SyndicateBank and Canara Bank conceived an

institutional framework to address the growing problem

of unemployment among the rural youth and established

Rural Development and Self Employment Training

Institute (RUDSETI) in Ujire in 1982. Over the years,

RUDSETIs have developed into robust institutions

known for high quality of training and settlement rates,

largely because of the commitment and involvement of

Dr D Veerendra Heggade and the Sponsor Banks in the

formative years of RUDSETI. These contributions were

recognized by MoRD and highly impressed by the

RUDSETI concept, decided to replicate the model

throughout the country and advised the Banks to

establish one RUDSETI type of institution namely Rural

Self Employment Training Institute (RSETI) in each of

their Lead Districts.

As a result, there was a quantum jump in the number of

RSETIs opened in the Country and each RSETI had its

own approaches and standards in training and

Highly satisfied by the results achieved on the various

performance parameters under this MOU, MoRD took

the initiative to renew the MOU for a further period of

three years from 1st August 2014 with emphasis on

quality of training programmes measured in terms of

outcomes with regard to settlement of trained

candidates, their credit linkage and improved grading of

RUDSETIs / RSETIs.

Renewal of MOU is quite significant and speaks volumes

about the confidence of MoRD in the efforts made by

Monitoring Cell for RSETIs along with other stakeholders

in nurturing and mentoring the RSETIs and also a

reflection of the significant contributions of Monitoring

Cell for RSETIs towards the performance of RSETIs

since signing the MOU in 2011.

A special function was arranged by MoRD involving all

the key stakeholders to renew the MOU on 10th July

2014 in the chambers of the Secretary, Ministry of Rural

Development, Govt. of India, New Delhi wherein

Dr D Veerendra Heggade, President, NAR, Bangalore on

behalf of NAR and Sri T Vijay Kumar, IAS, Mission

Director and Additional Secretary, MoRD on behalf of the

Government of India signed the MOU in the presence of

Sri L C Goyal, IAS, Secretary (RD), Sri S M Vijayanand,

IAS, Additional Secretary (RD) MoRD, Sri S.K. Jain, CMD

of SyndicateBank, Sri K Preetam Lal, General Manager,

SyndicateBank Sri S S Bhat, General Manager, Canara

Bank and Sri S K Thakkar, Field General Manager,

SyndicateBank, New Delhi. The function was also

attended by Smt Renuka Kumar, Director, MoRD and

Sri K N Janardhana, Chief Project Co-ordinator,

Monitoring Cell for RSETIs.

Two successful entrepreneurs, Ms Ragini Verma, trained

at RUDSETI, Ghaziabad and Sri Karan Sharma, trained at

RUDSETI Gurgaon, shared their experience in their

entrepreneurial career on the occasion. While speaking

on the occasion, Ms Ragini Verma was emphatic that but

for RUDSETI, she would have been nowhere. The kind of

EDP inputs given, the involvement of the Director and

helpful attitude of the staff members of RUDSETI and the

support extended by them had really changed her

outlook towards life and gave the confidence to face any

challenge for which she was grateful to the institute.

Sri Karan Sharma, agreed with her assessment of

RUDSETI and stated that he had learnt the basics of

entrepreneurship during the training and realized the

importance of time as he was not prepared to waste even

a minute while working honestly in his otherwise busy

profession. The participants were pleasantly surprised by

the candid assessment and responses from these

successful trainees, which reflected the core values and

ethos of RSETIs and led them to conclude that the RSETI

model should not only be strengthened but also that its

operations need to be scaled up.

Sri L C Goyal, Secretary, MoRD lauded the role of

Dr Heggade, President of National Academy of RUDSETI

(NAR), in effectively mentoring and monitoring all the

RSETIs across India and said that the growth and

turnaround in the quality of RSETIs when compared to

the situation before signing the MOU was indeed

commendable. He further

said that the outcome of

sponsors SyndicateBank

and Canara Bank.

The Hon’ble Secretary

gratefully acknowledged the phenomenal contributions

made by Dr Heggade, through his tireless efforts and

indomitable spirit and was happy that his leadership will

be available in taking the movement forward.

Speaking on the occasion, Dr D Veerendra Heggade recounted that at the time of signing

the last MOU, there were 354 RSETIs which needed to be supported and as at the end of

2013, there were 523 functional RSETIs across the country. He further said that when all

these RSETIs were graded on different parameters during 2013, 413 Institutes were rated

Excellent/Very good thus reflecting an excellent overall success rate of 79%. He thanked

the Ministry of Rural Development in reposing faith in him and the RUDSETI movement by

replicating the RUDSETI model across India. He also acknowledged the tireless efforts of

Sri K N Janardhana, Chief Project Co-ordinator in taking this movement forward and wished him “Good Luck” in all his

endeavors.

