductionand Management Councilinstitutionalized the Pre-Disaster Risk

    Assessment (PDRA) and its actions,

    ON COVER. On front cover are the satellite image of Typhoon Ruby as it nearthe country, and the disaster management meetings in preparation for the tropicacyclone.     protocols and programs to evaluatean impending hazards level of risk

    given the degree of exposure andvulnerability in a specific area. Itpresents the possible impacts to thepeople and serves as the basis indetermining the appropriatepreparedness and response actionsfrom the national agencies down tothe local government units.

    The evidence-based information fromthe PDRA, gathered before TyphoonRuby entered the country, was usedas the basis for the massivepreparat ion and pre-emptiveevacuation of more than 1.7 millionpeople from danger zones, whichresulted to minimal casualties. Thisevent earned the Philippines praisesfrom the international community.

    Making the people understand thetrue nature of risks they are facingprompt them to follow them to followthe governments lead. Peoplesparticipation is needed to truly build aresilient and safer nation.

    National Disaster Risk Reduction and Management

    Government Evacuates Thousandsfrom Typhoon Rubys Path

    The National Disaster Risk Reductionand Management Council (NDRRMC)and Office of Civil Defense (OCD)

    directed the evacuation of almost twomillion people in the path of TyphoonRuby (International Name: Hagupit),which entered the Philippine Area ofResponsibility (PAR) on 4 December2014, packing maximum sustainedwinds of 175 KPH and gustiness of upto 210 KPH, and moving at 25 KPH. Itis expected to hit areas that werepreviously affected by TyphoonYolanda in 2013.

    Pre-Disaster Risk Assessment

    On 3 December, NDRRMC ExecutiveDirector and OCD AdministratorUndersecretary Alexander P. Pamaconvened a Pre-Disaster Risk

    Assessment (PDRA) Meeting. PDRA isthe process of evaluating a givenhazards characteristics and itspossible impacts to the populace, andas such determine the appropriatelevel of response and correspondingactions from concerned agencies, localgovernment and other stakeholders.

    The OCD Regional Offices andRegional DRRM Councils (RDRRMCs)also convened PDRA Meetings toassess the impact of the typhoon intheir respective areas. The Nationaland Regional DRRM OperationsCenters were also put on heightenedalert as the monitoring, information

    dissemination and coordinationactivities started.

    Zero Casualty Objective

    President Benigno S. Aquino III, on 4December, met with Cabinet officialsand government disaster managers tocheck and direct the governmentspreparations for the typhoon. ThePresident reiterated the governmentszero casualty objective, and alsodirected the agencies to complete allpreparations such as evacuating

    people, putting up emergency facilitieas well as prepositioning relief, beforthe typhoon makes its landfall.

    Extensive Preparation

    The preparations and coordination withthe local government units wassupervised by the Department ofInterior and Local Government (DILG),while the Department of Social Welfareand Development (DSWD) oversawthe readiness of response teams andprepositioning of relief goods andequipment.

    The Armed Forces of the Philippines(AFP), Philippine National Police(PNP), Bureau of Fire Protection (BFP)

    and Philippine Coast Guard (PCG)Humanitarian Assistance and DisasterResponse units were also put intoheightened alert.

    In Bicol Region, Albay Governor JoeySalceda and OCD V Regional DirectorBernardo Rafaelito Alejandro IV led themustering of responders in preparationfor Typhoon Ruby which is expected toaffect the area.

    Pre-emptive Evacuation

    As the typhoon nears the country, thegovernment science agencies, namelyPhilippine Atmospheric Geophysicaland Astronomical Services

    Administration (PAGASA), Mines andGeosciences Bureau (MGB), PhilippineInstitute of Volcanology andSeismology (Phivolcs), National

    Mapping Resource InformationAuthory (NAMRIA) and the ProjectNOAH Team identified through risk andhazard maps, the areas with threats of

    flood, landslide, lahar flow and stormsurge.

    On 5 December, the governmentstarted evacuating people from thedanger zones in the Eastern VisayasRegion, the area that will be affectedby Typhoon Ruby first. By afternoon of10 December, a total of 1.76 millionindividuals were being served byDSWD in and outside of evacuationcenters. The typhoon exited the PARby evening.

