Council ang adminis-trasyon ni Pangulong Noynoy Aquino. Ba-guhan (amateurish) at parang walang alam na lahat ng aksyon ay subok-subok muna at pasensiya na kung magkamali ng desisyon.

Insulto iyon galing kay Senator Arroyo. Pero kung tutuusin baka mainsulto pa ang mga Student Councils sa sinabi ni Arroyo dahil maraming Student Councils ang matatag ang political will at mas may kakayahang humawak ng political crisis katulad nang pinagdadaanan ng gobyernong-Aquino.

Dahil mga estudyante, idealistic ang mga pinuno ng karamihan ng Student Councils. At para lang mabigyang-diin ang ibig sabihin ng “idealistic,” sa kaso ni Secretary Jesse Robredo at Undersecretary Rico Puno, kung mga estudyante sila, baka nagbitiw na kaagad sa tungkulin upang maiwasan ang tuloy-tuloy pang pagkapahiya ng kanilang Pangulo.

Zero ang corruption sa Student Council, walang nahahalal o nailalagay sa puwesto sa pamamagitan ng pagbili ng boto o kaya ay dahil malapit na kaibigan o kamag-anak ng pinuno.

At alam nila, malinaw sa kanila ang kanilang term-limits at kumpiyansa ang kanilang mga constituents na alam nila ang kanilang mga responsibilidad dahil totoo at tapat nilang kinakatawan ang mga bumoto sa kanila.

Kung ikukumpara sa isang matikas at magaling na Student Council, baka ‘di pa pumasa ang mga bata ni Aquino sa ipinakikita nilang performance?

Halimbawa, si Secretary Ricky Carandang, sa harap mismo ng Committee hearing sa Congress inamin na noong nagbibigay ng ulat kay Pangulong Aquino ay sa pamamagitan ng text lang.

Katulad noon, mahalagang ulat ay hindi natanggap ng Pangulo dahil naiwan nito ang kanyang telepono. Hindi kinokondena ang pagkakaiwan ni Noynoy sa kanyang telepono pero bilang Communications Secretary, dapat bang gawing dahilan o alibi ni Carandang ang pagbagsak ng komunikasyon sa pagitan nila ng kanyang Pangulo?

Bakit kailangang text message ang gawin niya gayung puwede naman niya itong tawagan? Hindi naman puwe-deng gawing alibi ni Sec. Carandang na nagtitipid sila o bahagi ng austerity program ng Malacañang. Kahit siguro sa isang Student Council hindi uubra ang palusot na ito.

Karamihan ng kapalpakan na nabubulgar sa adminis-trasyong Aquino ay gawa ng mga tao mismo ng Pangulo na nilagay niya sa mahahalagang puwesto sa gobyerno.

Sabi nga ng marami, maawa naman sila sa Inangbayan, mag-resign silang lahat nang sa gayon ay mapalitan sila ng maskarapat-dapat at may kakayahang humawak ng sensitibong puwesto sa pamahalaan.

Sa tingin ko, marami pang kapalpakan ang mangyayari sa gobyernong-Aquino sa loob ng anim na taon kung hindi mag-aaral ng lubusan ang mga political soldiers ng Pangulo at kung hindi magkakaroon ng political will si P.Noy na tanggalin ang mga palpak at palitan ng mga competent leaders. Sabi nga ni Aquino, hindi siya si Su-perman. Kaya nga.

Hindi niya dapat gawing mag-isa, na gaya ni Superman na solong inililigtas ang mundo. Kailangan niya ng tulong mula sa ating lahat na nagtiwala sa kanya at bumoto para siya maluklok sa puwesto. Pero higit sa lahat, kailangan ni P.Noy ng tulong, kahit pa mula sa pinagsama-samang Student Councils sa bansa, basta iyong mga may alam sa pagpapatakbo ng bansa at may ngiping magdesisyon ng tama.

WE welcome the Senate investigation into jueteng issue. We also thank the Honorable Miriam Defensor Santiago for her privilege speech yesterday linking some government, Police, the PCSO Board members, the General Manager, and our three officers in jueteng payola.

At the risk of sounding presumptuous, we would like to think that the good Senator was not referring to the present PCSO Board and the General Manager.

It is inconceivable that the five members of its Board who were appointed to their seats barely over two months ago today and who are known for their probity and honesty would tar themselves illegally for a quick buck.

C O M M E N T A R Y

We would like to assure the Senators, the public and our constituents, that the new members of the PCSO Board are scruti-nizing all the contracts, dealings, and arrange-ments entered into by the previous Board.

Our primary aim is to professionalize the opera-tions of the PCSO and its derivatives; e.g. Lotto, Scratch & Win and STL. We believe that the only

way we can demonstrate accountability would be to make transparent all PCSO transactions.

We also believe that the PCSO should further flesh out its core mandate of extending financial assistance to the sick, the poor, the needy.

