Island Manager’s Comments

Greetings everyone:

Lake Level: I have given up on trying to predict or project what the lake level is going to do. I will say that as of 06/13/2012 it was at 267ft. 2in. This is about what it was a week ago and about 3in. lower than the season high which was reached last Saturday. Needless to say, it is still very high. We had no major issues with the gantry systems last weekend but we still must use caution when approaching and leaving the ramps. We have had a couple of vehicles to nose plants in the pavement because the drivers were going too fast down the ramp. A word to the wise should be sufficient.

In addition, there are still a number of docks that are extremely close to the water level. Some of these are at their height limits and can’t be raised any higher. We have also had a number of jet skis wash off their storage stanchions. So…if you have a jet ski on one of these supports make sure it is tied down. If you are driving a boat within 200 feet of shore remember you are in a no wake zone so be considerate. Your wake could be enough to damage a dock or wash a jet ski, or a boat for that matter, off its support. Please be considerate.

There has been no change with the status of SD Warrens permit application and the revised Lake Level Management Plan. I would urge everyone to view the Save Our Sebago website at www.saveoursebago.com for information. I will let you know as soon as there is a change to report.

Transfer Station: The new compactors are installed and in service. Please cooperate with the attendant so we get everything in the proper container.

Taxes: A friendly reminder that the second installment of the property tax is due on June 30. All taxes outstanding after that date will accrue interest.

SAD 6 Budget Meeting: The school budget validation election was held last Tuesday (6/12). I was told that both articles passed but the votes were very close. As a matter of fact, I heard that article 2, concerning the sale / demolition of an old school in Hollis passed by 8 votes. Just goes to show you that every vote counts. Remember this in November.

Primary Elections: The primary elections were also held on Tuesday. I still haven’t seen the results of all of the contested races but I do know that Cynthia Dill got the Democratic win for US Senate and Charley Summers for the Republicans. For the District 1 (our district) Representative to Congress, Chellie Pingree ran unopposed as the Democrat and Jonathan Courtney narrowly beat Patrick Calder for the Republican Party. Frye Island had 9 voters out of 104 registered voters participate in the election process.

Executive Committee Meeting: The next Board of Selectmen / Executive Committee meeting has been scheduled for Saturday June 16th. The meeting will be held at the Community Center and will begin at 9 AM.

Town News

USS Michael Murphy (DDG 112): Michael Murphy day has been scheduled for July 28th. This is the last ship of the Arleigh Burke-class destroyers to be built at Bath Iron Works. The ship was named for Michael Patrick Murphy, a US Navy SEAL. Lieutenant Murphy was posthumously awarded the Congressional Medal of Honor for his actions during Operation Red Wings in Afghanistan in June 2005. He was the first sailor awarded the Medal of Honor since the Vietnam War.

If Dick Norris hasn’t cornered you already to volunteer to, I would urge you to consider inviting a couple (more if you want) of the crew members to share dinner with you and your family that evening. It is an opportunity to meet some truly remarkable young men and women.

What you CAN do under Shoreland zoning Code Enforcement Officer: John Thompson

This Story Series highlights the many activities that shoreland zoning allows, even encourages.

Often we hear comments like: “you can’t cut any vegetation in the shoreland zone buffer.” The purpose of this brief article is to debunk this myth.

True: The shoreland zone buffer standards that apply to areas within 100 feet of a lake or pond and within 75 feet of other water bodies and wetlands are somewhat restrictive.

True: A landowner may not cut or remove all the vegetation from an undisturbed buffer and create a new lawn extending down to the shoreline.

However, the vegetation removal standards do allow a fair amount of vegetation to be removed from within the buffer in many cases. Often, a landowner building a new home in the shoreland zone who follows the vegetation removal standards closely can end up with a great view to the water.

The “point system”, so called, allows the removal of trees that are larger than 2 inches in diameter, provided a minimum number of points of trees are retained- the larger the tree the greater the point value.

The standards also allow for the pruning of all live tree branches from the bottom third of the tree. The taller the tree, the higher a landowner may prune.

For example, the lower 20 feet of a tree may be pruned completely of branches on a 60 foot tall tree, resulting in only a comparatively small tree trunk impeding a view to the water.

Between thinning the tree stand and pruning branches many properties can create an impressive view to the water. Certainly, a sparsely vegetated properly already will be very restricted in vegetation removal, but many of those properties already have a decent view.

FINALE FINS ARTICLE - MY RESIGNATION - RUTH BOURQUE

Since moving here in 1986 I have been interested in fire fighting and protecting the island. I joined in training with Dr. Schumaucher using the old fire truck from Standish. I was a part timer here until 1992 when I became a full time 6 month resident. I was at the old rec hall fire which brought about the raising of the new fire barn by the citizens of Frye Island and purchasing Engine 6 from Raymond. I held the office of treasurer/firefighter, on call 24/7 while on the island, from the beginning of the department and was a licensed first responder for the last 9 years. I have written all of the FINS news articles and know someone better than I, will take over this spot and also in the department. Everyone can be replaced! I have enjoyed helping the people on Frye Island for the last 13 years and I am content with my decision as I am very proud of my time, effort and service provided. The fire department has never had a complaint, from those we served, brought to the attention of the town manager. I asked Wayne that question recently out of curiosity.

We have been involved with water rescue for the last 9 years and will continue on as Captain Ruth, with my husband Captain Paul, in our Boat US towing business and be on call for Raymond Fire/Rescue Marine 1 assistance and attend their marine meetings and training.