    Aftermath

    The Team Caraga, led by Butuan CityMayor Ferdinand Amante Jr. ,composed o f OCD-RDRRMCCARAGA, Province of Agusan delNorte and Butuan City, deployed andprovided humanitarian assistance and

    logistical support in areas affected Eastern Visayas. The team stayed ithe area from 9 - 13 December.

    In Eastern Samar, OCD CApersonnel conducted Post-DisasteNeeds Assessment to facilitatrehabilitation and recovery programs the aftermath of Typhoon Ruby.

    At the final report released bNDRRMC, Typhoon Ruby claimed thlives of 18 individuals and injured 91others, with no missing persoreported. The minimal loss waattributed to the evidence-baseinformation from the Pre-Disaster Ris

    Assessment that was used as basis fothe massive preparations anextensive evacuation of people. Thaction of the government earned thcountry praises from the internationacommunity.

    jo ined the ce lebration of 75 thAnniversary of the Department ofNational Defense (DND) on November2014 with the theme Kagawaran ngTanggulang Pambansa: 75 TaongSandigan ng Mamamayan, Tapat naNaglilingkod sa Bayan.

    On 10 November, OCD IV-A RegionalDirector Vicente T. Tomazar and RoyL. Dorado of OCD XII were honored asDND Model Supervisor and DNDModel Employee respectively, during

    ceremonies presided by DNDSecretary Voltaire T. Gazmin. Alsohonored in the Recognition Day aremodel supervisors and employees fromthe DND Proper and other bureaus ofthe department.

    OCD participated in the DNDAnniversary Job Fair on 16 November2014 at the Armed Forces of theP h i l i p p i n e s ( A F P ) G e n e r a lHeadquarters Canopy. More than sixtyvacancies in the agency were offeredand OCD personnel received andp r o c e s s e d t h e h u n d r e d s o fapplications.

    OCD also featured its achievements,programs and projects during the DND

    Anniversary Exhibit held at the AFPGrounds on 16 - 17 November.NDRRMC Member Agencies also

    participated in the exhibit, and featuredtheir activities and programs related tothe thematic areas of DisasterP r e v e n t i o n a n d M i t i g a t i o n ,Preparedness, Response, andRehabilitation and Recovery. TheNDRRMC is Chaired by the Secretaryof National Defense.

    The book contains stories of typhoonsurvivors, donors, humanitarian groupsand responders, and the experiences,best practices and lessons learned bythose who are involved in thepreparations, response and reliefefforts in areas struck by TyphoonYolanda in November 2013.

    In his welcome message, Usec. Pamasaid the book is not a recount of

    Yolandas wrath, but it also containsimportant analyses of the actions doneand is meant to assist in theformulation of effective answers to the

    challenge of the times. In his messagein the books preface, PresidentBenigno S. Aquino III expressed hishope that the book inspires its readersto participate meaningfully in therehabilitation efforts.

    President Leads ActivitiesCommemorating Typhoon Yolanda

    A day before the anniversary of theonslaught of Super Typhoon Yolanda,President Benigno S. Aquino III paid a

    visit to Guiuan, Eastern Samar topersonally inspect the rehabilitationefforts being done in the municipality.

    His first stop was at the Guiuan PublicMarket that is being built through theRecovery Assistance for Yolanda ofthe Department of Interior and LocalGovernment (RAY-DILG). It isexpected to be finished in January nextyear.

    He then proceeded to Guiuan East

    Central School and assessed its newly-repaired classrooms. According to theofficial website of the Guiuan localgovernment (guiuan-esamar.gov.ph),the extent of damages reported in thearea where this school was situatedwas said to be up to 100%.

    After which, the President went to theBarangay Cogon Transitional Site tolead the turnover of a bahay kubotemporary shelter to a familybeneficiary and the awarding of

    certificates of occupancy. The site is ahousing project for the affectedresidents initiated by the Department ofSocial Welfare and Development(DSWD), the International Organization

    for Migration (IOM) and the Guiuanlocal government.