We support any or all investigations into jueteng payola. We are one with our Senators in eradicating jueteng and other forms of illegal gambling. We are one with the people who look up to this new government to bring about a meaningful change.

That is why, the PCSO Board has decided to refer the ac-cusation of Senator Miriam Defensor Santiago to the National Bureau of Investigation to investigate reported participation of our officers and employees into juetengate.

More importantly, we have also asked the NBI not to spare the members of the Board and the General Manager in its effort to ferret out the truth for we believe that we should all be like Ceasar’s wife: Above suspicion.

Let the chips fall where they may.

OFFICIALS of the Bureau of Internal Revenue (BIR) have ordered a thorough “lifestyle check” on government officials who have been linked to the illegal num-bers game called “jueteng.”

BIR Commissioner Kim Jacinto-Henares yesterday told reporters in a press conference at the Department of Justice that the “lifestyle check” will be based on the list disclosed by retired Lingayen-Dagupan Archbishop Oscar Cruz during the recent Senate hearing on the illegal numbers game.

With the lifestyle check, Henares

explained that the BIR could figure out if the concerned government officials paid the government the right duties and taxes, and where their money came from.

Cruz has named Interior and Local Government Undersecretary Rico Puno and retired Philippine National Police chief Director General Jesus Verzosa as top beneficiaries who received payola from jueteng operators.

Puno and Verzosa, however, denied their involvement in the operations of jueteng nor they are getting benefits from the illegal gambling.

Lifestyle check vs officials on jueteng

THE Filipino youth has joined the global crusade for peace and disarmament by participating in the “Arms Down” signature drive.

The Catholic Bishops' Conference of the Philippines (CBCP) said the signature drive kicked off last week at the Colegio De San Juan De Letran in Intramuros, Manila.

The CBCP said on its new site that “with a pledge to shoulder one million signatures, the Filipino youth has linked up with other youth leaders across the globe in a worldwide campaign of collecting 50 million signatures to lobby the United Nations (UN) General Assembly for the abolition of nuclear arms production.”

Aquino gets insights from Kissinger

President Aquino exchanges pleasantries with Dr. Henry Alfred Kissinger at the Sofitel Hotel on Wednesday (Manila time). Kissinger was the 56th Secretary of State of the United States from 1973 to 1977 and recipient of the distinguished Nobel Peace Prize in 1973 for his role in arranging ceasefire in North Vietnam.

IN his debut on the world stage, President Aquino met with former United States Secretary of State Henry Alfred Kissinger on Tuesday (Wednesday in Manila) in New York to get some insights on foreign relations.

A political scientist who advised US Presidents Dwight Eisenhower, John F. Kennedy and Lyndon Johnson, Dr. Kissinger's expertise on foreign relations is one thing the President will not ignore that he took the opportunity to meet with him at the Sofitel Hotel in New York.

The President noted that the Harvard professor and foreign policy adviser for the Nixon and Ford administrations, could help guide the Aquino administration in its international relations.

In addition to his diplomatic achievements with China, the Soviet Union, and the Middle East, Kissinger led negotiations that brought about a ceasefire agreement in the Vietnam War.

He shared the Nobel Peace Prize in 1973 with North Vietnamese negotiator Le Duc Tho. Kissinger now runs an international consultancy.

In another development, President Aquino met with the officials of the Synergos Institute and AES Corporation.

During the meeting with the Synergos officials, some concerns were raised and they discussed the institute's promise to continue helping the government in its anti-poverty projects.

ACTOR Mel Gibson feared his anger was “out of control” and he was suffering “some kind of male menopause” as his relationship with Oksana Grigorieva collapsed, according to a letter allegedly written by the star.

Gibson reportedly penned the rambling note to Grigo-rieva in December 2008, more than a year before the couple's split and the January bust-up when the Russian singer claims the actor knocked out her teeth.

In the letter, obtained by TMZ.com, the writer de-scribes feeling so out of control he “could drink or commit a crime” and talks about going away to seek help for his problems.

It reads, “I don't know why I'm so whacky (sic) and depressed but I need to get well and re-enter life. Please don't be upset I've gone -- I'm just not myself and feel bad when I am so f***ed up and sick around you. I don't want to infl ict this unhealthy version of myself on you...

“Maybe it's some kind of male menopause... or God knows! This isn't who I was meant to be - I know it. I'm so ragged I could drink or commit a crime. The anger seems to be out of my control - I need to do something about it something lasting - not just a band aid...”

The letter adds, “I love you! I need you! I can't live without you!”* * *

Firefighters spearhead bloodletting program

THE Philippines' international air passenger traffic flow ex-panded by double digits in the first half of the year, according to the Civil Aeronautics board (CAb).

Data from CAB showed that international passenger traffic rose by 13.3 percent to 7.09 million passengers from January to June compared to the 6.26 million in the same period last year.

Of the total, incoming passengers were up by 13.5 percent to 3.42 million passengers while outgoing passengers stood at 3.67 million from 3.25 million previously.

