The Erasmus Mundus Programme Launched in 2004, the Erasmus Mundus programme has supported academic cooperation and mobility with partner countries. This has helped to promote European higher education, improve and enhance the career prospects of students and promote intercultural understanding through cooperation with third countries, in accordance with EU external policy objectives in order to contribute to the sustainable development of third countries in the field of higher education. Erasmus Mundus is based on three Actions:

Action 1 – Erasmus Mundus Joint Programmes (Masters Courses and Joint Doctorates) Action 2 – Erasmus Mundus Partnerships (formerly, the External Cooperation Window) Action 3 – Erasmus Mundus Attractiveness projects As of 2014, cooperation with Central Asian countries in the field of higher education will be supported through the new Erasmus+ programme.

Action 1 – Erasmus Mundus Joint Programmes: Masters Courses and Joint Doctorates Erasmus Mundus Joint Programmes are operated by consortia of higher education institutions (HEIs) from the EU and (since 2009) elsewhere in the world. They provide an integrated course and joint or multiple diplomas following study or research at two or more HEIs within the consortium. They also offer EU-funded scholarships or fellowships to top students, doctoral candidates and scholars. Each joint programme carries out five annual selections for these scholarships. Erasmus Mundus Masters Courses (EMMCs) and Erasmus Mundus Joint Doctorates (EMJDs) have been selected following Calls for Proposals. There will be no more Calls under Action 1 of the Erasmus Mundus programme; the last selection was in 2012. However, the Erasmus Mundus Masters and Doctoral programmes will continue to select students for the next academic year, and beyond. There are currently 138 Masters and 42 Doctorates offering EU-funded scholarships or fellowships to students and scholars. In the future, new Joint Master Degrees (JMDs) will be funded under the new Erasmus+ programme. Joint Doctoral Programmes will not be available under Erasmus+: these will be funded by Marie Skłodowska-Curie actions, part of the Horizon 2020 programme for research.

Participation in Erasmus Mundus joint programmes

The only full partner in an Erasmus Mundus joint programme from a country in Central Asia is KIMEP University in Kazakhstan, a partner in the IMRCEES Master Course (International Masters in Russian, Central and East European Studies), selected in 2011.

The International Masters in Russian, Central and East European Studies (IMRCEES) is a 2-year (4 semester) multi- and interdisciplinary double degree programme. It is intended for students wishing to pursue a career in government policy-making, the business world, diplomatic service, international organisations and media, or as preparation for further academic study through a PhD programme. IMRCEES is an international consortium composed of 5 European universities and 6 non-European universities and additional non-educational partners. During Year 1, all students study at the University of Glasgow. In Year 2, students study at one of the other partner universities in Semester 1 where they follow specialised study tracks in one or more of the following fields: Central Asian Studies; the Caucasus/Caspian Sea Basin Studies; Baltic Sea Region Studies; Soviet and Post-Soviet Studies; and Central European Studies; in Semester 2, they complete the writing-up of their dissertation. Within IMRCEES, dissertation research opportunities are also possible at one of the Consortium’s associate universities. At the end of the programme, graduates receive the degree of International Masters in Russian, Central and East European Studies from the University of Glasgow and one of the following degrees depending upon the choice of mobility partner in Year 2: • MA in Political Science, Hungary• MA in European Studies, Poland• Master of Arts in Social Sciences (Baltic Sea Region Studies), Estonia• Master of Arts in Baltic Sea Region Studies, Finland • Master of International Relations, Kazakhstan.

Mobility under Action 1 programmes

Each year, students worldwide can apply for Erasmus Mundus scholarships to Masters and Doctorates. Students are selected by the individual consortia on the basis of a transparent selection procedure explained on the consortium website taking into account the excellence of their academic profile. In total, 102 students from Central Asian countries have been selected over the 10 annual selections up to 2013 to take part in EM Master Courses.