    In his speech, the President cited a fewof the relief and rehabilitation effortsdone by the government and privatesectors in all areas affected by SuperTyphoon Yolanda.

    A total of 12.2 million family food packswere distributed from November 2013to July 2014. Similarly, DSWD tallied90, 226 Cash for Work Program

    beneficiaries from November 2013 tSeptember 2014.On the education side, 1,09classrooms (out of the 2,313 targeare currently being constructed. DILalso spearheaded the building of 48houses while more than 7,000 arunder construction.

    of Disaster Reduction and ManagementThe National Disaster Risk Reductionand Management Council (NDRRMC)and the Office of Civil Defense (OCD)

    led the observance of the InternationalDay of Disaster Reduction (IDDR) and

    ASEAN Day of Disaster Managementon 29 October 2014 at the AFPCommissioned Officers Club inQuezon City.

    Department of National Defense(DND) Undersecretary Eduardo G.Batac, representing NDRRMC Chairand DND Secretary Voltaire T. Gazminwelcomed the guests and attendees tothe joint observance.

    This years focus of IDDR is on theelderly and the need to include them indisaster risk reduction initiatives. Theobservance seeks to recognize thecritical role that older people can playin better planning and understandingdisaster risk, and how they can helpwith building resilient communitiesthrough their experience andknowledge

    Senator Loren Legarda cited statisticson how people aged 60 years andabove, suffer disproportionately fromdisasters.

    Seventy five percent (75%) of thosekilled by Hurricane Katrina in the

    United States were over 60, but theycomprise 15% of the population in NewOrleans. During the 2011 Japan

    earthquake and tsunami, 56% of thosewho died were 65 years old and above,but they comprise only 23% of thepopulation, Legarda said.

    INTERNATIONAL DAY OF DISASTER REDUCTION

    In 1989, United Nations designated the second

    Wednesday of October as International Day for NaturalDisaster Reduction. The International Day was to beobserved annually during the International Decade forNatural Disaster Reduction, 1990-1999.

    The General Assembly resolution passed on 21 December2009, the 13th of October is set as the date tocommemorate the Day, and changed the Day's name toInternational Day for Disaster Reduction. The objective ofthe observance is to raise awareness on how people aretaking action to reduce their risk to disasters.

    ASEAN DAY OF DISASTER MANAGEMENT

    The ASEAN Ministers responsible for disaster

    management decided in December 2004 to celebrate theASEAN Day for Disaster Management in conjunction withthe International Day for Disaster Reduction.

    Celebrating our ASEAN Day in conjunction with theInternational Day signifies our commitment that disasterrisk reduction is increasingly becoming a major globalconcern that can only be effectively addressed bycoordinated action at the national, regional and globallevel, said H.E. Ong Keng Yong, the Secretary-General of

    ASEAN, in his message on the occasion of the ASEANDay for Disaster Management 2006.

    Quezon City HostsNationwide Simultaneous Earthquake Drill

    National Disaster Risk Reduction andManagement Council (NDRRMC)Chair and Department of National

    Defense Secretary Voltaire T. Gazminled the conduct of the 4th QuarterNationwide Simultaneous EarthquakeDrill (NSED) on 14 November 2014 atthe Quezon Memorial Circle in QuezonCity. The city, led by Mayor Herbert M.Bautista, hosted ceremonial venue ofthe event.

    The drill used the possible scenariosthat will result from a magnitude 7.2quake generated by the West ValleyFault System as studied under the

    Metro Manila Earthquake ImpactReduction Study (MMIERS) in 2004.The activity aims to test the capabilityof the national and local government inresponding to emergency situationsspecifically in the management of theIncident Command System (ICS),evacuation of the affected populace,and the provision of relief.

    Government offices, schools, hospitals,and commercial establishments acrossthe country also participated inearthquake drills held across thecountry as organized by the regionaloffices of Office of Civil Defense andtheir respective Regional Disaster RiskReduction and Management Councils.

    In Ilocos Region, more than 23,000individuals joined the exercise, while46 schools and fourteen governmentagencies participated in CagayanValley.