Earlier, Sri T Vijay Kumar, IAS, Mission Director & Additional Secretary, MoRD welcomed the dignitaries to the signing

ceremony and explained the salient features of the earlier MOU. Appreciating the achievements of Monitoring Cell for

RSETIs, NAR in the past three years, Sri Vijay Kumar presented a detailed account of the initiatives taken by MoRD,

Sponsor Banks and other stakeholders in improving the functioning of the RSETIs. He also appreciated the proactive

role played by Sri K N Janardhana, Chief Project Co-ordinator, in taking RSETI movement to newer heights with

passion and commitment.

The Chairman and Managing Director of SyndicateBank and the General Manager of Canara Bank felicitated

Dr D Veerendra Heggade for his visionary leadership and Sri L C Goyal, IAS, Secretary MoRD and Sri T Vijay Kumar,

IAS, Mission Director & Additional Secretary, MoRD for the continued support on the occasion. Similarly,

Dr Heggade too felicitated Sri L C Goyal, IAS, Secretary, MoRD and Sri T Vijay Kumar, IAS, Mission Director &

Additional Secretary, MoRD for their unflinching support and proactive role played in the RSETI movement.

The function concluded with a vote of thanks by Sri K N Janardhana, Chief Project Co-ordinator, Monitoring Cell for

RSETIs, who assured that he, along with all State Project Co-ordinators, RSETI Directors and Bankers, will constantly

work towards achieving the objectives set forth in the MOU.

Meeting with Sri Nitin Gadkari, Honourable Union Minister for Road Transport, Shipping and Rural

Development by Sri K N Janardhana, Chief Project Co-ordinator, Monitoring Cell for RSETIs

As advised by Dr D Veerendra Heggadeji, Hon. Co-Chairman, National Advisory Council for RSETIs,

Sri K N Janardhana, Chief Project Co-ordinator, Monitoring Cell for RSETIs (under the aegis of MoRD), met

Sri Nitin Gadkari, Honourable Minister for Road Transport, Shipping and Rural Development at Nagpur on

06.09.2014 and apprised him about the various activities undertaken by RSETIs and requested him to extend his

support to the RSETI movement to take it forward. The Honourable Minister appreciated the initiative and commitment

shown by the sponsoring organizations of RUDSETIs/ RSETIs and the significant impact made by these Institutes. He

assured of his full support to the RSETI movement in every possible way to take the movement forward.

Sensitization workshop for grading officials organized by Monitoring Cell for RSETIs

As advised by MoRD, the Monitoring Cell for RSETIs organized one-day sensitization programme in five different

centres to sensitize the grading officials on their roles / responsibilities in the grading exercise for the year 2013-14. The

sensitization programme was organized to give an insight into the guiding principles to be adopted in the grading

exercise, interpretation of the various guidelines on assessment of performance, records to be verified and to clarify

the operational issues confronting the grading officials during the grading exercise.

Conclave of RSETI Directors of United Bank of India

A two-day Conclave of the Directors of RSETIs

sponsored by United Bank of India was organized on

25th and 26th July 2014 at UBI RSETI, Rajpur, South 24

Parganas District, West Bengal.

The Conclave was inaugurated by Sri Md. Abdul Wahid,

General Manager (Priority Sector Credit & RRB) followed

by lighting of lamp by Swami Shivakarananda of

RKMSSSM, Belur Math in the presence of Sri Dinesh

Mushahary, Dy General Manager (Priority Sector Credit

& RRB), Sri K N Janardhana, Chief Project Co-ordinator,

Monitoring Cell for RSETIs, Sri O N Bansal, Project

Director, NIRD, Sri Manoj K. Majumder, DGM & CRM,

United Bank of India, 24 Parganas (S) Region, State

Project Co-ordinators of N.E States & West Bengal and

officials from United Bank of India.

Sri Md. Abdul Wahid, GM, in his keynote address, traced

the genesis of RSETIs of UBI since establishment of first

RSETI at Rajpur and shared his experience as the first

Director of the institute. He also explained the roles &

responsibilities of RSETI Directors vis-à-vis Bank’s

expectation from them.

Twelve RSETI Directors participated in the conclave.

Conclave of RSETI Directors of Central Bank of India

A two-day Conclave of the Directors of RSETIs sponsored

by Central Bank of India was organized on 22nd and 23rd

August 2014 at Central Bank Officers’ Training College

(CBOTC), Bhopal.

