India is poised for a moment in history when a much brighter future awaits its people.
The Government of India has launched 'Make in India' campaign with focus on manufacturing
for creation of job opportunities for millions of youth. The issue of skill development has
become an important agenda of the Government, since less than 5% of the potential work
force gets formal skill training to become employable.
India has the advantage of 'Demographic Dividend', accounting for world's youngest
workforce in the age group of 15-35 years and this potential needs to be harnessed by taking
the initiative for training and skill development. Skill development supports employment
generation, economic growth and also social development and in this regard, skill building
should be seen as an instrument to empower the individual and to improve their social
acceptance.
In this context, RSETIs, which are in the forefront of imparting quality training, skill
development and post-training facilitation of unemployed youth in rural areas, are well-
positioned to play a greater role in the task of skill development of youth. Over the period of
years, RSETIs have metamorphosed into vibrant institutions in enterprise promotion with an
excellent track record in imparting quality training and skill development with high rate of
settlement of trained candidates.
I am glad to note that the main driving force in achieving spectacular performance by
the RSETIs in the country is the inspirational leadership provided by Dr D Veerendra Heggade,
Hon. Co-Chairman, National Level Advisory Committee on RSETIs and President, National
Academy of RUDSETI. It is a matter of satisfaction that his guidance will continue to be
available to the RSETIs in the coming years also.
I nd that the Monitoring Cell for RSETIs headed by Sri K N Janardhana, Chief Project
Co-ordinator has been very closely monitoring and mentoring the RSETIs. I am happy to note
that he has established an excellent working relationship with all the stakeholders, which has
helped him in bringing about signicant improvement in the functioning of RSETIs. I commend
his efforts.
I commend the committed leadership of Sponsor Banks and also their constructive
contributions to the RSETI movement which has been responsible for the signicant progress
achieved by RSETIs.
I hope that RSETIs will be able to contribute signicantly in addressing the Skilling
needs of the Unemployed youth since they have the necessary expertise and the required
ware withal and thus can play a greater role in the National cause of job creation and Skill
Development of unemployed youth.

Majority of poor in India depend on wages received through unskilled labour for their
livelihood. Improved knowledge and skills facilitate their empowerment as it provides access
to sustainable employment opportunities. One of the major challenges before the country is to
create opportunities to meet the skilling needs of the large sections of the society.
Recognising the need for developing skills to harness the immense potential of the youth in
economic growth and social development, Government of India has rightly launched a major
initiative for skill development of youth, women and disadvantaged groups to empower them
and RSETIs, which are already engaged in training and skill development activities, will also be
associated in this regard.
For those of us who were part of RSETI movement, associating with skill development
initiatives is only a continuation of our Mission to empower the youth, which started in a humble
way from RUDSETI, Ujire in 1982. Over a period of time, a number of innovative ideas and best
practices have been evolved by the RSETIs to make it more effective and to meet the
requirements of the changing times. In the process, RSETIs have emerged as powerful
instruments for promoting empowerment of youth through training, skill development and
active facilitation in their settlement.
One of the thoughts that had crossed my mind was to extend the reach of RSETIs to
cover the hitherto unexplored areas so that quality training facilities available at RSETIs is
made available to a much larger number of unemployed youth in tune with the policy of the
Government of India. This prompted us to take a new initiative to collaborate with the Ministry
of MSME for training unemployed youth under their agship programme namely ‘Prime
Minister’s Employment Generation Programme (PMEGP)’. Another collaborative effort with
MoRD for ‘Start up Village Entrepreneurship Programme (SVEP)’ is also on the anvil. These
initiatives are expected to benet sizeable number of unemployed youth from rural areas.
I am glad that RSETIs have been playing a catalytic role in the empowerment of
unemployed youth. The performance so far has been quite satisfactory under almost all the
performance parameters. An area which needs to be further strengthened is in extending
timely credit support in a hassle free manner to RSETI trained candidates so that it will further
improve the settlement rate by meeting their resource requirement and in addressing the issue
of viability of the enterprise.
I take this opportunity to place on record my sincere appreciation for the invaluable
contributions made by the Sponsor Banks in steering the RSETI movement through their
sponsored RSETIs, the proactive and timely support and guidance given by MoRD and SRLMs
at all times, the commitment shown and contributions made by the RSETIs and other
stakeholders have all been responsible for the excellent performance recorded by the RSETIs.
The indomitable spirit of Sri K N Janardhana, who acts as a livewire in linking RSETIs
and Sponsor Banks with MoRD and other stakeholders and his workaholic nature have
contributed greatly in achieving perfect coordination for smooth functioning of RSETIs.
I am quite hopeful that RSETIs will scale still greater heights in the coming years and
wish them and Monitoring Cell all the very best.
I pray Lord Manjunathaswamy to bless CPC and his team at Monitoring Cell in all their