    The Municipality of San Mateo in Rizaland the Municipality of Mercedes inCamarines Norte served as theceremonial venues for Calabarzon andBicol regions respectively.

    A total of 37, 807 individuals from theprovinces of Cebu, Siquijor, NegrosOriental and Bohol participated in thedrills held in Central Visayas. The Cityof Mandaue served as the ceremonialvenue for the region.

    More than 250,000 individuals acrossMindanao participated in the drillorganized by OCD Regional Offices IX,X, XI, XII, and Caraga, in coordination

    with other agencies and locagovernment units. The OCD i

    The organizers hoped that thnationwide exercise will not only testhe governments capabil i ty imanaging disasters and emergenciesbut also generate awareness ohazards that threaten communities.

    Regional Director Melchito M. Castroexpressed his gratitude for the supportof the Member Agencies and LocalDRRM Council to the programs andprojects of OCD. He also extended hisappreciation for the close coordinationprovided by stakeholders especiallyduring heightened alerts.

    Besides the Member Agencies, theProvincial DRRM Councils of

    OCD III Conducts ICS Trainings

    OCD III Regional Director Josefina T.Timoteo led the conduct of Incident

    Command System (ICS) IntegratedPlanning Training Course for the thirty-five (35) Department Heads of theMunicipality of Orion, Bataan on 6-10October 2014.

    Meanwhile, a Basic Incident CommandSystem (ICS) Training Course wasalso facilitated for the forty four (44)members of the Asia Pacific EconomicCooperation (APEC) 2015 TechnicalWorking Group on Emergency

    Preparedness (TWG EP) on 4-November 2014. The TWG EP will bdeployed as a preparedness measurduring the hosting of APEC 201Meetings in the region. (Doreen Sanchez

    OCD III RecognizesRegional Kalasag Winners

    OCD III Regional Director Josefina TTimoteo led the conferment of honorto the winners of the Regional GawaKalasag Awards on 14 November 201at the AmphiTheater in City of SaFernando, Pampanga.

    This year, eight winners were choseamong the contenders in differen

    categories on excellence in disasterisk reduction and management, anhumanitarian assistance. Aside fromLocal DRRM Councils, this yearcontenders also included schoolshospitals and civil societorganizations. (Doreen Sanchez)

    OCD I Leads Oplan UndasOperations

    The Regional DRRM Council I, headedby OCD I, led the Oplan Undasoperations on 31 October to 2November 2014 as a preparednessmeasure on the observance of AllSaints and All Souls Day.

    OCD I Director Melchito M. Castroconvened the Regional Council asearly as September to discuss thepreparations to the expected high-density peoples gathering in

    cemeteries that may pose threats tothe safety, security and health of bothresidents and guests.

    An Advanced Command Post wasestablished in San Juan, La Union withpersonnel operating on a 24/7 basis forthe duration of activation. The teamwas composed of personnel comingfrom different government agenciesand volunteer groups. (Empress B.Jaramillo)

    Calabarzon Holds Rehabilitationand Recovery Summit

    OCD IV-A, led by Regional Director

    Vicente F. Tomazar, joined theProvince of Quezon in theRehabilitation and Recovery Summiton 30 September to 1 October 2014 atthe Queen Margarette Hotel in LucenaCity.

    Quezon Province Governor David C.Suarez and the members of theQuezon Provincial Disaster RiskReduction and Management Councilwith the city and municipal mayors ofthe province gathered to consolidate

    the post-disaster rehabilitation andrecovery plans and programs for areasaffected by Typhoon Glenda(Rammasun) in July 2014.

    Governor Suarez emphasized theresolve of the provincial officials inseeing through the completion andeffective implementation of itsrehabilitation and recovery strategy.Director Tomazar in response affirmedthe commitment of OCD and RDRRMCIV-A in supporting these recoveryefforts. (OCD IV-A)

    OCD VII, UNOCHA Partners forStronger CMC

    The United Nations Office for theCoordination of Humanitarian Affairs(UN OCHA) and OCD VII, conducted afour-day course on Humanitarian Civil-Military Coordination on 29 Septemberto 2 October 2014.