The Conclave was inaugurated by Sri K N Janardhana,

Chief Project Co-ordinator, Monitoring Cell for RSETIs in

the presence of Sri A P Dwivedi, CEO, Society for RSETIs

& FLCCs, Central Bank of India, Sri V K Bhatnagar, Asst.

General Manager, Sri O N Bansal, Project Director, NIRD,

Smt Usha Fernandes, Principal, CBOTC, Bhopal,

Sri Vasudev Kalkundri, Director, Monitoring Cell for

RSETIs and officials from Central Bank of India. Sri Rama

Verma, Under Secretary, MoRD, GOI, addressed the

RSETI Directors on the second day of the Conclave and

assured all the support from MoRD in taking RSETI

movement to newer heights.

Forty Six RSETI Directors participated in the conclave.

Third Round of Conclave of RSETI Directors

As per MoRD guidelines, a two-day Conclave of RSETI Directors be organized as an annual event by Sponsor Banks.

Accordingly, United Bank of India and Central Bank of India have organized third round Conclave for their RSETI

Directors during the quarter. Further, Annual Staff Conference of RUDSETI Directors was also organized by Central

Secretariat, RUDSETI during the quarter.

Annual Staff Conference of RUDSETI Directors

The three-day Annual Staff Conference of Rural Development and Self Employment Training (RUDSET) Institute for the year 2014 was held at “Sri Sannidhi”, Dharmasthala from 13th to 15th August 2014.

The conference, among other things, focused on organizational development through experience sharing, performance review by peers, working out a qualitative action plan and exchange of ideas/views amongst the institutes.

The programme was inaugurated by Dr D Veerendra Heggade, President, RUDSET Institute, Dharmasthala. In his inaugural address, he recounted the difficulties faced in establishment of the RUDSETI way back in 1982 and drew the attention of participants to the fact that the performance of RUDSETIs is being watched by other RSETIs today as RUDSETI programmes are regarded as model programmes in Entrepreneurship Development on account of the high quality of training provided to the unemployed youth thus raising the expectations from and increasing the responsibility of RUDSETIs.

The dignitaries present on the occasion were Sri Pradyuman Singh Rawat, Executive Director,

Canara Bank, Dr R Balasubramaniam, Founder President, Vivekananda Youth Movement, Mysore, Sri K T Rai, Field General Manager, SyndicateBank, Sri S S Bhat, General Manager, Canara Bank, HO, Sri K N Janardhana, Chief Project Co-ordinator, Monitoring Cell for RSETIs, Sri T P Jagadeesha Murthy, Executive Director, CS, Ujire, Sri N M Bhat, DG, NAR,

Prof S Prabhakar, Vice President, SDME Society, Ujire and others.In all, 26 Directors and 41 Faculty members participated in the Conference. The Conference gave an opportunity to the Directors to interact with the Executives of Sponsor Banks and also one-to-one interaction with the President of RUDSETIs, Dr Veerendra Heggade, who reviewed the performance of each Institute and gave suggestions for improvement in their functioning.

Workshop on Start-up Village Entrepreneurship

Programme (SVEP) organized by MoRD at NIRD,

Hyderabad

The Hon'ble Finance Minister, in his budget speech 2014-15, had announced a scheme by name “Start-up Village

Entrepreneurship Programme (SVEP)” and earmarked Rs.100 Crore for this purpose. In this backdrop, to discuss the modalities of SVEP, Ministry of Rural Development, Govt. of India organized a two-day workshop on Start-up Village Entrepreneurship Programme at National Institute of Rural Development &

th thPanchayat Raj (NIRD), Hyderabad on 26 and 27 September 2014.

The objectives of the Workshop were:

Understanding the key achievements, challenges and models which had demonstrated promotion and sustenance of village enterprises;

Identification of key opportunities for NRLM from the various models working well on the ground; and

Development of a conceptual framework for the Start- up Village Entrepreneurship Programme

The meeting was chaired by Sri T Vijay Kumar, IAS, Addl. Secretary, MoRD and attended by Smt. Renuka Kumar, Director, MoRD and other officials from MoRD. The National level consultation was held with different groups of stakeholders such as Organizations that have promoted village entrepreneurship to a significant scale, Bankers, Industries' Associations, Resource Persons and SRLMs. Sri K N Janardhana, Chief Project Co-ordinator, along with 15 Bank Executives gave valuable inputs on the role of Banks in SVEP model.

