I am disappointed in your decision to allow FirstEnergy to restart Davis-Besse. As a former resident of the Buffalo NY area, I have seen plenty of toxic pollution-- usually in the news media, but sometimes right in front of me ... But no area of the country, or the world, is safe from nuclear carelessness, plus its eternal waste legacy! The China Syndrome, "We Almost Lost Detroit," and now a likely sequel? "Unholy Toledo"?

Dear Mr. Caldwell,

I was disappointed to see in your letter dated February 26, 2004 that the NRC still cannot trust FirstEnergy to prioritize safety first at its Davis-Besse nuclear power plant. It seems that FirstEnergy will never get it right.

As an Ohioan who is concerned about the health and safety of my family and friends here in Ohio, I call on you to deny FirstEnergy's application to restart Davis-Besse. There are too many remaining safety concerns that I have about this plant, including remaining structural problems, a grand jury investigation and no assurance that workers at the plant feel empowered enough to raise safety concerns with FirstEnergy managers. In addition, I am disappointed that that the NRC has failed to implement only a quarter of the recommendations it accepted to improve oversight of nuclear power plants.

For these reasons, and many more, I hope that the NRC will prioritize the health and safety of Ohioans first and deny FirstEnergyEs demands to restart Davis-Besse.

As a concerned Ohioan, I believe that the NRC should not allow First Energy to restart its dangerous Davis-Besse nuclear power plant. Neither First Energy, nor the NRC, has demonstrated that they are prepared to operate or oversee this plant in a manner that protects Ohioans health and safety. Please go to the NRC and demand that First Energy& Davis-Besse plant remain closed.

Please tell Davis -Besse that they need to invest in re-new able energy and start looking for somewhere or someone that is willing to get rid of all there nuclear waste ....... uhmm 1 guess they did not even think of what they would do about that when they where too excited about building this thing in the first place.

That ought to speak volumes in itself

Humans are not responsible enough to run these things ... and nature can not contain them for long periods of time ... no matter how thick the walls and not to mention the terrorists vulnerability ... no human obviously thought about these OBVIOUS QUESTIONS or cared enough to consider these things ... another indication humans ought not be playing god with all this stuff.

Perhaps they can be sued? For putting life and property in the face of danger ... these unfortunate tactics are what usually gets the attention of these folks. Money not human compassion but compassion for the almighty dollar ... sad.

We must wonder if the coo and owner of this plant is on there yacht in the islands sipping a coconut drink

while we wait for this thing to render all our properties and livers null and void useless ... will they pay for our house so we can move and hang out with them on their Island.

Are we willing to sell Ohio to the Highest Bidder and then cut down all the trees and give up our parks ... and children we are being forced to have by our new compassionate government? Are we this desperate? Are we willing to sell OhioEs future to the Nuke Heads?

What happens when they get disgruntled employees that are upset with losing their overtime ... ?

This is like sitting on a time bomb. Literally!

Good Happens (If the Plant Stays Closed) Love Shall Prevail (If we invest in re-new able energy)

If not will Ohio be the next sensation ... that we won't even be able to collect on ... because no tourist can get near it? Or N cameras.

What about everyone else that i trying to keep from bothering or treading on their neighbors ... don't they

can with a radioactive volcano in our backyard? have rights also to a decent life ... P more of us can live longer and more happy with less electricity than we

Heck when the electricity went out for three days we actually met our neighbors for the first time ... and we like them ... and our kids came out of their video game stupor and the air was quiet ... and you could hear sounds we forgot about. And we had clothes drying out on the line ... maybe we have too much electricity in our lives ... will we let this convenience ruin us. It was the first time some kids actually started playing outside. We even spoke with our own kids for awhile. It was nice to feel again. And in those days we started realizing that we have not been living life to the fullest. And how much we over depend on electricity and computers already.

DonEt expect many people to write about this ...

It shakes the foundation of reason just thinking about it ... so people don't wish to spend time thinking about the unthinkable. That is not entirely their fault ... they are just assuming that no-one would do these things ... could do these things and they have not experienced them yet. Only thru the newspapers like Chernobyl, 3 mile island ...y et that did not affect us so ... we get too used to the idea that it canEt happen here. Or it will blow over in a few days if it happens ...p erhaps because the schools do not show the documentaries of those places or ghost towns and that humans still do not go there without a lot of scary protective clothing and then not for long ...

Yet the people that work there are afraid ... for their jobs ... well join the new unemployed you will have plenty of company and it is easier sleeping on a ground or under a bridge that is has not been nuked and they will have many more friends that will listen to their stories.

Mr. Caldwell and now a Senior Citizen. I know several who work at Davis Besse and I

I have lived i-11 my life

trust their judgement as they live here, are intelligent and good people. It appears much has been learned by the employees and the NRC, and I am sure they will continue to learn.