National Level Advisory Committee on RSETIs
It is a matter of great satisfaction that RSETIs have emerged as effective instruments of
job creation and enterprise promotion for the rural unemployed youth in the areas in which they
are operating. The impact of RSETIs can be gauged from the responses received from
planners, academicians, voluntary agencies and the government departments, who have
evinced keen interest in the activities of RSETIs. The chief architect of this great edice is none
other than venerable Dr D Veerendra Heggade, Hon. Co-Chairman, National Level Advisory
Committee on RSETIs and President, National Academy of RUDSETI, who has been a
constant source of inspiration and motivation to all of us. We are deeply indebted to him for the
continuous support and guidance given to us.
It was a momentous decision of MoRD to replicate RUDSETI model throughout the
Country which gave a big boost to the RSETI movement to expand its reach to all parts of the
Country. Since then, the Hon’ble Secretary Sri L C Goyal, IAS, Addl. Secretary, Sri T Vijay
Kumar, IAS, Director, Smt Renuka Kumar and other ofcials from MoRD have been actively
involved in all our activities and are providing excellent support in all our endeavours. We
express our deepest sense of gratitude to Sri L C Goyal, Sri T Vijay Kumar, Smt Renuka Kumar
and other ofcials of MoRD.
We are very fortunate to have the guidance of Sri J K Mohapatra, IAS, Secretary, MoRD
who is known for his foresight, problem solving ability and deep understanding of the various
facets of Rural Development and he has offered full support to all our activities and for this kind
gesture, we are grateful to him. We are also thankful to Sri Sarangi, Joint Secretary, Sri Reddy
Subramaniam, Joint Secretary for the guidance received from them.
The Sponsor Banks are the key contributors to the success of RSETI movement in the
Country and they have worked hand-in-hand with us in taking the RSETIs to the exalted
position it has reached today. We place on record our appreciation for the contributions made
by the Sponsor Banks and thank them for the guidance and support given to the RSETI
Director and his team to deliver results. We express our heartfelt thanks to all the Directors and
staff of RSETIs for the effective role played by them.
We are grateful to all the State Governments, especially Principal Secretaries, Mission
Directors and Project Directors of SRLMs, for their continued support in creating awareness
about the RSETI movement throughout the Country and the benets available from the
Government to the interested youth in their respective States.
We take pleasure in expressing our thanks to all the members of Governing Council and
Executive Committee of National Academy of RUDSETI, CMDs, EDs and GMs of the Sponsor

A brief round-up of the activities during the year 2014-15

Yet another remarkable year in the glorious history of RSETI movement in the Country. The overall
performance recorded by the RSETIs strengthens my belief in the adage, ‘When there is team work and
collaboration, wonderful things can be achieved’. As always, the main driving force behind all our
activities is the inimitable and inspirational leadership provided by Dr D Veerendra Heggade, Hon. Co-
Chairman, National Level Advisory Committee on RSETIs and President, National Academy of RUDSETI.
Taking the Readers Down the Memory Lane
For the benet of those who never had an opportunity to know about RSETI movement, it would be
appropriate to take them down the memory lane by giving a brief account of the path traversed since establishment of
RUDSETI in 1982 to the RSETI of date.
Concept of Rural Development & Self Employment Training Institute (RUDSETI) & Evolution of Rural Self
Employment Training Institute (RSETI) Movement in the Country
To address the growing unemployment problem amongst the youth in the Country, Rural Development & Self
Employment Training Institute [RUDSETI], a unique initiative for mitigating the problem of unemployment was taken way
back in 1982 jointly by Sri Dharmasthala Manjunatheshwara Educational Trust, SyndicateBank and Canara Bank under
the visionary leadership of Dr D Veerendra Heggade, Dharmadhikari of Dharmasthala. The rst RUDSET Institute started
functioning from Ujire near Dharmasthala in Karnataka State in 1982. Encouraged by the success of Ujire experiment,
RUDSETI has now established 27 units in 17 States. So far, RUDSETI has trained 3.75 lakh youth of which 2.60 lakh
trainees have settled in their self-employment ventures, with a settlement rate of 69%, which is really a matter of
satisfaction to the RUDSETI family.
RUDSETIs since their establishment, kept on improvising and innovating on various aspects such as credit linkage,
extending handholding support and to nd ways of supporting the unemployed youth to become successful
entrepreneurs. The focus was on improvising the training methodology, processes, systems and procedures as well as to
re-orient towards the larger goal of achieving excellence and emerge as strong and vibrant institutions of learning and
entrepreneurship development.
Ministry of Rural Development (MoRD), Government of India, New Delhi studied the highly successful concept of
RUDSETI in 2007-08 and impressed by the RUDSETI model, advocated RUDSETI concept as a replicable model
throughout the Country. MoRD advised Banks to establish one RUDSETI type institute in each of their Lead Districts
known as Rural Self-Employment Training Institute (RSETI) for training the rural unemployed youth to take up self-
employment activities. Each RSETI was given the task of training a minimum of 750 BPL youth in a year.
By 2010-11, with the presence of 354 RSETIs functional across the country, there was no uniformity in their functioning as
different RSETIs sponsored by different Banks adopted varying norms of training and as a consequence, the outcomes
were also found to be different. At the same time, MoRD was conscious of the uniqueness of the RUDSETIs and their
distinct set of values, ethos and culture and desired that RSETIs should conform to these values. Govt. of India also
recognized that the principal reason behind the success of the RUDSETI model was the visionary leadership provided by
Dr. D. Veerendra Heggade and the uninching commitment and continued support extended by other sponsors namely,
SyndicateBank and Canara Bank to the cause of youth empowerment and desired that the same type of setup shall
continue in the RSETIs to be established under the new scheme as well.
Meanwhile, Dr D Veerendra Heggade had visualised the need for setting up of an Apex level organization to monitor the
signicant number of RSETIs established in the Country to effectively train and monitor the RSETI Directors/ Faculty on
the best practices of RUDSETI and for supporting them in discharging their duties effectively. He entrusted the task of
preparing a roadmap for rolling out a National Level Organization to Sri K N Janardhana, the then ED of RUDSETI, who
was on deputation from SyndicateBank to work as Chief Project Co-ordinator, who accomplished the task to the
satisfaction of all the stakeholders. The Board of Governors of RUDSETI dedicated National Academy of RUDSETI (NAR),
a National Level Resource Organization in the eld of entrepreneurship development in 2008, to the Nation to coincide
with the Silver Jubilee of RUDSETI.