It is now time for me to get a life, as they say. This week I will enjoy spending time with my children and grandchildren in Nashua, NH and then start enjoying Frye Island again as a retirement home.

I will miss the dedicated crew at the fire barn, also on call 24/7 while on the island, and wish them the best and good luck!

Marina News Safe Boating Tips

� Boating Supplies: The following boating supplies checklist, may be used as a guide for the items that you should have with you on all boating trips. For boats 16 feet and over, you must have an additional throw-able device:

Dangerous Lake Conditions Soon we will be on the lake enjoying our watercraft as the weather turns warmer. I do have to give everyone a warning that there is a lot of floating debris on the lake caused by the heavy rains and flooding. Our friends at the Maine Warden Service, Portland Water District and others have all said that they have witnessed several logs, pieces of docks and lumber, free floating on the lake. All of these articles are just below the water surface and extremely difficult to see, so caution and common sense with your water craft is extremely important. With the lake being twelve miles by eight miles, these conditions will be with us for a good part of the boating season.

If you have lost a piece of dock, boat or other beach item contact the police as some of these items have been recovered.

Dear Rod the Cop,

I have immense anxiety, you see I’m new to the area and I’m not familiar with the weather patterns for this region. Let me explain, last Saturday I went to the island dump to throw away just a few large landscaper trash bags of empty beer cans, (N.H.) non-returnable, when to my bewilderment I saw several feet of what was described to me as “Snow Fence” Now I’m not a weatherman, but I know the weather here has been a little peculiar this year with no snow last winter, 9” of rain this June and confusion proliferating the island. Should I plan for snow, I’m a little under dressed?

Dear Befuddled,

I think a large portion of what troubles you may be rooted in filling those large contractor trash bags. I think it is safe to say that we need not worry about snow this summer on the island. The described snow fence was erected as a deterrent to those who illegally enter the dump after normal business hours. Members of the Frye Island DPW “Think Tank” saw a problem, brainstormed a solution and put their cumulative concept into action, hence a fence was erected, Problem meets need, need meets action, action meets solution, problem solved. Genius if you ask me.

One More Time!

USS Michael Murphy Day on Frye Island July 28, 2012

We’ve done USS Jason Dunham Day and then USS Spruance Day with great success. Sailors from these guided missile destroyers, under construction at the Bath Iron Works, enjoyed their day of R&R on Frye Island and loved it, as did the Islanders who hosted them.

Now, the last of the Arleigh Burke guided missile destroyers being built at the Bath Iron Works, the USS Michael Murphy, is nearing completion and scheduled to leave in early September. We would again like to host a day for its sailors, all of whom are now in Bath. And we’re looking for Islanders who want to help out.

As we have done before, we will start with a welcoming ceremony and ballgame in the late morning, followed by a barbecue lunch and informal recreation in the afternoon, including swimming, boating and kayaking, golf, basketball, soccer, volleyball, and tennis. We plan to close the day by inviting groups of two to four sailors to the homes of Island families for supper and relaxation. This has been the high point for many of the sailors, who were missing their own homes and families while on temporary duty in Bath.

We would like to hear from those interested in participating, through offering boat rides, partnering in golf or tennis, contributing a pot luck dish for the noon lunch or, especially, in taking some sailors home for supper. Also, let us know if you have any ideas for the conduct of the day, or if you would like to help organize an event. Recreation Department Welcome back to Frye Island. This season promises to be a very busy one for the recreation department. The center will officially open on July 1, 2012. The Community Center will be open Sunday – Saturday 10am-4pm. Extra evening hours have also been added. Until the high season begins the center will be opened on some weekends from 10am-1pm.

Due to the fact that the Community Center is being used more we have established a calendar so that we can eliminate double bookings of the same area. Everyone who plans a meeting or event must fill out an application to reserve an area. This can be done in the town office. The request will then be forwarded to the town manager and be approved by him. It is then sent to me and I will make sure the area is available and then will notify the individual on the status of their request. This procedure will be followed by everyone who plans a meeting or event. Thank you in advance for your cooperation.

Garden Club News We've planned some fun and informative programs for this season:

June 28th will be a car pool trip to the Plainview Farm in North Yarmouth followed by lunch,

July 21st (22nd for rain date) will be a summer Fairy House workshop for both children and adults, and

August 25th could be a flower arranging workshop.

Join us for these programs and the community of our garden maintenance days on the second Saturday morning of July, August, and September. We meet at the Community Center at 9:00 AM to weed and trim there followed by the same at the Ferry Landing. It doesn't take long to keep our public gardens looking nice and everyone can pull a weed or two while waiting for the Ferry!

Bobbex is available at Claire LaDow's. Call her at 655-7730. When first applied, it is not a pleasant scent but that's short-lived and the deer do take different paths to avoid those plants.

LADIES OF THE LAKE LUNCHEON,

WEDNESDAY, JUNE 27, 2012 Come one, come all, to our noontime Ladies of the Lake Luncheon at Frye Island’s

most popular café. The theme this year, in honor of the new owner’s family wedding, is Flower Power.

The three inviting menu items which feature a choice of sides, a pasta salad, a green salad or French fries, are: the new favorite, a BLAT (the A stands for avocado and

arugula) on a sour dough roll, or roasted vegetable quiche, or possibly, a Mediterranean salad with grilled chicken,