There is no doubt in my mind that if the plant is in satisfactory condition, up to standards, and I can't personally answer this but must rely on the experts who I may or may not know, then the plant SHOULD DEFINITELY BE RESTARTED. We do have to have faith in others and in God.

1 am a college student. In one of my classes I am learning about Russia. Russia is a backward country that has tried over and over to be equal with the United States, but they continue to fail. I believe they keep failing because the basic structures of civilization (any civilization, not just western) just do not exist there. For example, they are unable to provide food, order, SAFETY and basic civil rights for their people. By allowing Davis-Besse to reopen, the United States is following Russia's tragic example. I feel UNSAFE because of the conditions of disrepair of the plant.

I am embarrassed that the United States is regressing.

Russia may be a fine country, but their failures should not be copied by our country. We should be better than that.

A litany of safety issues continue to plague the Davis-Besse nuclear power plant, including structural problems, a grand jury investigation and a lack of assurance that workers at the plant feel empowered enough to raise safety concerns with FirstEnergy managers. Siimilar concerns seem to exist at the NRC itself.

I know that FirstEnergy has promised to a better job running Davis-Besse in the future. However, they have made similar promises in the past when there have been other incidents concerning Davis-Besse. If they didn't keep the promise last time, we should not trust them to do so this time.

The reason that companies like FE continue to do a slipshod job on safety is that we fail to hold them accountable. Sanctions are mild enough that compliance is more expensive paying for non-compliance By allowing Davis-Besse to re-start, you will probably send the company the message that they can get away with failure to follow safety procedure, or at least that such failure won't have any lasting consequence for the company.

In my opinion, if safety really comes first for the NRC, your agency should mandate that the plant remain shutdown permanently or that it be converted into a facility supplying another form of energy. Nationwide, we should be moving away from our reliance on nuclear power and towards renewable energy such as wind and solar power. Nuclear power can never be "safe" because of the waste. I am disappointed in your decision to allow FirstEnergy to restart Davis-Besse. I worked last summer for Ohio Citzen Action so I am very familiar with the issues surrounding Davis-Besse. There is no reason this plant should be open and I deeply fear for the Lake Erie eco-system, the residents of the entire region, and all the people dependant on products and services coming from the area. I am now in Boston for college but spent my whole life in Akron, where my entire family still resides. There have been slight, if any, problems with supplying the energy devoid from the plant. 1 see no reason what-so-ever that this is a necessity for anyone's agenda but FirstEnergy. The NRC should be ashamed for grating this permission and efficently setting up the greatest nuclear disaster the US has ever seen.

I To start let me saya these are not the only waysajust some another ways.

First I must say that I have been reading that if we created a solar panel field that was one hundred square miles, that it would generate enough electricity for the United States. Even if this solar panel field had to be divided up and linked back together for logistics ... If this is truea how can we deny creating thisa The benefits are great and the pollution is nil and the likely hood of environmental accidents and the contamination and leaks as we have just seen, and almost seen again ... or the possible spreading of contaminants by lootersaand or Bevil doers0 as in Iraq, would be impossible. And if the solar fields were destroyed athey would not be as big of a problem to duplicate as with reactors, and the living hell they would produce, to repair and or replace. Why do we still choose the latter in this day and age?

Also we may need to be careful promoting Hydrogen as an energy source. I recently heard a radio talk show telling people that hydrogen is being found to be as bad as anything else that reduces ozone. And that no matter how much care is taken in transferring and transporting, Bsome hydrogen will leak outti just as all gases leak even when 8 theyti say Bthey wonEtti. And what about the fact that we are creating even more terrorist targets along with the nuclear plants we donEt know what to do with ... and or how to fix them as they are starting to find that borax is eating holes thru the reactors. And that the human maintenance has not been checking for these leaks. Along with what ... creating more hydrogen bombs ... will these things explode, like the Hindenburg blimp. CanEt we just concentrate on wave, wind, and solar energy. Soon as hydrogen is accepted, corporate giants may get in and ruin it trying to sqeeze that last almighty dollar out ... we have that already ... it is not working. We need to get away from that thinking. L e E s Open up to something new, fresh, and renewable. The energy is already znaturallyE there begging to be used this way. L e E s give it a try.

Because of the damage - and the violations of NRC requirements that led to it - the agency has required that FirstEnergy perform thorough reviews of plant safety systems as well as address the reactor vessel head damage before restart. The company replaced the reactor head with an unused one from another plant. The reviews of the design and function of the safety systems have resulted in a number of repairs and improvements to plant equipment. These reviews and repairs are continuing.

In addition, the agency has required that FirstEnergy take steps to assess and improve the safety culture at the plant. Safety culture includes the attitudes of plant management and employees toward placing the highest priority on safety in plant operations. It also deals with how FirstEnergy encourages workers to raise safety concerns without fear of retaliation.