Erasmus Mundus Masters Courses can also invite scholars to teach or research within the EMMC. So far, 8 EM scholars from the region have taken part in the programme. Figures for the nationality of selected scholars only become available once Masters Courses submit their final report, so the latest figures date from the 2010-2011 academic year.

Action 2 – Erasmus Mundus Partnerships (formerly, External Cooperation Window)

Action 2 partnerships

Under Action 2, Erasmus Mundus Partnerships bring together HEIs from Europe on the one hand and those from a particular region in the world on the other. Together the partnerships manage mobility flows between the two regions for a range of academic levels – bachelors, masters, doctorate, post-doctorate – and for academic staff. Scholarships are awarded to the individuals taking part in the mobility, and a portion of the budget is reserved to contribute to the costs of managing the mobility. Action 2 Partnerships have been selected under annual Calls for Proposals since 2007 (the 2007-2009 Calls were organised under its former name, the External Cooperation Window); the final selection of Action 2 partnerships takes place in 2014. Central Asian countries have been covered by the scope of Action 2 during each of the eight annual selections, 2007-2014. The 2007 and 2008 Calls each provided two lots for Central Asia – one for Kazakhstan, the other for Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. Since 2009, all five countries have formed part of the same lot in the annual Call for Proposals. The 2013 Call also included a lot specific to Uzbekistan. The 2013 selection resulted in four partnerships being selected under a regional lot, and one country-specific partnership for mobility between the EU and Uzbekistan only. A final Action 2 Call for Proposals for certain regions was recently closed, with a selection in mid-2014. This last Call under the Erasmus Mundus programme will select one partnership under the lot covering the five Central Asian Republics.

Over the seven Action 2 selections (2007-2013), 25 partnerships were selected involving 285 instances of participation by 96 different HEIs from Central Asian countries.

On the European side, the same 25 partnerships have involved 182 instances of participation from 80 different HEIs in 23 different EU countries. Greatest participation was from universities in: Spain, Germany, Italy and Sweden.

Action 2 project achievements in Central Asian countries

From 2007 to 2013, 25 partnerships were selected involving 96 HEIs from Central Asian countries and 80 European HEIs. These partnerships have contributed to the professional development of human resources and raised the international cooperation capacity of the higher education institutions involved. They have also enabled the exchange of staff and students at all levels thereby enhancing their personal knowledge and skills – in total, 2650 mobility flows have been implemented or planned so far.

Academic recognition

Partnerships have contributed to developing the recognition process of study periods spent abroad, adapting procedures at institutional level and sharing best practices among the different partnerships active in the region. In general, all the partnerships have adopted mechanisms and tools used for supporting the academic recognition agreed in the Memorandum of Understanding (learning agreement, diploma supplement and transcript of records).

However, considering that most of the partnerships are still on-going, information regarding academic recognition is only partial and some cases have already been identified in which studies abroad were only partially recognised, due to differences in curricula between home and host HEIs and to some resistance of the HEI's involved in recognising the entire study period.

The mobility flows also show that two of the Central Asian Republics are more active than the others (i.e. Kazakhstan and Uzbekistan) and, in these Countries, academic recognition is obtained more easily due to a more established system.

Addressing vulnerable groups

Attracting vulnerable groups (Target Group 3 – candidates in a vulnerable situation for social or political reasons) was among the priorities in the partnerships' promotion strategy. This process was facilitated by the involvement of associate partners, such as NGO's, in the region but, despite intensive promotion activities, partnerships found it difficult to attract the planned number of students belonging to vulnerable groups. Target Group 3 students represented around 1.4% of the total scholarship holders selected for mobility. The major challenge reported concerned the identification of potential applicants and the relevant documentation needed to prove that they belonged to such a group.

Addressing cross-cutting issues

Cross-cutting issues refer to gender balance, equal opportunities and participation of disadvantaged groups (applicants with special needs or economically disadvantaged). Partnerships paid attention to cross-cutting issues during promotion and selection of applicants. Gender balance in the implemented mobility was achieved due to a targeted promotion towards women, in some cases also involving families (49% of the scholarship holders were female whilst 51% were male). For the disadvantaged groups, the partnerships analysed academic merit and gave priority based on their background.