    A total of 52 individuals coming fromthe military, civilian and humanitarianagencies participated in the activityheld at Crown Regency Hotel in CebuCity.

    The activity was facilitated bUNOCHA headed by HumanitariaCivil-Military Coordination Officer MMel Schmidt who stressed that thactivity aims to teach and share to thparticipants the humanitarian civmilitary coordination mechanism in

    United Nations perspective.

    Schmidt added that through thactivity, the participants shall be able tfamiliarize themselves with conceptsprocesses and methodologies tenable them to work properly aneffectively with or without thintervention of the United Nations.

    OCD Extends Financial Assistanceto Yolanda Victims

    OCD VII distributed a total of PH260,000.00 as financial assistance tvictims of Typhoon Yolanda iNorthern Cebu. The twenty sbeneficiaries of those who perished ithe typhoon received assistance wortPHP 10,000.00 each at Camp SergiOsmena Sr., Cebu City on 28 Octobe

    2014.

    More than seventy people died in thProvince of Cebu during the onslaughof Typhoon Yolanda on 8 Novembe2013, mostly in the northern of thprovince. Beneficiaries of victims whdied and injured from disasters receivfinancial and other forms of assistancfrom the government. (Tashuan

    Crafting DRRM Plan

    OCD VIII assisted the Municipality of

    Bobon, Northern Samar in the craftingof the local government unitsMunicipal Disaster Risk Reduction andManagement Plan on 15 17 October2014 at Haven of Fun in San Antonio,Northern Samar.

    The workshop was participated in bymembers of the Sangguniang Bayan(Municipal Council), barangay leadersand other stakeholders. Discussedduring the workshop were PhilippineDisaster Risk Reduction and

    Management System (PDRRMS),Hyogo Framework for Action and theLessons Learned from TyphoonYolanda. After the presentations, OCDfacilitated the crafting of the plan whichaims to build safer and more resilientlocal communities. (OCD VIII)

    OCD VIII Conducts Basic ICS in Prepfor Papal Visit

    OCD VIII conducted Basic IncidentCommand System (ICS) Training forfrontline responders at Ormoc VillaHotel, Ormoc City on 4 6 November2014, in preparation for the scheduledvisit of Pope Francis in January.

    The training was attended byrepresentatives from Department of

    Social Welfare and Development,Department of Health, Armed Forces ofthe Philippines, Philippine NationalPolice, Philippine Red Cross,Philippine Coast Guard, Bureau of FireProtection, Civil Aviation Authority ofthe Philippines, and other government

    agencies and volunteer groups who willbe involved in the emergencypreparedness aspects of the PapalVisit.

    Incident Command System as an on-scene disaster response mechanismwill be used as a coordination tool toproperly manage any possibleeventualities that may arise during thePapal Visit. (OCD VIII)

    OCD VIII Attends InformationManagement Training

    OCD VIII personnel underwent trainingon Information Management on 18 21 November 2014 at the Ritz Towerde Leyte in Tacloban City. The trainingwas organized through the support ofthe United Nations Office for the

    Coordination of Humanitarian Affairs(UN OCHA).

    The training was also attended byrepresentatives from Department ofSocial Welfare and Development,

    Armed Forces of the Philippines, andthe Provincial Government of Leyte.The participants were oriented on howto process, manage and visualize data,and were also taught the basics ofGeographic Information System (GIS)mapping and creation of infographics.

    The activity aims to strengthen anequip the participants in the propecollection and management oinformation from one or more sourceand the distribution of the informatioto one or more audience, thuproviding efficient and effectiv

    OCD XI Facilitates HADRManagement Training

    OCD XI spearheaded the conduct othe Humanitarian Assistance anDisaster Response (HADRManagement Training at Apo ViewHotel on 20 21 November 2014. Thactivity was participated by officerfrom the Armed Forces of thPhilippines (AFP) and the PhilippinNational Police.