Signing of MOU between MoRD and National Academy of RUDSETI
Ministry of Rural Development (MoRD), GOI, entered into a Memorandum of Understanding with the National Academy of
RUDSETI on 29th July 2011 incorporating the roadmap approved at various forums for improving the effectiveness of the
RSETIs. It was a watershed year in the annals of RSETI movement which gave a great llip to take the movement forward
in a big way. The ofce of the Monitoring Cell for RSETIs was established with headquarters at Bangalore to provide an
effective mechanism for mentoring and monitoring the activities of RSETIs. The cell is headed by Chief Project
Co-ordinator, an Executive on deputation from SyndicateBank to the National Academy of RUDSETI (under the aegis of
MoRD, GOI), reporting directly to Dr D Veerendra Heggade, President, National Academy of RUDSETI.
State Project Co-ordinators and individual RSETIs
State Project Co-ordinators cover a cluster of 25-30 RSETIs having geographical contiguity and these State Project
Co-ordinators were engaged on project assignment basis and the number of SPCs as at 31.03.2015 was 22.
The number of functional RSETIs across the Country as on 31.03.2015 was 583. These RSETIs offer training in more than
250 types of EDPs covering various activities and the duration of the training ranges from one to six weeks. The RSETIs
organize Agricultural EDPs, Product EDPs, Process EDPs and General EDPs along with skill upgradation and growth
programmes depending upon the background of the candidates.
Eligibility of candidates for training programmes
Any unemployed youth in the age group of 18-45 years, irrespective of Caste, Creed, Religion, Gender and Economic
status, having aptitude to take up self-employment or wage employment and having some basic knowledge in the related
eld can undergo training at RSETI which is totally free of cost. Besides this, post training follow up support is also
extended to the trainees to sustain their motivation and facilitate their settlement. Each Bank, through the Trust /Society
sponsored by them, monitors the functioning of their RSETIs. Chairman & Managing Director / Executive Director and the
top executives of Sponsor Banks in their ex-ofcio capacity evolve strategies and take policy decisions and monitor the
progress of all the units and guide the institutes.
Special features of RSETIs compared to similar institutions in the eld
• Visionary leadership provided by Dr. D. Veerendra Heggade as Hon. Co-Chairman of National Level Advisory
Committee on RSETIs.
• Sponsored by Banks under the supervision of MoRD, GOI.
• Free training with free food and free accommodation.
• Campus approach with unique training methodology.
• Short term training with long term follow up / Escort services for a period of two years.
• Practical orientation, vigorous training and extended hours of learning.
• Successful past trainees becoming trainers and imparting training to others.
• High settlement rate of trained youth.
• Employment generation by settled trainees is one of the offshoots of RSETI training which has got multiplier
effect and is the most signicant contribution to the Nation in addressing unemployment problem in its own
way.
The unique features of RSETIs and the deep thinking and elaborate preparations that had gone into development of the
RSETI model, have contributed for extending training facilities to a large number of rural unemployed youth besides
resulting in high settlement rates.
Training and Settlement of Candidates
During the nancial year 2014-15, as many as 13,926 training programmes were organized by RUDSETIs / RSETIs thus
showing an increase of 1740 programmes over the corresponding period of the previous nancial year 2013-14. The
target for training 3,52,950 candidates allotted by MoRD for the FY 2014-15 was exceeded by over 30,000. Continuous
monitoring and mentoring by Monitoring Cell facilitated in improving the settlement rate and the cumulative settlement of
candidates was 13,79,238. Of this, 5,92,889 candidates invested their own funds to start new enterprises while 6,46,596
candidates availed Bank loans to start their enterprises. For the candidates who needed nancial support, co-ordinated
efforts were made to arrange credit support from the Banks to establish their enterprise. Besides this, 1,39,753 trained
candidates got settled by securing wage employment. Intervention from Monitoring Cell inspired the RSETIs to organize
special programmes which were not only socially relevant but also catered to the requirements of special segments of the
society.
Annual Conclaves of Directors of RUDSETIs / RSETIs
Among the many best practices of RUDSETI model, organizing the Annual Conference of Directors of RUDSETI for their
Capacity Building at Dharmasthala once in a year was found to be very effective as it provided an opportunity to the
Directors to interact with the Executives of the Banks and the Banks, in turn, were able to critically review the performance
of each RUDSET Institute. In addition, Dr D Veerendra Heggade’s personal presence helped in enhancing the contents
of the deliberations by giving a better insight into the organizational ethos, values and its service motto. Moreover, it
facilitated cross learning the best practices adopted by other RUDSET Institutes.
Convinced by the purpose and usefulness of this initiative and as suggested by Dr D Veerendra Heggade, MoRD advised
all the Sponsor Banks to organize two days’ Conclave of RSETI Directors as an Annual event. As in previous years, almost
all the Banks have organized the Conclave of RSETI Directors this year also. Few Banks have undertaken to organize the
conclaves before the end of June 2015.
In these Conclaves, ofcials from MoRD, CPC and/or Director from Monitoring Cell for RSETIs and the Project Director
from NIRD participated as resource persons. The best part of the Conclaves is the thorough review conducted by CPC,
MC, MoRD ofcials and Sponsor Bank Executives which resulted in greater realization by RSETIs about their strengths
and weaknesses, crucial role the Institute can play in shaping the future of the trainees and the amount of goodwill it can
generate by helping the poor unemployed youth to stand on their own legs.
During the current nancial year, 20 Conclaves of RSETI Directors were organized at various centres.
Renewal of Memorandum of Understanding (MOU) with Ministry of Rural Development (MoRD) and National
Academy of RUDSETI (NAR)
The clear and unmistakable signs that emanated from MoRD about the success, usefulness and scalability of RUDSETI
model across Pan India, was the decision taken by them to advise the Banks to replicate the RUDSETI model in all their
Lead Districts in the Country.
This led to sizeable expansion in the number of RSETIs, prompting the need to standardize the training practices and to
bring about uniformity in their functioning. Thus MoRD entered into an MOU with NAR in 2011 for a period of three years
i.e. upto 31.07.2014 to ensure effective monitoring and mentoring of RSETIs in the Country. With close mentoring and
monitoring of RSETIs by Monitoring Cell, there was all-round improvement in the performance of RSETIs which led to
renewal of MOU by MoRD for a further period of three years from 1st August 2014. There could not have been a better
endorsement of the faith and condence of MoRD in the effective role played by Monitoring Cell in mentoring and
monitoring the RSETIs than renewal of MOU for a further period of three years showing the continuing trust in the effective
functioning of Monitoring Cell for RSETIs.
CPC was always on the move and ready to respond to the issues raised by the RSETIs and in co-ordination with the
sponsors, took steps to address difcult issues quickly and thereby worked towards the common goal of RSETI
Movement and these efforts were also helpful in renewal of MOU.
Monitoring Cell for RSETIs continues its commitment to work towards achieving the objectives set forth in the MOU.
Execution of an MOU between KVIC and Monitoring Cell for RSETIs
As per the advice given by Dr D Veerendra Heggade to explore new frontiers to extend the reach of RSETI services to a
large number of eligible candidates, efforts were made to collaborate with other institutions who share more or less the
same motto, so as to develop synergy and expand the reach of RSETIs. Accordingly, Commissioner of KVIC was
contacted by CPC and apprised him about the high quality of training and handholding support extended by the RSETIs
to the unemployed youth. Satised with the proposal, he readily agreed to enter into an MoU with Monitoring Cell for
RSETIs to have the benet of convergence in arranging Entrepreneurship Development Programme to PMEGP
beneciaries and also for linking trainees who have undergone training in skill development at RSETIs with PMEGP
scheme. It was a landmark achievement for Monitoring Cell for RSETIs to have succeeded even though there were
reservations in some quarters on taking RSETIs on board for PMEGP by entering into a collaborative arrangement with
KVIC for training PMEGP beneciaries.
This arrangement is expected to benet a large number of unemployed youth to start their own enterprise.