Tackling brain drain

The prevention of brain drain has been addressed by the partnerships putting in place diverse measures, such as strengthening institutional cooperation and improving the employability of the beneficiaries of scholarships. In the cases of credit-seeking mobility, the curricula have been built in such a way that the return to Central Asia is important for the scholarship holders in order to finalise their studies/research. For long term scholarships (degree seeking), efforts are made by several partnerships to provide scholarships holders with information on job opportunities in Central Asia targeted on the academic fields covered by the consortium.

Thematic fields of study

Mobility was allowed in the following thematic fields of study: Agricultural Sciences, Architecture, Urban and Regional Planning, Business Studies and Management Sciences, Education, Teacher Training, Engineering, Technology, Geography, Geology, Law, Medical Sciences, Social Sciences. Most of the partnerships selected in Central Asia decided to open the mobility to all the eligible academic thematic fields. However, some of them focused on specific fields like Economics and Management or Spatial Sciences.

Sustainability

Sustainability was mostly tackled through the establishment of academic bi- or multilateral agreements between EU and Central Asian partners as well as investment in creating synergies by participating jointly in study fairs and thematic events.

In terms of long-term impact on the institutions, the partnerships have strengthened cooperation between EU and Central Asian HEIs. The non-EU partners have gained valuable experience in handling international mobility projects, in establishing or consolidating the relevant procedures and structures, as well as in developing new teaching and research methods and curricula and joint activities through academic staff exchanges.

However, the level of institutional support from the different Central Asian HEI's involved in each partnership was, in most cases, unbalanced and this was reported as a challenge. For EU partners, the programme has increased knowledge of the region and opportunities for academic and institutional cooperation in a multilateral frame.

When it comes to the scholarship holders, the high participation of some of the Central Asian nationalities demonstrated that the Erasmus Mundus experience is perceived as interesting and valuable for individual development and academic knowledge.

Action 3 – Erasmus Mundus Attractiveness projects This Action of the Programme funds projects to enhance the attractiveness, profile, image and visibility of European higher education worldwide. Action 3 provides support to activities related to the international dimension of all aspects of higher education, such as promotion, accessibility, quality assurance, credit recognition, mutual recognition of qualifications, curriculum development and mobility. It also seeks to disseminate the programme's results and examples of good practice, and to exploit these results at institutional and individual level. Many of these have a geographical focus. The final selection of Action 3 projects to promote European higher education was completed in July 2013.

ACTIVE ASIA is a 3 years project that uses a virtual exchange model for postgraduate students based on European Credit Transfer System (ECTS) and related tools in order to extend the promotion of the European Higher Education in the regions of Central Asia and China. Virtual and distance learning methodologies are promoted through its activities. The specific aims are to share with the participant institutions the advantages, tools and procedures of virtual exchange and to establish a sustainable Centre of Virtual Mobility Support in the region.

Conclusion

Erasmus Mundus has proved highly effective in stimulating cooperation and mobility between HEIs in Central Asia and the EU. However, some lessons have also been learned. The EU has therefore now introduced a single, comprehensive, streamlined programme, Erasmus+, integrating the best of Erasmus Mundus, Tempus and all the EU's previous Higher Education cooperation programmes, internal and external. This will offer new opportunities to Central Asia to develop and modernise higher education, enhance the capacities and expertise of university staff, and improve the skills and employability of students, while enhancing the attractiveness, visibility and excellence of EU higher education.