    The two-day training aims tstrengthen, enhance and provide basknowledge and a clear understandinof the salient features of the PhilippinDisaster Risk Reduction anManagement System program baseon Republic Act 10121 and itImplementing Rules and Regulationsand the National and Regional DRRMPlans.

    (RDRRMC) conducted series ofCont ingency Plan Formulat ionWorkshops and Training of Trainersduring the last quarter of the year2014.

    Contingency planning is defined byRepublic Act 10121 as specificpotential events or emerging situationsthat might threaten society or theenv i ronment and es tab l i shesarrangements in advance to enabletimely, effective and appropriate

    responses to such events andsituations.

    Contingency Plans are necessary toolsthat local government units (LGUs) andother entities use to organize itspreparedness and response actions.OCD assists LGUs in crafting theseplans and to ensure that they comply tostandards and

    LUZON

    On 27 - 29 October 2014, OCD Iassisted Paoay, Ilocos Norte informulating their Contingency Plan onEar thquake. The Pangas inanmunicipalities of Tayug, Binalonan andCalasiao formulated their FloodContingency Plans in November.

    Meanwhile, the municipalities ofTagudin and Alilem, both from IlocosSur, reviewed and updated theirexisting Flood Contingency Plan also in

    November through a series ofworkshops conducted in Baguio City.

    Ms. Imelda M. Acosta, together withthe OCD RO1 staff, served as theResource Speaker and Facilitator in

    the said workshops. Regional DirectorMelchito M. Castro delivered hiswelcome remarks on all the events,stating the importance of ContingencyPlans in the continuous efforts of theNDRRMC to provide a safer, adaptive,and resilient Filipino communities.

    Formulation Workshops for five LGUs,to boost their preparedness onflooding, storm surges and tsunamis.

    The workshop for the municipalities ofBato and Buhi was held on 4 - 6November 2014 at the Coastal ViewResort, Sto. Domingo, Albay. The twomunicipalities in Camarines Sur wereident i f ied by the Mines and

    Geosciences Bureau as flood proneareas. Workshops were also held onNovember for the municipality ofBacacay, and the cities of Legazpi andTabaco, all in Albay. The workshopsculminated with the turnover of draftplans to the mayors of the said LGUs.

    VISAYAS

    In Iloilo Province, OCD VI assisted themunicipality of Concepcion, and thecities of Iloilo and Passi in formulating

    their respective Contingency Plans.

    In Eastern Visayas, OCD VIIIspearheaded the Contingency PlanFormulation Workshop in preparationfor the Papal Visit in January 2015.The activity was held at Patio Victorian,San Jose, Tacloban City. It wasfaci l i tated by Dir. Blanche T.Gobenciong and Ms. Cherelyn V.Lubang.

    The workshop was attended byDepartment of Health, Armed Forces ofthe Philippines, Philippine NationalPolice, Phil ippine Red Cross,Philippine Coast Guard, Bureau of FireProtection, Civil Aviation Authority ofthe Philippines, Eastern VisayasMedical Center, Remedios TrinidadRomualdez Hospital and otheragencies and volunteer groups who willbe involved in the emergencypreparedness aspect of the Popes visitin Tacloban City and Palo, Leyte.

    MINDANAO

    OCD IX conducted five ContingencyPlan related activit ies in theZamboanga Peninsula region on thelast quarter of the year 2014.

    The Zamboanga del Sur municipalitiesof Josefina and Lakewood conductedformulation workshops in October while

    Ipil, Zamboanga Sibugay held itsactivity on 5 - 7 October. On the otherhand, the municipalities of Molave,Zamboanga del Sur and Rizal,Zamboanga del Norte reviewed andrevised their plans on 19 - 21November and 3 - 5 December. Plansfocused on the following hazards:armed conflict, landslide, flooding andconflagration.

    In Northern Mindanao, OCD Xspearheaded the conduct o f

    Contingency Plan (CP) Training ofFacilitators on 1 - 3 October 2014 atApple Tree Resort, Opol, MisamisO r i e n t a l . M o r e t h a n f o r t yrepresentatives from LGUs, RDRRMCMember Agencies and OCD personnelparticipated in the training which aimsto ensure the availability of facilitatorswith appropriate skills and expertise oncontingency planning.