Start-up Village Entrepreneurship Programme (SVEP) of MoRD
To encourage rural youth to take up local entrepreneurship programme, Govt. of India had decided to introduce a new
programme, namely “Start-up Village Entrepreneurship Programme (SVEP)”.
In this regard, a draft concept paper prepared on SVEP by MoRD was sent to CPC, Monitoring Cell to come out with a
suitable model based on the experience gained and the lessons learnt from RSETI movement so that the best features
and practices are incorporated. CPC contributed valuable inputs in nalizing the SVEP model. Further, CPC was also
associated in a number of meetings and in the interactive sessions conducted by the Secretary / Addl. Secretary, MoRD
from time to time to give it a shape. As advised by MoRD, the draft model prepared by CPC was also placed for a detailed
discussion in the meeting of the General Managers of major Banks and other stakeholders with a view to get their
comments on ne-tuning the same. Besides this, the experiences of other successful models in this area such as
Kudumbashree, OMPLIS, EDII, Ahmedabad were also examined and their best features were integrated into the model to
develop synergy in its implementation.
MoRD is nalizing SVEP guidelines for implementation on a pilot basis and once the programme is rolled out, RSETIs
would benet by way of better beneciary selection, smooth credit linkage of entrepreneurs and sustainable enterprises
through better handholding support to the entrepreneurs.
This is another signicant initiative of the Monitoring Cell to be part of yet another important programme of Govt. of India
aimed at addressing the unemployment problem amongst youth in the country.
Review Meet of SPCs
As in the past, CPC, Monitoring Cell for RSETIs conducted Annual Review Meetings of State Project Co-ordinators, one at
Ghaziabad for Northern States in which 14 SPCs participated and the other for Southern States at Bangalore in which 8
SPCs participated. The review meetings were attended by Smt. Renuka Kumar, Director, MoRD and GM and CGM of
SyndicateBank and Canara Bank at Ghaziabad and Bangalore respectively.
Sensitization workshop for grading ofcials organized by Monitoring Cell for RSETIs
As a prelude to the grading exercise for the FY 2013-14, Monitoring Cell for RSETIs organized one-day sensitization
Programme in ve different centres and sensitized the grading ofcials on their roles and responsibilities in the grading
exercise, which has given them an insight into the guiding principles, norms for assessment of performance and imparted
clarity to the grading exercise. Such sensitization programmes were organized at RUDSETI Ghaziabad, RUDSETI Jaipur,
RUDSETI Nelamangala, RUDSETI Bhopal and UBI RSETI Rajpur, in which 33 grading ofcials were sensitized.
Grading of RSETIs
The Annual Grading Exercise for the year 2013-14 was undertaken in respect of 547 RSETIs and completed by Monitoring
Cell in August 2014 as per schedule given by MoRD. However, there was a time gap in validation of the grades by MoRD
since MoRD desired completion of uploading of proof of settlement in MIS before undertaking validation process.
Thereafter, validation process was completed by MoRD and nal grades were awarded. These grades were
communicated to all RSETIs, Sponsor Banks and other stakeholders.
RSETI Diwas – A National Meet to recognize the Best Performers
As per the terms of MOU with MoRD, annual grading of RSETIs is carried out to assess the performance of RSETIs and
thereafter recognize the Best Performing RSETIs in a betting manner by organizing a special function known as ‘RSETI
Diwas’. ‘RSETI Diwas’ is organized every year and as per the tradition, a public function is held at Vigyan Bhawan, New
Delhi. RSETI Diwas is a very special event for the State Governments as well as Bankers, since the best performance is
recognized in front of various dignitaries and peers thereby enhancing the self - esteem of performers. The programme is
usually chaired by the Hon’ble Union Minister for Rural Development, GOI and is a prestigious event organized by the
Monitoring Cell for RSETIs.
Strengthening of MIS by introducing new features
With the constant follow up by the Monitoring Cell and SPCs, all the RSETIs have adopted MIS and have uploaded
training and settlement details promptly. The Sponsor Banks, SRLMs and SPCs have made use of the system generated
data for their review. The quality of data ow has improved and M/s Credo Infotech has introduced additional features
such as data on DLRAC, EAPs etc and has made it more dynamic with provisions for graphic presentations. Almost all the
RSETIs have tallied their manual MPRs with MIS data. Efforts were made to achieve a perfect match between MIS and