Project objective: The Partnership is submitting a proposal for a project named ARCADE (Academic Relationship for Central Asia with Destination Europe) the main objective of which is to promote higher education cooperation between EU and Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan) in coherence with the EU general goal of improving the bilateral cooperation in the field of education. The specific activities aiming at the objective will be:

Unidirectional mobility from Central Asia to EU of undergraduate, master, doctorate students, post-doc researchers and academic/administrative staff for the purpose of studying, researching, teaching and training in order to develop their qualifications and their international experience;

promoting transparency, mutual recognition of qualifications and periods of study, research and training, and, where appropriate, portability of credits;

promoting mobility paying a special attention to an equal and fair treatment to all students and staff, selecting those coming in particular from disadvantaged groups (for gender, handicap, economical reasons) always taking into account the academic excellence.

supporting the mobility of professionals (academic and administrative staff) with the view of improving mutual understanding and expertise on those issues which are relevant to relations between Central Asia and EU.

Project description:

The proposal is fully in line with the needs of the Central Asian countries underlined in the European Community Strategy Paper of Assistance to Central Asia (2007-2013). In particular the proposal concentrates on:

- enhance the international cooperation capacity of the third-country HEIs; - help Central Asian institutions to develop a strategy for their internationalization, academic excellence and visibility; - favour the promotion of institutional cooperation and on the enhancing of a mutual recognition and enrichment between European and Central Asian Universities; - favour the development of Central Asia regional cooperation and good neighbourly relations;

The European partners have been selected in order to offer a consolidated experience in academic studies and exchange, bringing an open-minded vision of the new Global Knowledge Society.

The Partnership has been carefully selected in order to ensure both a fair geographical balance and academic excellence proved by the position covered in national and international ranking by the represented Universities. 7 European Universities from 7 countries and 13 Central Asian Universities represented all the 5 Central Asian countries joined the Partnership. Previous relations between Universities, due to framework or double degree agreements and involvement in other international projects, have been encouraged. The Partnership will cover almost all the thematic fields of study and disciplines identified by this lot, paying special attention to Engineering and Technology and Business Studies and Management, that are some of the priorities areas of knowledge identified for this geographical Lot by the European Commission.

For what concerns the total number of mobility flows, the proposed scheme not only satisfies the minimum established by the EM Call, but in fact allows to distribute the project funding to a large number of individuals in a balanced proportion among the Target Groups and the Study Levels. This scheme therefore will facilitate the creation of a greater number of cooperation channels among the partners and with the potential of reaching a wider range of common interests in different thematic fields. The scheme is designed in order to optimally approach the general goal of the Erasmus Mundus programme of promoting mutual understanding, innovation and quality of education, by multiplying the opportunities for mutual understanding among the partners and the development of the expertise of professionals.

Project description: Euro-Asian Cooperation for Excellence and Advancement project will foster internationalisation, support student and academic staff mobility, promote research, inter and intra-university cooperation and cultural awareness. The mobility scheme proposed will facilitate the materialisation of institutional cooperation through the visits and face to face contacts of academic and administrative staff and researchers and in the long term through the experiences of the students returning home. The project will bring together a multidisciplinary consortium of 19 partners that will focus on bachelor, master, doctoral and post-doctoral students and academic staff who will benefit from special learning, research and teaching conditions not available at a single institution. The extracurricular activities will contain cultural and linguistic preparation, educational trips, cultural events and social program. Project will provide students and academic staff with the possibility of intellectual understanding, enhancing the attractiveness and development of ED high education system in Central Asia and to establish a sustainable network of student and academic staff mobility between EU and Central 'Asia. Intention is to expose Scholarship Holders to a different higher education system and contribute to the development and understanding of EU and Central Asia. Last but not least, the project aims at spin-off activities and sustainable impact that will include identification of further bilateral agreements and cooperation, tangible joint research initiatives, joint programmes and actions in the frame of EU, national or regional projects and a comparative and profound knowledge within an international context of EU and Central Asia. In total 121 mobility flows are planned: 39 bachelor, 28 master, 19 doctoral, 7 post-doc and 28 staff mobility. In total 43 mobility flows are planned for Kazakhstan, 23 for Kyrgyzstan, 22 for Tajikistan, 14 for Turkmenistan and 19 for Uzbekistan.

The Euro-Asia Cooperation for Excellence and Advancement Consortium is composed of 8 universities from 8 countries in the European Union, and 11 universities from 5 countries Central Asia.