    OCD X also provided assistance in theworkshops conducted for LGUs inMisamis Occidental, Bukidnon andLanao del Norte.

    The Provincial DRRM Council ofCompostela Valley, assisted by OCDXI conducted a three-day ContingencyPlan Formulation for the municipalitiesof Mabini and Maco on 12 - 14November 2014 at Apo View Hotel inDavao City.     The trainings on Pre-Disaster RiskAssessment (PDRA), Rapid DamageAssessment and Needs Analysis(RDANA) and Post-Disaster Needs

    Assessment (PDNA) were conductedto strengthen the regional and localgovernment units level of proficiency inutilizing the tools for managingdisasters.

    Pre-Disaster Risk Assessment

    OCD XII conducted a PDRAOrientation-Workshop for selectedRegional DRRM Council Members andProvincial and City DRRMCs of theregion on 10 October 2014 at Sun CitySuites, General Santos City.

    The activity aims to provide guidanceto all DRRMCs and other agenciesconcerned on the institutionalizationand proper application of PDRA, as atool to present the possible impacts tothe populace as basis to determine theappropriate level of response actionsfrom the national level governmentdown to the local government units(LGUs).

    Army, Mines and Geosciences Bureau(MGB), Phil ippine Insti tute ofVo lcano logy and Seismology( P H I V O L C S ) a n d P h i l i p p i n e

    Atmospheric, Geophysical andAstronomical Services Administration(PAGASA) provided their inputs andupdates on hazards the region isdealing with.

    Rapid Damage Assessment andNeeds Analysis

    OCD III conducted an RDANA Trainingon 11 - 13 November 2014 for fortyeight (48) participants coming fromRDRRMC III and LGUs.

    The overview of RDANA wasdiscussed which includes an overviewof its purpose, objectives and

    processes. Planning principles anassumptions were also part of thmodules.

    RDANA is a vital tool in assessing thinitial impact of a hazard in community and determining thhumanitarian assistance needed.

    In Northern Mindanao, OCD Xspearheaded a five (5) day RDANFacilitators Training for RDRRMC Members and selected representativefrom different LGUs in the area on 9 13 November 2014 at Chali BeacResort and Conference Center iCugman, Cagayan de Oro City.

    Forty five (45) participants attended thtraining which aims to empowemembers of RDRRMC X agencies anselected LGUs to provide quicker anmore comprehensive reporting anresponse action during disaster. Thparticipants were trained on quicassessment of disaster damages for faster submission of reports so thaimmediate appropriate relief actioncan be undertaken.

    Also in Mindanao, OCD IX alsconducted an RDANA Training oTrainers on 10 - 14 November 2014 aLa Azotea, Garden Orchid HoteZamboanga City.

    Twenty-nine (29) selected RDRRMC IMembers attended the activity whicaims to create a pool of trainers whcan cascade the tools to thcommunity level in the region, as weact as the Regional RDANA Team

    Post-Disaster Needs Assessment

    OCD X conducted a five (5) day PostDisaster Needs Assessment (PDNA)Training for RDRRMC X Members andrepresentatives from LGUs in Region Xon 24 28 November 2014 at ChaliBeach Resort and Conference Center,Cugman, Cagayan de Oro City.

    OCD XII, together with the RDRRMCMember Agencies and Provincial

    DRRMCs established the regions

    PDNA Team after a rigid five-dayTraining on PDNA Course on 30November to 4 December 2014 atRoadhaus Hotel, General Santos City.

    The activity was facilitated by the OCDNational Instructors, and aims toensure efficient, effective and well-organized Disaster Rehabilitation andRecovery programs in the region.PDNA field exercises were alsoconducted to test the participants newknowledge.

    Also in Mindanao, OCD Caraga, withthe support of the National Economicand Development Authority (NEDA)Caraga conducted the Training ofTrainers (ToT) on PDNA on 27 - 31October 2014.