MPR so as to ensure that manual MPRs may be dispensed with effect from 01.04.2015. Consequently, the stakeholders
will be able to access a more accurate and reliable data and generate reports from MIS, henceforth.
Collection of MPRs from all RSETIs and its consolidation by Monitoring Cell for RSETIs
One of the vital source of information on the performance of RSETIs is the Monthly Progress Report (MPR), which is
submitted to Prime Minister’s Ofce, MoRD and Ministry of Finance from Monitoring Cell. This high priority task was
successfully accomplished by Monitoring Cell through continuous monitoring and followup. MPRs were obtained from all
580 RSETIs without exception and promptly submitted to Prime Minister’s Ofce (PMO) / Ministry of Rural Development
(MoRD) / Ministry of Finance (MoF)/ Department of Financial Services of Finance Ministry etc.
RUDSETI / RSETI Bazaars
Monitoring Cell has always been supportive of the efforts made by the RSETIs in organizing RSETI Bazaars/Stalls to help
the past trainees to not only understand the dynamics involved in the marketing process but also to sell their goods during
the Bazaars. This initiative has helped the trainees to develop contacts with potential customers for their future growth.
Other Initiatives
Meeting with Sri Nitin Gadkari, the then Hon’ble Union Minister for Rural Development by CPC
As advised by Dr D Veerendra Heggade, CPC met Sri Nitin Gadkari, the then Minister for Road Transport,
Shipping and Rural Development and apprised him about the various activities undertaken by RSETIs. The
Hon’ble Minister appreciated the initiative and commitment shown by the sponsoring organizations of
RUDSETIs/ RSETIs and assured of his full support to the RSETIs to take the movement forward.
In addition to the above, a number of other initiatives were taken by CPC such as
(a) Arranging interaction of successful trainees of RSETIs at ‘Saansad Aadarsh Gram Yojana’, (b) Sharing
experiences of successful trainees of RSETIs in the PM’s Website, (c) Facilitating active participation of RSETIs
under ‘Pradhan Mantri Jan Dhan Yojana’, (d) ‘Swachh Bharat Abhiyaan’ etc., and these initiatives have been well
received. Besides this, CPC was involved actively in working out the draft HR Policy for the RSETI staff and in
initiating the process of introduction of Biometric Devices through the RSETIs. Besides this, he established
excellent coordination with various stakeholders and contributed critical inputs for effective functioning of
RSETIs by participating in high-level meetings such as Central Level Co-ordination Committee (CLCC) of
RSETIs, National Level Advisory Committee on RSETIs (NLAC), State Level Bankers Committees, Board of
Trustees of Punjab National Bank Centenary Rural Development Trust and Board of Trustees of Bank of India for
RSETIs. Steps were also taken to improve the contents of ‘Kushalatha’ and give sufcient coverage to the
activities of RSETIs through this Quarterly Bulletin. It has now become an eagerly awaited bulletin for the
members of RSETI family.
Conclusion
It is a matter of satisfaction that the RSETIs have come a long way in fullling the expectations of the Sponsors, Govt. of
India and other Stakeholders. A lot of interest has been generated in the concept and activities of RSETIs and a number of
Govt. Departments and other Institutions have approached the Monitoring Cell expressing interest to associate with
RSETIs or take the assistance of RSETIs in organizing training and skill development programmes, reecting the
widespread acceptance and the impact created by the RSETIs. Thus, RSETI has become a 'Buzzword' in the eld of
Entrepreneurship Development, Training and Skill Development Programmes and looked upon by the rural unemployed
youth as a panacea for all their problems.