Workshop for RSETI Directors by Odisha Livelihoods

Mission

A one-day workshop for RSETI Directors of Odisha was

organized by Odisha Livelihoods Mission, Panchayat Raj

Department, Govt of Odisha at the State Institute of Rural

Development, Odisha. The workshop was attended by

all Directors/faculty members of RSETIs in the State of

Odisha. Sri G C Mishra, State Project Co-ordinator for the

State of Odisha, Monitoring Cell for RSETIs took lead in

organizing this event.

Visit of Dr D Veerendra Heggadeji to Punjab National

Bank, Head Office, New Delhi

At the request of Sri K R Kamath, Chairman & Managing

Director of Punjab National Bank, Dr D Veerendra

Heggade, President, National Academy of RUDSETI and

Co-Chairman, National Advisory Council for RSETIs,

visited the Head Office of Punjab National Bank at New th

Delhi on 10 July 2014 and addressed the executives of

the Bank. Sri K R Kamath, CMD of the Bank, honoured

Dr Heggade on the occasion. Sri Gowrishankar,

Executive Director and other top executives of the Bank

were present on the occasion. Sri Surendra Kumar,

Vice President, SDME Trust attended the meeting.

Karnataka – A kind gesture from Dr Heggadeji

Sri Ramaswamy epitomizes the rags to riches story and a past trainee of RUDSETI, Nelamangala, Karnataka He is a successful entrepreneur who, at present, has a diversified business interest in Granites, Printing, Real Estate and Textiles. He attributes his success to the training he received at RUDSETI, Nelamangala. He had requested Dr D Veerendra Heggade, President, National Academy of RUDSETI, to inaugurate his expanded business unit of “C N R Textiles” and Dr Heggade inaugurated the unit on 21.08.2014 and addressed a large gathering of well-wishers. The function was attended by Sri K N Janardhana, Chief Project Co-ordinator, Monitoring Cell for RSETIs, Sri T P Jagadeesha Murthy, Executive Director, CS:RUDSETI, Ujire and Sri H S Krishna Murthy, Director, National Academy of RUDSETI. The arrangements for the function were co-ordinated by Sri Shivanna, Director, RUDSETI, Nelamangala and his team.

TRL-SBI RSETI, Jharsuguda, Odisha sponsored by State Bank of India set up a permanent RSETI Bazaar with five stalls constructed in front of the Institute to provide sales outlets to its trainees. The RSETI Bazaar was inaugurated by Mrs. Surekha Nerurkar, wife of Mr. Hemanta Nerurkar, Chairman of TRL -Krosaki and Mrs. Junko Iqura, wife of President, KHC, Japan on 6th September 2014 in the presence of a number of VIPs and guests.

A number of SHG products such as Badi, Papad, Masala powder, Phenyl, Agarbatti, etc are being sold from this Bazaar. Since it is located on the main road of Belpahar, it is attracting a number of buyers and visitors. This is the first permanent RSETI Bazaar ever created by any RSETI in India.

RUDSETI Stall by RUDSETI, Kheda, Gujarat

Marketing all his way to success

Mr. Sudhir Gajanan Dhekale aged 31 is from Borgaon village in Satara District. From his childhood, he was industrious and developed a fascination to start his own business. He used to collect and read stories of successful entrepreneurs and was always looking for starting a business. In fact, even as a student, he worked in a Lassi factory to know the basics of Lassi Production to start a Lassi unit. However, his parents were not convinced with this idea and were advising him to complete the studies first and thereafter think about business. He completed his BA in Economics and took up network marketing work. Although he could earn money initially, network marketing company was closed abruptly & Sudhir lost all his investments in the business. However, he had learnt the knack of dealing with the customers and doing business. To make a living, he was in search of a job and got selected in ICICI Bank as an insurance advisor where he worked for two years. The job profile as an advisor did not satisfy the entrepreneur in him and the remuneration was also not attractive which made him to switch the job and to join HDFC as Development Manager. But again he quit the job as he realized that he can no more work under somebody. He was contemplating seriously to take up independent business and was making his own enquiries as to what will help him to succeed in this regard. One day, while going through the newspaper, he saw a news item on the training programmes organized by IDBI RSETI, Satara. He met the Director and came to know about the various training programmes planned for the year. Since he had acquired marketing skills and developed a feeling that he could do well by taking up production of FMCG products, he enrolled for training