    One of the advocacies of Republic Act10121, otherwise known as thePhilippine Disaster Risk Reduction andManagement Act of 2010 is gearedtowards Disaster Rehabilitation and

    Recovery which aims to restore an

    improve the facilities, livelihood, livincondi t ions and organizat ionacapacities of the affected communitiesand reduce disaster risk in accordancwith the building back better principleRDRRMC Chairperson and OCCaraga Regional Director Liza Mazsaid.

    The impacts of various disasters thabattered the country triggered thPhilippine Government to recognizPDNA as a tool which utilizes mult

    End VAW Now!Its Our Duty!

    The Office of Civil DefenseRegional Office II joined the

    observance of the 18-DayCampaign to End Violence AgainstWomen from 25 November to 12December 2014 in TuguegaraoCity. This years theme is End VAWNow! Its Our Duty!

    OCD II personnel underwentlectures on the Basic Concepts andI s s u e s o n G e n d e r a n dDevelopment which includediscussion on concepts of Sex,Gender and Society. The salientfeatures of Republic Act 9262 orthe Anti-Violence Against Womenand Their Children Act of 2014were also discussed. Discussionson how to help in stopping VAWfocused on vigilance and reportingof cases.

    During the lecture, RegionalDirector Norma C. Talosig said thatthe campaign espouses not onlythe stoppage of violence againstwomen but also the promotion ofgender and development policies in

    the workplace, wherein everyone istreated fairly and given equalopportunity.

    Violence against women as definedby World Health Organization isany act of gender-based violencethat results in, or is likely to resultin, physical, sexual or mental harmor suffering to women whichincludes threats, coercion orarbitrary deprivation of liberty. Thecampaign to end VAW is mandated

    by Presidential Proclamation No.1172 of 2006, which designates thedates for observance. Last year,Republic Act 10398 was alsoenacted and declares 25th ofN o v e m b e r a s N a t i o n a lConsciousness Day For TheElimination Of Violence AgainstWomen And Children.

    Aside from the lecture, OCD II alsoconducted tree planting activity aspart of the observance. (OCD II)

    The National Disaster Risk Reductionand Management Council (NDRRMC)and Office of Civil Defense (OCD)signed a Memorandum of Agreementwith the Philippine Institute of CivilEngineers (PICE) and Association ofStructural Engineers of the Philippines(ASEP) on 28 November 2014 inCamp General Emilio Aguinaldo,Quezon City.

    NDRRMC Executive Director and OCDAdministrator Usec Alexander P.Pama, together with PICE NationalPresident David Sanchez and ASEPPresident Carlos Villaraza, signed theagreement on Earthquake Quick

    Response Program (EQRP), whichallows OCD to deploy the engineersafter an earthquake to check affectedbuildings and other infrastructures.

    Furthermore, OCD can also tap the twoorganizations in assessing thestructural soundness of buildings towithstand earthquakes, recommendretrofitting and other actions, and thusensure that the buildings andstructures are resilient.

    Usec. Pama in his messagcommended the engineercommitment to promote resilience tearthquake. The Earthquake QuicResponse Program which is beinrevitalized through this renewal opartnership will be an endurintestament to the potency of public anprivate partnership in great endeavorfor the benefit of the people, Pamfurther stated.

    Under the agreement, PICE worganize teams that will conduct casstudies on earthquake engineeringand disaster management operationand coordination. These teams w

    provide technical assistance durinemergency rescue operations anconduct rapid damage assessmenMeanwhile, ASEP will train the civengineers on post-earthquakresponse and rehabilitation. On thother hand, OCD is also tasked wittraining the engineers on DRRM and idrafting the policies, guidelines anstandard procedures in deputizingmobilizing and deploying the teamduring actual disasters.     Private-Public Partnership in DRRM

    NDRRMC, OCD Inks Agreementwith Engineers Organizations

    NDRRMC-OCD inks an agreement with the Philippine Institute of Civil Engineer(PICE) and Association of Structural Engineers of the Philippines (ASEP) on 2November 2014. The agreement allows OCD to tap the engineers in assessinstructural soundness of buildings to withstand earthquakes, and in deployinresponse teams during emergencies. (OCD PAO)