Renewal of Memorandum of Understanding (MOU) between MoRD and NAR- An event for celebration
To improve the quality standards of RSETIs and bring them on par with the best performing RUDSETIs in the
Country, MoRD had prepared a roadmap envisaging a mechanism to ensure effective mentoring and monitoring of
RSETIs. To operationalize this, MoRD entered into a Memorandum of Understanding(MOU) with National Academy
of RUDSETI (NAR) on 29.07.2011, which turned out to be a Historic event in the annals of RSETI movement.
Subsequent to signing of MOU with NAR, MoRD has closely monitored the
performance of RSETIs from time to time. MoRD was pleased with the
inherent strength of the RSETI model which is passionately led by
Dr D Veerendra Heggade and actively assisted by resourceful
Sri K N Janardhana, Chief Project Co-ordinator of Monitoring Cell for
RSETIs.
Highly satised with the results achieved on various performance
parameters under the MOU, MoRD took the initiative to renew the MOU for sta further period of three years from 1 August 2014 with emphasis on quality of training programmes measured in
terms of outcomes in areas such as settlement of trained candidates, their credit linkage and improved grading of
RSETIs.
A special function was arranged by MoRD to mark the occasion of renewal of MOU by involving all the key
stakeholders in the chambers of the Secretary, Ministry of Rural Development, Govt. of India, New Delhi in which the
MOU was signed by Dr D Veerendra Heggade, President, NAR, Bangalore on behalf of NAR and Sri T Vijay Kumar,
IAS, Mission Director and Additional Secretary, MoRD on behalf of Government of India. The MOU was exchanged
in the presence of Sri L C Goyal, IAS, Secretary (RD), Sri S M Vijayanand, IAS, Additional Secretary (RD) MoRD,
Sri S.K. Jain, CMD of SyndicateBank, Sri K Preetam Lal, GM of SyndicateBank, Sri S S Bhat, CGM of Canara Bank
and Sri S K Thakkar, FGM of SyndicateBank, New Delhi. The function was arranged and co-ordinated by