The damage to the reactor vessel head - and the management decisions that contributed to the problem - are viewed most seriously by the NRC. No other operational issue has received more attention from the agency in the past two years.

In April 2002, the NRC set up a special panel to oversee the agency=s response to the vessel head damage and to manage the inspection program for ongoing work at the plant. The panel set forth a checklist of the important tasks that must be completed by FirstEnergy before the agency

would consider permitting the plant to restart.

Since then, the NRC has conducted extensive inspections by nearly 50 members of the NRC staff and contractors. These inspections are continuing. The NRC has also added a third resident inspector to its staff at the Davis-Besse plant to expand its daily coverage of activities there.

The oversight panel has held at least 33 public meetings near Oak Harbor, Ohio: a monthly meeting with the utility, open to public observation, in the afternoon followed by a meeting directly with the public in the evening. Some 30 additional public meetings have been held in the Oak Harbor area, the Region Ill Office in Illinois, and NRC Headquarters in Rockville, Maryland, to discuss specific issues.

The oversight panel has monitored the ongoing investigation by the NRC=s Office of Investigations which is looking at possible wrongdoing in connection with the reactor vessel head damage. The findings of this investigation will be fully considered in any decision for possible restart of the plant.

The NRC also established a Lessons Learned Task Force to evaluate the NRC=s own actions associated with the reactor vessel head damage. The task force made a number of recommendations to improve NRC processes, and the majority of these recommendations have been adopted by the agency.

Shortly after the vessel head damage was found, the NRC created a web site for the many documents related to Davis-Besse issues, including NRC inspection reports, meeting transcripts, and documents submitted by FirstEnergy. These documents can be reviewed at the NRC home page - http://www.nrc.gov. Select "Davis-Besse" from the Key Topics listing.

Throughout this period, the NRC has been firmly focused on the safety of the Davis-Besse plant and residents of the surrounding area. The schedule and economic impact of the continuing outage on FirstEnergy have not been a factor in NRC actions.

When FirstEnergy requests permission to restart Davis-Besse, I can assure you that the NRC will make its decision on the possible restart in a careful, deliberate, and responsible manner. Restart will not be considered until FirstEnergy has resolved to the NRC=s satisfaction all of the items on the NRC oversight panel=s restart checklist and the agency has completed its planned inspections of plant and organizational improvements.

The NRC=s decision will be based on sound regulatory and technical findings, in keeping with the requirements of federal statutes and NRC regulations. FirstEnergy will not be permitted to resume operation of the Davis-Besse plant unless we have sufficient evidence that the plant

I won't even scuba dive it in because of the contamination even after the "BIG" clean-up they had of Lake Erie. Count us among those who are IN FAVOR of the re-start of the Davis-Besse Plant at Oak Harbor, Ohio.

The hard work of getting the problems corrected and testing done to see that all is ready should be sufficient to put this plant into production.

The need for power does not diminish. The blackout last year gave all a good idea of what it is like to be without power. This plant is very necessary to the well-being of citizens and industry alike.

The lesson of greater attention to upkeep and testing has been learned ... We have every confidence that greater attention will be given in the future.

We reside on the Marblehead Peninsula and view the cooling tower across the waters of Lake Erie and have greater fear of ice on the Sandusky Bay Route 2 Bridge than we do of the power plant.

I used to work at Davis-Besse and was there for start-up. I always had confidence in the people who worked there. I am -wnship resident living in the shadows of Davis Besse. It should be restarted and many of us-close residents feel it is safe. Our local economy depends on it for schools, township revenue and the jobs that many of our local people have there. We lived here before Davis Besse, we are still here with our families growing who intend to live here also. We feel with all the safety procedures the government has and the company has that it is safe to start up. Get it started as soon as possible.

started in 1976 as the Environmental Engineer. My most recent p o s c a s the Distribution Center Manager began in 1993. In the 27 years that I have been at the park, I have had the opportunity to work closely with Davis Besse both as a landlord while storing equipment for Davis Besse and as a member of numerous county boards and associations on which members of the Davis Bese management have served. Davis Besse is a vital part of Ottawa County.

Ottawa County needs Davis Besse. The last several years have seen a significant decline in manufacturing jobs for the area. Standard Products shut down in the early 90's. Uniroyal Coated Fabrics shut down in the late 90's; Masco Tech shut down at the turn of the century and now USCO Logistics the owners and operator of Erie Industrial Park have lost their major client and have all but shut down the distribution center with a loss of over 60 permanent jobs. The loss of Davis Besse and associated jobs would be devastating to the County.

I will not be able to attend the meeting Thursday in Port Clinton as 1 am home recuperating from some recent surgery but please count me and USCO Logistics as strong advocates for the restart of Davis Besse.