PRESIDENT Aquino has ordered Education Secretary Armin Luistro to address in two years all shortages in classrooms, instructional materi-als and teaching staff “so that no schoolchildren from ages 5 to 18 shall be deprived of basic education.”

In a speech before scholars, teachers and educators at the “Interventions in Education 2010” program of the Aboitiz Foundation at the Cebu International Con-vention Center, Luistro said the Aquino administration considers every peso spent in education not as a cost but as an investment in ensuring a better future for the schoolchildren.

Luistro said that based on his calculations, he must address the

shortage of 103,000 teachers na-tionwide; 72,000 classrooms by 2011 and 77,000 classrooms by 2012; 7 million classroom seats; 141,000 toilet and sanitary facilities and 96 million textbooks to achieve a one-book-per-student ratio.

But based on the proposed 2011 budget, Luistro said he would only be able to build 14,000 class-rooms, with the balance to be built through public private partnerships (PPP) such as the one that Aboitiz Foundation, under chairman Jon Ramon Aboitiz, has been doing since 2000.

Aboitiz said the group has ap-propriated P1.4 billion for various corporate social responsibility programs and projects of which

P711 million or half is for education-related interventions, which does not yet include the investments from the Ramon Aboitiz Foundation.

Aquino, he said, is pushing for “public-private partnerships because we know that there are a thousand and one individuals who have the resources, the expertise and the skills to give to their countrymen” in whatever field.

“My role in DepEd is to link, match and map where to deploy these resources, investments and skills in areas which are direly in need of them,” he said.

Luistro said he is glad that the interventions of Aboitiz in education are “measurable, scalable, sustain-able and transparent.”

A NEW study published in the Journal of Sexual Medicine looked at whether women were more likely to experience sexual problems after breast cancer.

The results of the study showed that 70 percent of women were facing sexual function problems ap-proximately two years post diagnosis, according to Mary Panjari, PhD. of the Women’s Health Program at Monash University.

Dr. Mary Panjari reported on the sexual well-being nearly two years after diagnosis and initial treatment of participants in the BUPA Foundation Health and Wellbeing after Breast Cancer Study, which involves approximately 1,700 breast cancer survivors.

She said that over 80 percent of all the women in the study described their sex life before breast cancer as

good and satisfying. Amongst the partnered women aged 70 years or younger, with no active disease, 70 percent were experiencing sexual function problems.

“Many of the women who experienced sexual problems had concerns about their body image after breast cancer. Also, specific treatments for breast can-cer were more likely to be associated with menopausal symptoms, which can contribute to sexual problems,” Panjari said.

She said Vasomotor symptoms are menopausal symptoms such as hot flushes and night sweats. Adjuvant endocrine therapy describes the treatment of hormone receptor positive breast cancer with additional hormone drugs, after surgery and radiotherapy, in order to help stop the disease from coming back.

MALACANANG yesterday said the government will abolish 10 agencies at-tached with the Office of the President (OP) for duplication of functions with other existing offices.

Executive Secretary Paquito Ochoa said 10 government agencies under the OP will receive zero budget and will be abolished through the order of President Aquino.

The OP expects to save P304.62 million with the abolition of Mindanao Development Council, Office of the North Luzon Quadrangle Area, Office of External Affairs, Presidential Anti-Graft Commission (PAGC), Minerals Development Council, Presidential Anti-Smuggling Group, Luzon Urban Beltway Super Region, Bicol River Basin Watershed Management Project, Office of the Presidential Adviser on Global Warming and Climate Change, and Office of the Presidential Adviser on New Government Centers.

Ochoa said the abolition of the 10 offices was in support of Aquino’s ef-forts to streamline the operations of the Executive Department.

“Our philosophy is to streamline the operations of the Office of the President so we can cut unnecessary spending and use our resources where they are

needed most,” Ochoa told the House committee on appropriations hearing the OP’s P4.075 billion proposed 2011 budget.

“The President wants to lead by example. He cannot ask other agen-cies to cut costs if his own office is not prudent in the use of the people’s money,” Ochoa added.

I read about Captain Ray Baker who flew for the Strategic Air Command during the Vietnam War. Roach sees Pacquiao’s total domination

AMERICAN coach Freddie Roach is playing it easy with his ward pound-for-pound king Manny Pacquiao, who would be stepping into the ring on November 13 to face the much taller Antonio Margarito for the vacant WBC light middle-weight title.

Roach said the team will take it step by step and nice and easy so as not to stress out the Filipino boxing champ, who also serves as House representative for his constituents in Sarangani Province.

The multi-awarded trainer said he predicts a total dominance by Pacquiao over Margarito. “The Mexican will be finished by eighth round,” Roach said.

Given the size difference between the 5’6” Pacquiao and the 5’11” Margarito, many observers said Roach has issued an ambitious prediction especially given Margarito's well earned reputation for absorbing punishment.