Sensitization workshop for grading ofcials organized by M C, NARThe Monitoring Cell for RSETIs organized one-day sensitization Programme in ve different centres to give an insight into
the guiding principles to be adopted by the grading ofcials during the grading exercise and sensitized them on their
roles and responsibilities in the grading exercise for the year 2013-14.
The Hon'ble Union Finance Minister, in his budget speech, had made an
announcement on setting up of “Start-up Village Entrepreneurship
Programme (SVEP)” to encourage rural youth to take up local
entrepreneurship programme and allotted a sum of Rs.100 Crore for this
purpose in the Union budget.
To discuss the modalities for operationalization of SVEP, Ministry of Rural
Development, Govt. of India had organized a two-day workshop on Start-
up Village Entrepreneurship Programme at National Institute of Rural th thDevelopment & Panchayat Raj (NIRD), Hyderabad on 26 and 27
September 2014.
The meeting was chaired by Sri T Vijay Kumar, IAS, Addl. Secretary, MoRD and attended by Smt. Renuka Kumar, Director,
MoRD and other ofcials from MoRD. Consultations were held with different groups of stakeholders which included
organizations which have promoted village entrepreneurship to a signicant scale, Bankers, Industries' Associations,
Resource Persons and SRLMs. Sri K N Janardhana, CPC, actively participated in these deliberations and gave valuable
inputs on the role of Banks in SVEP model.

Grading of RSETIs
The annual grading exercise for 2013-14 was undertaken promptly and completed by August 2014. Since most of the
RSETIs had uploaded only the settlement number without the proof, MoRD decided that RSETIs shall complete
uploading proof of settlement by 31.01.2015 for enabling them to undertake validation at their end. The RSETIs took up
this exercise on a war footing and uploaded proof of settlement in over 3.29 Lakh records in a span of 45-50 days. This was
a herculean task, which was completed well within the time frame because of the continuous follow up from Monitoring
Cell, SPCs, GMs and Nodal Ofcers of all the Banks. After taking into consideration the settlement data as at 31.01.2015,
MoRD concluded the validation exercise.

Jubilee along with Decennial celebration of Association of
Successful Alumni of RUDSETI trained Entrepreneurs th(ASARE) at RUDSETI, Brahmavar 17 December 2014 on
a grand scale.
His Holiness Sri Sri Vishwesha Thirtha Swamiji, Pejavar
Mutt, Udupi inaugurated the programme by lighting the
lamp and lauded the good work done by RUDSETIs
throughout the Country. Dr D Veerendra Heggade,
President of RUDSET Institute, released the Souvenir
'SAARTHAKA' brought out by ASARE. In his presidential
address, Dr D Veerendra Heggade appealed to the participants to give good service to the customers and to retain
the values imbibed during training period at RUDSETI.

Ministry of MSME through KVIC is implementing Prime Minister's Employment Generation Programme (PMEGP) for
generating employment opportunities through setting up of micro enterprises in rural and urban areas by extending
credit-linked subsidy to the eligible beneciaries.
Coming together of KVIC and Monitoring Cell for RSETIs through an MOU has distinct advantages for all the stakeholders
besides addressing the existing weaknesses such as lack of project and business skills amongst the beneciaries, higher
rate of rejection of Bank loan applications etc. The Monitoring Cell ensures active facilitation in the matter of training,
preparation of project reports, credit linkage with Banks and extend handholding support to the trained candidates for a
period of two years.