programme on domestic product making. During the training programme, he came to know about production of domestic products like Phenyl, Washing Powder, Liquid Soap, Perfumes, Agarbattis etc. He acquired technical knowhow about manufacturing of domestic products, costing etc. Further, to identify specific products that can be taken up for production, he did a market survey to know about the existing market players, their products and quality and thereafter decided to take up production of Phenyle, Washing Powder and Liquid Soap. After completion of training, he was on the horns of a dilemma as to how to convince his parents and start his business as his earlier failure in network business was often bothering him. However, the EDP inputs given during the training such as tower building, ring toss, etc., gave him the confidence to convince his family about his plan to start his own enterprises. Initially, he had done extensive research on the internet, both on packaging and labelling of the products and believed in the core values of honesty and hard work to drive the business. He invested Rs. 2 lakh by borrowing funds from family and friends and started commercial production of these products under the brand name “Real”. Presently, he is producing Liquid Soap, Disinfectant and Detergent Powder, all under the brand name, ‘Real’. Besides, he participated in Melas, Exhibitions and collected contact numbers and also the feedback about his products from the customers and re-modelled the same to suit the market requirements. As a result of his market research and continuous product development, he could get big orders from Hotels, Hospitals, Government Offices and thus created a loyal clientele base of over 400. Now he has a monthly turnover of over Rs.50,000/- and a net income of Rs.20,000/-. He has given employment to two persons and he is fully supported in his activity by all his family members. Sudhir is looking after marketing of his products and is a regular visitor to RSETI as a guest faculty and interacts with training batches and will not lose any opportunity to sell his products to them also. Sudhir Gajanan Dhekale attributes his success to the training he received at IDBI RSETI, Satara and gladly acknowledges that the training offered by the institute was very good and feels that more number of youth should come forward to avail the benefit from RSETI.

Failure is the stepping stone to success

Sri Dheeraj Kumar Singh hails from a lower middle class farmer family who could not continue his studies beyond 10th Standard. Since childhood, he was dreaming big and was inclined to start his own enterprise. To begin with, he wanted to start a big piggery farm despite stiff resistance from his family members as they thought piggery is not a decent profession. Determined, as he was, he went ahead with his plan, but lost heavily in this activity. When his dream was shattered, he lost his confidence even to face his family members and left the place in search of jobs. To make a living, he took up menial jobs such as Cooli, labourer, Auto-driver, etc. Disappointed with continuous failures, he returned to his native place to somehow start some activity in his farm land, but could not go ahead since the fear of failure was haunting him. It was a strange, quirk of fate that one day he visited Union RSETI, Gyanpur with publicity brochure collected from a past trainee of the RSETI and met the Director. During his interaction, the Director observed that he was clear in his objectives and goals and had all the qualities of becoming an entrepreneur but for the very low confidence level he had. After counselling by the Director, he developed interest to take up Poultry Farming and soon underwent training in Poultry Farming at RSETI. On completion of the training, he made some alterations to his old shed from his own capital and started his Poultry Farm with the knowledge he had acquired during the training on various aspects of poultry such as breeds

of poultry, care and maintenance, hygiene and sanitation, vaccination, management of the unit etc. The training, particularly the EDP inputs were instrumental in giving him the required confidence to overcome the problems. The poultry unit started showing good results as the market conditions were very favourable and there was a huge demand for poultry products, at that time. He started getting good income from the unit. This prompted him to take up expansion of the unit and he approached RSETI to help him get Bank loan. Impressed by his sincerity, dedication and enthusiasm, the Director of the RSETI requested the Branch Manager of Union Bank of India, Gyanpur Branch to support Sri Singh in expanding his poultry unit. The Bank officials visited his poultry unit and were convinced with his project and the investments made and sanctioned a loan of Rs.17 lakh. Sri Singh invested the entire loan amount for developing the infrastructure and purchasing branded chicks and other poultry requirements and expanded the unit. At present, he has over 5000 poultry birds in his poultry farm in different age groups, which are generating a regular income of Rs.50,000/- per month after meeting his loan repayment commitments. His total investment in the poultry unit, other than his land cost is Rs. 25 lakh. He is also acting as a consultant for other farmers and is also marketing poultry products. Over a period of time, he has become a respectable man in the society and a reputed businessman in the locality because of his business acumen. Today, his family members also take credit for his success but Sri Singh knows that his success came the hard way and made all the difference. However, he is not satisfied to continue only with his poultry and wants to diversify his activity into dairy farming also, very soon. He thanks the RSETI Director for giving him the right advice and training free of cost, when he had reached the dead-end and the initiative of the Government for the socio-economic development of unemployed youth of the country. He is also grateful to the other Faculty members for imparting entrepreneurial competencies and giving him the confidence and motivation to take up self-employment.