Regeneration of Traditional Industries (SFURTI) was held on 22.03.2015
at India Habitat Centre, New Delhi. The workshop was inaugurated by
Sri Kalraj Mishra, Hon'ble Minister of MSME, GOI in the presence of
Sri B H Anil Kumar, IAS, Commissioner, KVIC, Sri S N Tripati, IAS, JS,
MSME, Smt Renuka Kumar, Director, MoRD, Sri Samar Nanda,

Sri Kalraj Mishra emphasized the need for mobilizing artisans for cluster
development and to provide enabling environment for promotion of these clusters by extending support for technology
upgradation and marketing.
A one-day workshop for RSETI Directors of Odisha was organized by
Odisha Livelihoods Mission, Govt of Odisha at the State Institute of Rural

Annual Staff Conference of RUDSETI Directors
The three-day Annual Staff Conference of Rural Development and Self
Employment Training (RUDSET) Institute for the year 2014 was held at
'Sri Sannidhi', Dharmasthala from 13th to 15th August 2014.
The programme was inaugurated by Dr D Veerendra Heggade, President,
RUDSET Institutes, Dharmasthala. In his inaugural address, he recounted
the difculties faced in establishment of RUDSETI in 1982 and informed
that the performance of RUDSETIs is being watched by other RSETIs
today as RUDSETI programmes are regarded as model programmes in
Entrepreneurship Development on account of the high quality of training
provided to the unemployed youth thus raising the expectations from and increasing the responsibility of RUDSETIs.
The conference, among other things, focused on organizational development through experience sharing, performance
review by peers, working out a qualitative action plan and exchange of ideas/ views with the participants.

Controlling Heads of Banks to sensitize their Branch Managers to extend credit to the RSETI-trained candidates and no
loan proposal is turned down without valid reasons.

honoured best performing RSETIs and successful entrepreneurs and also
released the Annual Activity Report of SRDT, brochure and SRDT calendar

Sri K N Janardhana, CPC, Monitoring Cell for RSETIs, led a team of 11 RSETI trained candidates from various
Institutes in Gujarat State, who have become successful entrepreneurs and participated in the launching programme of
“Saansad Adarsh Gram Yojana”, which was inaugurated by the Hon'ble Prime Minister of India, Sri Narendra Modi in
the presence of Sri Nitin Gadkari, Hon'ble Minister of Rural Development, GOI and other Union Ministers at Vigyan
Bhawan, New Delhi. Later, they had an interaction session with the National Print and Electronic media, which was
extensively covered.
As part of the mentoring and monitoring exercise, CPC undertook visits to Head Ofces / Corporate Ofces of Sponsor
Banks of RSETIs and also visited a number of RSETIs criss-crossing different States and covering all the major States in
the Country. On an average, more than one RSETI per week was covered throughout the year.
During these visits, he had taken part in the interaction sessions with the trainees of the ongoing training programmes,
attended inaugural / valedictory functions of training batches, visited the units established by successful trainees,
reviewed the progress in construction of RSETI premises etc. The opportunity was made use of to motivate the RSETI
Directors and Staff to contribute their best towards improving the functioning of RSETIs and to extend the required
support to the trainees to take up self-employment activities. The rst hand feedback obtained during such visits to the
RSETIs was made use of for taking policy initiatives with the support from MoRD and Sponsor Banks under the guidance
of Dr D Veerendra Heggade. These initiatives have helped in strengthening the systems and procedures besides helping
in resolving pending issues related to training infrastructure, staff complement, coordination with District/State
Administration etc.

was visited by more than 600 people, which received good
response from the visitors.

SBIRSETI, Bageshwar, Uttarakhand sponsored by SBI had put
up a Stall on the occasion of 'Uttaraayani Mela', a very popular,
historical fair of Uttarakhand State. The RSETI received more than
350 applications for various training programmes during the Mela.

PNB RSETI, Kurukshetra sponsored by PNB had put up a Stall
during 'Geetaa Jayanthi Mahotsav', in which skilled professionals
and artists from all over India participated. The stall was visited by
Dr Rakesh Gupta, GM (PS & LB) & Managing Trustee,
PNBCRDT, ofcials from the Bank, Government Departments and
general public. The stall attracted more than 4000 people and
RSETI received more than 300 applications for various training
programmes.
Organizing RUDSETI Bazaar by RUDSETI, Ranchi, Jharkhand
RUDSETI, Ranchi, Jharkhand had organized 'RUDSETI Bazaar'
as part of 'International Women's Day' celebrations, which was
attended by ofcials from the Bank, Government Departments and
general public.
Cent Per cent Credit Linkage to the trainees of JKB RSETI, Ganderbal, Jammu & KashmirJKB RSETI, Ganderbal sponsored by J & K Bank, organized a 'Credit Camp' under SMES programme of J & K Bank for female candidates from farung, hilly areas who were trained by the RSETI. Loan sanction letters were disbursed to all the 30 women trainees and thus achieved 100% credit linkage. All loans were given under DRI scheme. It was a well co-ordinated initiative by RSETI.
Credit Camp organized by PNB RSETI, Haridwar, UttarakhandPNB RSETI, Haridwar, sponsored by PNB, organized a 'Credit camp' through Punjab National Bank, Dhanpura branch. During the camp, seventeen RSETI trained candidates were credit linked with Rs.15,000/- each.
